As per industry sources, Bharti Airtel has now informed the government that it wants to opt for the four-year moratorium. Airtel has become the second telco to opt for the moratorium after <a href="https://www.businessinsider.in/business/telecom/news/airtel-vodafone-idea-shares-spike-after-government-announces-deadline-for-agr-dues-moratorium/articleshow/87153508.cms">Vodafone Idea</a>. Vodafone Idea had opted for the moratorium last week and the struggling telco is expected to free up its cash-flow by up to ₹60,000 crore for four years. Airtel is also expected to free up its cash-flow by up to ₹40,000 crore due to the moratorium. Airtel has not informed the government whether it wishes to convert the accrued interest into equity and has 90 days to do so. Airtel will benefit from the four-year moratorium on AGR dues, freeing up its cash reserves to invest in the upcoming 5G spectrum auctions. Business Insider India has reached out to Airtel for confirmation about the moratorium. AGR is defined in the licence agreements entered between the Department of Telecommunications (DoT) and the telecom operators. <cmsannotation type="cmsannotation" annotationid="What are the benefits of the moratorium?" comment="subhead" text="What are the benefits of the moratorium?">What are the benefits of the moratorium?</cmsannotation> The companies who avail the <a href="https://www.businessinsider.in/business/telecom/news/airtel-vodafone-idea-and-jio-welcome-telecom-relief-package-but-analysts-are-divided-on-whether-it-is-enough/articleshow/86252002.cms">moratorium facility</a> will have to pay interest on the amount and period of moratorium, since the government would have to protect its revenue. Both banks and telcos will benefit from de-stressed balance sheets thanks to this relief measure. Apart from this, the government has announced that instead of compounding interest on spectrum dues on a monthly basis, it will now do so on an annual basis. This should drastically reduce the impact of compounding and offer major relief to telecom players who have to pay AGR and spectrum dues. Airtel opts for AGR dues moratorium, becomes the second telco to do so

<ul class="summary-list"><li><keyword id="11893136" type="UNKNOWN" weightage="60" keywordseo="san-francisco" source="Orion">San Francisco</keyword> passed a law requiring <keyword id="12594508" type="UNKNOWN" weightage="60" keywordseo="landlords" source="Orion">landlords</keyword> to bargain with <keyword id="11964179" type="UNKNOWN" weightage="60" keywordseo="renters" source="Orion">renters</keyword> who want to organize. </li><li>That was after the city's biggest landlord, Veritas, allegedly refused to meet with its tenants. </li></ul>Renters in one of the <a href="https://www.businessinsider.com/nyc-apartments-more-expensive-than-san-francisco-zumper-2021-8">most expensive housing markets</a> in the United States just scored a big win: the right to organize, and the right to be heard by their landlords. Last week, San Francisco's new <a href="https://sfgov.legistar.com/LegislationDetail.aspx?ID=5191199&amp;GUID=F81B312D-FBF7-4122-BE1C-0313544C15C8&amp;Options=ID%7CText%7C&amp;Search=">"Right to Organize" ordinance</a> went into effect, requiring landlords to recognize tenant associations within their properties, attend tenant meetings at least four times per year, and bargain with tenant unions "in good faith." If landlords fail to comply with the ordinance, <keyword id="11948118" type="UNKNOWN" weightage="60" keywordseo="rent" source="Orion">rent</keyword>ers can apply for a rent reduction as a penalty. The law is the first of its kind in the country. Aaron Peskin, a member of the San Francisco Board of Supervisors, drafted the ordinance after overseeing negotiations between Veritas Investments, the largest landlord in San Francisco, and its tenants. The tenants clamored for Veritas, which is also the subject of multiple lawsuits <a href="https://www.sfpublicpress.org/searching-for-truth-in-tenants-lawsuit-against-s-f-corporate-landlord/">alleging</a> tenant harassment, to cancel rent debt accumulated during the pandemic. In a statement to Insider, Veritas denied all claims. "Tenants organized behind what is usually an individual source of shame — debt — and leveraged it as a group to win concessions from Veritas that would not otherwise have been possible," Brad Hirn of the Housing Rights Committee of San Francisco <a href="https://capitalandmain.com/a-new-effort-in-san-francisco-aims-to-debate-rent-at-the-bargaining-table">told</a> Capital and Main's Jack Ross.Peskin's office said they want the law to facilitate better communication between landlords and tenants in San Francisco, while across the country, tenants in other cities are suffering from the same problems. The cost of monthly rent reached a <a href="https://www.cnn.com/2022/03/23/success/us-national-rent-february/index.html">record high</a> in February. The federal <keyword id="11957476" type="UNKNOWN" weightage="60" keywordseo="eviction-moratorium" source="Orion">eviction moratorium</keyword> — which <a href="https://www.nber.org/papers/w28394">saved</a> thousands of lives during the start of the pandemic, according to a Duke University study — <a href="https://www.businessinsider.com/eviction-moratorium-ending-what-to-expect-landlords-rents-tenants-2021-7">ended</a> in August, while 7.4 million households were behind on rent."It's a union at home," Lenea Maibaum, a Veritas tenant and an organizer of the Veritas Tenants' Association, told Capital and Main. "We're all workers who can unionize at work. Now we can unionize at work and at home."