Nashik, <keyword id="519104" type="General" weightage="20" keywordseo="onion-traders" source="Orion">Onion traders</keyword> have said that they suspended auctions in all agriculture produce market committees in Nashik district of Maharashtra and their protest will continue indefinitely, a development raising the fear of shortage of the kitchen staple in retail markets and hike in prices. An office-bearer of the Nashik District <keyword id="50894" type="General" weightage="20" keywordseo="onion" source="Orion">Onion</keyword> Traders Association (NDOTA) said on Wednesday they were protesting against the Union government's recent move to increase <keyword id="139959" type="General" weightage="20" keywordseo="export-duty" source="Orion">export duty</keyword> on onions up to 40 per cent, which will remain in force till December 31. Taking serious cognisance, the District Sub-registrar, Co-operative Societies, on Wednesday night issued an order directing all APMCs to suspend or cancel the licences of the striking traders and submit the Action Taken Report on September 21. "In protest against the export duty hike decision, we have decided to shut the auction of onions in all APMCs in the district indefinitely. This (export duty hike) decision of the Centre will not only make export of onions difficult but it will also affect the onions in transit, causing huge loss to farmers," the office-bearer said. Earlier on Wednesday, Maharashtra marketing minister Abdul Sattar said that observing a bandh (shutting auctions of onions) was not right. "Secretaries in the departments of cooperation and marketing will discuss the action to be taken as per rules and Nashik district collector will take the necessary action," he said on the sidelines of an event. Notably, auctions of onions remained closed at most of the APMCs in Nashik district, including at Lasalgaon, the largest wholesale onion market in India, on August 20. "We had given time till September 19 to the government to find a solution to our demands. But as our demands are not agreed to yet, we have decided to shut the auction of onions indefinitely," the office-bearer said. The other demands raised by traders include the cancellation of export duty on onions, a 50 per cent reduction in market fees, participation by the National Agricultural Cooperative Marketing Federation of India (NAFED) and National Cooperative Consumers' Federation of India (NCCF) in auctions and a 50 per cent subsidy in transport of onions. Accordingly, onion auctions did not take place in all APMCs in Nashik district on Wednesday including in the Lasalgaon APMC. No onions arrived at APMCs, sources said. The government order mentions that Khandu Deore, president of Nashik District Onion Traders Association, had written a letter on September 13 to minister Sattar mentioning four demands and warning of not participating in onion auctions from September 19. Accordingly, the minister has organized a meeting of officials of the Marketing department on September 26. The minister also requested the traders to defer the agitation. Despite that the traders and brokers resorted to strike which has caused many problems for farmers in the sale of various agri produce, the order said. "Even in the meeting held by the government on Wednesday (Sep 20), the traders and brokers remained adamant on their stand. As a result, the order of immediate legal action has been issued," it said. Accordingly, as per the Maharashtra Agriculture Produce Marketing (Development and Regulation) Act, 1963, all the APMCs should make optional arrangements and take necessary measures to continue the sale and purchase deals of agri produce. APMCs have the right to suspend or cancel the licenses of such traders. As per the provision, the APMCs should immediately suspend or cancel the licenses of such traders. In addition, a necessary process should be implemented to issue licenses to new buyers who want to purchase goods at the APMCs, the order said. If an APMC fails to follow the order, action will be taken against the board of directors and the secretary, the order added.

