As India awaits the 2019 parliamentary elections, the <keyword id="6376239" type="UNKNOWN" weightage="20" keywordseo="Model-Code-of-Conduct">model code of conduct</keyword> <a href="http://documents.gov.in/UA/992.pdf">issued</a> by the <keyword id="65281" type="COMPANY" weightage="20" keywordseo="Election-Commission-of-India">Election Commission of India</keyword> has come into force. Political parties and candidates must abide by the guidelines issued in this document. Here’s a list of the various provisions: General Conduct (1) Political parties and candidates must cease from acting in a way that might exacerbate the existing differences or create some kind of tension or mutual hatred between the different castes, communities, linguistic groups and religions. (2) Any criticism towards other political parties must be restricted to their programs and policies, past performance and work. No party or candidate can indulge in criticizing any aspect of private life that is in no way connected to the leader or worker’s public activities. Also no criticism can be made based on unsubstantiated allegations or distortion. (3) No party or candidate can appeal to the caste or communal feelings of the voters. For the purpose of election propaganda, no place of worship or a religions place like mosque, church or temple can be used. (4) All parties and candidates must refrain from any acts of corruption like bribing the voters, conducting meetings within 48 hours close to the poll, canvassing within 100 meters of the polling booths, and providing conveyance facility for the voters to and from the polling booth. (5) The right of every individual to enjoy a peaceful domestic life must be respected though the political parties and candidates could resent their political ideas or activities. Under no circumstances any demonstration or picketing can be organized in front of the houses of individuals. 6) Political parties and candidates must never permit their followers to use any person’s land, wall, or building without their permission for erecting flag staffs, tying banners writing slogans or pasting notices. (7) Political parties and candidates must not allow their supporters to obstruct or disturb the processions or meetings organized by other parties. No party or candidate can organize a procession or meeting in the vicinity of the meetings organized by other political parties. Posters stuck by a party must not be removed by other parties. II. Meetings (1) Well in advance before organizing a meeting, the concerned political party or candidate must inform the police in order to arrange for traffic control and to maintain law and order. (2) Before holding a meeting, the organizers must make sure if any restrictions or prohibitions are in force in the place proposed for the meeting. If any exemptions are needed, they must applied for well in advance. (3) The party or candidate must apply for the license or permission for the use of loud speakers or other facilities in the venue of the meeting to the concerned authorities. (4) Meeting organizers can get the assistance of the police to deal with the elements creating disturbances to the meeting or causing disorder of some kind. III. Processions (1)The timings, route and place of a procession must be finalized in advance and necessary permissions be obtained. Once this is done, there must not be any deviations. The organizers must inform the local police regarding the processions so that the required arrangements can be made. (3) The organizers must make sure if any restrictions are in force through which the procession must pass through. They must strictly adhere to the traffic regulations if any. (4) The organizers must ensure that the procession does not cause hindrance or blocks the traffic. Long processions must be segmented to avoid congestions at junctions and roads. (5) As much as possible, the processions must be organized on the right side of the road. The advice of the police must be followed. (6) If two or more political processions happen in the same route around the same time, a coordination must be achieved under the guidance of the police in a way not to cause disturbance to the public and traffic. (7) The political parties or candidates must ensure that the articles carried in a procession are not misused under excitement. (8) Carrying effigies representing the leaders of other political parties or burning them must never be approved. IV. Polling Day All political parties and candidates must - (i) Cooperate with the election officers to make the polling peaceful and orderly in a way letting the voters exercise their franchise without any disturbance. (ii) Supply badges or identity cards to their authorized workers. (iii) Ensure that the identity slips supplied to voters are on plain paper without any symbol or name of the party or candidate (iv) Desist from distributing liquor on the polling day or during the 24 hours preceding it (v) Never allow crowds to gather around the camps of the parties that could result in any kind of tensions or clashes (vi) Keep the camps simple without the display of any symbols, posters or any propaganda material (vii) Abide by the restrictions in place for the movements of vehicles, obtain permits and display the permits on the vehicles used V. Polling Booth Except the voters, none should enter the polling booth without a valid pass issued by the election commission. VI Observers Any complaints or problems with regard to the conduct of elections can be informed to the observers appointed by the election commission. VII Party in power The Party in power must not give any room for any complaints that its official position is used for the purpose of elections in any of the following ways (i) (a) The Ministers must not club their election work with official works and must not use the official machinery for the election work. (b) Government vehicles and personnel must not be used in the interest of the party in power. (ii) Public places and helipads must not be monopolized by the party in power. (iii) Rest houses, dak bungalows and other Government facilities must not be monopolized by the party in power. (iv) No advertisement can be made at the cost of public exchequer in the media or newspapers. The official mass media must not be misused for political news and publicity by the party in power. (v) Once the election dates are announced, ministers or authorities must not sanction grants/payments from discretionary funds (vi) Once the election dates are announced, Ministers and other authorities must not – (a) make any financial grants of any kind or make promises thereof (b) lay foundation stones for any schemes or projects (c) promise the construction of roads or making other facilities (d) make any appointments in public or government works Which could impact the voters to favor the party in power. Note: The Election Commission shall announce the date of elections three weeks before the date on which the polling is scheduled. (vii) ministers must never enter any polling booth or place of counting excepting in their authority as a voter or an authorized agent.

