Depending on the location, wait times to enter a military base can be particularly long early in the morning, when employees arrive for work; and in the late afternoon.</p><p>The 21-year-old gunman was identified by the FBI as Adam Alsahli. The shooter drove to one of the base's entrances and fired at security forces personnel, hitting an employee in the chest, according to <a href="https://www.cnn.com/2020/05/21/us/naval-air-station-corpus-christi-lockdown/index.html">CNN</a>. The employee's bulletproof vest reportedly caught the bullet and she sustained non-life-threatening injuries.</p><p>The shooter then drove the car towards the gate before crashing into a protective barrier. He left his vehicle before <keyword id="150" type="ORGANIZATION" weightage="60" keywordseo="Shooting">shooting</keyword> again, and was fatally shot by security forces. There is an active shooter in the vicinity of the North Gate."</p><p>After the incident had been resolved, the US <keyword id="42407" type="ORGANIZATION" weightage="60" keywordseo="Navy">Navy</keyword> sent out an email update staying that Navy Security Forces at the base responded to an active shooter at around 6:15 am (local time). The update said that the shooter had been "neutralized."</p><p>A follow-on update said that the "shooter no longer poses a threat" and announced that the lockdown had been lifted. One sailor attached to the NAS Corpus Christi security force sustained minor injuries but has already been released from the hospital.</p><p>The FBI has taken over the investigation but is working with local law enforcement and the Naval Criminal Investigative Service (NCIS). Officials have not released any information on the identity of the shooter or specified why they are investigating the incident as an act of terrorism.</p><p>Thursday's incident marks the third active-shooter situation at a US naval base in six months, following tragedies at Joint Base Pearl Harbor-Hickam in Hawaii and Naval Air Station Pensacola in Florida.</p><p>In the case of NAS Pensacola, the shooter, who killed three sailors and injured several other people in the <a href="https://www.businessinsider.com/navy-pilots-demand-to-be-armed-on-base-after-shooting-2019-12">December 2019 attack</a>, was a Saudi national with ties to al Qaeda.</p><p>Mohammed Saeed Alshamrani, a second lieutenant in the Saudi military who was in the US as part of a training program, opened fire on the base with a handgun on Dec. 6. <p><span style="line-height: 1.5em;">Situated close to the halfway point between Moscow and New York City, Thule Air Base is a remnant of the US's drive to create </span><span style="line-height: 1.5em;"></span><a href="http://www.whoi.edu/beaufortgyre/history/history_dew.html">global staging areas</a><span style="line-height: 1.5em;"> for operations</span><span style="line-height: 1.5em;"> against the Soviet Union during the Cold War. At its height, Thule had close to 10,000 personnel from the US and Denmark. Today, that number is below 1,000. </span></p>
<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>At the height of the base's Cold War-era importance, Thule was a refueling point for long-range US bombers that might be tasked with flying over the North Pole to engage Russia. Simultaneously, the base also functioned as a defensive point from which US fighters could intercept Russian bombers en route to North America.</p>
<p>Either way, it would be a front-line base if the Cold War ever turned into a hot conflict between the US and the Soviet Union.</p>
<p>Despite its pared-down present-day operations, Thule still plays a crucial role in the US's <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">defense</keyword> posture. The base is the <a href="http://www.peterson.af.mil/units/821stairbase/">home</a> of the 21st Space Wing's global network of ballistic missile early-warning systems and space surveillance. Thule also hosts space control for the North American Aerospace Defence Command and Air Force Space Command.</p>
<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>Thule's location and embedded satellite and missile detection hardware means the base is a <a href="http://www.nato-pa.int/default.asp?CAT2=0&amp;CAT1=0&amp;CAT0=2151&amp;SHORTCUT=2209">critical element</a> of US missile defense architecture. The base provides the US, and by extension NATO, with a top-of-the-world view of any missile threat crossing over the polar ice cap.</p>
<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>This vantage point high in the Arctic will soon be of urgent importance for the US and its strategic partners.</p>
<p>The US military - along with the militaries of China, Russia, Canada, Norway, and Denmark - have accepted that the Arctic ice is <a href="http://www.businessinsider.com/the-competition-for-arctic-resources-2014-6">melting</a>. A race is already underway between these countries to secure plentiful resources and trade lanes that will open in the coming years as the ice continues to melt.</p>
<p>By virtue of its position deep in the Arctic Circle, Thule allows the US to constantly monitor the situation in the region. This location will help the US track the movements of rival militaries in the Arctic while also providing the necessary infrastructure for the US to capitalize on any changes in the state of play. And the base could host upwards of 10,000 personnel if filled to capacity.</p>
