New Delhi, People have reposed their faith in "<keyword id="19699064" type="General" weightage="20" keywordseo="modis-guarantees" source="Orion">Modi's guarantees</keyword>," BJP leaders chimed together on Sunday as the party appeared set on the path of victory in Rajasthan, Madhya Pradesh, and Chhattisgarh assembly elections. "The election results show people accept Prime Minister Narendra Modi's guarantee of delivering on guarantees," BJP leader and Union Minister Pralhad Joshi said here. Joshi, who was BJP's election-in-charge for Rajasthan, took a dig at the Congress and promises it made in the run up to the elections. "People have blessed BJP in three states, endorsed Prime Minister Modi's leadership and rejected Congress' false promises," Joshi said. Former Chhattisgarh Chief Minister and BJP leader Raman Singh said in Raipur,"People have reposed their trust in Modi's guarantees." Singh said the people have voted in the name of Modi and for his work over the past nine-and-half years. Madhya Pradesh Chief Minister Shivraj Singh Chouhan -- who is looking at his fifth term -- gave Modi's aggressive campaign ahead of the assembly election the credit for the party's performance. "Our Prime Minister Narendra Modi ji is in the hearts of the people of Madhya Pradesh. The state is also in the heart of Modi ji. There is immense faith towards him. He held public meetings here and appealed to the people which has touched the people's hearts," Chouhan said in Bhopal. Former Rajasthan Chief Minister Vasundhara Raje said it was Modi's belief in taking everyone together that worked for the party. "This victory is of the mantra of 'Sabka saath, sabka vishwas and sabka prayaas' given by Prime Minister Modi. It is the victory of the guarantee given by the Prime Minister. It is also the victory of the strategy given by Amit Shah and the able leadership provided by Nadda ji," she said. "Most importantly, it is a victory for our party workers," Uttar Pradesh Chief Minister Yogi Adityanath hailed the party's victory as a result of guidance of PM Modi. "Under the leadership and guidance of respected Prime Minister Shri @narendramodi ji, BJP's hattrick of huge majority in terms election results in three of the four states, is a 'guarantee of people's trust' on the 'guarantee of Modi,'" he wrote on X. Union Information and Broadcasting Minister Anurag Thakur said the victory was an indicator of what is to come in 2024. "The Ghamandiya alliance's arrogance has been shattered. The INDI alliance has neither leaders, nor policy... For 2024, the indication is clear, the world has faith in India and India's leadership. If India progresses, the world will progress," Thakur said. In Chhattisgarh, the BJP manifesto -- 'Modi ki Guarantee 2023' -- promised cooking gas cylinders at Rs 500 to poor families, one lakh government jobs, and a Rs 12,000 annual financial assistance to married women. The BJP had also promised to procure paddy at Rs 3,100 per quintal and an annual assistance of Rs 10,000 to land less farm labourers. Free food grain, income assistance for farmers, housing for all, 100 per cent electrification of villages, and tap water to every home, were listed by the party as some of Modi's guarantees. "All promises made to you will be fulfilled. This is my guarantee," Modi had said addressing a rally in MP last month. During several of rallies he took a dig at the Congress for its set of promises. "Those who do not have any guarantee about themselves are offering guarantees to the people," Modi had said at a rally in MP. "Modi's guarantees begin from where hope from others ends. That is why Modi's guarantees are popular," the prime minister had said on the campaign trail. In Jaipur, Union Minister Gajendra Singh Shekhawat took a jibe at Rajasthan Chief Minister Ashok Gehlot, saying people have come out of the spell of the "magician." "The 'magic' has ended and Rajasthan has come out of the spell of the magician. People have voted for the honour of women and for the welfare of the poor," he said. Gehlot was born into a family of magicians and assisted his father during his tours. Congress had unleashed the politics of guarantee during Karnataka assembly elections in May, making five distinct promises to the electorate - monthly cash assistance to women head of families, 200 units of free electricity, unemployment allowance to youth, free food grains, and free travel for women on state transport buses. The party tried to replicate the template in Madhya Pradesh, Chhattisgarh, Telangana and Rajasthan. Modi turned on the heat on the Congress by projecting himself as a leader who has delivered on the promises made by him to help the common man meet his aspirations. "Modi Yaani Har Guarantee Poori Hone Ki Guarantee (Modi means the guarantee to fulfill every guarantee)," the prime minister had said in an article last week. "'Modi Ki Guarantee' denotes Prime Minister Narendra Modi's commitment to the aspirations of the common man. It echoes the resolution of his government to serve the last man standing. It allows us to witness a political phenomenon, hitherto missing, where promises carry meaning and are executed meaningfully," he had said. Jammu and Kashmir BJP chief Ravinder Raina said, "Today, the Congress headquarters in MP, Rajasthan and Chhattisgarh are wearing a deserted look. The Congress and National Conference will face the same fate during assembly polls in J-K." The race amongst political parties to offer freebies to the voters triggered a debate on burden on the state exchequer.