India issues ‘model code of conduct’ for political parties and candidates

<keyword id="19896016" type="General" weightage="20" keywordseo="new-delhi" source="keywords">New Delhi</keyword>, Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> said on Sunday that his monthly 'Mann Ki Baat' broadcast will not be aired for the next three months in line with political decorum in view of the upcoming <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls. In the 110th episode of the programme, he said there is a possibility that the <keyword id="20218678" type="General" weightage="20" keywordseo="model-code-of-conduct" source="keywords">Model Code of Conduct</keyword> will be enforced in March as it was done during the last polls as well, a reference to the expected announcement of the election schedule sometime next month. It is a big success of the programme that it has been kept away even from the shadow of the government during its 110 episodes, he said, asserting that the broadcast has been dedicated to the country's collective strength and achievements. "It is a programme of the people, for the people and by the people," the prime minister said. "When we meet the next time, it will be 111th episode of the Mann Ki Baat," Modi added, noting the auspiciousness associated with the number. What can be better than this, he said. The prime minister has frequently expressed confidence of retaining power in the elections. The programme was deferred before the 2019 general elections as well.

The <keyword id="40807" type="ORGANIZATION" weightage="100" keywordseo="Election-Commission">Election Commission</keyword> (<keyword id="6360997" type="ORGANIZATION" weightage="100" keywordseo="EC">EC</keyword>) has said that Chief Minister Bhupinder Singh Hooda-led Congress government in Haryana had not violated the model code of conduct by clearing the land deal between Congress president Sonia Gandhi’s son-in-law <keyword id="12593" type="PERSON" weightage="100" keywordseo="Robert-Vadra">Robert Vadra</keyword> and <keyword id="6362997" type="CITY" weightage="100" keywordseo="DLF">DLF</keyword>. 
 
Responding to the BJP’s complaint, the EC replied, “There does not seem to be any violation of the model code of conduct by the government of Haryana in the matter after the coming into force of the model code of conduct from September 12.” 
 
The EC said it had examined the allegations of violation of the model code of conduct and asked for reports from the concerned state departments. “However, in case you have any further or additional information in this regard, you may furnish the same to the commission,” it said. 
 
The report submitted by the financial commissioner, Town and Country Planning Department, said, “The decision on the request for renewal and transfer of licence in favour of DLF Ltd is pending in the department since October 2012 for want of clarification regarding the issue of ownership. The department has sought this clarification from the Director General, Consolidation of Land Holdings and Land Records, which is yet to be received and hence the request for transfer and renewal of licence is pending in the department on which no action has been taken since then.” 
 
“It is clarified that neither any allegation about any action taken by the Town and Country Planning Department has been made in the news reports, nor any action on the subject... has been taken in the Town &amp; Country Planning Department, either during the period of model code of conduct or before imposition of such code,” the report added.

