If you’ve complaining about high price of mineral bottles at the movie theatres, the fleecing is going to stop from January next year. The Indian Government has asked companies not to sell mineral water bottles at higher MRPs at airports, malls and cinemas. Under the <keyword id="846883" type="UNKNOWN" weightage="20" keywordseo="Legal-Metrology">Legal Metrology</keyword> (Packaged Commodities) Rules, 2011, companies won’t be able to charge a higher MRP from Jan 01, 2018 onward. "Based on the experience of implementation of the rules and after a detailed stakeholder consultation, the department has amended the rules, aimed at enhanced consumer protection, but at the same time balancing with the requirement of ease of doing business," a statement from consumer affairs department read. There won’t be any dual MRPs on an identical pre-packaged commodity, which is going to benefit consumers at large. However, the rule won’t be applicable for restaurants. "This won't be applicable to restaurants as under GST they come under the category of supplier services. And the latest notification is applicable for retail services where customer buy off the counter," said Rahul Singh, secretary, <keyword id="146581" type="ORGANIZATION" weightage="20" keywordseo="National-Restaurant-Association-of-India">National Restaurant Association of India</keyword> (NRAI). Also, medical devices such as stents, valves, orthopaedic implants, syringes and tools for operations will have to display MRP. "This is to raise awareness, because the customer has a right to know what the prices (of these medical devices are)," Jai Priye Prakash, secretary, department of pharmaceuticals (DoP), told ET. So far, it was not mandatory for all medical devices declared as drugs to make mandatory declarations under the legal metrology rules. Some medical device manufacturers have welcomed the move. "Consumers were facing difficulty as devices were sold according to the paying capacity of the consumer. Even after capping of MRPs, many companies were not displaying (the MRP)," the department of consumer affairs said.

All thanks to Ram Vilas <keyword id="42636" type="COMPANY" weightage="20" keywordseo="Paswan">Paswan</keyword>, who heads the Ministry of Consumer Affairs, Food and Public Distribution at the centre. "We have had one achievement -Pepsico's Aquafina will be sold at one price. BCCI has also issued a circular that all stadiums will sell packaged water at one price. Prices (of water) will be one inside and outside the stadium,” said Paswan at a press briefing. It is a common practice at airports, malls and cinemas, where same water bottles are sold at double the MRP, just by mentioning ‘MRP for Select Channels.’ "Dual MRP is against law. It can attract legal action, and it is happening through <keyword id="132180" type="ORGANIZATION" weightage="20" keywordseo="National-Consumer-Disputes-Redressal-Commission">National Consumer Disputes Redressal Commission</keyword> (NCDRC).” Paswan is taking steps to make consumers aware of the facts about consumer rights and asking them to approach consumer courts, if needed.

Often the same bottle of water that costs Rs 20 outside costs Rs 50 or even more inside. But the summer of 2017 is different as the state governments are heavily cracked down upon the ‘dual <keyword id="6357388" type="ORGANIZATION" weightage="100" keywordseo="MRP">MRP</keyword> policy’ of various beverage companies. 
 Consumer affairs ministry told <keyword id="6405564" type="COMPANY" weightage="20" keywordseo="The-Times-Of-India">The Times of India</keyword> that states like <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword>, Karnataka, <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, Uttar Pradesh and <keyword id="6355554" type="COMPANY" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> have issued challans against erring companies. While Maharashtra went a step ahead by suing the erring companies in consumer courts. 
 
The ministry has taken a tough stance on companies, which sell the same product with two different price tags within the same state.

Thiruvananthapuram, Mar 4 () The Kerala governmenthas issued an order capping the retail price of bottleddrinking water at Rs 13 per litre.The order, issued by the civil supplies department onTuesday, states that the price should not exceed Rs 13 for onelitre and all bottles should have the new price printed. A litre of drinking water is now priced at Rs 20. The Left government had earlier decided to bringpackaged water under the ambit of the Essential CommoditiesAct.The government decided to regulate the price ofbottled water following widespread complaints from the publicabout its exorbitant price.Though the government had mulled cutting short itsprice to Rs 11-12 two years ago, it could not be implementeddue to the protest from large-scale bottled watermanufacturers and traders.The price cut was possible as bottled water has beenmade an essential commodity.The Kerala Bottled Water Manufacturers Association hassaid they were willing to bring down the MRP to Rs 12 twoyears ago itself, but a group of members were against it.There are 200 odd packaged drinking watermanufacturers in the state and some are allegedly functioningwithout license against whom the government would have to takeaction.