 PM Modi had announced the inclusion of non-banking financial companies (<keyword id="6354598" type="ORGANIZATION" weightage="20" keywordseo="NBFCs">NBFCs</keyword>) in the credit guarantee scheme for small, medium and micro enterprises (SMEs) and also extended the scheme for loans up to Rs 2 crore. The inclusion will help new-age NBFCs such as Capital Float and Lendingkart reach out to more borrowers. 
 
"This is the first time that the government has opened the credit gua rantee scheme for NBFCs, and this is abig move. NBFCs are reaching (out) to SMEs in every nook and corner and covering us under the scheme will help in reaching out to more borrowers. So far, NBFCs had to take the entire risk only by themselves, and some were still conservative in lending to borrowers who may not have been eligible under conven tional norms," Harshvardhan Lunia, cofounder of Lendingkart, which has so far lent to 7,500 SMEs, told ET. 
 
The current credit guarantee scheme includes term loans or working capital facility up to Rs 100 lakh per SME borrower, extended without any collateral security or third-party guarantee. It was so far applicable only to scheduled commercial banks and some regional rural banks. 
 
The guarantee cover available under the scheme is to the extent of a maximum 85% of the sanctioned amount.

Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> will review next week the implementation status of some key decisions taken by the Union Cabinet, including those taken way back in July 2014. 

	Scheduled for February 17, this will be the second such review meeting that Modi will undertake with the Council of Ministers in just about three weeks.
 

	The 27 decisions of the Cabinet and the Cabinet Committee on Economic Affairs whose implementation status would be reviewed include the amendments to the Factories Act and the Apprentices Act, which were cleared over one and a half years ago in July 2014, sources told PTI.
 

	PM Modi had chaired a similar meeting of the Council of Ministers on January 27 as well.
 Other decisions slated for implementation status review are setting up of a <keyword id="974618" type="ORGANIZATION" weightage="20" keywordseo="Credit-Guarantee-Fund">Credit Guarantee Fund</keyword> for providing guarantees to loans extended under the Pradhan Mantri Mudra Yojana, operationalisation of Budget announcement of 2015-16 on the Atal Pension Yojana, the Pradhan Mantri Jeevan Jyoti Bima Yojana and the Pradhan Mantri Suraksha Bima Yojana. The prime minister will also check progress in the <keyword id="2473706" type="UNKNOWN" weightage="20" keywordseo="Pradhan-Mantri-Jan-Dhan-Yojana">Pradhan Mantri Jan Dhan Yojana</keyword>, the <keyword id="6562839" type="UNKNOWN" weightage="20" keywordseo="Swacch-Bharat-Mission">Swacch Bharat Mission</keyword> for urban areas, the Housing for All by 2022 mission, the <keyword id="946830" type="ORGANIZATION" weightage="20" keywordseo="National-Skill-Development-Mission">National Skill Development Mission</keyword>, the National Health Mission and the Deendayal Upadhyaya Gram Jyoti Yojana. 

	Other such decisions relate to the National Ayush Mission, amendment to the Juvenile Justice (Care and Protection of Children) Bill, 2014, setting up three new All India Institute of Medical Sciences (AIIMS) at Mangalagiri, Nagpur and Kalyani and strengthening of the drug regulatory system.
 

	The decisions relating to setting up of six new IITs and IIMs, amendment to the Payment of Bonus Act, 1965, and the nationwide celebration of 125th birth anniversary of BR Ambedkar will also figure in the status review.

Double-engine government properly implemented the schemes of the Central Government and the schemes that were formed here also touched people's hearts", he said. During his poll campaigning, he had promised the common man of ‘acche din’ and a transparent government. 
 
Reiterating the same, Modi said that during his tenure bad days had ended and the era of ‘loot’ had come to an end. 
 
He also took potshots at the Congress party, asking the gathering whether the government of ‘remote control’ and ‘scams’ had ended or not. 
 
While campaigning during the parliamentary elections also, Modi had stated that the Congress party-led government were looting the nation and BJP would bring an era of clean politics and a change would be visible. 
 
Modi, who has always presented himself as Prime Servant of the country, said last year was about coal scams but this year was the time for coal auctions. 
 
He also went on to say that people who looted the nation, bad days had come for them. 
 
“I did not guarantee good days for those who looted the country, worse days will come for them,” Modi said. 
 