<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>Thule has also been put to use by NASA for research into the melting of the Arctic. Since 2009, NASA has <a href="http://www.nasa.gov/mission_pages/icebridge/news/spr13/arctic-begins.html#.VGI5A4dPJz9">launched</a> annual research operations, named Operation IceBridge. Based in Thule, they include flights that monitor the Arctic ice sheets and sea ice.</p>

<p>The Council on Foreign Relations <a href="http://www.cfr.org/arctic/emerging-arctic/p32620#!/">noted</a> in a presentation that the competition for resources in the Arctic could lead to a new Cold War between Russia and the NATO states. Russia has <a href="http://www.foreignpolicyjournal.com/2014/04/23/russias-territorial-ambition-and-increased-military-presence-in-the-arctic/">reinvigorated the construction</a> of its naval infrastructure along the country's vast northern coast. Likewise, the US Navy has <a href="http://www.businessinsider.com/us-navy-arctic-presence-2014-2">accelerated</a> its plan of bolstering Arctic readiness.</p>
<p>Given the already-tense geopolitical climate between Russia and NATO, a resource competition within the Arctic would likely only lead to further confrontation - and more of the aerial near-misses and suspicious Russian deployments which are already occurring at an <a href="http://www.businessinsider.com/map-of-near-misses-between-russia-and-west-2014-11">alarming pace</a> as a result of the Ukraine conflict. An air base such as Thule would provide the US with additional resources in the Arctic should tensions with Russia continue to build.</p>
<p>Thule Air Base is ideally positioned in a rapidly evolving competition for resources and strategic advantage in the Arctic.</p>
<p>The most isolated post in the entire US military could be a lot more crowded in a few years.</p>

<p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><ul class="summary-list"><li><strong>The number of active-duty military personnel to be deployed to the US-Mexico border in support of Operation Faithful Patriot has surged to more than 7,000 according to the latest Department of <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">Defense</keyword> estimates.</strong></li><li><strong>Last week, the number was said to be in the hundreds.</strong></li><li><strong>"This is a response to the caravan directed by the president," Secretary of Defense Jim Mattis told reporters Sunday, referring to the migrant caravans approaching America's southern border.</strong></li><li><strong>While critics have accused the Trump administration of engaging in a political stunt ahead of midterm elections, Mattis argued Wednesday that "we don't do stunts in this department."</strong></li></ul><p>The US military is sending thousands of troops to the US-Mexico border in preparation for the arrival of migrant caravans determined to enter the US.</p><p>The operation, known as Faithful Patriot, is expected to involve more than 7,000 active-duty troops, the Department of Defense <a href="https://www.dvidshub.net/news/298422/dod-units-supporting-dhs-along-southwest-border?sub_id=0&amp;utm_campaign=subscriptions&amp;utm_medium=email&amp;utm_source=0&amp;utm_content=asset_link">estimated</a> in a press statement released late Wednesday. The units heading south are coming from bases across ten different states.</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>The planning teams will coordinate operations and support missions, medical personnel will triage, treat, and prepare patients for transport, the engineers will construct erect light towers and build barriers, and the helicopter teams will facilitate the movement of CBP tactical teams.</p><p>The Department of Defense says the number of troops deployed could change at any time, potentially on a daily basis. Changes will be made in accordance with operational demands, the press release explained.</p><p>"We'll do up to anywhere between 10 [sic] and 15,000 military personnel, on top of border patrol, ICE and everybody else at the border," Trump <a href="https://www.politico.com/story/2018/10/31/trump-triple-troops-border-952644">said</a> Wednesday afternoon, adding, "Nobody's coming in."</p><p>The president previously characterized the approaching caravans as an "invasion," warning the migrants that the military will be waiting for them when they arrive.</p>

