Breaking his silence over the demonetisation issue, RBI Governor <keyword id="6375119" type="UNKNOWN" weightage="100" keywordseo="Urjit-Patel">Urjit Patel</keyword> today said the central bank is monitoring the situation on a daily basis and taking all necessary actions to "ease the genuine pain of citizens" with a clear intent to normalise the things as early as possible. 
 <keyword id="6362344" type="PERSON" weightage="20" keywordseo="Patel">Patel</keyword> also said the RBI has announced an incremental CRR (Cash Reserve Ratio) of 100 per cent "because of the large increase in deposits of banks on account of the return of Rs 1,000 and Rs 500 notes" and the decision would be reviewed immediately once the government issues adequate quantum of MSS (MarkStablisation Scheme) bonds which they have promised to do. 
 
In an exclusive interview to PTI, Patel said the situation arising out of the decision to withdraw Rs 500/1,000 notes is being monitored on a daily basis and the printing presses have started to rebalance the production of new notes towards Rs 100 and Rs 500 bills. 
 
He also urged the people to start using cash substitutes like debit cards and digital wallets, saying it will make transactions cheaper and easier and in the long term, it will help India "leapfrog into a less cash-use economy at par with more developed nations." 
 
"We are also urging banks to make a big push with PoS (Point of Sale) machines with traders so that debit card use becomes more prevalent," he said. 
 
Giving details of the steps being taken by RBI, he said, "Both RBI and government have been getting the printing presses to work at capacity to get the new notes available to meet demand. 
 
"The RBI is interacting with the banks every day. They are telling us that the situation is gradually easing. The queues in branches and ATMs are shorter and the markets are starting to function, and there are no reported shortages of daily items of consumption. 
 
"Also, about 40-50,000 people were deployed to refit the ATMs. Currency is available and banks are working in a mission mode to lift currency and take them to their branches and ATMs. The staff members of all banks have worked very hard, and we all owe them our gratitude," Patel said. 
 
"Having said that, it is important to regularly review the situation, and taking the required decisions to ease the genuine pain of citizens who are honest and who have been hurt. There are no precedents on this subject at this scale and we have to be reactive to the situation. 
 
"People have asked why the new currency introduced was different in size and thickness from the old. This is because the new currency has been designed to make it hard to counterfeit. When you are going to make a change of this magnitude, you need to get the best standards in place," Patel said. 
 
This is the first-ever interview as RBI Governor by Patel, who is known to keep a low profile.

His cofounder, John Stockton, is a quantum particle physicist. Before Quantifind, he was a research scientist with Stanford University."That's kind of what I thought I'd be doing," Tuchman says. As you might expect, its been a long, weird trip for Quantifind's founders from academia into the heart of the Silicon Valley tech startup scene. But it's paid off.Today, Quantifind announces a new $30 million investment from Redpoint Ventures as it continues its mission of helping big corporations - like Pepsi and Heineken - understand what their customers want, sell more product, and generally make better decisions. So far, so good. Tuchman says that Quantifind is serving Fortune 1000 customers in all industries.It's not as big a shift as you'd think. Tuchman recalls his Yale PhD thesis advisor telling him "Half of physics is marketing." <h2>A new grant</h2>The Quantifind founders didn't really intend to end up in the data processing business. But in 2007, the two scientists decided to team up and explore how their research could best be applied to the real world. That process involved a lot of sketching ideas and throwing them away when they realized they had been beaten to the punch, Tuchman says. In 2009, Tuchman and Stockton had their first really solid, marketable idea: Applying their quantum particle research towards making portable MRI kits for United States Army medics to use on the battlefield. The two spent months working from a Silicon Valley donut shop, filing the paperwork to patent the battlefield MRI technology.<div class="KonaFilter image-container display-table"><div><div class="image on-image"><a href="http://vimeo.com/4834650">Vimeo/JonO</a>A surprising amount of quantum physics goes into a high-accuracy MRI reading.</div></div></div>The good news for Tuchman and Stockton was that the patent got them noticed by the National Science Foundation, the US government's research investment agency.The weird part was that the NSF wasn't interested in the MRI aspect - they were interested in the intensely complicated math their scanner used under the hood to filter out quantum signal from microscopic noise. "Just a bit of the signal you're interpreting is actually meaningful," Tuchman explains.At the teeny-tiny particle physics level, you need to know how to separate out, say, dust particles from the atom-size bits of tissue you're trying to analyze. Those same equations can be fine-tuned to sift through Excel spreadsheets and other troves of data to sift the answers you need from the proverbial haystack. With NSF grant money in hand, Quantifind was officially incorporated in 2009.<h2>The Disney challenge</h2>Quantifind's earliest customers included the CIA, which used Quantifind's technology to trace counterfeit money and suss out fake identities of known criminals, Tuchman says. It also got used by medical researchers to pull out answers from genetic data. All of these "fun, fairly random" customer deals were fine, Tuchman says. But a lack of a real direction for the company slowed things down when it came time to go out and seek investor cash. "Hey, great job catching terrorists and curing cancer, but can you help me sell more movie tickets?" a Disney exec told him after a pitch, as Tuchman recalls.Those kinds of comments snapped Quantifind's model into focus: Rather than just do a few isolated data analysis deals here and there, it would reposition itself as a way for big companies to look at Facebook, Twitter, and the like, and use it to figure out the future of the business.<div class="KonaFilter image-container display-table"><div><div class="image on-image">QuantifindQuantifind's flagship Signum engine.</div></div></div>In other words, Quantifind helps its customers - mostly Fortune 1000-level companies in Hollywood, restaurants, retail, and other industries - use social media to figure out which way customers are going to jump when it comes to any given product or service, and adjust their business accordingly.It comes back to that quantum imaging thing. People watching about a movie trailer aren't necessarily going to go see the movie. But if they post a link to the trailer on their Facebook, alongside a comment about how they can't wait for date night (or whatever), it probably means they'll shell out for a ticket. Quantifind cuts through that noise and goes beyond what Tuchman describes as "buzz and sentiment" to give you a better guess of where customers will spend their money. If you detect that they like (or don't like) a product or video, you can tailor your business accordingly."We kind of tackled the Disney challenge head on," Tuchman says. (Tuchman says Quantifind can't comment on whether Disney, or any other big company, is a current customer.)<h2>Against the grain</h2>Since 2009, Quantifind has raised $42 million in investment cash, including the funding round today. In the middle of 2015, Quantifind hired Adobe veteran David Karnstedt as CEO, freeing the founders up to focus on the product. The new round will go towards the overall growth of Quantifind, from hiring to product R&amp;D. Tuchman says that there's a certain point at which you just need a cash infusion in order to grow. While rivals including startup <a href="http://www.businessinsider.com/mixpanel-predict-helps-uber-see-into-the-future-2015-11">Mixpanel</a> and <a href="http://www.businessinsider.com/ibm-watson-health-acquires-truven-health-analytics-2016-2">IBM Watson</a> also have similar prediction-based businesses, Tuchman says that they measure completely different things than Qunatifind. Tuchman says that the market for startup funding may be slow today, as <a href="http://www.businessinsider.com/the-great-reset-vcs-startups-go-from-greed-to-fear-2016-2">investors reconsider their positions amid a larger market slowdown, sure</a>. But it's about the same level as 2009, when Quantifind was first going after funding in the wake of the massive funding bubble, Tuchman says.And in both cases, the company was able to find some cash, after all. Can Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> really provide <keyword id="2412928" type="UNKNOWN" weightage="20" keywordseo="housing-for-all-by-2022">housing for all by 2022</keyword>? Well, considering the present market conditions, industry experts call it a far-fetched idea. 
	 “Making 2 crore urban houses and 4 crore rural houses available is a huge undertaking in itself, and will require not only sustained government interest and investment but also substantial private sector investment and involvement,” said <keyword id="6420759" type="PERSON" weightage="20" keywordseo="Anuj-Puri">Anuj Puri</keyword>, country head of <keyword id="484198" type="COMPANY" weightage="20" keywordseo="JLL-India">JLL India</keyword>. 
	 
