According to a new analysis, <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> contributed $1.28 billion in <keyword id="20000757" type="General" weightage="20" keywordseo="climate-finance" source="keywords">climate finance</keyword> through <keyword id="20401772" type="General" weightage="20" keywordseo="multilateral-development-banks" source="keywords">multilateral development banks</keyword> (MDBs) in 2022, surpassing the contributions of many developed countries. The study, conducted by the UK-based think tank ODI and the <keyword id="23038658" type="General" weightage="20" keywordseo="Zurich-Climate-Resilience-Alliance" source="Orion">Zurich Climate Resilience Alliance</keyword>, comes amid a renewed push by some developed countries to broaden the donor base for climate finance to include developing countries like China and <keyword id="50996" type="General" weightage="20" keywordseo="Saudi-Arabia" source="Orion">Saudi Arabia</keyword>. The report reveals that only 12 developed countries provided their fair share of international climate finance in 2022. These countries are -- Norway, France, Luxembourg, Germany, Sweden, Denmark, Switzerland, Japan, the Netherlands, Austria, Belgium and Finland. Researchers noted that the significant gap in climate finance is largely due to the United States failing to contribute its fair share. Australia, Spain, Canada and the United Kingdom also performed relatively poorly in this regard. The analysis has identified the top 30 non-Annex II countries that provided substantial climate finance to developing countries in 2022 through multilateral contributions to development banks and climate funds. This group includes former economies in transition like Poland and Russia, countries that have achieved high-income status since 1992, such as Chile, Kuwait, Saudi Arabia and South Korea, and middle-income countries with large populations, including Brazil, China, India, Indonesia, Mexico, Nigeria, the Philippines and Pakistan. India provided $1.287 billion in climate finance to other developing countries through MDBs in 2022, a sum larger than what was contributed by some developed countries like Greece ($0.23 billion), Portugal ($0.23 billion), Ireland ($0.3 billion) and New Zealand ($0.27 billion). China provided $ 2.52 billion in climate finance through MDBs in 2022, Brazil gave $ 1.135 billion, South Korea gave $1.13 billion and Argentina gave $1.01 billion. According to the United Nations Framework Convention on Climate Change (<keyword id="21931277" type="General" weightage="20" keywordseo="UNFCCC" source="keywords">UNFCCC</keyword>), adopted in 1992, high-income, industrialised countries (referred to as Annex-II countries) are responsible for providing finance and technology to help developing countries combat and adapt to climate change. These countries, including the US, Canada, Japan, Australia, New Zealand and European Union (EU) member states, such as Germany, France and the UK, have historically benefitted from industrialisation and contributed the most to greenhouse gas emissions. At COP15 in Copenhagen in 2009, these developed countries pledged to jointly provide $100 billion each year by 2020 to help developing countries mitigate and adapt to climate change. However, this target has not been fully met, leading to a significant finance gap. This shortfall has eroded trust and hindered climate action in developing countries. In May, the Organisation for Economic Cooperation and Development (<keyword id="19916574" type="General" weightage="20" keywordseo="OECD" source="keywords">OECD</keyword>) claimed that developed countries had met the long-standing $ 100 billion-a-year promise by providing nearly $ 116 billion in climate finance to developing countries in 2022, with nearly 70 % of the money given in the form of loans. The ODI researchers pointed out that many developed countries, despite performing well in terms of climate-finance contributions, would make "markedly less progress towards meeting their fair share if the finance provided was accounted for on grant-equivalence terms" -- in other words, if it reflected their real fiscal effort. The report calls for the inclusion of a "burden-sharing mechanism" in the New Collective Quantified Goal (NCQG) to provide clarity on each country's obligations and hold countries accountable. The NCQG refers to the new, larger amount that developed nations must mobilise annually, starting 2025, to support climate action in developing countries. Countries are expected to finalise the NCQG at this year's UN climate conference -- <keyword id="20082972" type="General" weightage="20" keywordseo="COP29" source="keywords">COP29</keyword> -- in Baku, Azerbaijan in November. The current $100 billion annual climate-finance goal is a collective commitment by developed countries. Its collective nature has meant that individual developed countries are not accountable for specific sums of money, potentially reducing the overall amount of climate finance provided due to the lack of individual scrutiny. The inclusion of a burden-sharing arrangement among developed countries could potentially strengthen the NCQG by fostering greater accountability and trust among parties, according to the ODI researchers. Many developing countries, including India, have recently advocated for such an arrangement to enhance accountability among developed countries.