With rains in some areas exceeding 50 inches and flooding that put entire neighborhoods virtually underwater, the disaster will go down as one of the costliest in American history.</p><p>More than 40 people have been found dead as a result of the initial hurricane and subsequent flooding. At least 33,000 Texans are now spread throughout more than 230 shelters. <a href="http://www.businessinsider.com/hurricane-harvey-2017-rainfall-map-2017-8" target="_blank" rel="noopener noreferrer">Roughly 20,000 homes</a> were damaged, and <a href="http://www.businessinsider.com/hurricane-harvey-2017-rainfall-map-2017-8" target="_blank" rel="noopener noreferrer">hundreds of thousands will</a>, in all likelihood, seek disaster assistance of some kind.</p><p>For President Donald Trump, this disaster was the first "serious" crisis early in his administration, as conservative <a href="http://www.businessinsider.com/trump-hurricane-harvey-texas-2017-8" target="_blank" rel="noopener noreferrer">news aggregator Matt Drudge wrote</a> ahead of the storm's landing last week. It was a major question for the young administration: How would Trump and his officials respond to and handle Hurricane Harvey?</p><p>A week after Harvey's destruction began, Trump and his team have generally received high remarks for their response.</p><p>"I would think the absence of real criticism from elected officials at all levels is a sign that they've done very, very well," Matt Mackowiak, an Austin, Texas based Republican strategist and president of the Potomac Strategy Group, told Business Insider.</p><p>But as experts said, while Trump's first week as chief executive leading the federal government's Harvey response went as well as they had hoped for, the true test of any disaster response is not if it's going well in week one, but if it's still getting high marks months and years down the road. In Texas, where flooding has put entire sections of Houston underwater, that recovery effort already looks as if it will take years and cost billions.</p><p>In his first week of managing the crisis, Trump was engaged in ways seldom seen during his presidency. As <a href="http://nyti.ms/2x2qHwn" target="_blank" rel="noopener noreferrer">The New York Times</a> reported earlier this week, he was "more engaged in the details" of the Harvey response than he has been in any other issue, "fascinated," as one aide told the publication, "by the long-term effect of water damage on structures in the Gulf Coast, peppering FEMA and National Security Council briefers with detailed questions about the flooding in Houston and Galveston."</p><p>Trump spent much of the week tweeting and speaking publicly about the hurricane, promising that his administration would not be forgetting about those affected by it.</p><p>He visited Corpus Christi, Texas, a city hit by the storm but nowhere near as bad off as the Houston area, earlier in the week, and he plans to return to the state on Saturday. And a number of top administration officials - from Vice President Mike Pence, Energy Secretary Rick Perry, acting Homeland Security Secretary Elaine Duke, and Federal Emergency Management Agency Administrator Brock Long - have all made appearances in the Lone Star state this week, signaling the administration's focus on the episode.</p><p>During his Corpus Christi visit, Trump said "we want to do" the response to Harvey "better than ever before."</p><p>"We want to be looked at in five years, in 10 years from now, as this is the way to do it," Trump said. "This was of epic proportion. Nobody's ever seen anything like this, and I just want to say that working with [Republican Texas Gov. Last Friday night, right as the hurricane was slamming into Texas, Trump decided to announce his <a href="http://www.businessinsider.com/trump-retweets-antifa-obama-charlottesville-arpaio-2017-8">pardon of former Arizona Sheriff Joe Arpaio</a>, which Trump later said he did because he "assumed the ratings would be far higher than they would be normally."</p><p>"Well a lot of people said it was the right thing to do, John," <a href="http://www.businessinsider.com/trump-joe-arpaio-pardon-hurricane-harvey-2017-8" target="_blank" rel="noopener noreferrer">Trump told Fox News reporter John Roberts during a Monday press conference</a> at the White House. "And actually, in the middle of a hurricane, even though it was a Friday evening, I assumed the ratings would be far higher than they would be normally. You know, the hurricane was just starting. And I put it out that we pardoned, as we say, Sheriff Joe."</p><p>And after his meeting with federal, state, and local leaders in a Corpus Christi fire station, Trump addressed a large crowd that had gathered outside, saying, "what a crowd, what a turnout." <a href="http://www.businessinsider.com/trump-texas-congratulate-hurricane-harvey-2017-8" target="_blank" rel="noopener noreferrer">He added </a>that the storm was "historic, it's epic, but I can tell you it happened in Texas, and Texas can handle anything."</p><p>Some bristled at the display. <a href="http://www.politico.com/story/2017/08/29/trump-texas-hurricane-harvey-242148" target="_blank" rel="noopener noreferrer">Politico's Josh Dawsey noted</a> that the trip didn't include Trump meeting with "a single storm victim," seeing "an inch of rain or" getting "near a flooded street." But, the Politico reporter wrote that the trip "gave the optics-obsessed president some of the visuals he wanted." And pool reporter David McSwane wrote suspiciously of the hundreds of Trump supporters who appeared seemingly out of nowhere to greet the president at the fire station, where Trump waved the Lone Star flag and mentioned the crowd size and turnout.</p><p>"The turnout of hundreds of Trump supporters is notable because few knew where Trump was actually going," <a href="https://twitter.com/davidmcswane/status/902616018589294592" target="_blank" rel="noopener noreferrer">he tweeted</a>. "Someone organized that."