"For those who remain, you're not going to get any dynamic economic activity. Aside from the <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-outlook-ukraine-war-worker-shortage-population-brain-drain-2024-8">brain drain</a>, aside from the drain of young people, you're not going to get any innovation. And I think that's the medium-term consequence of all this: disastrous."Sergei Guriev, another economist who was deemed a "foreign agent" by the Russian government, agrees the crackdown on perceived security threats could hurt the country economically.He used the example of Russia recently <a target="_blank" class="" href="https://www.businessinsider.com/russia-arrests-3-hypersonic-missile-scientists-for-treason-2023-5">arresting some of its missile scientists</a>, which has made others in the scientific community fearful of publishing new research, he said."We can expect that it should impact economic growth," he added, though he noted the effect may not be immediately felt.Russia's economy is showing some signs that the kind of risk-taking associated with innovation and entrepreneurship is on the decline. Innovation in Russia has fallen behind the nation's level of development, according to a <a target="_blank" href="https://www.wipo.int/web-publications/global-innovation-index-2024/assets/67729/2000%20Global%20Innovation%20Index%202024_WEB2.pdf">2024 ranking</a> from the World Intellectual Property Organization. Patent filings fell 13% in Russia in 2022, while patent filings from foreign applicants dropped 30%, according to data from the <a target="_blank" href="https://rospatent.gov.ru/content/uploadfiles/otchet-2023.pdf">Russian Patent Office</a>.Russia minted just 240,458 new LLCs in 2022, about half of the number of new companies that registered in 2015, according to the <a target="_blank" href="https://www.worldbank.org/en/programs/entrepreneurship">World Bank entrepreneurship</a> database.Private investment in Russia is also down. Private equity and venture capital-backed M&amp;A deals and funding rounds in Russia dropped around 39% from 2022 to 2023, with the nation seeing just <a target="_blank" href="https://www.spglobal.com/marketintelligence/en/news-insights/latest-news-headlines/2-years-on-private-capital-flees-russia-builds-slowly-in-ukraine-80421379">$1.4 billion</a> of those types deals last year, according to S&amp;P Global data. Merger and acquisition deal value as a whole also dropped 71% to $6.41 billion, down from $22.48 billion the prior year.<a target="_blank" href="https://rosstat.gov.ru/storage/mediabank/132_28-08-2024.html">Corporate profits</a> in Russia also dropped around 6% in the first half of the year in 2024. Meanwhile, profits from Russia's professional, scientific, and technical activities dropped around 19% over the first half of this year compared to the same period a year ago, Rosstat data shows.These outcomes are partly influenced by a more restrictive environment in Russia, Portes said, in addition to some of Moscow's other challenges, like <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-outlook-stagflation-recession-inflation-gdp-growth-ukraine-war-2024-9">high inflation</a> and the <a target="_blank" class="" href="https://www.businessinsider.com/russian-economy-brain-drain-labor-shortage-workforce-exodus-capital-flight-2023-9">flight of some of its most educated</a> workers."The longer-term consequences, the medium-term consequences, are hollowing out [the economy]," he said. He estimates that over 100 people each year are now being arrested for treason. That's likely because Russia's government is focused on creating an "atmosphere of fear," and "paralyzing resistance" amid the war in Ukraine, Pavlov said.Constant fear of persecution doesn't mix with a capitalistic society, Portes says."The thing about capitalism — capitalism has its defects for sure — but it works because it gives incentives to people to take risks," he said. "The circumstances of a country that's like what Russia is right now, the incentive to take risks, there is a strong disincentive".Other experts have noted that Russia looks to be <a target="_blank" class="" href="https://markets.businessinsider.com/news/currencies/russia-economy-ukraine-war-tech-reverse-industrialization-central-bank-finland-2023-3">drifting away</a> from a capitalist structure, particularly as it boosts public spending to fund its war efforts in Ukraine.Previously, Portes predicted that Russia was on its way to being reduced to a "<a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-outlook-ukraine-war-worker-shortage-population-brain-drain-2024-8">natural resource economy</a>." That could lead to a lower quality of life for Russians, he predicted, hitting the nation with sluggish economic growth and a decline in everything from education to medical care.Moscow's economy isn't necessarily at risk of collapse, thanks to <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-ukraine-war-moscow-military-spending-inflation-worker-shortage-2024-2">hefty government spending on the war</a>, Portes says, though he still sees a dark economic future ahead of the nation."It's a disaster. We have plenty of examples in history where a war economy can keep on going, even though everything is crumbling around it. And I think that's what you have now," he added.