<h2>Inching toward a seat at the bargaining table </h2>106 Veritas renters sued the landlord for tenant harassment in 2019, alleging that the firm harassed rent-stabilized tenants by driving buildings into disrepair, ignored asbestos and mold growth in apartments, and invaded tenants' privacy through incessant construction — all claims Veritas denies."We deny the claims, and look forward to disproving them yet again in court," Jeff Jerden, Veritas' Chief Operations Officer, told Insider in a statement.After a five-month long strike last year, the Veritas Tenants' Association <a href="https://twitter.com/AaronPeskin/status/1486904854299643908/photo/1">announced</a> that they had reached an agreement with Veritas to cancel debt for tenants and to waive rent increases for 2022. In a <a href="https://www.bizjournals.com/sanfrancisco/news/2022/01/31/sfbt-digest-monday.html">statement</a> to The San Francisco Business Times from January, however, Veritas said it has no agreement nor has it been in negotiations with either of the two groups that issued a press release saying they were ending a rent strike. The company said the tenants groups mischaracterized its public <a href="https://www.veritasinvestments.com/news/veritas-investments-one-of-san-franciscos-largest-property-managers-announces-rent-relief-backstop-plan-augmenting-state-u-s-efforts/">statement</a> from December, where it announced a program guaranteeing that, if any of its residents apply for rent relief and see their benefit cut short due to lack of funding by the state, Veritas would cover it for up to 18 months. Jerden said that while the company looks forward to having more channels of communication with tenants, it believes that characterizing the ordinance as pro-union is misleading. "It's unfortunate that we're hearing from some residents about the misleading nature of rhetoric around the program, as people with political objectives have characterized these associations as 'unions,' despite no such language being present in the legislation," Jerden said. "The full sum of the impact of the legislation is that it creates quarterly meeting sessions between the association and a property's owner or manager." Jerden also pointed out that Charley Goss of the San Francisco Apartment Association told <a href="https://www.businessinsider.com/reviews/out?u=https%3A%2F%2Fwww.wsj.com%2Farticles%2Fto-bargain-with-their-landlords-renters-form-tenant-unions-11642860002">the Wall Street Journal</a>, "We're wary that the legislation will bring misconceptions that things are on the table and up for negotiation that aren't."But that hasn't stopped tenants wishing to organize from calling themselves a "union" — which simply describes a group of people coming together for collective political gain. Last week, members sent 15 letters to Veritas, presenting majority approval of tenant associations in 15 buildings asking that Veritas formally acknowledge their union under the new ordinance, according to Capital and Main. "When Veritas was refusing to meet with their tenants, or saying there was no way they were going to meet with tenants if there was an advocate in the room, that's when we cried foul," Peskin's aide, Lee Hepner, told Capital and Main. That doesn't include South Carolina, because it hasn't spent the vast majority of its original allotment.The need is there, the funding is there, but the execution isn't.Even though the state is sitting on a stockpile of <keyword id="12374293" type="UNKNOWN" weightage="60" keywordseo="federal-aid" source="Orion">federal aid</keyword>, it's still seeing <a href="https://www.counton2.com/news/local-news/almost-7000-evictions-filed-in-south-carolina-before-the-federal-eviction-moratorium-ends/">thousands</a> of <keyword id="12368679" type="UNKNOWN" weightage="60" keywordseo="eviction" source="Orion">eviction</keyword> filings in the months since the federal moratorium ended. Housing advocates, tenants, and <keyword id="12594508" type="UNKNOWN" weightage="60" keywordseo="landlords" source="Orion">landlords</keyword> chalk the number of evictions up to procedural issues at the state level, which has made the application process difficult to complete, and whose housing agency often does not respond to applicants, The State's Rebecca Liebson <a href="https://www.thestate.com/news/state/south-carolina/article256813802.html">reported</a> on January 4.Some states, like South Carolina, haven't spent most of the hundreds of millions in federal aid they received last year, meant to be distributed to tenants in danger of eviction. It's a case study in how a federal response to a crisis doesn't always translate to timely state action. South Carolina has had the <a href="https://issuu.com/schousing/docs/sc_needs_assessment_report_finalweb?fr=sY2QzYzE3MTk1MQ">highest eviction rate</a> in the country by far, according to Princeton University's Eviction Lab, both as a state and in individual counties. Despite changes to the process on the part of South Carolina's housing department — which also attempted to address obstacles posed by landlords — tenants and advocates say that applying for relief remains difficult."Many people got stuck in the process and could not get the help they needed," Sue Berkowitz, director of the SC Appleseed Legal Justice Center, told Insider. <h2>Federal assistance isn't making its way down</h2>The