India provided more climate finance in 2022 than many rich nations, noted recent report

New Delhi, Jul 1 () Heads of WTO and six multilateral development banks on Wednesday promised to address shortages in trade finance, so that issues arising from the COVID-19 pandemic do not prevent viable trade transactions, including for essential goods. A joint statement regarding this was issued by the World Trade Organization (WTO), International Finance Corporation (IFC), European Bank for Reconstruction and Development (EBRD), Asian Development Bank (ADB), African Development Bank Group (AfDB), Islamic Trade Finance Corporation (ITFC) and the InterAmerican Development Corporation (IDB Invest). They committed to do more to support trade finance providers in the coming months, and urged other institutions to join their ongoing efforts to provide vital financing support for cross-border trade, the WTO said in a statement. The seven agency heads said the COVID-19 pandemic was severely disrupting the provision of trade finance, which was already in short supply in developing countries and for smaller businesses. Under normal financial circumstances, trade finance is low risk, which is reflected in its cost, but as economic conditions around the world deteriorate, banks have become increasingly risk-averse, it said, adding they are particularly skittish about financing cross-border transactions for fear of non-payment. "The heads of the WTO and six multilateral development banks on July 1 issued a joint statement promising to address shortages in trade finance, so that financial market stresses arising from the COVID-19 crisis do not prevent otherwise-viable trade transactions, including for essential goods such as food, drugs and medical equipment," it said. It also said that in many developing countries, trade finance shortages impede imports of essential food and medical goods as well as exports of key income-generating products. Such shortages disproportionately weigh on the micro, small and medium-sized enterprises (MSMEs) that account for the bulk of employment, which means they have a particularly strong effect on the livelihoods of poor people, it added. "The agency heads vowed to continue to assess market developments as needs evolve and...act within our respective mandates to reduce trade finance gaps that emerge during this crisis. They called on other players to join their efforts, with a view to boosting trade and driving a strong economic recovery," it added. WTO Director-General Roberto Azevêdo said inadequate trade finance would make it harder for countries to import essential food and medical equipment in the short term. "It would make it harder for trade to help drive the strong economic recovery the world will need once this health crisis starts to recede," he said. India is a member of WTO since 1995. Heads of WTO, six multilateral development banks promise to address shortages in trade finance

By Yoshita Singh United Nations, Jul 13 () India's response to the COVID-19 pandemic, articulated through Prime Minister Narendra Modi's vision of an "Aatma Nirbhar Bharat", does not imply a "self-sufficient or isolationist" India and the country remains supportive of the multilateral global economic order, as challenges presented by the pandemic can only be addressed through multilateralism and global solidarity, NITI Aayog Vice Chairman Rajiv Kumar said. India presented its 2nd Voluntary National Review (VNR) on Sustainable Development Goals at a virtual session of the High-Level Political Forum here on Monday. Presenting India's VNR, Kumar said the Indian government's response to the pandemic has been articulated through Modi's vision of an "Aatma Nirbhar Bharat" or a self-reliant India. "This is in no sense implying a self-sufficient or an isolationist India. On the other hand, we remain supportive of the multilateral global economic order, whose robust, resilient and rapid response capabilities to major disruptions is established beyond doubt," Kumar said in his address to the High-Level Political Forum. Kumar was accompanied by Adviser in the NITI Aayog, Sanyukta Samaddar during the VNR presentation. He stressed that the COVID-19 pandemic has thrown up multiple new challenges for countries. "All member countries are also faced with several pressing challenges, including climate change, the scourge of dehumanising poverty, human trafficking and natural disasters. These can be successfully addressed only and only through multilateralism and global solidarity," he said. Underscoring that the virus does not recognise any distinctions, Kumar emphasised that "we should all obliterate all divisions and distinctions amongst us, and come together to try and convert the prevailing situation into an opportunity for accelerating our progress towards achieving the SDG targets." Kumar said that India's responses to COVID-19-induced economic downturn has been operationalised through a stimulus package of USD 276 billion, which is 10 per cent of India's GDP and includes several reform and relief measures across sectors to protect lives and livelihoods. "No doubt challenges remain. We are committed to addressing them effectively and expeditiously. Our 2nd VNR highlights many of those good practices that have worked in the most challenging regions of our country. These examples can provide a basis for mutual learning amongst countries. The role of international cooperation is more critical than ever before," he said. Referring to Modi's articulation that "people, planet and profits are interlinked", Kumar said nations have to "earnestly" focus on the triple bottom line of optimising financial, social and ecological returns in whatever they do. "We have to continuously strive for doing well by doing good. It can be done," he said. Outlining the significant progress made by India towards the SDGs and Agenda 2030 through various flagship and ambitious programmes and initiatives, Kumar said the country has been able to lift 270 million people from multi-dimensional poverty, the law on the Right to Education promises education for all and the Prime Minister's housing programme promises a roof over every head by 2025 and piped water to every home. He added that electricity has already reached all of India's villages and 80 million households have access to clean fuel, 110 million toilets have been built, 385 million new bank accounts have been opened and the government launched the world's largest health insurance programme 'Ayushman Bharat' that covers 500 million citizens. The JAM Trinity (Jan-Dhan, Aadhaar and Mobile) has enabled the government to shift all the beneficiaries in nearly 480 schemes for direct benefit transfers. "Given our extensive diversity, regional priorities and … plurality, we have had to localise the SDGs. One size simply does not fit all the people," Kumar said, adding that the government is actively partnering with state governments and union territories for vertical and horizontal policy coherence for achieving SDG targets. Kumar told the high-level forum that India's 2nd VNR preparation process has been "truly participatory" and included consultation with businesses, civil society organisations, academia, think tanks, professionals and startups. "It is indeed a whole of society endeavour," he said. The NITI Aayog partnered with civil society organisations for a consultative process that saw more than 50 national and sub-national consultations led by civil society organisations from 14 population groups. Kumar also highlighted India's leadership in the International Solar Alliance and The Coalition for Disaster Resilience Infrastructure, UN Convention to Combat Desertification and the Paris Climate Agreement. Further, during the COVID-19 crisis, India has extended humanitarian relief and supplied essential drugs over 80 countries across the world. "We may be far off from each other physically but we remain connected… The COVID-19 pandemic has caused disruptions to our plans and timelines. COVID-19 challenges can be addressed only through multilateralism, global solidarity: India at UN

