Budget 2017: Expectations of Fintech Startups from Modi Government

When the Modi government announced its first budget in 2014-15, the government of the largest democracy had allocated Rs 1.91 trillion for infrastructure development. Growing at a breathtaking phase through the consecutive budgets of the National Democratic Alliance (NDA) and touching Rs 4.94 trillions in 2017-18, the infrastructure sector received a push of Rs 5.97 trillions in the budget 2018-19. For <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s government, infrastructure development of the country has been a prime focus area. While making his budget speech while presenting 2018-19 budget, <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>, the Finance Minister remarked, “Our country needs massive investments estimated to be in excess of Rs 50 lakh crores in infrastructure to increase growth of GDP, connect and integrate the nation with a network of roads, airports, railways, ports and inland waterways and to provide good quality services to our people." In order to the augment the resources, the government levied a road and infrastructure cess of Rs 8 per liter on the petrol and diesel imported. Jaitley said, “The government and market regulators have taken necessary measures for development of monetizing vehicles like Infrastructure Investment Trust (InvIT) and Real Estate Investment Trust (ReITs) in India. The government would initiate monetizing select CPSE (central public sector enterprises) assets using InvITs from next year." The latest economic survey reveals that such measures will be operationalized provided the country will face a $526 billion gap in the investment towards infrastructure development. Jaitley added, “Reserve Bank of India has issued guidelines to nudge corporates to access the bond market. Sebi (Securities and Exchange Board of India) will also consider mandating, beginning with large corporates, to meet about one-fourth of their financing needs from the bond market." Announcing the most innovative and integrated infrastructure planning model, the National Democratic Alliance government launched the country’s largest ever rail and road budget through budget 2018-19 that saw an allocation of Rs 1.48 trillion and Rs 1.21 trillion respectively. Way back while announcing the 2017-18 budget, Arun Jaitley said the cabinet had given a nod to the most ambitious Bharatmala (roads) scheme that will significantly strengthen the country’s roads network. To support this massive allocation requirement, the government said Rs 5.35 trillion as equity from the market. Jaitley’s talk emphasized that the nation required funds for some ambitious plans Sagarmala (ports) and Bharatmala to enhance its transport infrastructure to meet the growing needs of the largest democracy effectively. “To raise equity from the market for its mature road assets, NHAI will consider organizing its road assets into special purpose vehicles and use innovative monetizing structures like toll, operate and transfer (TOT) and Infrastructure Investment Funds (InvITs)," stressed Jaitley. Though the 2017-18 budget allocated Rs 73.31 crores for Airports Authority of India (AAI) from Rs 149.93 crores in 2017-18, AAI had to raise Rs 4,086 crores. While commenting on the line of budgets by the NDA government headed by Narendra Modi, Jaijit Bhattacharya, partner and head, economics and regulatory at consultancy firm KPMG remarked. “The budget demonstrates a very significant push on infrastructure, including rural infrastructure, as well as for immediate job creation as well as supporting long-term employability through education and skill development is very encouraging."

