A study has revealed that the highly transmissible <keyword id="11941567" type="General" weightage="20" keywordseo="covid-delta" source="Orion">Covid Delta</keyword> variant can infect individuals who have been fully vaccinated against the virus. The study was conducted by the Indian SARS-CoV-2 Genomics Consortium (INSACOG), <keyword id="174900" type="General" weightage="20" keywordseo="Council-Of-Scientific-And-Industrial-Research" source="Orion">Council Of Scientific And Industrial Research</keyword> (CSIR) and the <keyword id="6367874" type="General" weightage="20" keywordseo="national-centre-for-disease-control" source="Orion">National Centre for Disease Control</keyword> in two Delhi hospitals. It has revealed that vaccination protects against hospitalisation and the severity of infection but there is also a possible risk of transmission in very vulnerable people. The researchers from INSACOG and CSIR analysed data on 113 breakthrough infections among healthworkers by constructing a probable transmission network from epidemiological and virus genomen sequence data using computational approach. The study has highlighted the need for infection control measures even amongst fully vaccinated people. It also revealed a high probability of potential virus transmission between individuals who has received both doses of vaccines. Meanwhile, the INSACOG in its last bulletin had said that <keyword id="6383835" type="General" weightage="100" keywordseo="delta" source="Orion">Delta</keyword> strain continues to be the main variant of concern (VOC) in India. "Delta (B.1.617.2 and AY.x) continues to be the main VOC in India. No new VOI or VOC are noted and other VOC and VOI other than Delta are now negligible in sequencing data from India," the INSACOG added. The Consortium also said that other variants of interest or concern are now negligible in sequencing data from India. COVID-19 Delta variant can infect fully vaccinated individuals too, reveals a new study

To combat the deadly disease <keyword id="6518004" type="UNKNOWN" weightage="20" keywordseo="Ebola">Ebola</keyword>, the Health Ministry plans to set up 24 thermal scanners equipment at all the international airports in the country to check Ebola Virus Disease (EVD). 
 “Presently, there are 18 scanners in the International airports and we are likely to increase up to 24 thermal scanner equipment at all international airports for checking all incoming passengers, especially those traveling from international destinations. More than 33,000 passengers have been screened till November 20,” said Dr. Arun Kumar Panda, additional secretary, ministry of health and family welfare at an <keyword id="6355988" type="CITY" weightage="20" keywordseo="Assocham">ASSOCHAM</keyword> event. 
 
"We have two apex labs: National Centre for Diseases Control (NCDC), Delhi and National Institute of Virology (NIV) in Pune. We are getting another 4 labs ready to scale up the capacity under National Centre for Diseases Control”, added Dr. Panda. 
 
He pointed out that the government will install entry screening of passengers at the airport along with the exit screening of passengers from the badly-affected countries. “As part of precautions against the Ebola threat, the government is setting up more thermal scanners at all international airports to check Ebola from the affected countries,” stated Dr. Panda. 
 
According to a report by Journal Lancet, India ranks amongst top 15 countries that could contract the Ebola virus from travellers from countries—such as Guinea, Liberia and Sierra Leone—that have been worst hit by the disease.

Up 24 Thermal Scanners To Prevent Ebola In India

The <keyword id="1129131" type="PERSON" weightage="20" keywordseo="scientific-community">scientific community</keyword> has stated that they had hinted to the Central government about the <keyword id="2987267" type="PERSON" weightage="20" keywordseo="new-variants">new variants</keyword> of Covid-19 virus and also an increase in the cases in May this year. The community, however, did not make any prediction due to lack of data analysis. Dr. M. <keyword id="6541669" type="PERSON" weightage="20" keywordseo="vidyasagar">Vidyasagar</keyword>, who is a professor at <keyword id="6354859" type="COMPANY" weightage="20" keywordseo="IIt">IIT</keyword> (Hyderabad), stated that by March 13 this year Covid cases were showing an upward trend but as they did not have requisite data available so they did not make any prediction. Vidyasagar further stated that after they hinted, the government said the authorities made long- and medium-term plans to short-term plans. Based on the events of the past few weeks, however, those plans seem to have been inadequate, said Vidyasagar citing the current crisis of oxygen supply across the country. The IIT Kanpur study in April also stated that the daily cases in the second wave will increase by May 8. The Kanpur study also predicted a peak of 38 to 44 lakh active cases between May 14 and May 18. The scientists also stated in March that they had alerted the government about the new and more contagious variant of the coronavirus -- SARS-CoV-2 Genetics Consortium, or INSACOG. The institution was set up by the government in December last year, specifically to detect genomic variants of the coronavirus. The institution examined 10 national laboratories across the country studying virus variants. The institution first detected B.1.617 as early as February. Ajay Parida, director of the state-run <keyword id="3748353" type="COMPANY" weightage="20" keywordseo="institute-of-life-sciences">Institute of Life Sciences</keyword> and a member of INSACOG, reportedly stated that they first detected B.1.617 in February and alerted the government. The <keyword id="83655" type="COMPANY" weightage="20" keywordseo="Union-health-ministry">Union Health Ministry</keyword>'s <keyword id="6367874" type="COMPANY" weightage="20" keywordseo="national-centre-for-disease-control">National Centre for Disease Control</keyword> received the finding in March. The finding reportedly stated that the mutations, called E484Q and L452R, were of high concern. It stated E484Q mutant viruses escaping highly neutralising antibodies in cultures, and L452R mutation was responsible for both increased transmissibility and immune escape. The mutated versions of the virus could more easily enter a human cell and counter a person's immune response to it, according to the findings. The ministry put the findings in public domain in March stating that 'more problematic variants required following measures already underway'. Warned the Centre about new COVID-19 variants and surge in cases, says scientist community