federal <keyword id="11957476" type="UNKNOWN" weightage="60" keywordseo="eviction-moratorium" source="Orion">eviction moratorium</keyword>, which <a href="https://www.businessinsider.com/eviction-moratorium-ending-what-to-expect-landlords-rents-tenants-2021-7">ended</a> in August, as well as a set of state eviction bans, have been responsible for keeping <a href="https://www.businessinsider.com/states-with-ongoing-eviction-bans-after-biden-ban-shut-down-2021-8">millions</a> of Americans in their homes during the pandemic, protection that has ended in recent months, and is continuing to cease across states this week. Despite the federal government giving South Carolina<a href="https://www.msn.com/en-us/money/realestate/dollar271-million-rent-relief-program-is-coming-to-sc-heres-how-to-apply/ar-BB1g4Tc5"> $271 million</a> to help keep renters in their homes in April, only a quarter of that money was given out by the end of 2021, according to an <a href="https://nationalequityatlas.org/">analysis</a> by the National Equity Atlas.A full 15 states including South Carolina had distributed less than 20% of the total cash each received from the federal government by the end of October, the National Equity Atlas found. This left 4.7 million low-income households in South Carolina, Georgia, Delaware, and Alabama still behind on rent — and at risk of eviction — by that time. Just over $69 million of the aid has been distributed to nearly 14,000 households in South Carolina by January 7, Chris Winston, a spokesperson for the SC State Housing Finance and Development Authority, which oversees the state's <keyword id="12932991" type="UNKNOWN" weightage="60" keywordseo="rental-assistance" source="Orion">rental assistance</keyword> program, told Insider. This is while the counties of Richland and Charleston, which received federal funding separate from the housing department's, have spent nearly all their money, and stopped accepting applications. <h2>County-by-county delivery has been uneven</h2>Many practical problems within SC Stay Plus, the South Carolina housing department's rental assistance program, are responsible for the stall in distribution across 42 counties, according to lawyers and housing advocates. Additionally, Winston said, landlords refusing to cooperate with tenants have also compounded the obstruction to cash flow. Seven of South Carolina's largest counties, including Charleston, were excluded from the federal funding because they<a href="https://charlestoncounty.org/erap/"> received</a> money from the US Department of Treasury to run their own programs. Richland County is still seeing evictions, and<a href="https://www.wistv.com/2021/12/14/richland-county-looks-us-treasury-sc-housing-after-using-up-rental-aid-funds/"> requested</a> money from the SC Stay Plus fund. On Thursday, Winston told Insider, the US Treasury approved a request by the housing department to allocate $10 million to Charleston County. The biggest challenge is getting those applications completed.<h2>The process of completing an application has been fraught for many</h2>There are five steps to the application, according to the housing department's website: respondents must first complete an application with basic information, then submit requested documents. That's where things tend to go wrong, with applicants reporting that they're asked to re-upload items they already did, or that they're continually asked to upload new things after they've completed the application. There is a section for landlords to upload their own documents, another area where tenants may encounter holdup from landlords. Finally, there is a section for tenants to check their application status, where applicants say they're often left in limbo. The housing department said it's unaware of any situations where documentation was lost, and that a call back was replaced to everyone who requested one, but said that they did not reach out to applicants again if they had full voicemails or didn't anwer the initial call. Berkowitz told Insider that tenants applying for aid through SC Stay Plus would often not hear back from the agency when asking questions about applying, that tenants were often told that their applications were being addressed without follow up, and that applicants would continually see materials lost by the agency. She also said that there's a backlog because of the amount of documentation the tenants are required to provide, which Winston said as well. Landlords have otherwise been causing problems for the tenants by not being cooperative with the process. "I think it has gotten to the point where they don't care, it has taken so long they just want to cut their losses," and get new tenants in, she added, even if that means sacrificing back rent.Winston also said that landlords have been responsible for much of the holdup, adding that the department changed their guidelines over the summer to allow direct payment to tenants when landlords are unresponsive, but he said landlords will always be their first option. For example, landlords are still asked to provide a W-9 or other documentation to receive payments for the initial application. From what she's heard from tenants, changes haven't fixed the problems within the process, Berkowitz said."I just received an email from someone last week that the agency has known about since September, and [because] the landlord has not been cooperating for the past 6 weeks, the application has stalled," she said.

