Senior Supreme Court advocate <keyword id="195903" type="PERSON" weightage="100" keywordseo="Mukul-Rohatgi">Mukul Rohatgi</keyword> has been appointed the new <keyword id="43805" type="POSITION" weightage="100" keywordseo="Attorney-General">Attorney General</keyword> of the country. Rohatgi was the front-runner for the post as he is considered to be close to Prime Minister Narendra Modi. 
 
“My priority would be to streamline the litigation process and cut down litigation between government departments and public sector undertakings. The new government will co-operate in this aspect as this government wants to change a lot,” said Rohatgi. 
 
Rohatgi was the BJP’s lawyer and defended the party in several cases, including the Babri Masjid demolition case. He also defended the BJP general secretary, Varun Gandhi, in a case regarding his alleged provocative speech in Uttar Pradesh in 2011. Only recently, the senior lawyer appeared for the yoga guru Baba Ramdev in a case related to his ‘honeymoon’ comment against Congress vice-president Rahul Gandhi. 
 Rohatgi had served as Additional Solicitor General in the Vajpayee government. He is also considered to be close to Finance Minister Arun Jaitley and Law Minister <keyword id="6354886" type="PERSON" weightage="60" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword>. 
 
“They are my good friends. They will help me in my endeavour,” said Rohatgi about the ministers.

Mukul Rohatgi Appointed New Attorney
General

Senior Supreme Court lawyers <keyword id="195903" type="PERSON" weightage="80" keywordseo="Mukul-Rohatgi">Mukul Rohatgi</keyword> and <keyword id="6372817" type="PERSON" weightage="80" keywordseo="Harish-Salve">Harish Salve</keyword> have emerged as front-runners for the post of <keyword id="43805" type="POSITION" weightage="80" keywordseo="Attorney-General">Attorney General</keyword> for India. Both of them bring plenty of legal acumen to the table. 
 
Harish Salve's heavy professional commitment will be taken into consideration before finalising the decision, people familiar with the discussions about picking the Attorney General told The Economic Times. 
 
"I have also read news stories that suggest that I am a front-runner (for the A-G's post). I am sure it has some basis," Salve told ET. 
 
He also said due process demands that there should be a law minister first who can make the offer. 
 
Salve had served as the Solicitor General of India from November 1, 1999, to November 3, 2002. He succeeded Santosh Hegde, after the latter was appointed as a judge to the Supreme Court. 
 
Mukul Rohatgi, the other choice for the A-G's post, said he had not been approached yet. However, he is one of the busiest lawyers in the Supreme Court and need not chase anything. 
 
Rohatgi, considered to be close to Jaitley, has been counsel in many significant cases that involved BJP interests.

Salve, Rohatgi Front-runners For Attorney General’s Post

Due to the power shortage in the country, the Centre has requested the <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> exempt 46 coal mines that it had pronounced illegal from cancellation as they were either producing or were close to producing power. 
 <keyword id="43805" type="POSITION" weightage="60" keywordseo="Attorney-General">Attorney General</keyword> <keyword id="195903" type="PERSON" weightage="60" keywordseo="Mukul-Rohatgi">Mukul Rohatgi</keyword> said that the government was open to re-auction the <keyword id="122769" type="UNKNOWN" weightage="100" keywordseo="coal-blocks">coal blocks</keyword> in case allocations are cancelled. 
According to a media report, Rohatgi asked the court not to refer the issue to a committee as “it would further delay coal auctions.” 
 
The Supreme Court had earlier said that all the coal blocks allocated between 1993 and 2011 were illegal. "All allocations were done in an illegal manner and it suffers from vice of arbitrariness," it pronounced. 
 
A bench headed by Chief Justice R M Lodha said that the allocation by the screening committee was not “fair and transparent.” 
 
However, it gave its nod to the continuation of the coal blocks allocations to ultra mega power projects but forbade them from using the coal for any purpose. 
 
According to analysts, large-scale cancellation of coal blocks would further escalate the shortage of coal for power plants.

