The Zoram People's Movement (<keyword id="746547" type="General" weightage="80" keywordseo="zpm" source="Orion">ZPM</keyword>) stormed to power in <keyword id="65591" type="General" weightage="90" keywordseo="mizoram" source="Orion">Mizoram</keyword> by dethroning the Mizo National Front (<keyword id="577715" type="General" weightage="80" keywordseo="mnf" source="Orion">MNF</keyword>) bagging 27 seats in the 40-member House on Monday. Prominent ZPM winners include the party's CM face Lalduhoma, who secured the Serchhip seat defeating his MNF rival J Malsawmzuala Vanchhawng by 2,982 votes. The ruling Mizo National Front won nine seats and was leading in one. The BJP won the Palak and Saiha seats. The Indian National Congress bagged the Lawngtlai West seat. Prominent losers include Deputy Chief Minister and MNF candidate Tawnluia who lost to ZPM candidate in Tuichang, Health Minister and MNF candidate R Lalthangliana who lost to ZPM's Jeje Lalpekhlua in South Tuipui and Rural Development Minister Laruatkima who lost to ZPM nominee Lalnghinglova Hmar in Aizawl West II, according to the Election Commission. Chief Minister and MNF chief Zoramthanga lost to ZPM's Lalthansanga by 2,101 votes, it said. ZPM emerged winners in Kolasib, Chalfilh, Tawi, Aizawl North-I, Aizawl North-II, Aizawl North-III, Aizawl East I, Aizawl East II, Aizawl West-I, Aizawl West-II, Aizawl West-III, Aizawl South-I, Aizawl South-II, Aizawl South-III, Lengteng, Tuichang, Champhai North, Champai South, Tuikum, Hrangturzo, South Tuipui, Lunglei North, Lunglei East, Lunglei West, Lunglei South, Lawngtlai East and Serchhip seats. The MNF won in Hachhek, Mamik, Tuirial, Serlui, Tuivawl, East Tuipui, West Tuipui, Thorang and Tuichawng seats and was leading in one. Counting of votes, which began at 8 am, was being held in 13 centres. Postal ballots were counted first, and from 8.30 am, the counting for votes polled in the EVMs began. In some of the seats that have a fewer number of voters, only two rounds of counting will be held, but in most of the constituencies, five rounds will be counted. More than 4,000 personnel are involved in the counting process. In all, there are 399 tables for the EVMs and 56 for the counting of postal ballots. Polling was held on November 7, and over 80 per cent of the state's 8.57 lakh voters exercised their franchise. A total of 174 candidates, including 18 women, were in the fray. The MNF, ZPM and Congress contested 40 seats each, while the BJP fielded candidates in 23 seats. The Aam Aadmi Party (AAP), which contested the assembly polls here for the first time, fought in four seats. Also, there were 17 Independent candidates.

Mizoram polls: ZPM dethrones MNF, bags 27 of 40 seats

As the counting of votes for the 40-member Mizoram Assembly elections is underway, trends on Monday showed the opposition Zoram People's Movement (<keyword id="746547" type="General" weightage="60" keywordseo="zpm" source="Orion">ZPM</keyword>) leading in 27 seats leaving far behind the ruling <keyword id="297846" type="General" weightage="50" keywordseo="mizo-national-front" source="Orion">Mizo National Front</keyword> (MNF), which is ahead in nine seats. The trends showed the opposition Congress leading in one seat while the BJP was ahead in three seats. ZPM's President and Chief Ministerial candidate Lalduhoma is leading in the Serchhip seat while most of the prominent nominees of the party were leading in their respective seats. MNF candidate and Chief Minister Zoramthanga was trailing in the Aizawl East-1 seat while most ministers of the ruling MNF were leading in their respective seats. The counting of votes for the Mizoram Assembly polls began at 8 a.m. amid elaborate security arrangements in all 11 districts of the state. Additional Chief Electoral Officer H. Lianzela said that initially postal ballots were counted and then the counting of votes polled through the Electronic Voting Machines (EVMs) was taken up. Over 4,000 officials, including women, were engaged in the counting process. These officials are posted at 40 counting halls under 13 centres in 11 districts, the official told IANS. Director General of Police Anil Shukla said that adequate security measures were in place for the smooth conduct of the counting process. Adequate contingents of Central Armed Police Forces and Mizoram Armed Police have been deployed across the state to maintain law and order. More than 80 per cent of the 8.57 lakh voters exercised their franchise to decide the electoral fate of 174 candidates, including 16 women. The ruling Mizo National Front (MNF), the main Opposition Zoram People's Movement (ZPM) and the Congress have fielded candidates from all 40 seats while the Aam Aadmi Party (AAP) is contesting four seats. The BJP has fielded candidates on 23 seats with a special focus on linguistic minority inhabited areas, especially where the Reang and Chakma tribal communities are in good numbers in the voters' list. Besides them, 27 independent candidates are also in the fray.

