The Congress on Wednesday said the <keyword id="19900449" type="General" weightage="20" keywordseo="government" source="keywords">government</keyword>'s proposal of giving individuals the option to choose between two tax rates for long-term capital gains (<keyword id="6357448" type="General" weightage="20" keywordseo="LTCG" source="Orion">LTCG</keyword>) tax on properties is not enough. It should also allow <keyword id="21006654" type="General" weightage="100" keywordseo="indexation-benefits" source="keywords">indexation benefits</keyword> for other forms of <keyword id="20044873" type="General" weightage="20" keywordseo="savings" source="keywords">savings</keyword> such as <keyword id="19905382" type="General" weightage="20" keywordseo="stocks" source="keywords">stocks</keyword> and <keyword id="19975805" type="General" weightage="20" keywordseo="fixed-deposits" source="keywords">fixed deposits</keyword>. Professionals' Congress Chairman Praveen Chakravarty accused the government of "betraying" the middle and salaried class in the Union Budget through the removal of indexation and higher taxes on their savings and <keyword id="22703183" type="General" weightage="20" keywordseo="investment-gains" source="keywords">investment gains</keyword>. "On 23rd July, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> presented the government's budget in Parliament. We welcomed certain aspects but we strongly opposed many parts of the budget. We welcomed the fact that the FM took some ideas from the Congress party's manifesto such as the employment linked incentive (ELI) scheme, the Apprenticeship Act and removing Angel tax," Chakravarty said at a press conference at the AICC headquarters here. Among other things, we strongly opposed what the finance did to the middle class and salaried professionals, he said. Leader of the Opposition Rahul Gandhi in his response to the Budget in Parliament categorically said that this was a "betrayal of the middle class" through removal of indexation and higher taxes on their savings and investment gains, Chakravarty pointed out. "He (Gandhi) had promised to fight for the middle class on this issue. This issue affected nearly 7 crore Indians who filed income taxes, owned or aspire to own a home and invest their savings. In this budget, effectively, through removal of indexation and increase in capital gains taxes, the taxes of salaried professionals through investment gains went up dramatically," he said. Already, the middle class and the salaried professionals are bearing the brunt of taxation under the Modi government because for the first time in India, total income taxes paid by middle class individuals are higher than taxes paid by rich corporates, Chakravarty said. There were huge protests on social media and in business events in cities like Mumbai where professionals came out spontaneously to protest, he said. "We had nearly 12,000 people who signed the petition in just one day since its launch. Yesterday, the government of India announced a rollback of indexation of property gains by giving individuals the option to continue with indexation benefits. We welcome this. This is a victory to the 7 crore people that file income tax," he said. "But this is not enough. We urge the government to allow indexation benefits for other forms of savings too such as stocks, debt, fixed deposits and so on," Chakravarty asserted. More importantly, this is a testament to middle class power and the power of democracy, he said. "When professionals come together and raise their voice, it will be heard. This is also proof of what a strong Opposition and a concerted and united effort can achieve for the people of India. The AIPC will continue to raise issues that impact the middle class working professionals," Chakravarty said. His remarks come a day after the government proposed significant relief for individuals who bought houses before July 23, 2024, by giving them the option to choose between two tax rates for long-term capital gains (LTCG) tax. The Budget 2024-25 had proposed to lower the LTCG from 20% to 12.5% but removed the indexation benefits. The new rates have come into effect from July 23, 2024. The indexation benefit allowed the taxpayers to compute gains arising out of the sale of capital assets after adjusting for inflation. The tax experts had said that the proposed changes in the Budget would raise the LTCG tax burden. As per the amendments to Finance Bill, 2024, circulated to the Lok Sabha members on Tuesday, individuals or HuF who bought houses before July 23, 2024, can compute his/her taxes under the new scheme (@12.5% without indexation) and old scheme (@20% with indexation) and pay such tax which is lower of the two. After the Budget presentation, the Income Tax department said that 'substantial tax savings' are expected for a vast majority of taxpayers due to a reduction in the long-term capital gains tax (LTCG) rate in the real estate sector. As per the changes brought in the 2024-25 Budget, the government has retained the indexation benefit for the taxpayers on properties bought or inherited before 2001.