</p><p>But Keli Perrin, a Syracuse University law professor whose expertise is in critical infrastructure and emergency response, told Business Insider that she thought Trump was "actually on script" in his responses.</p><p>"He does throw in some stuff like crowd counts or this is going to be the best response ever, because that's what he does," she said. "That's his persona. But for the most part, if you watch his full clips, he's saying the right stuff."</p><p>Mackowiak said he "probably wouldn't" have issued the pardon at the time Trump did, but he praised both Trump and the administration for their initial handling of the disaster.</p><p>"He is who he is," Mackowiak said. "There's a limit to sort of what he's capable of doing."</p><p>"Are you going to see him, you know, as the emoter in chief hugging hundreds and hundreds of people? That's not really what he does," he added. "He might do that tomorrow in Houston, and I think it'd be a very good thing if he did. I think he sees his role more as an executive role, talking to his cabinet, talking to state officials, making sure that the right things are happening."</p><p>Mackowiak said Trump was "solving problems" and "motivating people to get moving."</p><p>"My guess is he is working the phones much more aggressively than anyone realizes," he said. "I mean, he kind of does that in his day-to-day life anyway. So, my sense is he's been more engaged than people realize. Has he done it exactly as Bill Clinton or George W. Bush or Barack Obama would've done it? No, because he's a different person. So, again, he's unique in how he's gone about it."</p><p>Speaking of Bush, it's clear that a focus on Trump's mind is not having his administration look like that of the prior Republican president when it comes to its response to a major hurricane. For Bush, his administration's response to Katrina was a low point of his presidency.</p><p>Republican Sen. Chuck Grassley of Iowa <a href="https://twitter.com/ChuckGrassley/status/901065715767164928" target="_blank" rel="noopener noreferrer">called out Trump on Twitter</a> to "keep on top of" the hurricane and warned him not to "make the same mistake Pres Bush made w Katrina."</p><p>"Got your message loud and clear," <a href="https://twitter.com/realDonaldTrump/status/901407059547226112" target="_blank" rel="noopener noreferrer">Trump responded</a>. "We have fantastic people on the ground, got there long before #Harvey. So far, so good!"</p><p>Long, Duke, and others have so far made a name for themselves in helping to lead the federal response to the storm. As Duke told reporters aboard Air Force Two on a flight to Texas this week, more than 21,000 federal workers are or were being mobilized for the response effort. During Trump's visit to Corpus Christi, Long tried to temper expectations, noting that "recovery is a slow process but rest assured we're doing everything we can."</p><p>"All eyes are on Houston, and so are mine," he added. "We've got a long time to go. We're still in a life saving, life sustaining mission."</p><p>He too made a comparison to Katrina.</p><p>"This is not the Superdome," he said of the evacuation shelters set up in other Texas counties, comparing it to the New Orleans stadium that was overfilled with people seeking shelter. "This recovery is going to be frustrating. We're going to be here to navigate you through it."</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Jacquelyn Martin/AP</span></p><p class="caption">Trump.</p></div><p></p></div></div></p><p>Perrin, who said she's a "real fan of Administrator Long," said the administration is doing a good job of both "managing expectations" and not making similar mistakes made by the Bush administration.</p><p>"Of course, the Trump administration is trying not to look like the Bush administration," she said. "They're showing up, [Trump] was there, he was doing what he was supposed to do. Corpus Christi instead of Houston, he was close but out of the way. It's almost like they read what went wrong in Katrina and fixed it."</p><p>What comes next for Trump is the push to get federal funding for the recovery and pass both an emergency package as soon as possible, with a more substantial one in the coming months.</p><p>Already, <a href="http://www.politico.com/story/2017/09/01/hurricane-harvey-congress-federal-funding-senate-242254" target="_blank" rel="noopener noreferrer">the White House is pushing</a> for $7.85 billion for an initial emergency funding request for Harvey aid as of Friday night, nearly $2 billion more than the Trump administration estimated it would call for earlier in the day.</p><p>This is where the federal government will play its biggest role.</p><p>Once the disaster "passes," as Mackowiak said, the response goes from being in the court of state and local officials to being much more of a shared responsibility. And, he said "it's going to be up to the feds now to execute during the rebuilding phase."</p><p>That's going to mean passing those large aid packages, which Mackowiak said will rival or surpass what was provided after Katrina. While much of that burden is on Congress' shoulders, Mackowiak said Trump will need to get the package moving and thwart anything that could "threaten" the funding.</p><p>"This is an enormous challenge, but so far the feds have done well," he said. Trump and his administration receive high marks for initial response to Hurricane Harvey - but the real test is only just starting