	He added that in the first budget of the Modi government in 2014, along with announcement of the ‘Housing for All by 2022’ initiative, it was decided to allocate larger resources to the National Housing Bank for both rural housing and for extending credit facilities to the urban poor and those in LIG segment. 
	 
	“There was also talk of setting up a Mission on Low Cost Affordable Housing, which was to be anchored in the National Housing Bank. However, the track record of government-built housing in terms of quantum and delivery timelines has been as abysmal as that of the private sector. The last budget did not indicate any further steps on the 'Housing for All by 2022' initiative,” explained Puri. 
	 
	Industry experts believed that the government needs to lay down clear policy as well as outline the exact deliverables, which is accompanied by initiatives to streamline the development process. 
	 
	“This entails reducing approval times while providing specific incentives to build such houses on time. Considering that the government has seven years in all to achieve this target, it fundamentally involves construction of 30 billion square feet of housing stock, or approximately 4 billion square feet per year if we assume an average of 500 square feet per house (this is in line with creating smaller houses for the rural population and urban poor),” stated Puri. 
	 
	According to the industry players, the biggest challenges remain land availability, easy credit and involving construction experts, town planners and the private sector to expedite this target. 
	 
	“There is a need for systemic change in how the government perceives the entire issue of housing for the urban poor. Regulatory changes, faster approvals, removal of red tape and resolution of land litigation issues need to be adequately addressed to improve stakeholder participation. While the consent clause for the affordable housing segment has been done away with in an ordinance, the government is still struggling to get it passed through parliament,” highlighted Puri. 
	 
	He suggested a three-pronged strategy which involves the state, regulatory bodies and the private player, for achieving the target. Both the Central and state governments need to have their own housing policies in synergy with each other. 
	 
	“Execution penalties will be deterrents, but it is essential to have the right development partners who will not put their hands up in the middle of project execution citing financial viability. Suitable fiscal incentives to the private industry as well as financial support through cheaper industry loans will also be required to ensure healthy participation,” noted Puri. 
	 
	Besides, first and foremost, the government needs to get rid of multiplicity of time consuming approvals that a builder requires before he can begin the construction of the project. 
	 
	Apart from eliminating red-tapism, granting infrastructure status to such projects should also be considered as this will facilitate cheaper finances for such projects. 
	 
	“The plug and play approach for infrastructure as enumerated in the Budget makes for an ideal blueprint to begin with for the Centre and the states so that the entire focus is towards timely delivery of housing units, which is what everyone hopes and expects in the next seven years,” he said.