The <keyword id="6416832" type="ORGANIZATION" weightage="80" keywordseo="Ministry-of-Commerce-and-Industry">Ministry of Commerce and Industry</keyword> today said that steps taken to boost defence manufacturing would encourage foreign companies to invest more in India. The government withdrew excise and customs duty exemptions enjoyed by the <keyword id="594435" type="ORGANIZATION" weightage="80" keywordseo="Ordinance-Factory-Board">Ordinance Factory Board</keyword> and defence PSUs to provide a level-playing field to private players. 
 

	"This will provide a level-playing field...by taking away the strategic advantage with PSUs for quoting lower rates in open bids,” as per a PTI report. "With this initiative, the government has also fulfilled demand of foreign Original Equipment Manufacturers (OEMs) such as Boeing, Airbus, <keyword id="112859" type="CITY" weightage="80" keywordseo="Lockheed-Martin">Lockheed Martin</keyword>, BAE Systems etc which are actively exploring the scope of future <keyword id="6362476" type="ORGANIZATION" weightage="60" keywordseo="investments">investments</keyword> in India," according to a statement issued by the Ministry of Commerce and Industry. 

	The statement further said the move would also send a definitive message to foreign OEMs that India is open to business and investment for defence manufacturing. Moreover, defence manufacturing is one of the key sectors among the 25 sectors identified under the Make-in-India campaign, an initiative by the <keyword id="6360789" type="ORGANIZATION" weightage="80" keywordseo="Modi-Government">Modi government</keyword>. 
	 

	India is the highest importer of defence equipments in the world. Therefore, Indian aerospace and defence market attract many global players. The government has systematically opened up the sector for private investment by increasing Foreign Direct Investment (<keyword id="44528" type="ORGANIZATION" weightage="80" keywordseo="FDI">FDI</keyword>) cap in defence of up to 49% and rationalising certain conditions. 
	 

	"A number of initiatives have been taken by the new government to incentivise the private sector, including foreign OEMs, to engage in the Defence and Civil Aerospace sector," as per the statement issued by the ministry. 
	 

	It added that a series of consultations have been held across ministries and departments to enable simplification of rules and procedures to promote private participation in defence manufacturing and exports.

Govt. provides private firms level-playing field with defence PSUs to boost manufacturing

New Delhi, Feb 19 () The government on Wednesday made its flagship crop insurance schemes voluntary for farmers with existing crop loans or those willing to take new ones, as it seeks to address the concerns raised by farmers' body and states in implementation of these programmes."The Union Cabinet has approved revamping of 'Pradhan Mantri Fasal Bima Yojana (PMFBY)' and 'Restructured Weather Based Crop Insurance Scheme (RWBCIS)' to address the existing challenges in implementation of crop insurance schemes," an official statement said. Under the PMFBY, which was launched in February 2016 by Prime Minister Narendra Modi, it is mandatory for loanee farmers to take insurance cover under this scheme. The PMFBY provides comprehensive crop insurance from pre-sowing to post-harvest period against non-preventable natural risks at extremely low premium rate of 2 per cent for kharif crops, 1.5 per cent for rabi crops and 5 per cent for horticulture and commercial crops.The Cabinet approved modification of certain parameters/provisions of ongoing PMFBY and RWBCIS schemes."Enrolment under the scheme to be made voluntary for all farmers (both PMFBY/ RWBCIS)," Agriculture Minister Narendra Singh Tomar told reporters here.He said currently 58 per cent of total farmers are loanee and the remaining 42 per cent are non-loanee. The number of farmers opting for these crop insurance schemes may drop immediately but the enrolment would eventually pick up, Tomar said.The minister said the government would launch a campaign for creating awareness among farmers about the need to take a crop insurance policy. These modifications will help in addressing the concerns raised about the PMFBY scheme by farmers organisations and states, he said.Among other modification, Tomar said the allocation of business to insurance firms through tender process would be done for three years as against the current policy of one to three years."Central share in premium subsidy to be increased to 90 per cent for north eastern states from the existing sharing pattern of 50:50 (Both PMFBY/RWBCIS)," the statement said.Tomar said States will not be allowed to implement these schemes in subsequent seasons in case of considerable delay in release of requisite premium subsidy to insurance companies beyond a prescribed time limit. Cut-off dates for invoking this provision for Kharif and Rabi seasons will be 31st March and 30th September of successive years, respectively. The Cabinet also approved provisioning of at least 3 per cent of the total allocation for the scheme to be made by the Centre and implementing state governments for administrative expenses. For estimation of crop losses/admissible claims in the PMFBY, two-step process will be adopted based on defined deviation matrix using specific triggers like weather indicators, satellite indicators, etc, for each area along with normal ranges and deviation ranges. Only areas with deviations will be subject to crop cutting experiments (CCEs) for assessment of yield loss.Technology solutions like Smart Sampling Technique (SST) and optimization of number of CCEs would be adopted in conducting CCEs. In case of non-provision of yield data beyond cut-off date by the States to implementing insurance firms, claims will be settled based on yield arrived through use of technology solution.The central subsidy under PMFBY/RWBCIS to be limited for premium rates up to 30 per cent for un-irrigated areas/crops and 25 per cent for irrigated areas/crops. Districts having 50 per cent or more irrigated area will be considered as irrigated area/district.States have been given flexibility to implement the schemes with option to select any or many of additional risk covers/features like prevented sowing, localised calamity, mid-season adversity, and post-harvest losses. Further, States/UT can offer specific single peril risk/insurance covers, like hailstorm etc, under PMFBY even with or without opting for base cover (Both PMFBY/RWBCIS). "As the scheme is being made voluntary for all farmers, therefore, to provide financial support and effective risk mitigation tools through crop insurance especially to 151 districts which are highly water stressed including 29 which are doubly stressed because of low income of farmers and drought, a separate, scheme in this regard would also be prepared," the statement said. The concerned provisions/parameters of scheme and operational guidelines of the PMFBY and RWBCIS would be modified to incorporate these modifications and made operational from Kharif 2020 season."With these changes, it is expected that farmers would be able to manage risk in agriculture production in a better way and will succeed in stabilizing the farm income. We also need a better definition for online aggregators and their taxation norms in every vertical as India houses over 1000 online aggregators across various verticals. The government had initiated the idea of defining online marketplace recently but not much progress has been seen here till now. 
	 