New Delhi, Dec 13 () Indonesian Foreign Minister Retno Marsudi on Friday said India joining the RCEP will send a powerful signal to the world that ASEAN and New Delhi remain committed to a free and fair multilateral trading system amid rising protectionism.
Speaking at the Third Annual Developing Country Forum organised by South Centre and Research and Information System For Developing Countries - a think tank focussed on global economic issues - she said ASEAN and India have experienced positive economic growth above the global economic growth. 
"To ensure that we continue this positive trend in midst of rising trend of protectionism, ASEAN and India economies should continue to uphold an open and inclusive strategic outlook," the Indonesian foreign minister said.
"ASEAN and India partnership should remain committed to promote a win-win and a zero-sum paradigm. The conclusion of RCEP will send a powerful signal to the world that ASEAN and India remain committed to an open, free and fair multilateral trading system. The implementation of concrete project will strengthen our economic cooperation," she said.
Last month, at an RCEP Summit in Bangkok, India declined to join the free-trade agreement, comprising the ASEAN nations, China, Japan, Australia and South Korea, stating that its key concerns have not been addressed.
Marsudi said promotion of maritime cooperation for ASEAN and India in the Indo-Pacific region is "not an option, it is a necessity".
She said nations must ensure that the Indo-Pacific must become a source of cooperation and not conflict. The Indo-Pacific has been witnessing assertiveness of China. 
As the Indo-Pacific region faces traditional security challenges and rising non-security challenges, ASEAN and India share the responsibility to ensure maritime safety and security in the region, she said.
She pointed out that both India and ASEAN have common concern and interest in Indo-Pacific and the two sides share the same vision to maintain peace, stability and prosperity.
Speaking at the event, V Muraleedharan, the minister of state for external affairs, said the notion of a shared maritime space is not new to India and ASEAN.
Over the centuries of recorded history, the nations of this shared Indo-Pacific maritime region have traded goods, ideas and services with each other, he said.
"Not only have we left an imprint on each other through food, language and philosophy, our quest to develop connectivity between us has also been a driver of science, technology and innovation," Muraleedharan added. PR PR ABH

India has officially joined the Missile Technology Control Regime (<keyword id="735897" type="ORGANIZATION" weightage="100" keywordseo="MTCR">MTCR</keyword>) as a full member, saying that it would prove to be mutually beneficial to enhance global non-proliferation norms. 
 Foreign Secretary <keyword id="491850" type="UNKNOWN" weightage="100" keywordseo="S-Jaishankar">S Jaishankar</keyword> signed the instrument of accession to MTCR, marking India's first entry into any <keyword id="3447127" type="UNKNOWN" weightage="100" keywordseo="multilateral-export-control-regime">multilateral export control regime</keyword>. 
 
"India has joined the MTCR this morning...India's entry into the regime as its thirty-fifth member would be mutually beneficial in the furtherance of international non-proliferation objectives," said a statement from the External Affairs Ministry. 
 