A look at budget allocation for infrastructure under the Modi government

Current (house) rental laws are archaic and do not address the relationship between the Lessor and the Lessee realistically and fairly. A Model Tenancy Law will also be finalized and circulated to the states. Large public infrastructure can be built on land parcels held by Central Ministries and Central Public Sector Enterprises all across the country. Through innovative instruments such as joint development and concession, public infrastructure and affordable housing will be taken up. Small businesses &amp; Artisans Government will create a payment platform for MSMEs to enable filing of bills and payment thereof on the platform itself. Pension benefits to about three crore retail traders and small shopkeepers whose annual turnover is less than ₹1.5 crore, is extended. The Scheme of Fund for Upgradation and Regeneration of Traditional Industries’ (SFURTI) envisions setting up 100 new clusters during 2019-20 which will aid 50,000 artisans. The Scheme contemplates to set up 80 Livelihood Business Incubators (LBIs) and 20 Technology Business Incubators (TBIs) in 2019-20 to develop 75,000 skilled entrepreneurs in agro-rural industry sectors. FDI &amp; Disinvestment The Government will examine suggestions of further opening up of FDI in aviation, media (animation, AVGC) and insurance sectors in consultation with all stakeholders. 100% Foreign Direct Investment (FDI) will be permitted for insurance intermediaries. Local sourcing norms will be eased for FDI in single brand retail sector. I propose to increase the statutory limit for foreign portfolio investors (FPI) investment in a company from 24% to sectoral foreign investment limit with option given to the concerned corporates to limit it to a lower threshold. FPIs will be permitted to subscribe to listed debt securities issued by ReITs and InvITs. The cumulative resources garnered through Infrastructure Investment Trusts (InvITs), Real Estate Investment Trusts (REITs) and toll operate transfers exceeded ₹24,000 crore. Government is setting an enhanced target of ₹1,05,000 crore of disinvestment receipts for the financial year 2019-20. It is right time to consider increasing minimum public shareholding in the listed companies. I have asked SEBI to consider raising the current threshold of 25% to 35%. I propose to initiate steps towards creating an electronic fund raising platform – a social stock exchange - under SEBI to list social enterprises. In the second phase of Pradhan Mantri Awas Yojana –Gramin, 1.95 crore houses are proposed to be provided to the eligible beneficiaries. Pradhan Mantri Gram Sadak Yojana phase III will look to upgrade 1,25,000kms of roads over the next five years, with an estimated cost ofRs 80,250 crore. Water &amp; Sanitation Ensuring India’s water security and providing access to safe and adequate drinking water to all Indians is a priority of the Government. A new Mantralaya will look at the management of water resources. It will work to ensure Har Ghar Jal (piped water supply) to all rural households by 2024 under the Jal Jeevan Mission. More than 95% of cities also have been declared ODF. More than 45,000 public and community toilets across 1700 cities have been uploaded on Google maps, covering more than 53% of India’s urban population. Women &amp; Education An amount of₹400 crore has been provided under the head, “World Class Institutions”, for FY 2019-20, more than three times the revised estimates for the previous year. I propose to start a programme, ‘Study in India’, that will focus on bringing foreign students to study in our higher educational institutions For every verified women SHG self-help group member having a Jan Dhan Bank Account, an overdraft of 5,000 shall be allowed. One woman in every SHG will also be made eligible for a loan up to1 lakh under the MUDRA scheme. Banks &amp; NBFCs Public Sector Banks are now proposed to be further provided ₹70,000 crore capital to boost credit for a strong impetus to the economy. For purchase of high-rated pooled assets of financially sound NBFCs, amounting to a total of Rupees one lakh crore during the current financial year, Government will provide one time six months' partial credit guarantee to Public Sector Banks for first loss of up to 10%. Reserve Bank of India (RBI) is the regulator for NBFCs.However, RBI has limited regulatory authority over NBFCs.Appropriate proposals for strengthening the regulatory authority of RBI over NBFCs are being placed in the Finance Bill. I am