<ul><li>The <keyword id="19945464" type="General" weightage="20" keywordseo="telecom-regulatory-authority-of-india" source="keywords">Telecom Regulatory Authority of India</keyword> has announced new rules for mobile number portability (<keyword id="108664" type="General" weightage="20" keywordseo="mnp" source="Orion">MNP</keyword>).</li><li>The new MNP guidelines are aimed at curbing instances of <keyword id="19909735" type="General" weightage="20" keywordseo="sim" source="keywords">SIM</keyword> swap fraud.</li><li>The new MNP guidelines will come into effect from July 1, 2024.</li></ul>There has been a considerable increase in online scams in the country, with<a href="https://www.businessinsider.in/tech/news/delhi-woman-loses-50-lakh-in-sim-swap-scam-heres-how-you-can-stay-safe/articleshow/104745898.cms"> SIM swap</a> scam emerging as a significant issue. To curb this, the Telecom Regulatory Authority of India (TRAI) has announced new rules around mobile number portability (MNP). TRAI has issued new guidelines based on suggestions from the <keyword id="19912439" type="General" weightage="20" keywordseo="department-of-telecommunications" source="keywords">Department of Telecommunications</keyword> (DoT) to curb fraudsters from porting out mobile connections using the SIM swap scam. The new guidelines will come into effect from July 1, 2024. What is MNP? Mobile Number Portability or MNP is a facility that enables users to easily switch from one telecom operator to another, without having to change their mobile number. This allows the user to port out of an operator and move to another if they are not happy with the services offered. MNP was initially introduced in Haryana in November 2010 and a national rollout began in January 2011. Changes to MNP As per the latest amendment, users will not be able to request for allocation of a Unique Porting Code (UPC) that is needed to transfer the mobile connection from one operator to another if there has been a SIM swap or replacement in the last seven days. This is essentially a cooldown you will have to complete before you can port to a different network provider after getting a new physical SIM. Additionally, once you have ported your SIM, you will have to wait for 90 days before you can port again. While the regulatory body has not revealed any information about how the SIM swap scam is happening, it reportedly usually happens when users get a new SIM or place a request to port their SIM. TRAI is also considering DoT’s recommendation to include demographic details matching before allowing the user to port to a new telecom operator. What is a SIM Swap scam? As the name suggests, SIM swap scam involves the scammer getting access to your SIM, either with the help of someone at the mobile service provider or through other means. The scammer often convinces the network operator to activate a SIM card they possess, gaining control of the victim’s mobile number. This allows them to gain access to all calls and text messages that the victim may receive, which is important in this day and age where all accounts are linked to your phone number. Once the scammer gets access to the victim’s mobile number, they use it to gain access to their bank account and steal money. Mobile Number Portability revamped to reduce SIM swap frauds – Here are the new rules

New Delhi, Dec 10 () Telecom regulator TRAI on Tuesday issued a public notice on the revised mobile number portability process, which is slated to make the porting process fast and simple from December 16.
 The new process, which comes with conditions for generation of Unique Porting Code (UPC),entails three working days' timeline for port out requests within a service area, and five working days for requests for port out from one circle to another.
There is no change in the porting timelines for the corporate mobile connections, the Telecom Regulatory Authority of India (TRAI) said.
"TRAI has revised the Mobile Number Portability (MNP) process...In the revised MNP process, the Unique Porting Code (UPC) will be generated only when the subscriber is eligible to port-out his mobile number," TRAI said.
 From December 16, 2019, the revised MNP process will be in place and mobile subscribers can generate the Unique Porting Code and avail the mobile number porting process, it added.
 Laying down the rules for the new process, TRAI said a positive validation of various conditions will determine generation of the Unique Porting Code. For instance in case of post-paid mobile connection, the subscriber has to ensure clearance of 'outstanding dues' towards the existing telecom service provider for the issued bills as per normal billing cycle. Other conditions include activation in the present operator's network of not less than 90 days; no pending contractual obligations to be fulfilled by the subscriber as per the exit clause provided in the subscriber agreement.
 UPC will be valid for four days for all Licensed Service Areas (LSAs) except the circles of Jammu &amp; Kashmir, Assam and North East where it will remain valid for 30 days.
"As the existing MNP system shall migrate to new MNP process with effect from 16 December 2019, facility of MNP will not be available during the period from 10 December 2019 to 15 December 2019 and Unique Porting Code will also not be generated during the migration period. However, the porting requests already submitted will continue to be processed," TRAI said. MBI MBI MR

TRAI issues public notice on revised MNP process; new norms effective from Dec 16

New Delhi, Dec 3 () Telecom regulator Trai on Tuesday revamped mobile number portability (MNP) rules, making the entire process faster and simpler, and prescribed three working days timeline for port out requests within a service area.
Similarly, timeline of five working days has been prescribed for requests for port out from one circle to another.
The new rules will come into effect from December 16.
"Individual porting request of intra-licenced service area nature will be completed in 3 working days; whereas the porting requests of inter-licence service area nature and all porting requests under corporate category will be completed in 5 working days," Trai said in a statement. 
According to present rules, telecom operators and MNP service providers are required to process the request of subscribers within four days in the same circle to change their telecom operator without changing their mobile number. 
While the stipulated time was four days for transferring mobile number into other telecom circle or on to network of any other operator outside the circle from where a subscriber purchased the connection. 
The MNP request under the present rule will be processed till December 9 and the service will not be available between December 10 and December 15 as entities involved in the process will be migrating their systems to implement new rules. 
Besides this, other major changes have been incorporated such as the validity of the Unique Porting Code or UPC has been brought down to four days instead of a fortnight prescribed earlier, for all circles except Jammu &amp; Kashmir, Assam and North East, where the validity of the said code remains unchanged to 30 days, it said.
