England allows pubs, restaurants, hairdressers and cinemas to reopen

By Aditi Khanna London, Jul 6 () UK Chancellor of the Exchequer Rishi Sunak has unveiled a 1.57-billion pounds rescue package of emergency grants and cheap loans for arts, culture and heritage industries to help them weather the impact of coronavirus lockdown. Thousands of organisations across a range of sectors including the performing arts and theatres, heritage, historic palaces, museums, galleries, live music and independent cinema will be able to access the funding boost put in place on Sunday night. "Our world-renowned galleries, museums, heritage sites, music venues and independent cinemas are not only critical to keeping our economy thriving, employing more than 700,000 people, they're the lifeblood of British culture," said Sunak. "That's why we're giving them the vital cash they need to safeguard their survival, helping to protect jobs and ensuring that they can continue to provide the sights and sounds that Britain is famous for," he said. The Indian-origin finance minister indicated that many of Britain's cultural and heritage institutions have already received financial assistance to see them through the pandemic including loans, business rate holidays and participation in the Coronavirus Job Retention or furlough scheme, introduced by him earlier this year at the height of the pandemic. The Department for Culture, Media and Sport (DCMS) said the new package represents the "biggest ever one-off investment in UK culture" and will provide a lifeline to vital cultural and heritage organisations across the country hit hard by the pandemic. "From iconic theatre and musicals, mesmerising exhibitions at our world-class galleries to gigs performed in local basement venues, the UK's cultural industry is the beating heart of this country," said UK Prime Minister Boris Johnson. "This money will help safeguard the sector for future generations, ensuring arts groups and venues across the UK can stay afloat and support their staff whilst their doors remain closed and curtains remain down," he said. The arts industry had been lobbying for support for some time and many agree that this package would help them stay afloat while their doors remain closed under the lockdown restrictions still in place for most venues. Funding to restart paused projects will also help support employment, including freelancers working in these sectors. The new package will be available across the country, including 33 million pounds to Northern Ireland, 97 million pounds to Scotland and 59 million pounds to Wales and ensure the future of many multi billion-pound industries are secured. "Our arts and culture are the soul of our nation. They make our country great and are the lynchpin of our world-beating and fast growing creative industries," said UK Culture Secretary Oliver Dowden. "I understand the grave challenges the arts face and we must protect and preserve all we can for future generations. Today we are announcing a huge support package of immediate funding to tackle the funding crisis they face. I said we would not let the arts down, and this massive investment shows our level of commitment," he said. Of the total sum, 1.15 billion pounds support will go for cultural organisations in England delivered through a mix of grants and loans, made up of 270 million pounds of repayable finance and 880 million pounds grants. Targeted support of 100 million pounds will go for the national cultural institutions in England and the English Heritage Trust. Capital investment of 120 million pounds will be available to restart construction on cultural infrastructure and for heritage construction projects in England, which was paused due to the coronavirus pandemic. Decisions on awards of the different funding will be made working alongside expert independent figures from the sector, including the Arts Council England and other specialist bodies such as Historic England, National Lottery Heritage Fund and the British Film Institute. The government said the repayable finance, to be set out in the coming weeks, will be issued on "generous terms" tailored for cultural institutions to ensure they are affordable. "This is welcome news for the museum sector, both in the scale of funding and as a strategic commitment to our role in the life of the country," said Sir Ian Blatchford, Chair of the National Museums Directors Council. Julian Bird, Chief Executive, Society of London Theatre &amp; UK Theatre, added: "Venues, producers and the huge workforce in the theatre sector look forward to clarity of how these funds will be allocated and invested, so that artists and organisations can get back to work as soon as possible. Jordan Spieth cost himself another chance in a major by failing to make a single birdie.Seven players had a share of the lead at some point. Six were still tied on the back nine.Through all that suspense, Molinari never flinched.He closed with a 2-under 69, playing the final 37 holes on the toughest links in golf without a bogey. The clincher was a bold drive on the 18th hole that flirted with edge of a pot bunker, a wedge to 5 feet and a birdie putt that made him a major champion.Molinari, who finished at 8-under 276, raised his fist and shook it lightly before slamming it for emphasis.The first to congratulate him was Woods. When did Scotland and England unite?
The Act of Union between Scotland and England was signed on Jan. 16, 1707. It came into effect on May 1 of that year, creating the United Kingdom of Britain. The Scottish Parliament was dissolved and a single Parliament was created at Westminster in London.
Why did Scotland and England join in the first place?
Scotland and England and have a complicated history, but the short answer is that Scotland needed an economic boost. The country's finances were a mess after a failed attempt to establish a trading colony in Panama. This unsuccessful scheme "was conclusive evidence that Scotland's future prosperity was best served by union," <a href="http://www.theguardian.com/politics/2007/feb/08/scotland.britishidentity" target="_blank">the Guardian writes</a>.
What are the opposing sides in the referendum?
There are two groups: The Yes campaign is in favor of independence. The official name for this campaign is <a href="http://www.yesscotland.net/" target="_blank">Yes Scotland</a>. The No campaign wants to keep the Union intact. The official name of this campaign is <a href="http://www.bettertogether.net/" target="_blank">Better Together</a>.