	Shareholding premium from investment should not be considered as income and hence taxable. SEZ companies should be allowed to conduct domestic sales in Indian rupees rather than in foreign currency as per a recent change that came like a jolt. In a nutshell, I expect the entire startup ecosystem should be free of Red-Tapery, easing down the process of doing business and creating the ground for ‘Innovation’. 
	 Furthermore, considering the enthusiasm about the much talked about ‘<keyword id="1929810" type="UNKNOWN" weightage="20" keywordseo="Digital-India">Digital India</keyword>’ campaign, the budget this year should also focus on digital literacy to ensure the benefits of digitization is reaped by maximum number of individuals in the country. This will also empower citizens and enable start-ups and large organisations to experience digital transformation. Additionally, for the campaign to be successful, improved connectivity and access to technology supported by radical government process re-engineering needs its share in the Union Budget this year. Budget 2015 had its firm fingers on the IT companies apart from being rational and realistic. I think the budget this year should continue with its stand. As a matter of fact, Digital India, <keyword id="3003094" type="UNKNOWN" weightage="20" keywordseo="Startup-India">Startup India</keyword>, Standup India and Skill India requires strong budgetary support for the creation of a technological infrastructure to nurture such campaigns. In addition to that, schemes for IT based students, animation and gaming along with the Innovation Promotion Platform to foster a culture of innovation, research and development should be implemented this year as that would positively impact the Indian IT ecosystem. 
	 
	This year’s budget should aggressively promote R&amp;D benefits so that the organisations are encouraged to innovate and come up with newer technologies. Investment allowances for IT adoption must also be made to promote India as a premiere destination for both hardware and software development. 
	 
	Moreover, talking about the necessary infrastructure, the budget should definitely focus on ‘Smart Cities’. The year 2015 witnessed the listing of 98 smart cities across India and ensued by that the year 2016 looks prospective for the IT sector, categorically for the IoT players. A lot has been spoken about smart cities in the past two years and this year is the time to realize them. Smart cities – the fine amalgamation of technology, environment, governance and people, should be a predominant piece in the union budget pie. 
	 
	The country expects announcement of a vivid, descriptive roadmap and implementation plan for the humongous task of transforming the cities to a smarter phase, with select few cities embracing new technologies and people friendly applications. Real-time apps like ‘smart metering, smart road &amp; rail transport management, smart metro, smart water &amp; waste management, smart lighting and traffic control’ etc. can be initiated in those chosen cities, which could serve as blueprints for implementing future projects among the rest, in the years to come.