How national security panics in Russia could stifle innovation and hurt its economy

India remains highly dependent on imports for minerals critical to accelerating its <keyword id="19951336" type="General" weightage="20" keywordseo="energy-transition" source="keywords">energy transition</keyword>, with a full reliance on shipping in lithium, cobalt and nickel, according to a report released Monday. The report, published by the Institute for Energy Economics and Financial Analysis (IEEFA), said that India's demand for <keyword id="19978839" type="General" weightage="20" keywordseo="critical-minerals" source="keywords">critical minerals</keyword> is expected to more than double by 2030, while domestic mining operations may take over a decade to start producing. It stresses that India needs a carefully crafted import strategy to mitigate potential trade risks while balancing international relationships to secure these essential minerals. IEEFA's report examines five critical minerals (and their compounds) - cobalt, copper, graphite, lithium and nickel - from the perspectives of import dependency, trade dynamics, domestic availability, and global price fluctuations. The findings show that India remains largely import-dependent for these minerals and their compounds, with 100 per cent import reliance for minerals like lithium, cobalt, and nickel. "India should strive to de-risk its critical minerals sourcing by identifying new international resources and expediting <keyword id="20681115" type="General" weightage="20" keywordseo="domestic-production" source="keywords">domestic production</keyword>. A concerted effort to partner with and foster bilateral relations with <keyword id="23713985" type="General" weightage="20" keywordseo="mineral-rich-nations" source="keywords">mineral-rich nations</keyword> should be a priority for India," said the report's co-author Charith Konda, Energy Specialist, IEEFA. "The country can also explore investment opportunities in resource-rich, friendly nations, such as Australia and Chile, as well as African countries like Ghana and South Africa," he added. The report said India depends heavily on China for synthetic graphite and natural graphite and it should explore cooperation initiatives with countries like Mozambique, Madagascar, Brazil and Tanzania which are some of the highest graphite producing countries. "As part of the Global South cooperation initiatives, these countries could be favourable partners for India for <keyword id="23713984" type="General" weightage="20" keywordseo="graphite-trading" source="keywords">graphite trading</keyword>," said the report's co-author Kaira Rakheja, Energy Analyst, IEEFA. India is also highly import-dependent for copper cathodes and nickel sulphates from just two countries - Japan and Belgium. The report suggests India could look at the US, the fifth largest producer of copper in the world, to diversify its suppliers and enhance <keyword id="23714709" type="General" weightage="20" keywordseo="supply-security" source="keywords">supply security</keyword>. For minerals like lithium oxide and nickel oxide, the dependency is low on one country, but overall imports largely come from Russia and China, both countries with potential trade risks. "Developing domestic lithium refining capacity will help India integrate with the global lithium supply chain," said Rakheja. The report also notes the significant efforts that the Indian government is making to improve domestic production of critical minerals with the auctions by the Ministry of Mines and the planned Critical Minerals Mission. "The critical minerals mining block auctions can serve as an opportunity for India to focus on building refining and processing capabilities to emerge as a global value-adding hub," said Rakheja. "Government support in the form of viability gap funding and technology development will help promote such auctions and ultimately the domestic production of critical minerals. "A stable supply of critical minerals is imperative for India to achieve its <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword> goals," Konda said. India has committed to achieving 500 gigawatts (GW) of non-fossil fuel-based electricity installed capacity by 2030. Currently, the country's renewable energy installed capacity stands at 201 GW, with solar energy accounting for 91 GW. According to another study, the fast-developing South Asian nation needs to install around 7,000 GW of renewable energy capacity to achieve net-zero emissions by 2070.