<ul><li><keyword id="6354977" type="General" weightage="50" keywordseo="supreme-court" source="Orion">Supreme Court</keyword> to hear a plea on a law prohibiting betting and wagering in online games.</li><li>The <keyword id="6354780" type="General" weightage="100" keywordseo="karnataka" source="Orion">Karnataka</keyword> government contended that cybercrime has become a major issue in the last three years while emphasising the need for a law against online gaming.</li><li>Senior advocates <keyword id="195903" type="General" weightage="80" keywordseo="mukul-rohatgi" source="Orion">Mukul Rohatgi</keyword>, A.M Singhvi, and <keyword id="1326066" type="General" weightage="80" keywordseo="shyam-divan" source="Orion">Shyam Divan</keyword>, represented the gaming companies' associations.</li></ul>The Supreme Court on Friday agreed to hear a plea by the Karnataka government, challenging the Karnataka High Court judgment, which struck down provisions of law prohibiting betting and wagering in online games. Senior advocates Mukul Rohatgi, A.M Singhvi, and Shyam Divan, represented the gaming companies' associations, submitted before a bench of Justices S. Abdul Nazeer and V. Ramasubramanian that the issue was whether it was game of skill or chance or gambling. The Karnataka government contended that cybercrime has become a major issue and cited filing of 28,000 cases in the last three years, while emphasising the need for a law against online gaming to maintain public order. It further argued that people have died by suicide and the online gaming has ruined many families, therefore it was necessary to deal with its ill effects. The state government's plea said: "The Karnataka Police (Amendment) Act, 2021 made criminalised wagering, betting or risking money on the unknown result of an event." On February 14 this year, the high court struck down the government's ban and the legal provision which criminalised playing games of skill, including online games, and betting. The top court issued notice to online gaming industry body All India Gaming Federation and skill-based gaming firms. It directed to tag this matter with a similar matter, where the Tamil Nadu government has challenged the judgment by the Madras High Court. The Karnataka High Court had said that the Act was unconstitutional and there cannot be any ban on online games of skill. The state government contended before the apex court that the high court had grossly erred in not taking into account the material produced by it in connection with cases registered by the police authorities. One of the rebel Congress MLAs, Roshan Baig was detained at the Bengaluru airport while he was trying to take a chartered flight, as per IANS. “Baig was detained for questioning at the Kempegowda International Airport (KIA) when he was about to take off in a private aircraft to an unconfirmed destination from <keyword id="6355033" type="LOCATION" weightage="20" keywordseo="bangalore">Bangalore</keyword>,” Joint Commissioner of Police (Crime) B.R. Ravikantha Gowda was <a href="https://www.indiatoday.in/india/story/karnataka-congress-mla-roshan-baig-detained-in-bengaluru-1569785-2019-07-16">reported saying</a>. Baig had kickstarted the crisis by tendering his resignation on June 10. After that, 15 MLAs across both the coalition parties followed suit, shaking up the state government. Karnataka politics had turned into a battle ground after MLAs resigned from the ruling government. However, the speaker did not accept the resignations terming saying that it violates constitutional rights. The MLAs had accused the Speaker Ramesh Kumar of not accepting their resignations, even when they were in accordance with the Indian constitution. “We are now 15 MLAs who want to resign but there is no formal acceptance by Speaker. Idea is not to defect, but resign so that we can go back to public and contest,” said Mukul Rohatagi, earlier told a Supreme Court bench which includes Chief Justice <keyword id="245445" type="PERSON" weightage="20" keywordseo="Ranjan-Gogoi">Ranjan Gogoi</keyword>.

 Rohtagi had said, “The judgment of the high court is absolutely correct and we should accept the judgment and every matter need not be challenged to the <keyword id="6354977" type="ORGANIZATION" weightage="60" keywordseo="Supreme-Court">Supreme Court</keyword>. I have also concurred with the views of the chairperson of the Central Board of Direct Taxes.” 
 
The Income Tax Department had asked for the attorney general’s opinion on whether it should appeal against verdict in the Supreme Court. The final decision in this regard will be taken by the government. Such a move is likely to improve foreign investors’ sentiment.

However, this recent reaction from government forces one to ask why this feedback suddenly. The statement made by Attorney General Mukul Rohatgi, during a hearing on a public interest litigation that has sought court intervention to get the government cracking down against child porn, is being seen as an attempt to deflect recent criticism against the government's decision to block more than 850 websites. 
 
"If someone wants to watch a film, how do you stop it? Can we do moral policing in people's bedrooms," the AG asked. He was making his submissions before a bench comprising Chief Justice HL Dattu and Justices Arun Mishra and Amitava Roy. "Geographical frontiers are no longer restricted. Unlike earlier, pornography is not restricted to magazines and books. It can be stopped to a limited extent," the AG said. 
 
The AG's submission is also a tacit acceptance of the limits of what a government could do in a democratic setup. Whether technologically feasible or not, a certain section would always feel that it was an adult choice of entertainment that the state should not interfere with, Rohatgi said. 
 
The AG said child porn had to be blocked, but wondered whether a complete ban was possible given the number of websites mushrooming in the virtual world. 
 
Senior lawyer Meenakshi Arora, appearing for some Internet Service Providers, said they could block some websites under court orders, but not all.

Mallya will have to reply to the notice by March 30, the next date of hearing. The applications also demanded that he furnish adequate guarantees to secure his presence in court.
