The Lucknow Development Authority (LDA) has submitted its initial probe report on the Levana Suites hotel fire, recommending action against 22 engineers and zonal officers for allegedly conniving with the builder and turning a blind eye to illegal construction activity. The building now faces demolition since it was illegally constructed. The fire on Monday left four people dead, while seven others suffered burn injuries. The LDA has also lodged an FIR at the Hazratganj police station against <keyword id="14907942" type="General" weightage="80" keywordseo="mukesh-jasnani" source="Orion">Mukesh Jasnani</keyword> of M/S Bansal Construction and his partners for carrying out commercial activity of running a hotel on a residential plot. LDA Vice-Chairman Indramani Tripathi constituted the probe committee headed by the Authoritiy's Secretary <keyword id="3246340" type="General" weightage="80" keywordseo="pawan-kumar-gangwar" source="Orion">Pawan Kumar Gangwar</keyword> to fix accountability for the incident and the report was submitted late on Monday night. After the initial probe, the committee found engineers posted in 'Zone six' (which includes Hazratganj) since July 2, 2017 responsible for the incident. The 22 engineers/zonal officers indicted by the LDA inquiry team include executive engineers Arun Kumar Singh, O.P. Mishra (both retired), superintending engineers <keyword id="5155996" type="General" weightage="80" keywordseo="zahiruddin" source="Orion">Zahiruddin</keyword> and <keyword id="277708" type="General" weightage="80" keywordseo="kamaljeet-singh" source="Orion">Kamaljeet Singh</keyword>, assistant engineers O.P. Gupta, Rakesh Mohan, Radhey <keyword id="162719" type="General" weightage="80" keywordseo="shyam-singh" source="Orion">Shyam Singh</keyword>, Vinod <keyword id="359036" type="General" weightage="80" keywordseo="kumar-gupta" source="Orion">Kumar Gupta</keyword>, Amar Kumar Mishra, <keyword id="367444" type="General" weightage="80" keywordseo="nagendra-singh" source="Orion">Nagendra Singh</keyword> and Ismail Khan. Two passengers who arrived at NSCBI Airport from Bangkok have tested positive for the <keyword id="8604864" type="UNKNOWN" weightage="20" keywordseo="novel-coronavirus">novel coronavirus</keyword>, Airports Authority of India officials said on Thursday. With this, a total of three passengers have tested positive for the novel <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> in Kolkata. A passenger called Himadri Barman tested positive on Tuesday, and Nagendra Singh tested positive on Wednesday, the Director of NSCBI Airport, Kaushik Bhattacharjee, told . Both of them were sent to Beliaghata ID Hospital, he said. "Earlier a passenger called Anita Oraon had also tested positive during thermal scanning," Bhattacharjee said. Already two airlines which had direct flights between Kolkata and China have suspended their flights. Low cost carier <keyword id="6354706" type="COMPANY" weightage="20" keywordseo="IndiGo">IndiGo</keyword> has temporarily suspended its flights between Kolkata and Guangzhou from February 6. "In line with the WHO guideline to contain the spread of coronavirus, IndiGo will be suspending its Kolkata- Guangzhou service from February 6, 2020 to February 25, 2020 and Guangzhou-Kolkata from February 7 till February 26," the airline had said in a statement. After IndiGo, <keyword id="266841" type="COMPANY" weightage="20" keywordseo="China-Eastern-Airlines">China Eastern Airlines</keyword> suspended its flights between Kolkata and Kunming in China from February 10 to February 29. Passengers of flights coming to Kolkata from Kunming and Guangzhou in China, Hong Kong, Singapore and Bangkok were being screened since January 17. At present, passengers arriving from Hong Kong, Singapore and Bangkok are being screened as no flights are operating to and from China.

The senior <a href="http://www.businessinsider.in/searchresult.cms?query=BJP">BJP</a> leaders were trapped inside the lift of a state guest house in Patna. The incident happened when Shah was going from the ground floor to the first floor along with party in-charge for Bihar Bhupendra Yadav, secretary Nagendra and General Secretary Saudan Singh. 
 