According to the news daily, two tweets from Harsh Mariwala, the chairman of Rs 4,600-crore Marico, narrated this story on Tuesday. In the first tweet, Mariwala said that "Sheen is falling of Modi govt in the context of promises, and gradual delivery. Need to move fast, hope interest rates are reduced today." Then, through another tweet he asserted, "Heard from a leading politician that if elections were held today NDA will barely win 200 seats in spite of weak opposition." 
 
It is not just Mariwala who is unhappy with the Modi government, but many other CEOs also come under the group of cheerless leaders. It's said that the conversation in board rooms is changing. According to a TOI report, “Captains of industry are now highlighting two new concerns, albeit in hushed tones - some of the recent notices from the taxmen and the seemingly unchecked Hindutva agenda of certain right wing groups.” 
 
Some of the business leaders are also minutely observing the attacks on churches as well as the fresh spurt of tax notices. They believe this is sending out a wrong signal to investors at a time when the government is striving hard to woo foreign investors, the financial daily stated. Harsh Goenka, RPG Group chairman, told TOI said that tax demands of such high value would invariably result in increased litigations. "As long as the issues are treated objectively and fairly, it should not worry <keyword id="46431" type="CITY" weightage="20" keywordseo="India-Inc">India Inc</keyword>. However, as a secular nation, we must avoid any form of fundamentalist activity. Random fascist comments lead to communal disharmony and should be dealt with severely," he said. 
 
A majority of CEOs also agreed that much has happened in the last few months and the Modi government is suffering from the burden of over expectations.

India Inc unhappy with Modi Govt’s ‘sluggish reforms’

Mumbai, May 13 () Equity benchmark BSE Sensex zoomed 637 points on Wednesday, driven by gains in banking stocks ahead of Finance Minister Nirmala Sitharaman's press conference to unveil provisions of the Rs 20 lakh crore stimulus package announced by the government. Prime Minister Narendra Modi's announcement of the massive economic stimulus to revive the coronavirus-hit economy boosted domestic investor sentiment, traders said. After rallying 1,474.36 points during the day, the 30-share index surrendered some early gains to settle 637.49 points or 2.03 per cent higher at 32,008.61. Similarly, the NSE Nifty jumped 187 points, or 2.03 per cent, to finish at 9,383.55. Axis Bank was the top gainer in the Sensex pack, surging around 7 per cent, followed by Ultratech Cement, L&amp;T, ICICI Bank, SBI, M&amp;M and Bajaj Finance. On the other hand, Nestle India, Sun Pharma, Bharti Airtel and HUL ended in the red. The Prime Minister on Tuesday announced a massive new financial package on top of the previously announced measures for a combined stimulus of Rs 20 lakh crore. He said the package will be around 10 percent of the GDP and "will play an important role in the 'Atmanirbhar Bharat Abhiyan' (self-reliant India campaign)", adding that the "announcements made by the government so far, the decisions of the RBI and today's package totals to Rs 20 lakh crore." The special economic package will have emphasis on land, labour, liquidity and laws, and will be for "our labourers, farmers, honest tax payers, MSMEs and cottage industry", Modi said. On the currency front, the rupee appreciated by 5 paise to provisionally close at 75.46 against the US dollar. Meanwhile, bourses in Shanghai and Seoul ended with gains, while Hong Kong and Tokyo closed in the red. Stock exchanges in Europe started off with significant losses. Sensex rallies 637 pts on govt stimulus boost; banking stocks soar

NEW DELHI: Amid fierce lobbying for ministerial berths by BJP aspirants, RSS on Sunday claimed that it will not interfere with government formation, in a clear signal that <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> has a free hand in picking his team and that anxious seniors need to settle their claims with the PM-elect rather than bank on the Sangh to intercede on their behalf. 
 Articulating the RSS position, Sangh leader Ram Madhav said, "Sangh has not given any guidelines to BJP after its historic victory in <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> polls, nor to Modiji... RSS never keeps any remote control to perform any role in politics and government." 
 
