The national capital has reported an "isolated" case of Japanese Encephalitis, official sources said on Thursday. All public health measures have been instituted as per the National Centre for Vector Borne Diseases Control (NCVBDC) guidelines, the sources said, adding there was no cause for concern. Referring to an order issued by the Municipal Corporation of Delhi on Wednesday, the sources said that the 72-year-old man from west Delhi was admitted to the All India Institute of Medical Sciences on November 3 following chest pain. The patient was diabetic, had coronary artery disease, bilateral lower limb weakness and bowel and bladder incontinence, the source said. After the patient's blood sample was collected on November 6, he tested positive for Japanese Encephalitis. He was discharged on November 15, the sources said. According to the Integrated Disease Surveillance Programme data, in 2024, 1,548 Japanese Encephalitis cases were reported from 24 states and Union Territories, with 925 cases from Assam alone. The central government guidelines, two doses of the vaccine have been a part of the Universal Immunisation Programme since 2013. Adult <keyword id="24203625" type="General" weightage="20" keywordseo="Japanese-Encephalitis-vaccine" source="keywords">Japanese Encephalitis vaccine</keyword> has been introduced in high-burden states, sources said. "No outbreak of Japanese Encephalitis has been reported in Delhi in the past although occasional isolated cases have been reported from tertiary hospitals like AIIMS, Ram Manohar Lohia and Safdarjung among others - mostly from neighbouring states," a source said. While all public health measures have been instituted according to the NCVBDC guidelines, there is no cause for concern due to this isolated case of Japanese Encephalitis, the source said. The Japanese Encephalitis virus is normally carried by waterfowl and amplified in pigs from where it is accidentally transmitted to humans through the bite of infected culex mosquitoes. The infection may result in febrile illness and in a small proportion of cases cause neurological illness and may result in death, he said. There is no specific treatment for Japanese Encephalitis and there is no human-to-human transmission of the virus, the source said. sales across these cities in Q4 grew 9%, and five of them exhibited double-digit growth. Yet, there are two outliers — NCR sales grew by a marginal 1%, and sales fell by 2% in Bengaluru. Pune and Kolkata are the only two cities that saw a robust double-digit growth in sales as well as new launches. High-value home sales are growing at a faster pace than others. Homes priced at ₹1 crore and above accounted for 40% of the same. A year ago, they accounted for 29% of sales. The sales of such units grew by 51%. Units priced between ₹50 lakh to ₹1 crore fell by 6% YoY in Q4. Those under ₹50 lakh fell by 10% YoY, continuing a nine-quarter deceleration trend. “The residential segment witnessed a significant surge, propelled by continued growth in sales in the higher price category of ₹1 crore and above. For context, the “severe” category begins at an AQI of 401, and anything above 450 poses serious health risks even for healthy individuals. According to Swiss group IQAir’s live rankings, Delhi is currently the most polluted city in the world, with an air quality score of 1,081 – a “hazardous” level that is 130.9 times the World Health Organization’s recommended limit for PM2.5. <h3 style="line-height:1.38;margin-top:14pt;margin-bottom:4pt;">Major contributors to Delhi’s smog</h3>The root causes of Delhi’s pollution are manifold: <ul><li>Stubble Burning: On Saturday, crop residue burning contributed 25% of Delhi’s air pollution. By Sunday, this figure had climbed to 40%, according to SAFAR (System of Air Quality and Weather Forecasting and Research). Satellites recorded 1,334 stubble-burning incidents in six northern states on Sunday alone, the highest number in four days.</li><li>Vehicles: On Sunday, vehicular emissions accounted for 15.8% of the city’s pollution, according to the Centre’s Decision Support System for Air Quality Management.</li><li>Construction Dust and Industrial Emissions: PM2.5, a deadly pollutant, remains the most prominent factor, capable of penetrating deep into the lungs and leading to severe respiratory and cardiac diseases.</li></ul><h3 style="line-height:1.38;margin-top:14pt;margin-bottom:4pt;"><keyword id="24020184" type="General" weightage="20" keywordseo="GRAP-Stage-4" source="keywords">GRAP Stage 4</keyword></h3>To combat the rising pollution levels, authorities have enforced Stage 4 of the Graded Response Action Plan (GRAP). Here’s a breakdown of the restrictions: <ul><li>Vehicle Restrictions:</li><ul><li>Diesel medium and heavy goods vehicles (BS-IV and below) registered in Delhi are banned unless carrying essential goods.</li><li>Non-essential light commercial vehicles from outside Delhi can only enter if they use CNG, BS-VI diesel, or are electric.</li><li>Trucks carrying non-essential items are barred unless they use cleaner fuels like LNG, CNG, or BS-VI diesel. </li></ul><li>Workplace and School Adjustments:</li><ul><li>Classes for students in grades 6 to 9 and class 11 have moved online.</li><li>Offices in the National Capital Region (NCR) are advised to work at 50% capacity, with the rest operating remotely. </li></ul><li>Construction Ban: </li><ul><li>Construction and demolition (C&amp;D) activities have been halted, including large projects like highways, flyovers, and pipelines. </li></ul></ul>Out of Delhi’s 40 monitoring stations, 32 reported AQI levels above 400 on Monday. Visibility in parts of the city dropped to just 100 metres due to the thick smog. The health implications of these numbers are alarming. <keyword id="20118319" type="General" weightage="20" keywordseo="PM2-5-levels" source="keywords">PM2.5 levels</keyword> in Delhi were recorded at 130.9 times the safe limit set by the WHO. According to experts, long-term exposure to such air quality could lead to an 11% increase in premature mortality rates due to respiratory and cardiovascular diseases. Studies have shown that Delhi residents may lose an average of 10 years of life expectancy if pollution levels persist. Despite the restrictions, life in Delhi continues under a cloud of smog. Iconic landmarks like India Gate have become barely visible through the haze. While flights and trains are operational, some delays have been reported.