"The lift got stuck between the two floors and its metal doors also got jammed at around 11.30 PM last night. There was no lift operator or person capable of handling such emergency around. The mobile phones of those trapped inside were also out of range as they were in a closed box," BJP state President Mangal Pandey told news agency PTI. 
 
Shah and other leaders were rescued by <a href="http://www.businessinsider.in/searchresult.cms?query=CRPF">CRPF</a> personnel who were present there as part of his Z+ security cover. They tore steel doors of the elevator to pull out them. 
 
Pandey informed all attempts to open the doors of the lift had failed. 
 
"It is a gross dereliction of duty and irresponsibility shown by the people responsible for facilities at the state guest house. There was nobody present there to deal with such emergencies despite the fact that a person having Z+ security cover was staying there," said Pandey. 
 
Shah was staying at the state guest house and was conducting meeting with party leaders in view of the forthcoming <a href="http://www.businessinsider.in/searchresult.cms?query=Bihar+elections">Assembly polls in Bihar</a>.

New Delhi, Jan 13 () The Securities and Appellate Tribunal (SAT) on Tuesday will hear the NSE's co-location case, wherein brokers are alleged to have received preferential access to the trading systems of the bourse.
The tribunal will hear the matters, involving the Sebi order in the NSE case, its former MD Ravi Narain and ex-CEO Chitra Ramakrishna and other executives -- Deviprasad Singh and Nagendra Kumar, as per the tribunal's cause list.
Also, the SAT will hear case involving brokers OPG Securities, GKN Securities and Way2Wealth, it added.
In September, the tribunal had asked NSE officials, including Ramakrishna, to file rejoinders within four weeks in their pleas against Sebi penalising them in the co-location case.
After an extensive probe, the Sebi in five separate orders running into 400 pages, had on April 30, last year, asked the NSE to disgorge Rs 1,000 crore, including 12 per cent interest for its alleged culpability in the case.
The order has scuttled the IPO plans of the bourse as it was banned from accessing the markets for six months or launching any new derivative products. The ban ended on October 31.
Sebi also asked Ramakrishna, Narain and two others to pay back 25 per cent of their salaries from June 2010 to March 2014. The scam came to light in 2015.
Following this, the nation's largest bourse and the people penalised for the case had challenged the order in the SAT in May 2019, seeking interim relief and full relief, saying that the Sebi orders not made a case that any trading member got any advantage because of preferential access.
The co-location case dates back to 2015, when a whistleblower wrote to Sebi alleging NSE was giving a few high-frequency traders/brokers preferential access to its servers by allowing them to place their servers in the NSE premises that benefitted both the parties at the cost of others. SP

NEW DELHI | LUCKNOW: The phone rang at around 1 am on Tuesday morning at Ganapati Guest House — a quaint inn by the ghats in <keyword id="6357203" type="COMPANY" weightage="80" keywordseo="Varanasi">Varanasi</keyword> — and woke up its manager Nagendra Dubey out of his post-Holi slumber. 
 The caller, from Gujarat, wanted to know if he could accommodate 10 people arriving in the city to campaign for <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword>, BJP's PM candidate. "I had to say 'no', as this is a small place and we are fully booked. 
 