A new study by <keyword id="5069783" type="General" weightage="20" keywordseo="Centre-for-Chronic-Disease-Control" source="Orion">Centre for Chronic Disease Control</keyword>, India (CCDC) on cardiovascular risk reduction in South Asia has demonstrated significant long-term benefits of a multi-faceted quality improvement (QI) strategy, comprising of task sharing, and clinical decision support software (CDSS) with electronic health records, in managing type-2 diabetes in India and Pakistan. The study, published in the prestigious journal PLOS Medicine, highlights the sustained impact of QI interventions on <keyword id="21411276" type="General" weightage="100" keywordseo="diabetes-care" source="keywords">diabetes care</keyword> and associated complications over a median follow-up period of 6.5 years. The burden of diabetes Diabetes control remains a global challenge, leading to severe complications such as <keyword id="22908" type="General" weightage="20" keywordseo="heart-disease" source="Orion">heart disease</keyword>, <keyword id="25191" type="General" weightage="20" keywordseo="stroke" source="Orion">stroke</keyword>, <keyword id="16753" type="General" weightage="20" keywordseo="blindness" source="Orion">blindness</keyword> or visual impairment, and kidney and nerve damage. LMICs are often faced with challenges such as inadequate infrastructure and trained healthcare staff with digital literacy. In that respect, the study's findings are crucial for integrating care models sustainably and identifying relevant organizational barriers. Previous studies from high-income countries showed improvements in diabetes care, but their long-term impact on vascular complications and mortality was unclear. This study aimed to address the critical gap in data regarding the long-term effectiveness of QI strategies and their impacts on vascular complications in LMICs. Professor Nikhil Tandon, Department of Endocrinology and Metabolism, All India Institute of Medical Sciences, New Delhi, and senior author of the study explained the relevance of these findings in the context of national efforts to combat non-communicable diseases (NCDs). He said, "The <keyword id="22511956" type="General" weightage="20" keywordseo="National-Programme-for-NCDs" source="keywords">National Programme for NCDs</keyword> [NP-NCDs] operationalized by the Government of India has already a functional portal which provides an electronic health record functionality. Integrating the CDSS in this portal will provide significant incremental benefit to the impact of the National Programme, and bolster governmental efforts to battle the scourge of NCDs including diabetes and hypertension." Speaking about the findings, Prof. (Dr) Dorairaj Prabhakaran, Executive Director, CCDC, and one of the study authors, said, "Through the trial, we've demonstrated that a sustained quality improvement strategy can significantly enhance diabetes care and reduce complications in South Asia. For every 13 patients treated with this strategy, one major adverse cardiovascular event like heart attacks or strokes- or a microvascular event -like eye disease or decline in kidney function- was prevented, showcasing its profound impact on patient outcomes." Professor MK Ali, William H. Foege Distinguished Professor of Global Health, Emory University and one of the key authors of this article, said, "This study is an exemplar of trans-national collaboration for benefits of both, the global south and global north." Study Design and Findings The randomized clinical trial included 1,146 patients with poorly controlled type 2 diabetes across ten outpatient diabetes clinics from January 2011 through September 2019. Participants were randomized to receive either the QI strategy, which involved trained non-physician care coordinators and a clinical decision support software (CDSS) integrated into the electronic health record form, for physicians, or the usual care. Some of the key findings from the study include: <ul><li>At 6.5 years, patients in the QI strategy group were nearly twice as likely to achieve and maintain target levels for HbA1c (&lt;7%), systolic blood pressure (&lt;130mmHg), and LDL-cholesterol (&lt;100mg/dl), compared to the usual care group. </li><li> The incidence of first microvascular complications, such as diabetic eye disease, decline in kidney function, and nerve pain was notably 32% lower in the QI group. </li><li>There was a significant 28% reduction in the combined occurrence of microvascular and macrovascular events in the QI group.</li></ul> Importantly, these benefits were sustained only in clinics that continued the QI strategy for 6.5 years. With diabetes accounting for one in seven deaths in South Asia, the study provides unique insights into the sustainability of QI strategies in achieving diabetes care goals in low- and middle-income (LMICs) and the effects of these improvements on reducing vascular complications and diabetes-related deaths.

