<p>The EU, led by Germany, pushed heavily for the Cypriot banking system to contribute a substantial share of the bailout – 5.8 billion euros of the total 17 billion requested – by imposing a controversial "tax" on Cypriot savings accounts.</p>
<p>Market analyst <a href="http://www.businessinsider.com/tchir-cyprus-could-send-sp-500-to-1400-2013-3">Peter Tchir pointed out</a> that, with relative ease, the U.S. passed a $60 billion rescue package for areas of the Northeast that were damaged by Hurricane Sandy, but the EU – Germany – isn't even willing to pony up a tenth of that amount to avoid all of the problems that have arisen as a result of the forced haircut to which Cypriot depositors are now being subjected.</p>
<p>The reason is pretty clear: Germany has a looming federal election in September, and it doesn't look good for them to support a bailout of a banking system with a reputation as an off-shore tax haven for moneyed Russian interests.</p>
<p>"<span style="line-height: 1.5em;">We have argued many times before that the issue of wealth redistribution could become a source of friction within the monetary union," says NBF Financial Chief Economist and Strategist Stéfane Marion. "This is all the more true when it involves a member state with a large 'parallel' economy."</span></p>
<p><span style="line-height: 1.5em;">To put a number on it, Marion says that 26 percent of GDP in <keyword id="6373843" type="COUNTRY" weightage="60" keywordseo="Cyprus">Cyprus</keyword> is the result of "</span><span style="line-height: 1.5em;">economic activities and the income derived thereof that circumvent or avoid government regulation or taxation."</span></p>
<p><span style="line-height: 1.5em;">That's quite a bit. Not only does it show why there's no political appetite for a bailout of Cypriot banks in Germany, but also how much Cyprus stands to lose if its status as a tax haven is jeopardized, which seems to be the direction this whole saga is headed.</span></p>

CHART OF THE DAY: The Gigantic Shadow Economy That's Making It So Hard To Bail Out Cyprus

<p>For the first time in history, the federal government holds more nonrevolving consumer debt than commercial banks in the United States, thanks to a surge in government-issued <keyword id="35522" type="UNKNOWN" weightage="60" keywordseo="student-loans">student loans</keyword> since 2009.</p>
<p>(Nonrevolving <keyword id="437168" type="ORGANIZATION" weightage="60" keywordseo="consumer-credit">consumer credit</keyword> includes loans with fixed repayment plans, like student loans and auto loans, as opposed to revolving credit, which includes things like credit cards.)</p>
<p>This little detail from <a href="http://www.businessinsider.com/january-consumer-credit-2013-3">yesterday's monthly consumer credit release</a> was pointed out by NBF Chief Economist Stéfane Marion in a note to clients following the release.</p>
<p>According to the latest data, the government now holds $552.69 billion in student loan debt –versus commercial banking institutions' holdings of all nonrevolving consumer credit, which only amounts to $545.7 billion.</p>

<p style="padding-left: 30px;"><span></span><span style="line-height: 1.5em;">This being said, the bulk of the increase in non-revolving credit is not going towards purchases of </span><span style="line-height: 1.5em;">durable goods. Student loans remain the primary driver of consumer credit growth with a 24% annual gain. Were it not for them, nonrevolving credit would actually have been up only 2.9%.</span></p>
<p style="padding-left: 30px;"><span style="line-height: 1.5em;">The surge in student loans, which now account for 28% of total nonrevolving credit outstanding, has dramatically altered the credit landscape. As shown, the Federal government, which originates most of student loans, actually surpassed depository institutions in January as a primary holder of nonrevolving credit.</span></p>
<p style="padding-left: 30px;"><span style="line-height: 1.5em;">Needless to say, the surge in student debt could become a significant problem down the road if labour markets fail to provide employment for younger workers.</span></p>
<p>For the moment, growth in federally-issued student loan debt shows no signs of slowing down.</p>

The Government Holds More Non-Revolving Consumer Debt Than Banks For The First Time Ever

<p>Cash flow has stalled for the world's major <keyword id="18712" type="ENTERTAINMENT" weightage="60" keywordseo="Gold">gold</keyword> producers despite high gold prices, which probably means we're heading for a gold production cliff, according to National Bank Financial.</p>
<p>That means higher prices. </p>
<p>From NBF's mining analyst team, led by Steve Parsons: </p>
<p style="padding-left: 30px;">As gold companies grew, too few large deposits have been discovered to sustain current production rates. Though, in recent years, the development of a handful of large mines and the threat of others to follow provided the useful impression that the Production Cliff would be deferred, at least to the point where it was perceived to be a next-cycle problem. No such luck. Project congestion marked by capacity constraints and resultant delays and cost pressures has forced a more orderly sequencing of projects. High-quality projects have stayed at the front of the queue with delays, while the rest have seen significant delays or, worse, been shelved.</p>
<p style="padding-left: 30px;">....</p>
<p style="padding-left: 30px;"><strong>Moreover, the prospect for a material supply contraction also bodes well for higher gold prices or, at least, solid underpinning.</strong></p>

A Gold Production Cliff Could Be Coming In 2017

Police said the shooting&#xa0;started at 3:30 a.m., <a href="http://www.cbc.ca/news/canada/toronto/muzik-nightclub-shooting-leaves-2-dead-3-in-hospital-1.3178369">according to the CBC</a>.&#xa0;</p><p>OVO fest is a concert held every year in Toronto and hosted by Drake.&#xa0;Drake takes tons of pride in the event as he is from Canada, and quite often makes music about Toronto. In fact, his upcoming album "Views from the 6" is referring to an area code in the city.</p><p>A shooting also broke out at the event <a href="http://www.cbc.ca/news/canada/toronto/man-shot-at-muzik-nightclub-during-drake-after-party-1.2727581">in 2014</a>, leaving&#xa0;one man being hospitalized.&#xa0;<div></div></p><p>Knowing there was a history of violence at the event, police came in full force, even stationing extra officers at the club.</p><p><span>"We did our best to prevent such a thing from happening. In fact, we called extra resources down to the area in advance, just to provide extra security," Deputy Police Chief&#xa0;<span>Peter Sloly told CBC.