This followed a majority win by the Scottish National Party in the 2011 parliamentary elections, indicating a growing desire for independence. 
Who is eligible to vote?
For the most part, anyone over the age of 16 (the voting age was was lowered from 18 for general elections) who lives in Scotland can vote. It is alright if you were not born in Scotland, but you must be a EU or Commonwealth citizen who is living in Scotland now. Members of the armed services who are now overseas but are registered to vote in Scotland can also cast a ballot.
Can Scottish people who are not living in Scotland vote?
No. The Scottish government decided it would less complicated if it was restricted to those living in Scotland. As a result, 800,000 Scots who live in other parts of the UK will not be allowed to vote, while 400,000 people from other parts of Britain who live in Scotland will be able to vote.
What is the main case for staying in the UK?
The Better Together campaign argues remaining a part of the UK gives Scotland "<a href="http://bettertogether.net/the-facts/entry/case-for-the-uk" target="_blank">the best of both worlds</a>." The Scottish Parliament, reestablished in 1999, can make local decisions about health, education, and transportation, while the small country of 5 million reaps the benefits of being apart of a larger economy. As part of the UK, Scotland can easily trade across other parts of the UK and gets access to more jobs. Scotland also has the protection of the UK armed forces and influence on the UN Security Council.
What is the main case for independence?

Proponents of independence want Scotland to make its own decisions about how resources are controlled and money is invested. Rather than investing billion of pounds in nuclear weapons, for example, they would prefer it go to things like childcare or programs to retain talent and encourage young Scots to stay.
What does the data say?
"Figures produced by the Scottish government suggest an independent Scotland would be in better financial shape than the U.K. as a whole, with a 2017 budget deficit of between 1.6% and 2.4% of annual GDP, compared with a forecast deficit of 3.4% for the U.K. as a whole," <a href="http://online.wsj.com/articles/scotland-ponders-in-independence-referendum-to-leave-or-not-to-leave-1408389397" target="_blank">The Wall Street Journal said.</a>
Those numbers are contradicted by stats from the The U.K. treasury, which state "each Scot will be £1,400 ($2,400) richer per year if Scotland stays in the union."
What about currency?
This is a central focus of the debate. While Salmond believes it's possible for Scotland to share the pound after independence, Britain's finance minister George Osborne has been clear that a <a href="http://uk.reuters.com/article/2014/02/12/uk-britain-scotland-osborne-idUKBREA1B0EQ20140212" target="_blank">currency union is not in the cards</a>. An independent Scotland could join the euro, but it would first have to be accepted into the EU. Opponents <a href="http://www.businessinsider.com/europe-ban-on-scotland-if-it-votes-for-independence-2014-7">are skeptical of Salmond's stance</a> that it will be easy to join the EU.
What do the polls say?
It's a close race. Right now, the polls are in favor of No campaigners with data showing "just over a third of Scotland's four-million-strong electorate support independence, while around half favor staying in the U.K.," <a href="http://online.wsj.com/articles/scotland-ponders-in-independence-referendum-to-leave-or-not-to-leave-1408389397%20" target="_blank">The Wall Street Journal reports</a>. A large portion of votes haven't yet made up their minds.
What groups oppose Independence?
The three main political parties in London - Labour, the Tories and the Liberal Democrats - are against independence. Leaving the U.K., they say, would have a huge cost for Scotland.
