Mumbaikars likely woke up to the splashy sounds of rain this morning as heavy showers began lashing the city early this morning. With forecasts indicating that the wet conditions would prevail throughout the day, many school and office-goers are staying in for the day. But those that must venture out, be warned that the sight of waterlogging and horrible traffic are waiting to greet you. Residents have been experiencing the true essence of the Mumbai monsoons (read flooding, traffic snarls and delayed trains) over the last few days. In just the 24 hours ending at 8:30 AM today, the city’s Santacruz observatory has recorded 116 mm of rainfall while the one in Colaba has seen 86 mm of rains in the duration. The India Meteorological Department’s forecasts suggest that this wet spell is here to stay. Cloudy skies with heavy rains are going to be the norm in Mumbai at least until the coming Monday (July 15). Its neighbouring districts will also witness similar conditions. Accordingly, a yellow watch (meaning ‘be updated’) has been issued over Mumbai and Palghar, indicating chances of heavy rainfall today, with Mumbai going on orange alert (meaning ‘be prepared’) from tomorrow. Thane and Raigad are already under an orange alert due to the possibility of heavy to very heavy rains. The intense downpours are attributed to a cyclonic circulation and the monsoon trough over Maharashtra. And this is a sign of the monsoon intensifying for the state. A high tide is expected at around 4 PM today, putting authorities in Mumbai and surrounding areas on alert. Experts are closely monitoring the situation and have issued warnings for flash floods, waterlogging and road traffic to ensure public safety. But due to train tracks flooding and flights experiencing delays due to inclement weather, people travelling by these means will face inconvenience. On the bright side, daytime temperatures have dropped nearly two degrees below normal at 28.6°C, and this trend is expected to continue for the next few days. Mumbai in for heavy rains over the weekend; IMD warns of flash flood risks in low-lying areas

Incessant rains with intermittent spells of moderate to heavy showers since Friday morning have slowed down public transport services and traffic in <keyword id="6358070" type="General" weightage="20" keywordseo="Mumbai" source="Orion">Mumbai</keyword>. Several parts of the country's financial capital received more than 15 mm of rainfall between 7 am and 8 am. Due to heavy rains, low-lying areas like Sion saw waterlogging prompting the authorities to divert road traffic. In the Western suburbs, the Andheri subway between Andheri and Jogeshwari railway stations was also waterlogged. The India Meteorological Department (IMD) Mumbai issued a "Nowcast" warning at 8 am, predicting heavy "intense spells of rain very likely to occur at isolated places in the districts of Mumbai during next 3-4 hours". The weatherman has predicted "moderate to heavy rain in the city and suburbs" with the possibility of "very heavy rainfall at isolated places" for the next 24 hours for the Maharashtra capital. A civic official said there will be a high tide of 3.87 metres in the Arabian Sea at 4.09 pm. Being a saucer-shaped city, high tides coupled with heavy rains can trigger flooding as water doesn't get discharged into the sea at that time. In the 24 hours that ended at 8 am on Friday, Mumbai's island city recorded an average 93.16 mm of rainfall. The figure was 66.03 mm and 78.93 mm for eastern Mumbai and western Mumbai, respectively, a civic official said. A spokesperson from Brihanmumbai Electric Supply and Transport (BEST) said that the public bus service body has diverted three bus routes due to waterlogging at Sion since 7.50 am. Western Railway and Central Railway, which operate local trains in Mumbai, claimed on X that their suburban services were "running". However, commuters complained of some delays, though there was no waterlogging on the tracks.

Some commuters claimed the local trains were running late by 20-25 minutes. Heavy rains lashed Bandra, Dahisar, Chembur, Fort, Matunga, Byculla and other areas of the city during the night, as per civic officials. There was no major waterlogging anywhere on Tuesday morning as the rain intensity reduced, they said. Road traffic was normal though it slowed down a bit. Central Railway's (CR) chief public relations officer Dr Shivraj Manaspure told PTI that the engine of the Gorakhpur-LTT Superfast Express developed a technical snag at Atgaon station in neighbouring Thane district, but they arranged a relief engine for the train. Trains on the route were diverted via a loop line, he said. Some commuters complained the CR suburban services were delayed by 10-15 minutes since early morning, but after the engine failure incident, the trains were running late by 20 to 25 minutes. They also claimed some suburban trains were cancelled and as a result, crowds swelled on platforms and trains during the morning rush time. A Western Railway spokesperson said suburban services on their network were normal. Bus services of the Brihanmumbai Electric Supply and Transport (BEST) undertaking were normal and there was no route diversion due to the rains, civic officials said. In its "district forecast and warnings" for next five days issued on Monday, the <keyword id="2884632" type="General" weightage="80" keywordseo="imd-mumbai" source="Orion">IMD Mumbai</keyword> forecast "heavy to very heavy rainfall at isolated places" in the city on Tuesday. The IMD Mumbai officials said their observatories in Colaba (representative of the island city) and Santacruz (representative of suburbs) recorded 102.4 mm and 109.7 mm rainfall, respectively, in the 24-hour period ending at 8.30 am on Tuesday.