"India would like to thank each of the thirty-four MTCR Partners for their support for India's membership. We would also like to thank Ambassador Pieter de Klerk of The Netherlands and Mr Robert Steinmetz of Luxembourg, co-Chairs of the MTCR," the statement said. 
 
This MTCR entry has come days after it couldn’t get into NSG because of stark opposition from China and a few other countries. China, additionally, is not even a member of MTCR. 
 
By this membership, India will be able to buy high-end missile technology while also being able to enhance its joint ventures with Russia.

India officially joins MTCR, the elite missile club

NEW DELHI: Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> has suggested that <keyword id="6354424" type="ORGANIZATION" weightage="20" keywordseo="World-Bank">World Bank</keyword> should help India in making a visible impact on reducing mass poverty in the under-developed regions of the country to show a perceptible change. 
 Modi had raised the issue during his meeting with World Bank <keyword id="2540" type="POSITION" weightage="20" keywordseo="President">president</keyword> Jim Yong Kim last month in Delhi and the multilateral agency is expected to come back to the government after firming up a strategy that addresses the concerns raised by the government, said sources. 
 
While there was no demand for funds, Kim had later told the World Bank staff that the prime minister wants three things — skills, scale and speed. “A critical priority of this trip was to meet the new PM, Narendra Modi, listen to his vision for development, and seek to enhance our partnership with India. We had a great meeting — one of the most inspiring I’ve had as president of the World Bank,” he had remarked. 
 For the World Bank, India is the largest borrower and the <keyword id="2472353" type="POSITION" weightage="20" keywordseo="head-of-the-multilateral-agency">head of the multilateral agency</keyword> was key to get the new government’s inputs. During the meeting, Modi had sought suggestions on skill development, a key focus area and said he wanted inputs on “enhancing production for the masses, not just mass production”. The statement, officials said, is a pointer to boosting jobs by focusing on manufacturing, especially in the employment-intensive sectors of the economy.

<ul class="summary-list"><li>President-elect Donald Trump has questioned the reality of the climate crisis.</li><li>He's expected to withdraw the US from the Paris Agreement, which he also did in his first term.</li></ul>President-elect Donald Trump has long questioned the reality of the climate crisis, describing it as a "scam" and accusing policies to tackle the crisis of destroying US jobs.Many expect him to withdraw the US from the Paris Agreement to limit emissions upon taking power in January, as he did in his first term.But his hostility to green policies conflicts with another of his priorities — challenging the rise of China."A second US withdrawal from the Paris Agreement would present a significant opportunity for China to expand its leadership role in multilateral climate issues," Herbert Crowther, an analyst with the Eurasia Group in New York told Business Insider.Trump's victory is overshadowing this week's UN climate summit in Baku, Azerbaijan, where pledges from Biden administration officials are tempered by the fact they won't be around for long.And China is already positioning itself to fill the power vacuum and build its global influence."In the week since the election, we're already seeing China try to claim the mantle of global climate leadership and portray itself as the more "responsible" actor in this space," Lily McElwee, fellow in the Freeman Chair in China Studies at the Center for Strategic and International Studies in Washington, DC, told Business Insider."Beijing is out in force at COP29 calling for the United States under Trump to engage in 'constructive dialogue' and highlighting China's contributions to decarbonization through major investments in electric vehicles and other greentech industries."<div type="image" title="Chinese solar power station" height="576" width="1024" msid="115335201" hostid="261" sizebytes="137800"></div><h2 id="f89b9ca3-aa4a-4bb2-a5bf-27324f610f4d">The green tech superpower</h2>China has a curious position as both the world's largest polluter, and a powerhouse of green technology.It tops the <a target="_blank" class="" href="https://interactive.carbonbrief.org/the-carbon-brief-profile-china/index.html#">rankings for greenhouse emissions</a>, which helped power its huge economic growth in recent decades. In 2020, President Xi Jinping pledged that China would become <a target="_blank" class="" href="https://chinaeucn.com/carbon-neutrality-china/#:~:text=In%20September%202020%2C%20president%20Xi,carbon%20neutrality%20to%20the%20world.">carbon neutral by 2060,</a> and it's on track this year to record its first drop in greenhouse <a target="_blank" class="" href="https://www.businessinsider.com/china-meeting-us-climate-solar-panels-coal-power-energy-security-2024-5">emissions since 2016.</a>At the same time, China has pushed harder to produce its own green technology — and sell it to the rest of the world.It is the world's largest producer of electric vehicles and solar panels, and the percentage of its energy coming from renewable sources <a target="_blank" class="" href="https://www.iea.org/reports/renewables-2023/executive-summary#">is rapidly growing.</a>That work brings practical and economic benefits. Analysts also point to other motives for Beijing's green push: influence and power."Where the Trump administration sees renewable energy as a threat to jobs, China is leveraging clean energy as part of a long-term strategic gambit," wrote <a target="_blank" class="" href="https://www.brookings.edu/articles/chinas-belt-and-road-initiative-is-poised-to-transform-the-clean-energy-industry/">Daniel Araya of the Brookings Institute in Washington, DC, in 2018.</a>China, as part of its "Belt and Road" initiative to grow its global influence, has provided developing countries with renewable energy technologies, including wind farms."Green tech plays a critical role in Xi's economic vision. While China has spent a decade trying to catch up to the United States and other advanced economies in existing tech (like semiconductors), it is increasingly focused on securing leadership in emerging industries like cleantech," said McElwee.The strategy is paying off, with global demand for renewable energy production technologies predicted to surge, and China set to account for 60% of installed global renewable energy capacity by 2030, according to an <a target="_blank" class="" href="https://www.iea.org/news/massive-global-growth-of-renewables-to-2030-is-set-to-match-entire-power-capacity-of-major-economies-today-moving-world-closer-to-tripling-goal">October report by the International Energy Agency.</a>The US lags China as a clean tech economic power.Trump has been explicit about his plans to repeal and otherwise roll back climate policies from the Biden administration.That included <a target="_blank" class="" href="https://www.politico.com/news/2024/09/05/trump-inflation-reduction-act-00177493">a pledge</a> just before the election to "rescind all unspent funds" from President Joe Biden's Inflation Reduction Act, which provided billions in funding for clean tech.<h2 id="d064aeb1-2497-4d9c-b893-7e2c1b98241d">Will China step up? </h2>There are also doubts over how much China is willing to take an international leadership role on climate issues.It's been wary of international agreements to tackle climate change in the past, and last year was accused by European officials of <a target="_blank" class="" href="https://www.reuters.com/business/environment/china-denies-reports-it-obstructed-g20-climate-discussions-2023-08-02/#:~:text=China%20denies%20reports%20it%20obstructed%20G20%20climate%20discussions%20%7C%20Reuters">obstructing G20 efforts </a>to tackle the climate crisis, Reuters reported. Assuming a leadership role would likely require China to send money to other countries, said Crowther. "The key question for officials in Beijing will now turn to whether China wants to deepen its financial commitments to helping other countries—particularly emerging markets—accelerate their own energy transitions," he said.Crowther said the run up to next year's COP30 summit in Brazil would provide clues of China's intentions. Ultimately, Xi may be more interested in cementing China's economic advantages than in concrete diplomatic pledges. "Although Beijing will try to boost its image as a global leader on climate change, I don't know how much substance will follow," said McElwee.