proposing to return the regulation authority over the housing finance sector from NHB to RBI. To facilitate on-shoring of international insurance transactions and to enable opening of branches by foreign reinsurers in the International Financial Services Centre, it is proposed to reduce Net Owned Fund requirement from₹ 5,000 crore to₹1,000 crore. India’s sovereign external debt to GDP is among the lowest globally at less than 5%. The Government would start raising a part of its gross borrowing programme in external markets in external currencies. Lowering Tax We continue with phased reduction in corporate tax rates. Currently, the lower rate of 25% is only applicable to companies having annual turnover up to ₹250 crore. I propose to widen this to include all companies having annual turnover up to ₹400 crore. This will cover 99.3% of the companies. Our government will provide additional income tax deduction of ₹1.5 lakh on the interest paid on loans taken to purchase electric vehicles. This amounts to a benefit of around ₹2.5 lakh over the loan period to the taxpayers who take loans to purchase electric vehicle. Interest paid on housing loans is allowed as a deduction to the extent of ₹2 lakh in respect of self-occupied property. I propose to allow an additional deduction of up to ₹1,50,000 for interest paid on loans borrowed up to March 31, 2020 for purchase of an affordable house valued up to₹45 lakh. This will translate into a benefit of around ₹7 lakh to the middle class home-buyers over their loan period of 15 years. Levying taxes I propose to levy tax deducted at source TDS of 2% on cash withdrawal exceeding ₹1 crore in a year from a bank account. Business establishments with annual turnover more than ₹50 crore shall offer such low cost digital modes of payment to their customers and no charges or Merchant Discount Rate shall be imposed on customers as well as merchants. I propose to enhance surcharge onindividualshaving taxable income from ₹2 crore to ₹5 crore and ₹5 crore and above so that effective tax rates for these two categories will increase by around 3 % and 7 % respectively. Duties Import of defence equipment that are not being manufactured in India are being exempted from basic customs duty. To encourage domestic publishing and printing industry, 5% custom duty is being imposed on imported books. I propose to increase Special Additional Excise duty and Road and Infrastructure Cess each by one Rupee a litre on petrol and diesel. It is also proposed to increase custom duty on gold and other precious metals from 10% to 12.5%. Nominal basic excise duty is being imposed on tobacco products and crude oil. Aadhar &amp; Startups I propose to consider issuing Aadhaar Card for Non-Resident Indians with Indian Passports after their arrival in India without waiting for 180 days. I propose to make PAN and Aadhaar interchangeable and allow those who do not have PAN to fileIncome Taxreturns by simply quoting their Aadhaar number andalso use it wherever they are required to quote PAN. Prime Minister Narendra Modi arrived in Parliament this morning to attend the cabinet meeting. On Monday, Prime Minister said the Economic Survey highlighted the prevailing strengths of the economy and identifies areas for further growth and progress as the government "moves towards building a Viksit Bharat". Union Ministers Amit Shah, Rajnath Singh and Pralhad Joshi were also seen arriving in the Parliament earlier for the Cabinet meeting today. At 11 am, Finance Minister Nirmala Sitharaman will present the <keyword id="20387181" type="General" weightage="20" keywordseo="Union-Budget-2024-25" source="keywords">Union Budget 2024-25</keyword>. Earlier today, Sitharaman met with President Droupadi Murmu before leaving for Parliament. This would mark Sitharaman's seventh consecutive budget and eclipses the late Moraji Desai's record of six consecutive budgets, which is likely to focus on changes in the income tax structure and improving the ease of doing business in India. Addressing the media, Minister of State for Finance Pankaj Chaudhary earlier said that the first Union Budget of the third Modi government will be based on his mantra of "Sabka Saath Sabka Vikas". Union Minister Pralhad Joshi said that this budget would accelerate the country's economic growth. "The economic growth that happened under the leadership of Prime Minister Narendra Modi, this budget and this Budget will further accelerate it. "India's economic growth will be shining exception" FM Nirmala Sitharaman presents Union Budget 2024-25