Onion traders in Nashik district go on indefinite strike over export duty; govt orders strict action

New Delhi, Dec 4 () State-run trading firm MMTC has placed another onion import order of 4,000 tonnes from Turkey and the shipments are expected to reach by mid-January, the government said on Wednesday.
 This is in addition to 17,090 tonnes of onions already contracted, which includes 6,090 tonnes from Egypt and 11,000 tonnes from Turkey, it said in a statement.
 MMTC is importing onions on the behalf of the government, which is trying to check prices of the key bulb by improving domestic supplies through various modes, including imports.
Onion prices remain high in the range of Rs 75-100/kg across major cities of the country.
According to the statement, the Department of Consumer Affairs has also directed MMTC to issue three more tenders for import of onions.
 Out of three tenders, two are the country-specific, namely Turkey and the European Union, and one is a global tender. Each of these tenders are for 5,000 tonnes, it said.
 To facilitate early imports, the Consumer Affairs Ministry said certain norms have been relaxed in the new tenders issued.
 These include the size of onions to be imported have been expanded to 40mm-80mm, consortium bidding has been allowed, exporters can offer shipment in multiple lots.
 Additionally, relaxed fumigation conditions that were earlier provided till November 30, have been extended till December 31. This is expected to further increase participation, competition and reduce price, it said.
 Besides, a coordination committee has also been formed to ensure that the entire process of import and distribution is streamlined so as to ensure timely arrivals and movement of onions and sale by states, the ministry said.
 The committee is holding meetings on a daily basis with participation from officials of MMTC, NAFED, CONCOR and associated ministries.
 The Shipping Ministry has assured that it will provide priority landing/docking for the ships containing imported onions and will also be appointing a nodal officer at Jawaharlal Nehru Port, Mumbai for ensuring speedy arrivals and onward distribution/dispatch, the statement added.
 The Government has also planned procurement of domestically produced onions from major onion producing states to be distributed across all consuming states as per the demand placed by them.
 On December 3, the Centre further reduced the stock holding limit for retailers and wholesalers to 5 tonnes and 25 tonnes, respectively. However, these stock limits were exempted on imported onions.
 The Cabinet has approved import of 1.2 lakh tonnes of onions to improve the domestic supply and control prices. The government has already banned exports and imposed stock holding limits to check price rise.

New Delhi, Nov 25 () Public sector trading firm MMTC has contracted to procure 6,090 tonnes of onion imports to boost domestic supply and ease prices, according to sources.
 Last week, the Union Cabinet decided to import 1.2 lakh tonnes of onions to improve the domestic supply and control prices, which touched Rs 100 per kg earlier this month. Retail prices are ruling at around Rs 70 per kg in the national capital.
 Consumer Affairs Secretary A K Srivastava held a review meeting with various states on demand, supply and prices of this key kitchen item.
 Sources said it was informed that MMTC has contracted 6,090 tonnes of onion and the consignment from Egypt would reach Mumbai port soon.
 While MMTC has been tasked to import onions, cooperative Nafed will supply the key kitchen items in the domestic market.
 On November 19, Food Minister Ram Vilas Paswan said production in kharif and late-kharif seasons of 2019-20 is estimated to fall 26 per cent to 5.2 million tonne, putting pressure on supply and prices.
 In a written reply to the Lok Sabha, Paswan said onion is a seasonal crop with harvesting period of rabi (March to June), kharif (October to December) and late-kharif (January-March). During July to October, the supply in the market comes from stored onions from rabi season.
 "During 2019-20, there was a 3-4 weeks delay in sowing as well as decline in sown area of the kharif onion because of late arrival of monsoon. Further, untimely prolonged rains in the major growing states of Karnataka, Maharashtra and Madhya Pradesh during the harvesting period caused damage to the standing crops in these regions," Paswan had said.
 As a result, the minister said the production of kharif crop was affected.
 The rains during September-October also hit transportation of crop from these producing regions to consuming centres, he had said.
 "This led to limited availability of kharif onions in the market and has put pressure on its prices," Paswan had said.