The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> Tuesday deferred to November 5 the hearing on a batch of pleas relating to charging of interest on interest by banks on EMIs which were not paid by the borrowers who availed of the RBI <keyword id="6840678" type="UNKNOWN" weightage="20" keywordseo="loan-moratorium">loan moratorium</keyword> scheme in view of the COVID-19 pandemic. The <keyword id="6354335" type="ORGANIZATION" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> and the Finance Ministry have already filed separate additional affidavits in the apex court saying that the banks, financial and non-banking financial institutions will credit into the accounts of eligible borrowers by November 5 the difference between compound and simple interest collected on loans of up to Rs 2 crore during the <keyword id="117489" type="PERSON" weightage="20" keywordseo="moratorium">moratorium</keyword> scheme period. A bench of Justices Ashok Bhushan, R Subhash Reddy and M R Shah was requested by Solicitor General Tushar Mehta that the hearing in the loan moratorium case be deferred as he would be busy arguing on behalf of the Centre in other matter relating to the Central Vista project. "These moratorium matters were listed yesterday but they came up today. I am requesting for an adjournment considering I have a case (Central Vista) where I will be arguing" the law officer said. A letter seeking deferment of the hearing in the case was also circulated by advocate-on-record Anil Katiyar for the Centre to the parties and the bench. The top court acceded to the request and adjourned the hearing on pleas including the one filed by Gajendra Sharma on November 5. The pleas pertained to charging of interest on interest by banks on EMIs which have not been paid by borrowers after availing the loan moratorium scheme of RBI during March 1 to August 31. Earlier, the RBI had filed the affidavit saying that it has asked all banks, financial and non-banking financial institutions to take "necessary actions" to credit into the accounts of eligible borrowers the difference between compound and simple interest collected on loans of up to Rs 2 crore during the moratorium scheme. Prior to this, the central government had told the apex court that lenders have been asked to credit into the accounts of eligible borrowers the difference between compound and simple interest collected on loans of up to Rs 2 crore during the RBI's loan moratorium scheme by November 5. The government had said that the ministry has issued a scheme as per which lending institutions would credit this amount in the accounts of borrowers for the 6-month loan moratorium period which was announced following the COVID-19 pandemic situation. On October 14, the apex court had observed that the Centre should implement "as soon as possible" the interest waiver on loans of up to Rs 2 crore under the RBI's moratorium scheme and had said that the common man's Diwali is in the government's hands. The RBI had on March 27 issued the circular which allowed lending institutions to grant a moratorium on payment of instalments of term loans falling due between March 1, 2020, and May 31,2020, due to the pandemic. Vodafone Idea’s low ARPU, combined with the loss of lakhs of subscribers every month, could prove fatal for the telco. Here’s where analysts want the government to step in. “The above reforms only address the liquidity stress in the sector and does not solve the elevated leverage levels in the sector. Sustainability of the sector is still predicated on tariff revivals -- we believe that [the] government needs to implement more structural reforms,” stated a report by JM Financial dated September 15. The report further states that this can be done by the government in two ways: <ol><li>Introducing floor tariffs across the sector. </li><li>Setting up a mechanism for sustainable tariff hikes in the future. </li></ol>The second option could result in a continued increase in prices for telecom subscribers, which may not get support from the government. A JP Morgan report dated September 16 states that while these telecom reforms address near-term liquidity challenges for Vodafone Idea, they won’t be enough to improve the telco’s situation in terms of capex (capital expenditure) to improve network quality. This, the report states, will require either a capital raise, or a substantial tariff hike. <keyword id="332861" type="General" weightage="20" keywordseo="nitin-soni" source="Orion">Nitin Soni</keyword>, senior director at <keyword id="125045" type="General" weightage="20" keywordseo="fitch-ratings" source="Orion">Fitch Ratings</keyword>, said that the relief package will provide cash flow relief to the telecom sector thanks to the moratorium, but he was not optimistic about Vodafone Idea’s prospects. “Specifically on Vodafone idea, it is unlikely to salvage the company’s competitive position given its subscriber losses, declining average revenue per user (ARPU) and insufficient cash generation to fund interest cost,” he told Business Insider.