NEW DELHI: ET’s March 1, 2013 Budget Edition carried a sharp commentary by a man who was then one of India’s many chief ministers. A little over a year later he became India’s <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">prime minister</keyword>. In about a week from now his government will present its first budget. 
	 <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s 2013 budget commentary for ET, even granting it was written from the perspective of a CM from the then national opposition party, offers interesting insights into how India’s <keyword id="336585" type="POSITION" weightage="40" keywordseo="current-PM">current PM</keyword> thinks a good budget should look like. 
	 
	Here’s Modi 2013 analysed for clues to Modi 2014: 
	 
	Don’t Play Safe: “This budget is-…piecemeal…UPA…wants to play safe,” Modi had written in ET. His 2013 commentary had mocked UPA repeatedly for not thinking big. It’s safe to assume Modi in 2014 would want to avoid being tagged as “playing safe”. The ‘I will change things’ politics of his election victory doesn’t allow that option. 
	 
	Find Cash for Infra: “Against the much-needed Rs 55 lakh crore for infrastructure development, the budget attempts to mobilise a meagre Rs 50,000 crore”, Modi had observed in 2013, and built on this theme of neglect of big projects. Finding big money for big projects will define 2014 budget as a Modi budget like little else would. 
	 
	 
	Skill Them Young: “The <keyword id="26374" type="ORGANIZATION" weightage="40" keywordseo="UPA-government">UPA government</keyword> has allocated a mere Rs 1,000 crore for skill development. Contrast that with the Rs 800 crore for just one state, Gujarat, has allocated for skill development”. That 2013 observation by Modi in ET, who also said even rich countries like the US do more to tackle skill shortage, played out throughout his 2013-14 poll campaign and is again a signature Modi theme. Modi wants even plain vanilla welfare scheme NREGA to be retooled into a skills programme. Smart ideas and substantial fiscal backing for skills development can be another Modi imprimatur on Budget 2014. 
	 
	No Fiscal Fudge: Modi wrote in ET, while commenting on UPA’s fiscal deficit targeting, that “without any clear measure to mop up tax revenues and increase (tax) collection efficiency”, deficit targeting will lead to “cuts in development spending”. Many experts said this, too. And they will say it about Modi’s budget even more should it try a fiscal fudge. But Modi’s 2013 ET commentary shows he knows the severe reputational costs of a fudge. Cutting deficits sharply but honestly will make Modi’s 2014 budget stand out clearly from UPA’s last few budgets. 
	 
	Feel Federal: “States have been requesting the Centre to address the issue of deficit of trust…,” Modi had written in the context of critiquing the 2013 budget for what he saw as being insufficiently federal in terms of resource allocation. Many PMs and FMs don’t pay enough attention to federalism issues in Union budgets. But this PM, the first serving CM to get the country’s top job, may have a different approach. GST rollout is critically dependent on statesand Modi has courted some CMs already. His 2014 budget may try and address that ‘trust deficit’.

Budget 2014: How PM Narendra Modi's First Budget May Look Like

New Delhi, Feb 1 () Union Home Minister Amit Shah on Saturday said the Union Budget 2020-21 will contribute significantly in fulfilling the Modi government's resolve to double the income of farmers and provide unprecedented relief to the taxpayers.
In a series of tweets, Shah also said world-class highways, railways, ports, airports, metros will be built in the country with the allocation of Rs 100 lakh crore.
"In this budget, the Modi government has taken effective steps to rationalise the tax system, boost the basic infrastructure, strengthen the banking system, promote investment and ease of doing business, which will further the Modi government's resolve to make India a five trillion-dollar economy," he said.
Shah said the budget will contribute significantly in fulfilling the Modi government's resolve to double the income of farmers by making provision for irrigation and grain storage to the farmers of the country, as well as a fair price for their produce.
The home minister said the Modi government, through this budget, has provided a major and unprecedented relief in income tax to the taxpayers of every category, particularly the middle class, salaried taxpayers will not only have to reduce tax but will also get relief from simplification of tax system.
"I congratulate the prime minister and Finance Minister Nirmala Sitharaman for presenting a budget, which will benefit farmers, poor, salaried middle class and business class," he said.
Shah said in keeping with the pledge of a healthy India, Prime Minister Narendra Modi launched new hospitals by the public-private partnership (PPP) model to bring 'Ayushman Bharat' scheme to every nook and corner of the country, especially in the Tier-2 and Tier-3 cities and in 112 aspirational districts, where there is no hospital under the scheme.
The home minister said with the allocation of Rs 100 lakh crore for basic infrastructure in the country, world-class highways, railways, ports, airports, metros will be built in the country, which will not only improve the lives of common people but also give a significant boost to economic activities. 
"Taking forward the campaigns like home, electricity, toilets, gas and health facilities to all, I welcome Modi ji's resolve to provide clean drinking water to everyone. Budget provides ₹1.48 lakh crore for education, employment, skill: FM