However, Madhav said the Sangh may give suggestions, and expects the government to be sensitive to the Parivar’s ideological orientation. "People's representatives who won in Lok Sabha polls are aware of the Sangh's ideology and they know how to do work and take forward its ideology. There is no way that RSS would interfere in government's functioning and politics. However, if required, Sangh may give suggestions," he said. 
 
The Sangh’s "clarification" came amid BJP leaders including Ananth Kumar, Rajiv Pratp Rudy and Harsh Vardhan being seen at RSS’s Delhi headquarters and hectic lobbying for ministerial berths ahead of Modi being sworn in as PM. 
 Acknowledging speculation that RSS will have a big role in BJP affairs, particularly as it threw its might behind the Modi campaign, Madhav told the media in Jaipur, "This is common cause of concern for people, specially <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword> who want to know what would RSS do next." 
 
He added, "The same question was posed to Atal Bihari Vajpayee, to which the former PM replied saying he himself was a direct remote control." 
 The stand and its articulation in public is seen as significant in view of the estimate, as reported by TOI last week, that finding slots for the veteran duo of L K Advani and Murli <keyword id="6602480" type="PERSON" weightage="40" keywordseo="Manohar-Joshi">Manohar Joshi</keyword> may be problematic in view of their stature and might require intervention by the RSS. The presence of senior RSS leaders, except its chief Mohanrao Bhagwat, in Delhi, has led many to believe that the parent saffron outfit may be willing to umpire differences over the choice of portfolios, especially the seniors. 
 
Madhav’s statement was meant to dispel the perception and to drive home the fact that Modi’s call on portfolios will be final. 
 
In the light of the RSS stance, seniors like Advani and Joshi may have to go along with the consensus within the party’s top ranks. The party does not seem inclined to consider Advani for the Lok Sabha Speaker’s post. 
 
The view that Modi will be free to choose his Cabinet and decide on the claims of leaders to portfolios was echoed by senior BJP sources who said all decisions will have to be taken on party forums. 
 
The scale of BJP’s mandate of 282 seats in Lok Sabha and NDA’s tally of 336 MPs seems to have effectively sealed any possibility of Modi’s authority being challenged and limited jockeying within the party. 
 
Sources said the RSS position that it will be available "only for consultation" suits the temperament of Bhagwat, claiming that contrary to the allegations, he does not believe in micro-managing BJP. 
 
In fact, after being in Delhi on Thursday, Bhagwat left on pre-scheduled tour of south India and is due to be in Delhi only towards the end of June. 
 The <keyword id="42701" type="POSITION" weightage="40" keywordseo="RSS-chief">RSS chief</keyword> is understood to be keen that Sangh turn its attention back to its organizational activities after having been part of a campaign aimed at boosting the turnout of voters, a strategy it felt would help Modi. 
 
It remains to be seen if Joshi does make it to the Cabinet. Sources said while seniority and contribution will be a factor in the selection of candidates, individual leaders will not be able to leverage their "stature" to claim a particular ministry. 
 "If some leaders feel they have a claim to ministries represented in the Cabinet Committee on Security, they could be mistaken," said a <keyword id="6356617" type="POSITION" weightage="40" keywordseo="bjp-leader">BJP leader</keyword>. 
 
Modi is not expected to be unmindful of the party and Sangh’s estimate of aspirants, and will consult senior leaders despite the near-universal interpretation of the mandate as an endorsement of his leadership. However, his views on the suitability of leaders for posts and ministries can be expected to carry weight even as he takes care of working through the Sangh’s networks.

The chief ministers of the states would also be roped in and encouraged to conduct walkathons with the high-profile Swachh Bharat ambassadors. The states have also been asked to rope in governors to administer the "Swachhta pledge" to government officials to keep their surroundings clean. 
 
The government will also honour NGOs and volunteers who have contributed in the cleanliness programme. Swachh Bharat ambassadors would also visit households where toilets have been built under the scheme. 
 
 A senior government official told The Economic Times, "We plan to organise events in states and in the capital with Swachh Bharat Abhiyan brand ambassadors like Baba Ramdev, actor Kamal Hassan and cricketer Sachin Tendulkar.”