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Joe Raedle/Getty Images</span></p><p class="caption">An oil refinery in Corpus Christi, Texas, shortly before Harvey's arrival.</p></div><p></p></div></div>Tropical Storm Harvey may be on the move - but its after-effects are just beginning to be realized.</p><p>In addition to slamming homes and hospitals, the storm <a href="http://www.businessinsider.com/hurricane-harvey-impact-texas-oil-refineries-2017-8">struck the heart</a> of Texas' refining industry, where roughly a third of America's oil is processed. In its wake, more than two million pounds of hazardous chemicals have been released into the air, according to <a href="http://www2.tceq.texas.gov/oce/eer/index.cfm?fuseaction=main.getDetails&amp;target=266269">filings</a> <a href="http://www2.tceq.texas.gov/oce/eer/index.cfm?fuseaction=main.getDetails&amp;target=266294">reported</a> <a href="http://www2.tceq.texas.gov/oce/eer/index.cfm?fuseaction=main.getDetails&amp;target=266261">with</a> the Texas Commission on Environmental Quality and <a href="http://www.politico.com/story/2017/08/29/hurricane-harvey-chemical-danger-242142">first reported by Politico</a>.</p><p>Those chemicals include cancer-causing and potentially lethal gases like carbon monoxide and benzene, among others.</p><p>Shortly after Harvey made landfall, companies including <a href="http://markets.businessinsider.com/stock/xom-Quote">Exxon Mobil</a> and <a href="http://markets.businessinsider.com/stock/vlo-Quote">Valero Energy</a> began to shutter local facilities and evacuate workers, taking <a href="http://www.businessinsider.com/hurricane-harvey-impact-texas-oil-refineries-2017-8">close to a fifth of the nation's total refining capacity</a> offline.</p><p>Yet those efforts failed, in many cases, to prevent the release of hazardous pollutants into the environment.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Rick Wilking</span></p><p class="caption">An oil tank damaged by Hurricane Harvey near Seadrift, Texas, August 26, 2017.</p></div><p></p></div></div>In some cases, companies were forced to intentionally burn chemicals as a means of disposing them in anticipation of the storm. Chevron Phillips, the company that <a href="http://www2.tceq.texas.gov/oce/eer/index.cfm?fuseaction=main.getDetails&amp;target=266261">reported the largest release</a>, burned close to 800,000 pounds of chemicals - nearly 300,000 of which were the colorless, odorless, and <a href="https://www.cdc.gov/co/faqs.htm">potentially deadly gas carbon monoxide</a> - as it shuttered its plant to prepare for Harvey.</p><p>At other plants, <a href="http://www.businessinsider.com/hurricane-harvey-floodwater-dangerous-tetanus-2017-8">Harvey's rising waters</a> easily overwhelmed existing safety precautions.</p><p>At Exxon's Baytown plant, the floating roof covering one tank "partially sank during the <a href="http://www.businessinsider.com/harvey-rain-rainfall-break-record-2017-8">excess rain event</a>" from the storm, <a href="http://www2.tceq.texas.gov/oce/eer/index.cfm?fuseaction=main.getDetails&amp;target=266294">it noted in a TCEQ filing</a> showing that close to 13,000 pounds of chemicals - including <a href="http://www.who.int/ipcs/features/benzene.pdf">cancer-causing benzene</a> and toxic lung-irritant xylene - had been released. Similarly, officials at Kinder Morgan's Pasadena terminal, which released close to 300,000 pounds of chemicals, <a href="http://www2.tceq.texas.gov/oce/eer/index.cfm?fuseaction=main.getDetails&amp;target=266269">noted in a filing</a> that several floating roof tanks were "impacted by torrential downpour" from Harvey.</p><p><a href="http://engineering.ucmerced.edu/content/wei-chun-chin">Wei-Chun Chin</a>, a professor of engineering at the University of California, Merced who has contributed research on the after-effects of oil spills like Deepwater Horizon, told Business Insider that although the immediate effects of these pollutants on the air sound concerning, he is more worried about the potential for some of those chemicals to stick around.</p><p>"I'm more concerned about things that could have a lingering effect and stay in the soil," said Chin. "Benzene is a known carcinogen. So if that's coming back into the ground that would be very bad."</p><p>Still, Chin said that researchers' ability to get accurate numbers on these pollutants is very limited right now.</p><p>"In many of these areas, the air monitoring stations are suspended. With no measurement we just don't know the concentrations," he said.</p><p>TCEQ is delaying any response to the leaks until flood waters have receded, according to a<a href="https://www.tceq.texas.gov/news/tceqnews/the-latest/tceq2019s-hurricane-harvey-response"> statement</a>.</p><p>"In an ongoing emergency response, the TCEQ and other state agencies give priority to protecting and preventing imminent threats to public health," the statement reads. "Once flood waters have receded, and it is safe to enter flooded areas, debris removal activities will commence.