India is keenly anticipating the <keyword id="6147670" type="UNKNOWN" weightage="20" keywordseo="budget-2019">Budget 2019</keyword>. All the different stakeholders of the country are now keeping their hopes high this time as the country is to face the general assembly election in April – May. The severe drop in the annual rainfall this year has made the agriculture sector of the nation a crisis ridden one over the times ahead. Hence there are strong anticipations that the spending on agriculture sector in the 2019 interim budget will be an all-time high. Notably, the agriculture sector sustains the lives of more than 600 million Indians that will make up more than half of the total population of the country. Over the past five years, there was a sharp rise in the spending towards agriculture. In 2018-19, the total spend on agriculture under the National Democratic Alliance (NDA) government headed by <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> was about Rs 57,600 crores. Looking back at the allocation for agriculture in 2013-14 budget presented by United Progressive Alliance (UPA) government, we find a sharp three fold increase. A close analysis of the past agriculture budgets will reveal that the highest jump was noticed in 2016-’17 that which showed a whopping 79% hike in spending towards agriculture. Though NDA’s allocations towards the agriculture sector were more static in nature, the government ensured that the allocation was on an average at 2% of the total spending across all the different sectors when compared to the 1.3% during the second term of the UPA. Also we find that the 2018-’19 taking it up further to 2.3% over the preceding year’s budget. Agriculture economy makes up about 18% of the <keyword id="6354971" type="DEFINITION" weightage="20" keywordseo="gross-domestic-product">gross domestic product</keyword> (GDP). However, it caters to more than half of the total population of the country. About 69% of the population or 833 million Indians are inhabiting the rural areas and a majority of this segment is below the poverty line. Hence, the agriculture sector is most likely to attract extra consideration when Modi’s government will present its last budget before the upcoming general elections. In addition, we can say the agriculture sector has become even more important to demand the government’s attention as the Bharatiya Janata Party has lost in three state elections in December 2018, which are all a predominantly agriculture based economies. Experts see that farm distress was the major factor behind the electoral reverse that challenged BJP’s stronghold. In November 2018, there were a line of protests by more than 200 farmer groups with the principal demand of better prices for their crops and cancellation of debts. After the debacle the government faced in the state elections, the agriculture sector might get a special attention by the Modi government in the interim budget 2019 as the government is most likely to use the budget to please the majority of the country’s population occupied with agriculture. Anticipations foresee relief packages for the farmers. Already the government had also wooed the farmers stating that the farmer incomes will double by 2022. The budget session that began on Tuesday with the President's address will take place in 27 sittings till April 6 with a month-long recess to examine the budget papers. Nirmala Sitharaman arrives at North Block ahead of Union Budget 2023 today

Patna, Feb 25 () The Nitish Kumar government presented a Rs 2.11 lakh crore budget for 2020-21 on Tuesday, with a special emphasis on education, health and infrastructure. Presenting the budget with a revenue surplus of Rs 19,172.80 crore, state Finance Minister Sushil Kumar Modi said the proposed allocations made for 2020-21 are Rs 11,260.48 crore more than the current fiscal's. Bihar's Budget has increased eight times and touched Rs 2,11,761.49 crore in 2020-21 from Rs 23,885 crore in 2004- 05, Modi said in his 11th Budget speech. The state government has made the highest allocation of Rs 35,191.05 crore to the education department. Besides, Rs 17,345 crore was allocated for road building and Rs 10,937.68 crore was earmarked for healthcare.