Energy transition: India remains highly dependent on imports of critical minerals, says report

<ul class="summary-list"><li>TikTok and its owner sought to hire hundreds of Chinese staff in 2023, Business Insider has learned.</li><li>669 of the 1,089 approved US H-1B hires for TikTok and ByteDance in that fiscal year were from China.</li></ul>TikTok didn't shy away from hiring employees from China last year, even as US officials accused the app of being a national security risk because its owner, ByteDance, is headquartered in Beijing.Of the roughly 1,000 non-US employees that TikTok and ByteDance sought to hire for its US teams via H-1B visa applications between October 2022 and September 2023, most were from China.Companies use the H-1B program to hire foreign workers who have business skills that they say they cannot otherwise obtain from the existing US workforce.Six hundred and sixty-nine of the 1,089 approved H-1B hires for TikTok and ByteDance last fiscal year were from China, a 50% increase from the previous year, according to US Citizenship and Immigration Services data obtained by Business Insider via a Freedom of Information Act request. The federal government's fiscal year runs from October through September.Fourteen of those 669 approved hires were recruited to work under TikTok's <a target="_blank" class="" href="https://www.businessinsider.com/tiktok-us-user-data-storage-project-texas-privacy-security-2023-3">US Data Security Division</a>, or USDS, a section of the company dedicated to keeping US user data out of the hands of the Chinese Communist Party and other actors that the US government has deemed a foreign adversary. Those roles included work in data science, fraud strategy, systems analysis, and software engineering.While TikTok is by far ByteDance's most popular app in the US, the company does operate other platforms such as its Pinterest-like app <a target="_blank" class="" href="https://www.businessinsider.com/tiktok-owner-bytedance-hiring-influencers-boost-lemon8-app-2024-1">Lemon8</a>, which some H-1B hires may have been tasked with working on.TikTok and ByteDance's 50% year-over-year jump in approved H-1B applications for Chinese nationals came despite US Senator Tom Cotton raising concerns about having "foreign individuals work at ByteDance and TikTok's offices in California.""Given the security concerns with TikTok and the company's repeated statements about 'US-based' teams and data centers, having hundreds of foreign nationals working in those offices presents another potential threat," Cotton <a target="_blank" class="" href="https://www.uscis.gov/sites/default/files/document/foia/H-1B_visa_use-Senator_Cotton.pdf">wrote</a> in a November 2022 letter to Secretary of Homeland Security Alejandro Mayorkas.TikTok and ByteDance did not respond to requests for comment.Using the H-1B program to recruit talent from China isn't unusual on its own. Among applications for H-1B visas across all companies in fiscal year 2023, it was the second most common country of origin, per data published by the <a target="_blank" rel="noopener noreferrer" class="c-link" href="https://www.uscis.gov/sites/default/files/document/reports/OLA_Signed_H-1B_Characteristics_Congressional_Report_FY2023.pdf">USCIS</a>. But TikTok and ByteDance's H-1B recruiting efforts dramatically over-indexed toward China. Only 12% of all approved fiscal year 2023 H-1B applications were for Chinese nationals, compared to 61% of TikTok and ByteDance's approved applications.India ranked second among countries where TikTok and ByteDance earned H-1B approvals in fiscal year 2023, followed by Taiwan, Canada, and Vietnam.<h2 id="652509fc-c542-496a-8661-64a16854f5a3">Why TikTok is recruiting talent from China</h2>TikTok has been under heavy scrutiny for years due to its owner's roots in China. US officials have <a target="_blank" class="" href="https://www.businessinsider.com/fcc-tiktok-letter-experts-say-ban-unlikely-despite-political-pressure-2022-7">raised concerns</a> that ByteDance could be compelled to hand over TikTok's US user data to the Chinese government in order to comply with a National Intelligence Law. Some have worried that TikTok could be used as a propaganda tool to further the CCP's interests.In April, Congress passed a <a target="_blank" class="" href="https://www.businessinsider.com/senate-passes-tiktok-ban-2024-4">law</a> that gave ByteDance a deadline for divesting TikTok's US assets. If it fails to do so, TikTok could be removed from US app stores in January. TikTok is challenging the law in court, but legal experts previously told BI it's <a target="_blank" class="" href="https://www.businessinsider.com/tiktok-justice-department-federal-appeals-court-law-ban-expert-2024-9">not looking promising for the company</a>. President-elect Trump pledged on the campaign trail to "<a target="_blank" class="" href="https://www.businessinsider.com/donald-trump-block-tiktok-ban-legal-experts-2024-11">never ban TikTok</a>," but his paths to rescuing the app are limited.TikTok has previously said it does not share information with the Chinese government, and that its content moderation efforts are run by a US-based team that "operates independently from China."While it may not be politically advantageous for TikTok to recruit talent from China, it makes sense given the company operates closely with its parent ByteDance.Even as TikTok has taken steps to <a target="_blank" href="https://gizmodo.com/tiktok-master-messaging-pr-playbook-china-music-1849334736">downplay its association with China</a>, its owner, ByteDance, continues to operate in the US. Current and former TikTok employees <a target="_blank" class="" href="https://www.businessinsider.com/tiktok-employees-say-staff-in-china-make-many-product-decisions-2021-12">told BI in 2021</a> that final product decisions for TikTok were often made by ByteDance staffers in Beijing. And TikTok staffers are asked to adhere to core workplace values it calls "<a target="_blank" class="" href="https://www.businessinsider.com/tiktok-employees-bytedance-bytestyles-used-to-reward-and-reprimand-2021-9">ByteStyles</a>."The company has also used TikTok's Chinese sister app, Douyin, as a testing ground for features that <a target="_blank" class="" href="https://www.businessinsider.com/whats-next-for-tiktok-look-at-china-douyin-2022-1">ultimately end up on TikTok</a>. Recently, the company has matched vendors with expertise in <a target="_blank" class="" href="https://www.businessinsider.com/tiktok-shop-us-partner-summit-live-shopping-and-douyin-ruled-2024-10">e-commerce in China</a> to its US partners that work with sellers and influencers on its social-shopping feature, TikTok Shop. Several of its approved 2023 H-1B applications for Chinese nationals were for roles in e-commerce, including a creator manager role focused on live shopping and software engineering roles tied to shopping ads.