Amongst all sectors in India, healthcare is one sector that has managed to both attract and deter startups from foraying into this segment. Some realise the enormous opportunities that the sector presents for growth, while there are many who are discouraged by the abysmal condition of the industry. <a href="http://www.businessinsider.in/searchresult.cms?query=Healthcare+startup">Healthcare startup</a> <a href="http://www.businessinsider.in/searchresult.cms?query=Practo">Practo</a> belongs to the former category. And there is a reason to why, its founder <a href="http://www.businessinsider.in/searchresult.cms?query=Shashank+ND">Shashank ND</a>, founder and CEO decided to venture into this particular segment. 
 
“Healthcare offers enormous opportunities. Healthcare is one sector that consumers across age groups, cities identify with. In fact, healthcare sector is likely to touch nearly $300 billion by 2020. So this is a sector, which has many problems, offers everyone ample opportunities to innovate,” <a href="http://www.businessinsider.in/searchresult.cms?query=Shashank+ND">Shashank</a> tells BI India in an exclusive interview. 
 
In fact, he bets big on the <a href="http://www.businessinsider.in/searchresult.cms?query=Startup+India">Startup India</a>, Standup India campaign and expects it to put startups in the limelight. “In a few decades, startups can improve the life of the country but also boost the economy of the country. The government and the prime minister leading from the front just show how important startups are for the country,” he says excitedly. 
 
So what does he expect from the initative? Well, he says that the focus remains on the policies. “We talked about how the policy makers can facilitate the growth of the industry and how we can be more effective with their support. I expect that the attitude of this government will become more attentive towards startups. They will start prioritizing startups in their priorities.” 
 
He adds, “I also expect that there will be a lot more clarity in the regulations because startups always work with the cutting-edge technology, innovation. This will clear the roadway for startups to grow in the economy.” 
 
Regulatory hurdles? Explaining his point, he notes that India has a very good domestic market which will continue to propel the growth of startups. But there are a lot of hurdles that startups will come up with, which the government needs to do away with. “An exodus of companies is happening in India because of regulatory hurdles. I believe that the government should take steps to retain companies in the country so that they can contribute to the economy,” he states. 
 
So what are these? Well, to begin with, <a href="http://www.businessinsider.in/searchresult.cms?query=Shashank+ND">Shashank</a> says startups are digitalizing the healthcare economy. “We are taking the doctors, patients and other stakeholders online. For instance, there are a lot of regulations that are not clear for online pharmacies, which I think makes it difficult for these players to be around for long.” 
 
He quickly adds, “My biggest grievance is there is no clarity in regulations when it comes to digitalization about healthcare sector such as diagnostics, pharmacies, which if digitalized could be very helpful. 
 
He also talks about the acute shortage of professional doctors, a challenge that has marred the growth of healthcare sector in rural India. “We are connecting doctors through internet and mobile, we can connect them with the patient anywhere in the country. But where it isn’t possible, there comes a huge gap. If the person in a rural setup can be given basic training and need not have a medical license but can have the requisite facilities where they can take care of the basic needs of the patient, it will reduce the stress on the healthcare setup in rural India. I think, we need de-skilling in healthcare sector,” he clarifies. 
 
Besides, protection of Intellectual Property Right especially in the healthcare sector is also a burning issue for him. “If IP is protected in India, the Indian companies will be valued a lot more and more companies will be willing to innovate and bring their products to the market,” asserts Shashank. 
 
So what is his advise to the young startupreneurs? “Well, innovate. Don’t copy what is happening in other markets. Be original and also be patient. Results don’t come overnight!”