WHO welcomes joint efforts with India to fight COVID-19

Outgoing US President <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword> on Monday issued an executive order to lift travel restrictions on European countries and Brazil which his administration had imposed in view of the coronavirus pandemic. Travel restrictions on several other countries including China and Iran remain in place. In an executive order, <keyword id="6354862" type="COMPANY" weightage="20" keywordseo="trump">Trump</keyword> said he is removing the restrictions applicable to the <keyword id="6355110" type="COMPANY" weightage="20" keywordseo="european-union">European Union</keyword>, the <keyword id="6361754" type="LOCATION" weightage="20" keywordseo="united-kingdom">United Kingdom</keyword>, the Republic of Ireland, and Brazil, while leaving in place the restrictions applicable to China and Iran. A decision in this regard, he said, is being taken after the January 12 directive of the <keyword id="621740" type="COMPANY" weightage="20" keywordseo="Centres-for-Disease-Control-and-Prevention">Centres for Disease Control and Prevention</keyword> (CDC) requiring proof of a negative COVID-19 test or documentation of having recovered from COVID-19 for all air passengers arriving from a foreign country to the United States. Trump said that European Union, Britain, Ireland and Brazil will cooperate with the US in the implementation of CDC's January 12, 2021, order and that tests administered there will yield accurate results. However, the same cannot be said of China and Iran. "Those jurisdictions' responses to the pandemic, their lack of transparency, and their lack of cooperation with the United States thus far in combatting the pandemic, cast doubt on their cooperation in implementing CDC's January 12, 2021, order," Trump said. The previous travel restrictions were announced on March 14 and May 24 of last year. President Trump lifts travel ban for non-US residents from Europe and Brazil

While Delhi and many other states including Uttar Pradesh and West Bengal have seen a sudden spurt in <keyword id="64895" type="General" weightage="20" keywordseo="dengue-cases" source="Orion">dengue cases</keyword> in the last couple of days, government data showed that the number of <keyword id="6360092" type="General" weightage="20" keywordseo="dengue" source="Orion">dengue</keyword> cases has recorded a significant rise in the last few years. Moreover, states like Uttar Pradesh, Punjab and Rajasthan witnessed the maximum number of cases of dengue during 2021 among all the states. Uttar Pradesh, Punjab and Rajasthan recorded 29750, 23389 and 20749 dengue cases respectively during 2021. Delhi also recorded a significantly higher number of cases at 13089 during the same year. A total of 1.93 lakh cases were reported from all across the country in 2021. Government data revealed that 2020 had witnessed a remarkably lower number of 44,585 cases probably due to the Covid related restrictions in most parts of India as against 1.57 lakh cases in 2019. This year, a considerable number of dengue cases have been reported from Delhi and many cities of Uttar Pradesh. As per reports, UP has so far registered over 2,200 dengue cases, with the state capital Lucknow reporting over 300 cases. Similarly, Delhi has also recorded nearly 1000 cases. Officials said that October can be the most vulnerable period for the spread of dengue in Delhi and recent spells of rain have only added to the woes. Recently, the Delhi government asked hospitals to reserve 10-15 per cent beds for patients of vector-borne diseases. Government data showed that 346 deaths were reported across the country due to dengue in 2021 as against 56 deaths in 2020 and 166 deaths in 2019. The central government intervenes whenever there is a sudden rise in dengue cases. Reports said that a six-member team has been sent to Uttar Pradesh very recently by the <keyword id="83655" type="General" weightage="20" keywordseo="Union-Health-Ministry" source="Orion">Union Health Ministry</keyword> to collaborate with the state authorities in taking public health measures for dengue management in the districts of Firozabad, Agra and Etawah. The National Centre for Vector Borne Diseases Control (NCVBDC) is the nodal agency under the umbrella of the National Health Mission for Vector Borne Diseases (including dengue) prevention and control in the country. The NCVBDC has issued multiple advisories to the States/UTs for detection and control of outbreaks, preparedness and capacity building to take effective measures for vector control, involvement of the non-health sector, ensuring availability of drugs, diagnostics, insecticides, equipment and to fill up the vacant positions of entomologists. Moreover, training has been imparted to doctors on case management and to entomologists on integrated vector control at the central and state level. As per a parliament reply on August 2, 2022, free diagnostic facilities through 769 Sentinel Surveillance Hospitals and 17 Apex Referral Laboratories have been made functional. 1.92 lakh IgM tests have been provided by the Centre. It said that the NCVBDC provides technical guidelines for prevention, control, and management of dengue cases in States/UTs.