New Delhi, The <keyword id="19895782" type="General" weightage="20" keywordseo="election-commission" source="keywords">Election Commission</keyword> Thursday directed the Centre to immediately stop delivering bulk WhatsApp messages to people under the "<keyword id="21003206" type="General" weightage="20" keywordseo="viksit-bharat-sampark" source="keywords">Viksit Bharat Sampark</keyword>" initiative to highlight the government's achievements. The direction was issued to the Secretary, <keyword id="19959928" type="General" weightage="20" keywordseo="ministry-of-electronics-and-information-technology" source="keywords">Ministry of Electronics and Information Technology</keyword>, after the <keyword id="19933395" type="General" weightage="20" keywordseo="commission" source="keywords">Commission</keyword> received complaints about the matter. "The move is a part of a series of decisions taken by the Commission to ensure a level-playing field," the Commission said. Asking the government to ensure there is "no further delivery" of the bulk WhatsApp messages to people, the Commission sought an "immediate" compliance report on the matter from the ministry. The ministry had informed the Commission that the messages along with a letter from Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> were sent before the Model Code of Conduct came into force on March 16 with the announcement of Lok Sabha poll schedule. "... due to system architecture and network limitations it is possible that some letters have a delayed delivery," the ministry said in a communication to the Commission. The poll authority had received several complaints that such messages highlighting the government's initiatives were being delivered on citizens' phones despite the announcement of parliamentary elections 2024 and the <keyword id="20139372" type="General" weightage="20" keywordseo="mcc" source="keywords">MCC</keyword> coming into force. The Congress and the <keyword id="19968095" type="General" weightage="20" keywordseo="trinamool-congress" source="keywords">Trinamool Congress</keyword> had raised objections to the message and requested the Election Commission to act against this "blatant violation" of the Model Code of Conduct. On Tuesday, the Chandigarh Chief Electoral Officer had referred to the Election Commission for "appropriate action" a complaint regarding bulk WhatsApp messages. According to an official statement on Tuesday, after examination of the complaint, the district media certification and monitoring committee found prima facie evidence of a violation of the Model Code of Conduct. The complaint was received through the cVIGIL mobile application of the poll panel.

Model Code: EC asks govt to stop sending 'Viksit Bharat' messages on WhatsApp

As the model code of conduct is in place ahead of assembly polls next month, the Delhi Public Works Department has asked all its chief engineers to provide list of those project works which have already started on the ground and those which are yet to begin. The department has asked for the list of such works at the earliest after the Election Commission sought the same. Delhi will go to polls on February 8 to elect 70 members and the results will be declared on February 11. In a written communication to all chief engineers, the PWD said the department has sought details of such works on January 9 and the office of Delhi Chief Electoral Office on January 14. "You are again requested to send the information on priority through email "mailto:electiondelhi2020@gmail.com" \nelectiondelhi2020@gmail.com under intimation to this office," said the written communication issued on Friday. It also stated that the list of works which have already been started on the ground and list of fresh work which has not started on the ground should be sent. Earlier this month, the services department of the Delhi government had asked HoDs to ensure that neither the proposals sent by them breach the model code of conduct nor the compliance of court orders are delayed due to the fear of their breach. "All departments of the government of National Capital Territory of Delhi, while forwarding proposals to the chief secretary for consideration or approval, should clearly mention that provisions of the Model Code of Conduct are not attracted," it had said.

Facebook says its business could afford to get rid of news

When it comes to the <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword>, the Government can go ahead with presenting it on February 1st even though elections will be held in five states over the next two months. 
 
However, the government will need to follow the Model Code of Conduct and not announce any scheme or incentive for the poll-bound states, a government official told ET. 
 
"Election code of conduct will have to be followed and there cannot be any announcement specific to the states that are going to polls,” the official said. 
 
On February 1st, the Government is likely to present a merged general and railway budget in line with a plan to complete the process before the new financial year starts on April 1st, so that spending starts immediately. 
 
Under the current timeline, spending starts almost after the first quarter of the financial year is over. 
 The <keyword id="40807" type="ORGANIZATION" weightage="20" keywordseo="Election-Commission">Election Commission</keyword>, while announcing the dates, said that it will review the decision to present the budget on February 1. Polls in some of these states start on February 4. 
 Political parties, including the Congress, the Left parties and the <keyword id="6354265" type="ORGANIZATION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword>, have asked the Commission not to allow the Central government to present the budget as scheduled because sops that could be announced may influence voters. 
 "The Commission has received one representation sent by some political parties. This representation is with regards to presentation of the budget. The Commission is examining this representation and in due course of time will take a call on this,” Chief Election Commissioner <keyword id="141382" type="PERSON" weightage="20" keywordseo="Nasim-Zaidi">Nasim Zaidi</keyword> said. 
 "This is a constitutional requirement...There is no tradition like that,” said <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>. 
 