MMTC contracts to procure 6,090 tonnes onion to boost supply, cut prices

New Delhi, Jan 30 () The Centre may soon offload imported onions at a highly subsidised rate of Rs 22-23/kg, down around 60 per cent from the current offered rate, as it apprehends rotting of the perishable kitchen item at ports, sources said on Thursday.
 The central government is currently offering imported onions to state governments at an average landed cost of Rs 58/kg for further distribution in the retail market. It is also bearing the transportation cost.
 To check spiralling onion prices, the government had in November 2019 decided to import 1.2 lakh tonnes of onion through state-run MMTC. Since then, MMTC has been able to purchase 14,000 tonnes of onion from the overseas market.
 According to sources, a large quantity of imported onion is still lying at ports, especially in Maharashtra, as many states did not show interest to lift the commodity at high rates at a time when retail prices started cooling down on arrival of fresh crop.
 Many states withdrew their orders for lifting the imported onions as they could not retail it further owing to difference in taste compared with homegrown ones, the sources said.
 With few takers for imported onions, MMTC -- which had placed orders for import of 40,000 tonnes --- finally purchased only 14,000 tonnes and a large quantity of which is still lying at ports, the sources added.
 Agencies like Nafed, Mother Dairy as well as interested state governments can lift the imported onions at Rs 22-23/kg for distribution in mandis.
 The government was forced to import onion in a bid to contain prices, which have cooled down now to Rs 60/kg from the peak of Rs 160/kg in last few months.
 In its first estimate, the government has pegged the country's overall onion production to rise by seven per cent to 24.45 million tonnes in the current 2019-20 crop year, which may bring relief to consumers from high prices seen in the last few months.
 Onion crops have been grown in 12.93 lakh hectare in the 2019-20 crop year (July-June), slightly higher than 12.20 lakh hectare achieved during the previous year.
 Onion is grown during both kharif (summer) and rabi (winter) season. The government had recently said there was around 22 per cent damage in kharif onion crop due to late monsoon rains and later excess rainfall, which led to supply constraint and sharp rise in prices. LUX MJH LUX ANS

Govt plans to sell imported onion at Rs 22-23/kg to avoid rotting at port

New Delhi, Dec 13 () Average onion prices across major cities have jumped five fold in the last one year to Rs 101.35 per kg as domestic production in Kharif and late-kharif seasons (summer-sown) is estimated to have declined by 22 per cent, the government said in Rajya Sabha on Friday.
 The prices have risen by 81 per cent in the last one month.
 In a written reply to Rajya Sabha, Minister of State for Food and Consumer Affairs Danve Raosaheb Dadarao informed that all-India daily average retail price stood at Rs 101.35 per kg on Tuesday (December 10) as against Rs 55.95 per kg a month-ago and Rs 19.69 per kg a year-ago.
 "The combined Kharif and late-Kharif production for 2019-20 is estimated at 54.73 lakh tonnes as against 69.91 lakh tonnes in 2018-19," he said,
 Onion is a seasonal crop with harvesting period of Rabi (March to June), Kharif (October to December) and late Kharif (January to March). In the intervening period (July to October), the market is fed by stored Rabi onions.
 As per Agriculture Ministry estimates, the storage of onion in 2017 and 2018 stood at 48.73 lakh tonnes and 50.05 Lakh tonnes, respectively.
 "During 2019-20, there was a three-four weeks delay in sowing as well as decline in sown area of the Kharif onion because of late arrival of monsoon. Further, untimely prolonged rains in the major growing States of Karnataka, Maharashtra and Madhya Pradesh during the harvesting period, i.e., September/October, caused damage to the standing crops in these regions.
 "All this adversely impacted production and quality of the Kharif crop. The rains during September/October also affected transportation of the crop from these regions to consuming areas. This led to limited availability of Kharif onion in the market and put pressure on its prices," Dadarao said.
 To boost domestic supply and control prices, the minister said several steps such as creation of onion buffer of about 57,373 tonnes during Rabi 2019, ban on exports since September 29, facilitation of import, imposition of stock limit on traders, approval for import on onion through MMTC and domestic procurement of onions from producing/surplus states by NAFED for supplies in deficit states. Avg onion prices jump five fold to Rs 101 per kg compared to last year