The announcement covers human resource development, infrastructure and the generation of economic opportunities to make the eastern region of the country covering Bihar, Jharkhand, West Bengal, Odisha and Andhra pradesh an engine to attain Viksit Bharat. In her Budget speech in Parliament, Nirmala Sitharaman said, "On the Amritsar-Kolkata industrial corridor we will support the development of an industrial nod at Gaya in Bihar. We will also support the construction of road connectivity projects namely Patna-Purnia Expressway, Buxar-Bagalpur Expressway, Bodhgaya-Rajgir-Vaishali-Darbanga and an additional two-lane bridge over river Ganga at Buxar at a total cost of Rs 26,000 cr." "Power projects, including setting up of a new 2400 megawatt power plant at Pirpainti, will be taken up at a cost of Rs 21400 crore," she added. The Finance Minister said that new airports, medical colleges and sports infrastructure in Bihar will be constructed. An additional allocation to support capital investments will be provided, she said. She emphasised that the requests of the Bihar government for external assistance from multi-lateral development banks will be expedited. The FM also announce an allocation of Rs 11500 crore or flood control measures in Bihar. Funds have also been provided for developing the Temple corridors in the iconic temples in NIhar. The Kashi Model will be implemented in Bodh Gaya. Special funds have also been provided for the Rajgir Jain Temple site. Andhra Pradesh also benefited from the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25 as the Finance Minister announced special financial support to the state, recognising the state's need for capital. "Andhra Pradesh Reorganisation Act- Our govt has made efforts to fulfil the commitments in the Andhra Pradesh Reorganisation Act. Recognising the state's need for capital, we will facilitate special financial support through multilateral agencies," Sitharaman said. "In the current FY, Rs 15,000 crore will be arranged with additional amounts in future years," she added. The Finance Minister is presenting the first Union Budget of the Modi 3.0 government and her seventh consecutive one during the Monsoon Session of Parliament. The budget session of Parliament began on July 22 and, according to schedule, will end on August 12.