He said if demonetisation was not so popular, political parties shouldn't be worried. He said the object of an early budget is so that spending can start from April 1.

New Delhi, The <keyword id="40807" type="General" weightage="20" keywordseo="election-commission" source="Orion">Election Commission</keyword> (EC) issued a show-cause notice to Congress leader Rahul Gandhi on Thursday for his "panauti", "pickpocket" and "loan waiver for the super rich" jibes at Prime Minister Narendra Modi, and asked him to respond by Saturday. The ruling Bharatiya Janata Party (BJP) had approached the poll panel against the <keyword id="6316776" type="General" weightage="20" keywordseo="former-congress-president" source="Orion">former Congress president</keyword>, saying it was "unbecoming" of a "very senior leader" to use such language. The EC reminded Gandhi that the Model Code of Conduct prohibits leaders from making unverified allegations against political rivals. The Congress leader used those words targeting the prime minister at recent rallies in poll-bound Rajasthan. In its representation to the EC, the BJP had asserted that the allegation of grant of waivers to industrialists of Rs 14,00,000 crore over the last nine years was "not borne out on facts". The EC notice said the expression "panauti" ex-facie falls in the equity of the prohibition of section 123 of the Representation of the People Act, dealing with corrupt practices. Clause 2, sub section (ii) of section 123 states that any person who induces or attempts to induce a candidate or an elector to believe that he, or any person in whom he is interested, will become or will be rendered an object of divine displeasure or spiritual censure, shall be deemed to interfere with the free exercise of the electoral right of such a candidate or elector, the notice reminded Gandhi. The Congress leader had used the "panauti" barb against Modi in a poll speech in Rajasthan as the prime minister had attended the World Cup cricket final that India lost to Australia after 10 consecutive wins in the tournament. A Hindi slang, "panauti" loosely refers to someone who brings bad luck. The former Congress president took the "pickpocket" dig at Modi during a poll speech on Wednesday, alleging that the prime minister diverts people's attention while industrialist Gautam Adani picks their pockets. This is how pickpockets operate, he had alleged. The notice also recalled a general advisory issued by the EC, in which the poll panel had expressed concerns at the "plummeting level of political discourse" during electioneering. The commission also told Gandhi about a Supreme Court observation that if freedom of speech and expression is protected by Article 19(1)(a) of the Constitution, the right to reputation is also considered to be an inextricable part of the right to life protected by Article 21 and "balancing these two rights is a constitutional necessity". "Accordingly, you are requested to provide your explanation on the allegation made and to show causes as to why action as deemed fit for alleged violation of Model Code of Conduct and relevant penal provisions is not initiated by the commission. "Your reply, if any, be reached by 6.00 pm of November 25. If no reply is received by then, action deemed fit will be taken by the commission," the notice said.

Gemini 1.5 Pro's context window capacity, however, can handle up to 1 million tokens. This means that the new LLM can analyze more data than the previous version: 1 hour of video, 11 hours of audio, codebases with over 30,000 lines of code or over 700,000 words, Google's blog post said.<h2>Compared to previous versions, it has enhanced performance</h2>In testing the new AI model against its predecessors, Gemini 1.5 Pro outperformed its predecessor in 87% of the benchmark tests Google uses, the company said.Additionally, 99% of the time, Gemini 1.5 was able to find a small piece of text in blocks of data as long as a million tokens during testing known as "needle in a haystack" evaluation.Gemini 1.5 is also getting better at generating good responses from super-long queries, without a user needing to spend much additional time fine-tuning their queries. Google said that testers gave Gemini 1.5 a grammar manual for an obscure language, and the LLM was able to translate text to English at a similar level to human learning.<h2>It underwent enhanced safety testing</h2>As AI grows stronger, so do concerns about <a target="_blank" href="https://www.businessinsider.com/ai-safety-expert-research-speculates-dangers-doomsday-scenarios-weaponization-deception-2023-4">the tech's role in safety issues</a>, from weaponization to deception. Google says that in rolling out Gemini 1.5, it underwent extensive ethics and safety testing to greenlight it for wider release.