New Delhi, Nov 25 () Public sector trading firm MMTC, which has been tasked to import onion on behalf of the Centre to cool prices, has contracted to import 6,090 tonnes from Egypt, and the edible bulb will be supplied to states in a price range of Rs 52-60 per kg.
 Last week, the Union Cabinet decided to import 1.2 lakh tonnes of onions to improve the domestic supply and control prices, which touched Rs 100 per kg earlier this month. Retail prices are ruling at around Rs 70 per kg in the national capital.
 "MMTC has placed order for the first consignment of 6,090 tonnes of onions from Egypt which will be arriving at Nhava Sheva (JNPT), Mumbai. The Onions are being offered to state governments for distribution at the rate of Rs 52-55 per kilogram ex-Mumbai and will also be made available at the rate of Rs 60 per kilogram ex-Delhi," an official statement said.
 States could directly take the imported stock from the location and also have the option of getting transportation facilitated through NAFED, if required.
 "The supply of imported onions will begin from early December onwards," the statement said.
 Consumer Affairs Secretary Avinash K Srivastava on Monday held video conference with state governments to analyse their demand. He has also written a letter to chief secretaries of all states on November 23 in this regard.
 While the Delhi government is yet to place any demand for onions, NAFED has informed that it will retail onions through its own outlets and those of Mother Dairy, Kendriya Bhandar and NCCF.
 "The total demand received so far from various state governments for the 1st week is 2,265 tonnes which includes demand from Andhra Pradesh, West Bengal, Odisha, Kerala and Sikkim and also includes the demand of NAFED for supplies in Delhi," the statement said.
 Other states have been requested to indicate their demand at the earliest.

The price of <keyword id="6470164" type="PERSON" weightage="60" keywordseo="onions">onions</keyword>, a staple in Indian cooking, have gone through the roof in the past few months, quadrupling to as much as 100 rupees a kilogram ($1.65) in parts of the country and turning the vegetable into an unaffordable luxury for the poor.
Traders are "cheating consumers," Food Minister K.V. Thomas said in remarks aired Saturday, appealing for onions to be sold at "affordable rates".
They "should not loot consumers", he added.
The politically sensitive rise in the price of onions comes ahead of five regional assembly polls in November and December, seen as a dress rehearsal for general elections due by May 2014.
The Congress-led government has been struggling to curb imports to counter a record current account deficit, the broadest measure of trade.
But such is its alarm as the state elections near that it plans to import import thousands of tonnes of onions to reduce prices.
India is the world's second-biggest onion grower after China and normally exports onions, but it has floated a tender to import onions to check the spiral in prices.
The state-run National Agricultural Cooperative Marketing Federation of India (NAFED) "is interested in importing onions of Pakistan, Iran, China and Egypt origin", the co-operative said in the tender issued earlier in the week.
NAFED expects to take a decision on the onion tender next Tuesday, Thomas said.
But supplies from abroad may take weeks to arrive, commodity experts say.
The ruling Congress party fears a backlash from the "aam admi" or "common man", its main voter-support base.
"The sky-high prices of onions have given the opposition a potent weapon to attack the government with," commented the Hindustan Times newspaper recently.
Costly onions have a history of political fallout, with the Hindu nationalist Bharatiya Janata Party (BJP) being ousted in 1998 Delhi state polls after surging onion prices soured the voter mood.
In January 1980, the late Congress leader Indira Gandhi rode back to power on the back of rising onion prices, waving huge strings of them at campaign rallies and saying that a government has no right to govern if it cannot control onion costs.
The latest onion price rise has also come in the middle of India's most important religious festival season, an occasion for multi-day feasts and family dinners.
"We always use onions in our cooking but they are something special for us now," Pinky Singh, a domestic servant, told <keyword id="68053" type="ORGANIZATION" weightage="60" keywordseo="AFP">AFP</keyword>.
The government blames the steep price rise on middlemen who hoard onions, and extended rains in onion-growing areas that damaged crops.
