 Money that would put a smile on any face The mega city’s generous 24 million population has accepted the civic body’s indifference as its fate. This, even after contributing ₹30,000 crore ($4.2 billion) this year to the municipal budget. The Brihanmumbai Municipal Corporation’s budget has swelled nearly five times in the last 12 years but the plight of its people has only gotten worse. Even by the standards of commercial capitals in developing countries, Mumbai is a mess. Behind the veneer of its entrepreneurial spirit and a professional workforce, lies a city that has been plundered by the ruling elite at an unprecedented scale. Mumbai’s civic body is flushing billions down the drain Meanwhile, the cats at the BMC (which has 1.2 lakh personnel) are getting fatter every year. For instance, documents show that its Chief Engineer AS Yamgar of the Sewerage Operation Department made a monthly salary of ₹1,24,725 as of June 2018. This is nearly as much as <a href="https://www.news18.com/news/business/budget-2018-increases-salary-of-president-by-200-to-rs-5-lakh-per-month-1647855.html">the salary of the President of India before the hike last year</a>, or that of a mid-level corporate employee. However, for the BMC leadership and staff, the money seems to come without accountability.

He simply slept in the vehicle after being relieved of his duties and got paid for working overtime. Shiv Sena, the party ruled by the Thackeray family, controlled the corporation for most part of the last three decades. Therefore, the blame for the shortcomings of the civic body squarely falls on them. The poor quality of the pothole-ridden roads of Mumbai reveal the enormity of misused funds. People tend to believe without question when it is informally said that less than 20% of the money is actually used in the infrastructure projects, and the rest is siphoned off. The passivity of the voters can be disheartening. Almost 81% of the total of 1,491 kilometres of roads in the city are managed by the BMC. But, the four best-managed roads in the city – Bandra Worli SeaLink, New Airport Road, Eastern Freeway and Bandra Kurla Complex-- are under the supervision of Mumbai Metropolitan Road Development Authority (MMRDA), which is also in charge of the metro rail construction that is currently underway. The MMRDA is not without flaws as exposed by <a href="https://www.thehindu.com/news/cities/mumbai/mumbai-monorail-a-trip-to-nowhere/article29273282.ece">the colossal failure of the recent monorail project</a>. Yet, it has been slightly more efficient than the BMC in some cases. The devastating floods of 2005 that killed over a 1,000 people should have been a wake up call. At that stage, an honest leadership would have been embarrassed enough to pull themselves into action and resurrect the city to avoid a similar carnage in the future. Since then, there have been five Chief Ministers -- Vilasrao Deshmukh, Ashok Chavan, Sushil Kumar Shinde, Prithviraj Chavan, and now, Devendra Fadnavis-- but the people’s plight has got worse with every passing monsoon. One may expect the authorities to prepare and respond better given that an election is scheduled this year. However, the choice for the voters is between the devil and the deep sea as both Congress and the Bharatiya Janata Party (BJP) outfits have failed the people of the city over the years. In Mumbai, “<a href="https://www.pinterest.com/pin/393220611192996582/?nic=1">there are no heroes here, only survivors.</a>”

 Mumbai, India's financial capital, witnessed over above 200 mm rainfall in 24 hours on Friday. While the rest of the country is reeling through dry spell, the average rainfall in Mumbai in June was above its long-term average, according to Skymet. Heavy rains on Sunday night caused water logging and traffic snarls, slowing down one the metropolis on Monday (July 1). "A monsoon depression movement will be approaching near Maharashtra and the Konkan coast so we could get a little heavier spells, little respite in between before we have the next one again," GP Sharma, vice president of meteorology, <a href="https://economictimes.indiatimes.com/markets/expert-view/monsoon-gains-second-wind-after-driest-june-expect-heavy-downpour-in-july-gp-sharma/articleshow/70025756.cms" data-type="tilCustomLink" target="_blank">Skymet told a television channel</a> on Monday. Two buses and at least 22 people went missing after Mumbai-Goa highway bridge collapsed due to swollen Savitri River in Konkan region. 
 
The two Maharashtra state transport buses were carrying 18 passengers, two drivers and two conductors. 
 Maharashtra Chief Minister <keyword id="6355042" type="PERSON" weightage="20" keywordseo="Devendra-Fadnavis">Devendra Fadnavis</keyword> said he was monitoring the situation. 
 
"There were two parallel bridges; one is a new bridge and one constructed during the British era. The old one collapsed,” he said. 
 
“The primary reason seems to be the high pressure caused due to flooding of river Savitri due to heavy rains in catchment of Mahabaleshwar,” said Fadnavis. 
 
Meanwhile, the state administration rushed to the spot for rescue operations and traffic on the highway has been stopped. 
 