Lifeline Stalled The train service which is referred to as ‘Mumbai’s lifeline’, has stopped early morning today as all the three lines—Western, Central and Harbour lines have been shut down. In fact, around 11:52 am, the city is expecting a high tide of 4.5 meters by 11:52 am.  Money that would put a smile on any face The mega city’s generous 24 million population has accepted the civic body’s indifference as its fate. This, even after contributing ₹30,000 crore ($4.2 billion) this year to the municipal budget. The Brihanmumbai Municipal Corporation’s budget has swelled nearly five times in the last 12 years but the plight of its people has only gotten worse. Even by the standards of commercial capitals in developing countries, Mumbai is a mess. Behind the veneer of its entrepreneurial spirit and a professional workforce, lies a city that has been plundered by the ruling elite at an unprecedented scale. Mumbai’s civic body is flushing billions down the drain Meanwhile, the cats at the BMC (which has 1.2 lakh personnel) are getting fatter every year. For instance, documents show that its Chief Engineer AS Yamgar of the Sewerage Operation Department made a monthly salary of ₹1,24,725 as of June 2018. This is nearly as much as <a href="https://www.news18.com/news/business/budget-2018-increases-salary-of-president-by-200-to-rs-5-lakh-per-month-1647855.html">the salary of the President of India before the hike last year</a>, or that of a mid-level corporate employee. However, for the BMC leadership and staff, the money seems to come without accountability.

 And the rot runs deep. <a href="https://www.indiatoday.in/india/story/mumbai-bmc-driver-makes-more-money-than-commissioner-216408-2013-11-04">An India Today story in 2013</a> exposed how a driver earns more than the municipal Commissioner he serves. He simply slept in the vehicle after being relieved of his duties and got paid for working overtime. Shiv Sena, the party ruled by the Thackeray family, controlled the corporation for most part of the last three decades. Therefore, the blame for the shortcomings of the civic body squarely falls on them. The poor quality of the pothole-ridden roads of Mumbai reveal the enormity of misused funds. People tend to believe without question when it is informally said that less than 20% of the money is actually used in the infrastructure projects, and the rest is siphoned off. The passivity of the voters can be disheartening. Almost 81% of the total of 1,491 kilometres of roads in the city are managed by the BMC. But, the four best-managed roads in the city – Bandra Worli SeaLink, New Airport Road, Eastern Freeway and Bandra Kurla Complex-- are under the supervision of Mumbai Metropolitan Road Development Authority (MMRDA), which is also in charge of the metro rail construction that is currently underway. The MMRDA is not without flaws as exposed by <a href="https://www.thehindu.com/news/cities/mumbai/mumbai-monorail-a-trip-to-nowhere/article29273282.ece">the colossal failure of the recent monorail project</a>. Yet, it has been slightly more efficient than the BMC in some cases. The devastating floods of 2005 that killed over a 1,000 people should have been a wake up call. At that stage, an honest leadership would have been embarrassed enough to pull themselves into action and resurrect the city to avoid a similar carnage in the future. Since then, there have been five Chief Ministers -- Vilasrao Deshmukh, Ashok Chavan, Sushil Kumar Shinde, Prithviraj Chavan, and now, Devendra Fadnavis-- but the people’s plight has got worse with every passing monsoon. One may expect the authorities to prepare and respond better given that an election is scheduled this year. However, the choice for the voters is between the devil and the deep sea as both Congress and the Bharatiya Janata Party (BJP) outfits have failed the people of the city over the years. These estimates do not account for the death of animals and livestock. Assam government reported the death of around 204 animals, in the last 15 days alone. Floods have displaced or wrecked lives of seven million people in India, Nepal, Bangladesh, and Pakistan in July alone, <a href="https://earthobservatory.nasa.gov/images/145335/monsoon-rains-flood-south-asia">said a report by NASA</a>. If the trend continues, in spite of heightened disaster management and rescue efforts, many Indians will continue to remain on the brink of death.