Biden wants to ban Chinese tech in cars over national security fears

"People on Social Security are being killed, and one of the things I'm doing is no tax for seniors on Social Security, and I'll get it done quickly," Trump told "Fox &amp; Friends" in August. For some baby boomers, lower <a target="_blank" class="" href="https://www.businessinsider.com/retirement-savings-social-security-baby-boomers-without-savings-401k-poverty-2024-8">Social Security</a> taxes could mean larger monthly checks in the short-term. But experts predict that the <keyword id="23944791" type="General" weightage="20" keywordseo="Social-Security-tax-cuts" source="keywords">Social Security tax cuts</keyword>, along with other campaign promises made by Trump, could quickly drain the national Social Security fund. That would put benefits at risk for low-income retirees and younger generations, who may <a target="_blank" class="" href="https://www.businessinsider.com/retirement-savings-social-security-baby-boomers-without-savings-401k-poverty-2024-8">rely on that income</a> as they age. Americans can begin taking Social Security at age 62, or wait until their full benefits kick in at 67, the national retirement age. Trump's campaign promise comes as Business Insider has <a target="_blank" class="" href="https://www.businessinsider.com/older-americans-regret-retirement-savings-taking-social-security-early-investments-2024-10">heard from older adults</a> with limited retirement savings, many of whom are struggling to afford necessities like housing and groceries on their fixed Social Security income. Income taxes on Social Security apply to all beneficiaries with an annual household income above $25,000, and most pay taxes on at least <a target="_blank" href="https://www-origin.ssa.gov/benefits/retirement/planner/taxes.html">50%</a> of their benefits. Lower-income beneficiaries pay less in taxes. <h2>Social Security tax cuts would hurt low-income retirees, younger generations</h2>US Social Security will be depleted<a target="_blank" href="https://www.businessinsider.com/when-will-social-security-benefits-run-out-retirement-crisis-boomers-2024-5">in the next decade</a> without Congressional action. The fund is largely financed through payroll taxes that Americans contribute to throughout their career. <a target="_blank" href="https://www.crfb.org/blogs/what-would-trump-campaign-plans-mean-social-security">A report</a> published in October by the nonpartisan Committee for a Responsible Federal Budget said that Trump's campaign promises — which alsoincludes ending taxes on tips, reducing <a target="_blank" class="" href="https://www.businessinsider.com/trump-tax-plan-tarriffs-benefits-top-earners-study-2024-10">some income taxes</a>, expanding deportations, and imposing tariffs — would take a toll on the Social Security fund, making it "insolvent" within the next six years. That's three years earlier than the Congressional Budget Office's current estimation. Those policies would also lead to a 33% <a target="_blank" class="" href="https://www.crfb.org/blogs/what-would-trump-campaign-plans-mean-social-security">benefit cut</a> in 2035, a 10% increase from what the Congressional Budget Office projects under the current law. Lee said that low-income boomers and younger generations are likely to feel the brunt of these cuts. Low-income boomers living on Social Security already pay less income taxes, so they wouldn't see the benefits Trump promised. Lee said that many don't have other <a target="_blank" class="" href="https://www.businessinsider.com/social-security-no-savings-snap-benefits-debt-boomers-experiences-2024-6">retirement savings </a>to fall back on if their benefits are slashed. He added that older Americans who are wealthy or middle class would feel less stress from Social Security cuts, and may benefit in the short term from Trump's tax plan. "It would help people in the middle class, people that have the luxury of having a 401(k) or an IRA and have multiple sources of retirement income," Lee said. "But the people that's going to hurt the most are people that don't have that traditional retirement income." Lee said it's possible that <a target="_blank" class="" href="https://www.businessinsider.com/gen-z-social-security-insolvency-medicare-donald-trump-biden-mcconnell-2023-3">younger generations</a> will have lower Social Security benefits, requiring them to rely more heavily on retirement savings. To be sure, any changes Trump hopes to make the tax or Social Security systems would need to be approved by Congress. Working in his favor is that the<a target="_blank" class="" href="https://www.businessinsider.com/republicans-win-senate-election-majority-election-2024-11">Senate will have a Republican majority</a>.