I suggested a few places near the cantonment and hung up… but I got a similar call this morning — from Hyderabad — asking for rooms," Dubey said. 
 Varanasi, Narendra Modi's constituency and possibly <keyword id="260213" type="PERSON" weightage="40" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword>'s too, is set to witness boom times as thousands descend on the city, volunteering either for BJP's Modi or <keyword id="6354944" type="ORGANIZATION" weightage="40" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword>'s Kejriwal. Social media is acting, predictably, as a force multiplier in rush of political tourists to Varanasi. 
 On <keyword id="6354616" type="CITY" weightage="40" keywordseo="Twitter">Twitter</keyword> #ChaloVaranasi is already trending. Entrepreneur Naveen James, for instance, says there are at least 70-80 people on Twitter and in different groups on the site who he knows are planning a trip. "The idea is to spread the message through the 40-odd days left," he says. He himself has packed his bags to leave on Thursday for a week, after which he will head to Kerala to spread the message there. 
 <keyword id="6356115" type="CITY" weightage="60" keywordseo="AAP">AAP</keyword> supporters too trooping in 
 "The idea is to explain Modi's development agenda and its benefits to villagers," says entrepreneur Naveen James. Like him, hundreds of Modi supporters from across the country, and outside — from <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword>, Nagaland, Gujarat, Gurgaon and Kenya — especially Namo's young admirers are planning to descend on the city to seek support from locals for their PM nominee. At the same time, thousands of people who do not want Modi to be PM are also on their way — many AAP supporters from places such as Odisha and Maharashtra, who campaigned for Kejriwal during the Delhi assembly polls, are among them. 
 Santosh Tiwari, who runs an ice cream business in Mombasa, Kenya, has planned a one-month sabbatical from his business to come down to Varanasi. Also on his agenda is a trip to south India. "A few of us plan to backpack and hitchhike through the constituency and in south India for a month, spreading the message to choose the right candidate," says Tiwari, who also doubles up as an international steel trader. These volunteers will join a barrage of party workers, sociologists and journalists who would be part of the stellar battle between a PM aspirant and a possible giant killer, who defeated the incumbent chief minister of Delhi <keyword id="5267" type="PERSON" weightage="40" keywordseo="Sheila-Dikshit">Sheila Dikshit</keyword> during the assembly elections in December. 
 
These 'political tourists' are good for the city and Varanasi's hoteliers and local businesses are already excited by this sudden influx. At the end of the tourist season, this is extended business for them. "Business will grow 100%. Modi's supporters will come in large numbers and they would need space to stay. It will be like an extended tourist season," says the manager at Pratap Palace, a hotel at the town-centre. He didn't want to be named. 
 
Taxi operators are too are enthused by the big business they are likely to get when the Modi and Kejriwal bandwagons descend on to the city in the next few days. Pratik Singh of Ganges Travels says he is expecting business to boom in the days ahead as the election campaign picks up. "Hordes of party workers and volunteers of BJP and supporters of Arvind Kejriwal are expected to start arriving in the next two-three days. There will be huge demand for taxis and we have geared up to cater to their needs," he says. So far, Team Modi has a definitive head-start. 
 
Sandeep Srivastava, who works with an MNC in Gurgaon, has been working with his friends on voter registration for the past two months. He has managed to spare 10-15 days after the elections in Delhi are over (since he has a vote in Delhi) for a trip to the holy city where he wants to go door-to-door. 
 
Outside of Varanasi city as well, there are there are volunteers who are spreading the Modi message in villages. A group of volunteers, organised under the hashtag #TeamKashi, is visiting villages and going to doorsteps. Temsutala Imsong from Mokokchung, Nagaland, took a break from her job at an MNC and has been talking to women in villages in the constituency. "There is a lot of fervor. They want to vote for Modi," she says. 
 Shiv Mishra, who runs an agro-commodities business in <keyword id="6354925" type="COMPANY" weightage="40" keywordseo="Kolkata">Kolkata</keyword> but is originally from Varanasi, spends three days a week in the constituency. "My advantage is that I can converse with villagers around here in their dialect. I tell them about the infrastructure that I have seen in Gujarat and how it has made lives and businesses better," says Mishra. 
 
A hotelier in Varanasi says he heard a rumour that 400 vans are to travel from Gujarat to Varanasi packed with Modi supporters. While it is good for business, what they can't understand is how the old city's roads will manage them. "If all of them really come into the city, it will be difficult to move here. There will be massive traffic jams," says the hotelier. 
 
AAP's Kejriwal is holding a rally in the city on March 25 and that too will add to both business and chaos in the city, says locals. AAP's eastern UP secretary Anshul Srivastava, based out of Varanasi, says, "Our team members will start arriving from tomorrow (Wednesday). But obviously, the focus is on reaching out to people of Varanasi."