says Modi govt should do away with regulatory hurdles in the healthcare sector

New Delhi, Apr 19 () The government's U-turn on home delivery of non-essential items will leave consumers disappointed, the world's largest online retailer Amazon said, but the decision was welcomed by local kirana store body CAIT that called it the "most pragmatic". Four days after allowing e-commerce firms to also deliver non-essential items such as electronic goods and readymade garments, the government on Sunday said non-essential items will continue to be prohibited during the lockdown period. Commenting on the decision, Amazon India said the new guidelines will disappoint consumers whose list of essentials has expanded to 'work from home' and 'study from home' products, as well as small businesses, sellers and manufacturers. The company said it will continue to follow the guidelines and deliver essential products and work with authorities for expedited processes to make safe deliveries of priority products possible. "The new guideline will disappoint not only the consumers whose list of essentials had expanded to work from home and study from home products but also the thousands of small businesses, sellers and manufacturers across the country, who had geared up in the last 48 hours to provide millions of people with safe access to products," Amazon India spokesperson said. Amazon India further said the company hopes that "this situation is rectified soon so that the urgent need of consumers is met and that there is revival of economic activity". The Confederation of All India Traders (CAIT), which had been campaigning hard against allowing e-commerce firms to also commence non-essential deliveries during the lockdown period, "lauded Prime Minister Narendra Modi and Home Minister Amit Shah for the most pragmatic decision" of "valuing the sentiments of Indian traders and protecting their business interests". Commerce Minister Piyush Goyal on his part said the move will "help in creating a level-playing field for small retailers". Separately, the Retailers Association of India (RAI) said the government's home delivery permissions need to be broad based and all types of retailers, including neighbourhood stores, should be allowed to operate. The retailers' body said allowing neighbourhood stores and large essential products' chain retailers to do home delivery will help fulfil consumer needs in these trying times and play a part in enhancing social distancing. Soon after the government had on April 16 announced graded plan to lift the lockdown by allowing all e-commerce deliveries and movement of trucks, some states such as Maharashtra, Odisha and Rajasthan issued notifications allowing non-essential deliveries alongside essential ones. CAIT had resented the move and said that the state governments were against Indian traders and "prefer to destroy the businesses of Indian traders at the hands of foreign e-commerce players". "Multinational e-commerce players have been trying to disrupt the businesses of small Indian traders by adopting unfair business practices such as deep discounting and predatory pricing by controlling inventory. Even in the lockdown period, they would have adopted their vitiated business model and promote all kinds of malpractices to damage the foundation of Indian retail," CAIT said in a statement on Sunday. The home ministry on Sunday issued an order saying the following clause -- "E-commerce companies. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions" -- is excluded from the guidelines issues. Players like Paytm Mall have urged the government to expand the ambit of essential goods to include products like laptops and mobile phones to facilitate people working from home. "Safety of fellow Indians is of utmost importance to us and, therefore, we support the government's decision in spirit to limiting e-commerce operations to essentials. However, we believe that the ambit of essential goods should be increased," Paytm Mall Senior Vice-President Srinivas Mothey said. He added that people in the country are mostly working from home at the moment but many are finding it difficult as they are running low on certain items necessary to effectively operate under lockdown. "Laptops, mobile phones, and accessories, computer hardware, webcams, all these things should be allowed to be part of essential goods. If the lockdown continues, lack of proper technical support would hinder the efficiency of employees which in turn would affect a company's operations," he said. Sanjay Sethi, CEO and co-founder of ShopClues, echoed similar sentiments. "It is imperative to expand the definition of 'essential goods'. In fact, not doing so could be counterproductive at this time," he said. He added that while the entire nation is forced indoors and working from home for extended period, it is important that besides products like food, groceries and medicine, one also ensures supply of other critical items like small kitchen appliances, personal hygiene items, work from home essentials like phones, laptops and accessories. Under the first phase of the nationwide lockdown between March 24-April 14, the government had only allowed delivery of essential goods through e-commerce platforms. On April 16, the Ministry of Home Affairs issued fresh guidelines for the current lockdown allowing e-commerce companies to sell non-essential items as well. A Snapdeal spokesperson said the company will continue to operate in complete compliance with the guidelines issued by the government in this regard. "This could have been better thought through... a lot of the eCommerce cos have invested in planning for the 20th. And most don't have deep pockets to handle these kinds of reversal in decisions.  PM CARES donations from sportsmen From the sporting arena, Indian cricketer Suresh Raina is donating ₹52 lakh but only ₹31 lakh is going towards the PM-CARES fund.  The ayurvedic consumer goods company Patanjali, founded by Baba Ramdev, has given ₹25 crore to the PM CARES Fund and set up five quarantine centers for those who have testing positive for Coronavirus. Indian tech giant Infosys, will be donating ₹100 crore through the Infosys Foundation, the company's arm for philanthropic efforts. Branches of government doing their part National Highways Authority of India (NHAI) officials are putting up one day's salary towards PM CARES. Coal India Limited (CIL) has pledged ₹220 crore and NLC India has promised ₹25 crore. All of Indian Railway's employees have pledged one day's salary to the newly-formed Prime Minister’s Citizen Assistance and Relief in Emergency Situations (PM-CARES) Fund, according to union minister Piyush Goyal. Collectively, the contribution will amount to ₹151 crore from Indian Railways Ministry.