(Votes for House representatives are still being counted.) Lee added that tax funding is also not the only challenge facing Social Security: people are living longer, meaning that more benefits funding is required per person. As for other retirement finances, like <a target="_blank" href="https://www.businessinsider.com/personal-finance/investing/what-is-401k">401(k) accounts</a> and <a target="_blank" href="https://www.businessinsider.com/donald-trump-election-victory-impact-investments-costs-housing-taxes-childcare-2024-11">investments</a>, it's unclear what impact a second Trump term will have. The president-elect plans to impose tariffs on foreign goods and make broad tax cuts, a move that is likely to drive inflation and make the cost of living <a target="_blank" class="" href="https://www.businessinsider.com/trump-tariffs-higher-inflation-fed-interest-rates-taxes-mortgage-rates-2024-11">more expensive</a>. According to official data from the National Stock Exchange (<keyword id="20004725" type="General" weightage="20" keywordseo="NSE" source="keywords">NSE</keyword>), <keyword id="20148367" type="General" weightage="20" keywordseo="domestic-investors" source="keywords">domestic investors</keyword> have consistently bought into Indian stocks, purchasing equities worth Rs 47,080.38 crore in August. The Delhi <keyword id="19900812" type="General" weightage="20" keywordseo="high-court" source="keywords">High Court</keyword> has refused to set aside the Central government's order blocking open-source messaging application '<keyword id="22332861" type="General" weightage="100" keywordseo="Briar" source="keywords">Briar</keyword>' in <keyword id="19900657" type="General" weightage="20" keywordseo="Jammu-and-Kashmir" source="keywords">Jammu and Kashmir</keyword> as it is suspected to be used by <keyword id="19900658" type="General" weightage="20" keywordseo="terrorists" source="keywords">terrorists</keyword> and could be a potential <keyword id="19968363" type="General" weightage="20" keywordseo="threat" source="keywords">threat</keyword> to <keyword id="19896999" type="General" weightage="20" keywordseo="national-security" source="keywords">national security</keyword>. The high court observed that in the matters of national security, principles of natural justice can be given a go-by. "The interim order has been reviewed by the committee constituted under Section 7 of the Blocking Rules and as stated earlier, the committee consists of top officials of the Government of India. The blocking orders have been passed for 14 applications/ softwares, including the software/ application of the petitioner herein as it was being used by the terrorists and their supporters to disturb the security and sovereignty of the country. "The application of the petitioner has been blocked only in Jammu and <keyword id="19896255" type="General" weightage="20" keywordseo="kashmir" source="keywords">Kashmir</keyword> and the same can be used in all other parts of the country. In view of the above, this court is not inclined to entertain the present writ petition. Accordingly, the writ petition is dismissed," Justice Subramonium Prasad said. Sublime Software Ltd, the petitioner, sought direction to the Centre to produce and publish the order passed by it under Section 69A of the Information <keyword id="19901571" type="General" weightage="20" keywordseo="technology" source="keywords">Technology</keyword> Act, blocking its open-source messaging application 'Briar' and also prayed for setting aside that order. It was stated that Briar operates on a technology in which a person can directly send a message to another person even when there is no internet connectivity. It added that the technology is crucial in times of emergency, natural calamities and catastrophic disasters in providing emergency healthcare and disaster management as it enables smooth communication between persons and authorities during times of distress. On the other hand, the Centre's counsel submitted that the software, which can work even when there is no internet connection, is suspected to be used by terrorists in Jammu and Kashmir. The application can be misused and can definitely be a potential threat to the national security, sovereignty and integrity of India, the Centre's counsel said. The high court in its order noted that rule 16 of the Blocking Rules provides that strict confidentiality shall be maintained regarding all the requests and complaints received and actions taken thereof. "This court can take judicial notice of the fact that decisions taken at the highest level and for the benefit of the security and sovereignty of the country can be kept confidential," it said.
