Addressing the 25th celebrations of the Kargil War victory, <keyword id="6354814" type="General" weightage="20" keywordseo="prime-minister-narendra-modi" source="Orion">Prime Minister Narendra Modi</keyword> said that the Kargil War win is neither the victory of any government in power nor of any political group, it is the heritage and the victory of 140 crore people of India. <h2>The genesis</h2>Despite signing the Lahore Declaration in February 1999 for a peaceful resolution of the Kashmir issue, a covert infiltration by Pakistani troops into the Kargil sector of Jammu and Kashmir in May 1999 triggered a crisis. Yet, the Indian Army, driven by patriotism and a relentless determination to protect the nation's sovereignty, pressed on. <h2>Heroes of the Kargil War</h2>The Kargil War produced a pantheon of heroes whose bravery continues to inspire generations. Their supreme sacrifice will never be forgotten by a country on its path to glory on a global stage. <h2>A continued tragedy</h2>The Kargil War left behind a deadly legacy along with long-term trauma among the local residents and the defence personnel who fought valiantly. As per a TOI report, unexploded bombs scattered across the region continue to pose a significant threat to the local population. In 2023 — 24 years after the tragic war — a total of around 336 such unexploded bombs were reportedly neutralised by the Army. Residents live in constant fear of accidental detonations, especially during construction or excavation work. These incidents have resulted in multiple casualties in the past several years, including the tragic death of a young child. Despite the passage of 25 years, the Army remains actively engaged in defusing these dangerous remnants of war. Congress General Secretary in-charge Communications Jairam Ramesh in a statement on Monday said, "External Affairs Minister S Jaishankar's recent remarks attacking the Congress party are simply the latest attempt to divert attention from the Modi government's failed China policy, the most recent revelation being that since May 2020 India has lost access to 26 of 65 patrolling points in Ladakh." He said the fact is that there is no comparison between 1962, when India went to war with China to defend its territory, and 2020 after which India has acquiesced to Chinese aggression with denials followed by 'disengagements' in which India has lost access to thousands of square kilometres of territory. Jairam alleged that "EAM Jaishankar's implied cheap shot at Rahul Gandhi for meeting the Chinese ambassador in 2017 is ironic to say the least coming from someone who as ambassador to the US during the Obama administration presumably met with leading Republicans. "Are opposition leaders not entitled to meet diplomats from countries that are important from a trade, investment and security standpoint?" he asked. The Modi government should have been truthful from the start and taken the opposition into confidence by discussing the China crisis in parliamentary standing committees and debating the issue in Parliament. "At a very minimum it should have held detailed briefings for leaders of major political parties," he said. "It is extraordinary that EAM Jaishankar has admitted on several occasions that he has no idea why China has turned aggressive on the Line of Actual Control, notwithstanding the unusually frequent contacts between Prime Minister Narendra Modi and President Xi Jinping and the PM's boast that he enjoys a special 'Plus One' relationship with President Xi," Ramesh said. China is facing its own set of problems back home What remains unclear is why the Chinese aggravated the border conflict to begin with, why no disengagement occurs before now, and why they have finally agreed to move back. According to retired Indian Army Brigadier Anil Gupta, China has been dealing with its own set of problems back home and the situation along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) was no longer serving its national interests. “As far as China is concerned, it was facing multiple problems,” he told Business Insider. He pointed out that the soldiers in the Chinese People’s Liberation Army come through conscription, which has a fixed tenure of four years. But, due to the standoff in Ladakh, many of these young soldiers were forced to stay on beyond the designated time period. And, since these soldiers were conscripted, the harsh living conditions along the border weren’t something that they were used to. “So, there was a lot of dissatisfaction among the Chinese youth. Similarly, back home, their parents were also agitated,” said Gupta. China was waiting for the US Presidential election to play out Another reason for the elongated wait could be that the Chinese government was waiting for the outcome of the US Presidential election and President Joe Biden’s stance on the conflict. On February 10, the US pegged India as <a href="https://www.businessinsider.in/india/news/us-pegs-india-at-its-most-important-partner-in-the-indo-pacific-amid-chinas-attempts-to-intimidate-its-neighbors/articleshow/80784702.cms">one of its most important partners</a> in the Indo-Pacific — especially in countering