Prime Minister Narendra Modi spoke to Fadnavis today and was briefed about the bridge collapse. 
 
"The PM offered all help in rescue and relief operations," Fadnavis said. 
 
NDRF teams are already activated, he tweeted. 
 
The Coast Guard has deployed a Chetak helicopter to carry out search for people who were swept away from the bridge. 
 
Soon after the incident, Raigad SP Suvez Haque and Collector visited the spot where the bridge once stood. 
 
Darkness had hampered operations, which resumed this morning.

The Cyclonic Circulation will gradually move northeastward and rainfall area spread over North Eastern India until Saturday, a Weather Channel report said.

 Rain totals of over 150 mm in 48 hour are likely with localized spots receiving up to 200 mm over Odisha, Meghalaya, West Bengal and part of Jharkhand until Saturday morning. Total rainfall of over 100-120 mm in 48 hours is likely over Goa and adjoining area until Saturday. The threat of the rains particularly high along the country's peninsular coast as seen in the image above. "It is very likely to concentrate into a depression during next 24 hours and into a cyclonic storm during the subsequent 48 hours," a Met Department official said. There is also a 'yellow alert' forecasting heavy rains in and around Mumbai and Thane. Indians have a clutch of festivities starting from Dhanteras on Friday to Bhaubeej on Tuesday (October 29), with Diwali and Lakshmi Puja in between. The Met Dept has also warned the coutnry's fishermen to not venture out into the sea on Saturday and Sunday.

In Navi Mumbai and Western suburbs too experienced heavy rains overnight. Western express highway is flooded with Versova and Andheri are water logged already. Low lying areas of Dadar and Sion are also water-logged. Lifeline Stalled The train service which is referred to as ‘Mumbai’s lifeline’, has stopped early morning today as all the three lines—Western, Central and Harbour lines have been shut down. In fact, around 11:52 am, the city is expecting a high tide of 4.5 meters by 11:52 am. Non-stop rains in Mumbai have killed 22, shut government offices, schools, delayed flights, and stranded people-- and it’s not over yet

And eventually, giving a respite from the mercury mayhem, the country has bathed with a bliss from heaven, the much awaited monsoon shower. In last 3 days, total rainfall has marked an 11% rise than normal. 
 
This increase in rainfall will boost planting of crops that had lagged behind so far, and replenish water reservoirs that irrigate fields and feed hydropower plants, according to a news report in The Economic Times. 
 However, it would be premature to celebrate as the weather office expects a shortfall of 12% in the monsoon's often-erratic, four-month <keyword id="6374782" type="UNKNOWN" weightage="20" keywordseo="journey">journey</keyword> from Kanyakumari to Kashmir that delivers 75% of India's annual rain. 
 Rainfall was 76% more than normal in the past 24 hours, accelerating from an excess of 46% on Saturday and 22% on Friday. The turnaround has been dramatic in the oil seed growing regions of central India, where rainfall since June 1 was 31% in deficit on June 10, but is now 12% higher than normal. The region received three times the normal rain in the past day. The monsoon has now covered entire Maharashtra, and extends up to Surat, <keyword id="45327" type="CITY" weightage="20" keywordseo="Raipur">Raipur</keyword> and Darjeeling. 
 
The good news is that it is poised to extend to more areas in a few days, the India Meteorological Department said in its latest forecast on Sunday. 
 "Conditions are favourable for further advance of southwest monsoon into some more parts of north Arabian Sea, Gujarat state, <keyword id="6355554" type="COMPANY" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>, Chhattisgarh and Odisha; remaining parts of coastal Andhra Pradesh, northwest Bay of Bengal and some parts of <keyword id="6360371" type="COMPANY" weightage="20" keywordseo="Jharkhand">Jharkhand</keyword> and <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword> during next three days," it said. 
 The weather office expects the rainfall to continue in the days ahead. Rainfall is expected in many cities including Bangalore, Mumbai, Pune, Nagpur, Bhubaneswar, Visakhapatnam, Indore, <keyword id="6355556" type="COMPANY" weightage="20" keywordseo="bhopal">Bhopal</keyword>, <keyword id="6354925" type="COMPANY" weightage="20" keywordseo="Kolkata">Kolkata</keyword>, Delhi, Ahmedabad, Surat, Lucknow, Kanpur, Guwahati, Tezpur and Shillong. The revival of rainfall will boost crop planting, which was 9% below last year's level on Friday. Officials told the ET that this was likely to change soon. 
 
"When rainfall comes after a dry phase, farmers quickly plant crops and make up for the lost time. The recent increase in rainfall is very favourable," an agriculture ministry official told the financial daily. So far farmers have planted rice on a bigger area than last year, but pulses, coarse cereals and cotton sowing has declined, compared to last year.