Meanwhile, he also enlisted a number of initiatives taken by his government such as opening bank accounts, soil cards for farmers, giving subsidy and even boosting tourism. 
 
Although Modi said his government was pro-poor, it is yet to see whether he will be able to fulfil his pledge to provide electricity to farmers in next five years or not.

If voted into power come election time in April and May 2019, Gandhi said that the Congress would give ₹6,000/month to the 20% poorest households in India - which roughly equates to 250 million individual beneficiaries or 50 million households. The <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> had also unveiled a minimum income support scheme for farmers in its interim Budget on February 1st, 2019. Under the scheme, titled Kisan Yojana, cash will be transferred to beneficiaries, which hold 2 hectares of land or less, in three installments of ₹2000 a year, culminating in a total payment of ₹6000 per year. In February 2018, it came to light that celebrity diamantaire <keyword id="571991" type="ORGANIZATION" weightage="20" keywordseo="Nirav-Modi">Nirav Modi</keyword> and his uncle <keyword id="2763" type="PERSON" weightage="20" keywordseo="Mehul-Choksi">Mehul Choksi</keyword> had defrauded Punjab National Bank (<keyword id="47268" type="ORGANIZATION" weightage="20" keywordseo="PNB">PNB</keyword>), India’s second-largest state-owned bank, of more than ₹130 billion ($2 billion). By using illegal letters of guarantee procured through PNB’s Brady House branch in Mumbai, the pair and their affiliates had taken loans from the overseas branches of a number of Indian banks since 2011 and had subsequently defaulted on them. In the ensuing months, the country’s top investigative agencies, such as the Central Bureau of Investigation (CBI), filed chargesheets against Modi and Choksi and also accused a number of senior officials at the concerned banks, including the former CEO of PNB, Usha Ananthasubramanian, of being complicit. Concurrently, PNB conducted its own investigation into the matter which concluded recently. The 162-page internal report, which has been reviewed by Reuters, revealed the extent to which the <keyword id="38935" type="PERSON" weightage="20" keywordseo="Fraud">fraud</keyword> touched most of the branch’s operations and found a lot more officials guilty of negligence and/or facilitating the transactions. Here are its main findings:- Over 1,200 credit guarantees were approved Gokulnath Shetty, the deputy general manager of the branch at Brady House, allegedly approved more than 1,200 letters of guarantee over the period in question - 2011 to 2017. He was reportedly supposed to be transferred to another branch but was kept at the branch on the insistence of senior officials. After joining the Brady House branch in 2010 as a foreign exchange officer, Shetty became responsible for authorising transactions over the SWIFT network. However, despite the fact that he was only allowed to approve transactions of ₹2.5 million or less, he did not log the transactions on the bank’s internal systems. This enabled him to authorise larger credit sums without detection. An audit of the bank’s SWIFT system was supposed to take place in 2016 As per instructions from the Reserve Bank of India (RBI), PNB was supposed to undertake a review of its SWIFT financial communication systems in lieu of a possible upgrade. However, the audit did not take place. The bank’s systems were extremely outdated. The bank’s officials had failed to the integrate the bank’s SWIFT platform with its internal software for recording transactions. The fraud involved people at several levels in several branches While it's easy to pin the blame on the people at the helm of PNB, in reality, the fraud was facilitated by people at multiple levels of the bank - senior executives, deputy managers, assistant managers, inspection officers and even clerks. While it may have been orchestrated by a few people, a number of a monitoring and compliance lapses prevented the transactions from being identified sooner. And it extended to other branches as well. For example, the New Delhi office was responsible for the reconciliation and verification of international banking and foreign exchange transactions. Furthermore, a number of discrepancies were flagged in annual inspection reports and memos, but no one acted on them. Even a dubious 50% surge in transactions in the year ended March 2017 did not prompt an investigation. All in all, 54 people were named in the internal report. This likely includes <a href="https://www.businesstoday.in/sectors/banks/pnb-fraud-bank-ceo-sunil-mehta-nirav-modi-suspended-21-officials-internal-probe-underway/story/274664.html">the 21 officers who were suspended</a> in April, pending the conclusion of the inquiry. At the time, PNB’s CEO Sunil Mehta alluded to the possibility that more people would be suspended. The internal report has been handed over to the police and relevant authorities as part of the evidence they’re building in the case against Nirav Modi. It will likely result in a lot more additions to the chargesheet. Earlier in the day, the Congress attacked the Prime Minister Narendra Modi-led government over the Atal Pension Yojana, alleging it is a "very poorly-designed scheme" and a "paper tiger" that needs officials to hoodwink and coerce people into participating in it.