A statement issued by the <keyword id="20097855" type="General" weightage="20" keywordseo="planning-department" source="keywords">Planning Department</keyword> said "speculations and rumours are being spread by notorious elements with vested interests in Delhi" that welfare schemes and subsidies will be stopped. "Even as the law takes its own course in the process of criminal investigation, it merits clarification that administration of schemes and governance are never specific to individuals and shall continue in normal course, as in the past," it read. Sources in the AAP dispensation said the statement was issued following directions from Kejriwal. All public services, social welfare schemes and subsidies currently given by the Delhi government will continue uninterrupted, it said, asking people not to be misled by "any fear-mongering and malicious disinformation in this regard". "Appeal to all citizens of Delhi to stay away from any rumour mongers, who would try to take advantage of situation arising from the arrest / remand of Hon'ble Chief Minister of Delhi by <keyword id="19895344" type="General" weightage="20" keywordseo="enforcement-directorate" source="keywords">Enforcement Directorate</keyword> on 21 March, 2024, by spreading misinformation," it said. Kejriwal was arrested by the Enforcement Directorate last week in connection with the money laundering case linked to the now-scrapped Delhi excise policy. He is in ED custody till March 28. In the statement, Planning Secretary Niharika Rai said "such rumours create an atmosphere of fear within the general public". "There shall be no disruption of any kind in disbursement of admissible subsidies, pensions, welfare benefits etc. Social welfare schemes are funded with public money through the consolidated fund, backed by budgetary allocations." The statement clarified that social welfare funds are "neither the personal property of any individual or political entity nor funded by an individual or entity's personal money". "There is an architecture of civil services and processes laid down in the National Capital Territory of Delhi, which continues as usual. Hence, these public services, social welfare schemes and subsidies are not at all affected by the arrest/remand of Hon'ble Chief Minister," it stressed.

Amid the severe pollution gripping the national capital, <keyword id="19948557" type="General" weightage="20" keywordseo="delhi-metro" source="keywords">Delhi Metro</keyword> recorded its highest-ever daily ridership on November 18, with a staggering 78.67 lakh passenger journeys, according to official data. This figure exceeded the previous high of 77.49 lakh passengers on August 20 of this year, the data said. On November 18, the Yellow Line, which connects Millennium City Centre in Gurugram to Samaypur Badli in Delhi, saw the highest passenger traffic, with a record 20.99 lakh commuters. The Blue Line followed closely with 20.80 lakh passengers, while the Red Line recorded 8.56 lakh commuters, 8.15 lakh in Pink Line and 7.93 lakh in Violet Line. The Magenta Line saw 6.19 lakh passengers, followed by the Green Line with 4.12 lakh commuters, 81,985 in Airport Line, 57,701 in Rapid Metro, and 50,128, in the Grey Line, as per the data. Thick grey haze continued to choke Delhi for the third consecutive day on Tuesday, with pollution levels remaining alarmingly high at 488 in the 'severe plus' category. To encourage more people to use the metro in this scenario, the Delhi Metro Rail Corporation (DMRC) is running 60 extra trips on weekdays, offering more capacity than usual, an official statement said. The DMRC has recorded its 25 highest passenger journeys since August this year, the statement added. It emphasised that the more people opt for the metro over private vehicles, the greater the reduction in vehicular emissions, which will help improve the air quality of the city and its surrounding areas. In addition, the DMRC has introduced several measures to make travel more convenient for passengers, the statement read. These include the ability to book single or multiple journey tickets through various digital platforms, allowing passengers to plan their journeys anytime and anywhere without the need to stand in queues at the station. Furthermore, partnerships with organisations such as IRCTC, NCRTC, ITPO, and others have made it easier for people to not only travel by metro but also access interconnected travel options, along with various offers and events, all with seamless ease, the statement said.