Chinese aggression. “Rather than doing the disengagement during Trump’s time and allowing him to further pile on China. It is allowing Biden that advantage,” said Patil. What’s in it for India? While the process of disengagement has begun, experts believe that it’s too soon to celebrate just yet. “The process also began at Galwan but then you see what happened thereafter,” said Gupta. According to him, this will only be a true win for India once patrolling resumes as was the case prior to May 2020. Till then, it is just modalities and procedures being followed. “We have to be very very careful. And, if at all, we are to celebrate the Depsang Plains should be cleared by the Chinese,” Gupta explained. Along the Finger Area is where India has a tactical advantage. Whereas in Depsang, the strategic advantage lies with China. “After 48 hours, they have said that they are going to discuss the remaining friction points. Whether or not the Depsang Plains are included in those friction points is not known yet,” said Gupta. <ul><li>India and China have five treaties between them to address border disputes like the current tension along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> in Ladakh. </li><li>Experts believe that Chinese aggression along the border may only be masking other issues that the country is facing on the home front. </li><li>Spokesperson for India’s Ministry of External Affairs, Anurag Srivastava, clarified said that India is ‘firm’ in its resolve to maintain national security along the border.</li></ul>The standoff between China and India along the Line of Actual Control (LAC) has reportedly been intensifying with both sides sending in more troops to defend their respective sides. “We remain firm in our resolve to ensure India’s sovereignty and national security,” said Anurag Srivastava, the spokesperson for the Ministry of External Affairs addressing a press conference last night. <div type="javascript" title="Custom" contenttype="Video"><cdata><![CDATA[]]></cdata></div> "Our troops have taken a very responsible approach towards border management and strictly followed the procedures laid out in different bilateral agreements and protocols with China to resolve any issue that may arise in the border areas,” said Srivastava. He outlined five treaties between the two nations that their disposal to address border disputes: <ol><li>1993 agreement of maintenance of peace and tranquility along the LAC</li><li>1996 agreement of confidence-building measures in the military field along the LAC</li><li>2005 protocol on the modalities of confidence-building measures in the military field along the LAC</li><li>2012 agreement on the establishment of a working mechanism for consultation and coordination on India-China border affairs</li><li>2013 border defence cooperation agreement</li></ol>Experts opine that the reason that border issues continue to reemerge between India and China is because the claim line has not been explicitly demarcated. Stocking up for winter The annual ‘advance winter stocking’ (AWS) exercise is underway but has more challenges to face than normal, officers told <a href="https://timesofindia.indiatimes.com/india/with-chinese-troops-yet-to-disengage-army-stocks-up-for-harsh-ladakh-winter/articleshow/77117141.cms?from=mdr">The Times of India.</a> In addition to the uncertainty on the border, there are also more mouths to feed, the challenge of procuring the rations during COVID-19 and making sure that it all gets done before snowfall in November. After the violent clash between both sides on June 15, the Indian Army estimates that it needs to maintain its troops in the forward areas to ensure that Chinese Army doesn’t exploit the situation. Rationing supplies on the cards Just bringing in excess supplies may not be enough to manage the increased number of troops along the Line of Actual Control (LAC). The Indian Army is also looking over the ‘scale of rations’ that can be given out to soldiers. The usual amount allocated to each soldier is around 2.5 kilograms of ration per day. However, officials told <a href="https://timesofindia.indiatimes.com/india/with-chinese-troops-yet-to-disengage-army-stocks-up-for-harsh-ladakh-winter/articleshow/77117141.cms?from=mdr">The Times of India</a> that if you cut the ‘frills’ out of the equation, the weight of the rations can be brought down to just 1.5 kilograms. Running short on time Another cause of concern is that even though there are more mouths to feed, the amount of time to get rations in place is restricted. The AWS exercise involves pre-positioning and stocking supplies in the forward locations before the snowfall sets in. Since most of the forward locations are over 15,000 feet in altitude, they will largely become inaccessible starting November. Normally, the Indian Army has around 150 days between the months to June to September to set up. This time around, due to the tensions with China along the border, the time has been cut short. The coronavirus pandemic has further complicated the acquisition of rations. Even before the advent of COVID-19, procuring special dehydrated rations in huge quantities was a challenge.