Oppn ZPM strides ahead, ruling MNF trails in Mizoram

Exit polls on Thursday gave varied predictions in the poll-bound states, giving advantage to BJP in Madhya Pradesh and Rajasthan, a clear edge to Congress in Chhattisgarh and Telangana and that the ruling MNF was ahead in power sweepstakes in Mizoram. While the <keyword id="609507" type="General" weightage="70" keywordseo="exit-poll" source="Orion">exit poll</keyword>s were almost unanimous in giving an edge to Congress in Telangana, where polling concluded on Thursday, a few predicted a close call in Rajasthan with Congress too in the lead and an exit poll gave a little edge to the party in Madhya Pradesh too. A poll predicted that Zoram People's Movement will win decisively in Mizoram. The outcome of exit polls was released after the conclusion of polls in Telangana. If Congress is able to retain Rajasthan along with Chhattisgarh and oust the ruling BRS from Telangana, it will be a major morale-booster for the party. Five states went to the polls this month with counting slated for December 3. The polling in five states that are in northern, eastern and southern parts of the country, came months before the next Lok Sabha polls. Exit polls predicted that Congress is poised to form government in Telangana and that the ruling Bharat Rashtra Samithi (BRS) would fall short of the majority after its 10-year rule in India's youngest state. The polling for the 119-member Telangana assembly was held on Thursday. The Times Now-ETG exit poll gave 38 per cent vote share to BRS, 43 per cent to Congress and 13 per cent to others in Telangana. It said the ruling party in the state is poised to win 37-45 seats, Congress 60-70 seats, BJP 6-8 and others 5-7 seats. Republic TV exit poll gave Congress 58-69 seats and the BRS 46-56 seats. It said BJP could win 4 to 9 seats and others 5 to 8 seats. The poll predicted a 41.60 per cent vote share for BRS, 43.30 per cent for Congress, 10.80 per cent for BJP and 4.30 for others. The India TV-CNX exit poll predicted 63-79 seats for the Congress, 31-47 for the BRS, 0-2 for the BJP and 5-7 for others. According to Jan ki Baat poll, Congress is poised to win 48 to 64 seats in Telangana. It said BRS could win 40 to 55 seats and BJP 7 to 13 seats. Telangana recorded a voter turnout of 70.28 per cent. The exit polls said that two regional players in Mizoram - MNF and ZPM - are in the race to form government in Mizoram with most predictions stating that the ruling party led by Chief Minister Zoramthanga has an advantage in the northeastern state while there is also a possibility of a hung assembly. Mizoram went to the polls on November 7 for its 40-member assembly. The ruling Mizo National Front (MNF) faced a challenge from the Zoram People's Movement (ZPM), Congress and BJP. According to India Today-Axis My India poll predictions for Mizoram, the Zoram People's Movement is poised for a massive victory in Mizoram and could win 28-35 seats. It said the ruling MNF is expected to win 3 to 7 seats. MNF, the poll said, will get 27 per cent votes and ZPM 49 per cent votes. Congress is poised to get 20 per cent votes, the exit poll said. Times Now-ETG poll gave 14-18 seats to MNF with 32.20 per cent vote share, 10-14 to ZPM with 29.30 per cent votes and said that Congress is expected to get 9-13 seats with 27.80 per cent vote share. Jan Ki Baat poll gave 10-14 seats to MNF with a vote share of 22 per cent, 15-25 seats to ZPM with a vote share of 40 per cent and predicted that Congress will get 30 per cent votes and 5-9 seats. India TV-CNX poll predicted 14-18 seats for MNF and 12-16 seats for ZPM. It said Congress is expected to get 7-10 seats.' Republic TV gave a 32.60 per cent vote share to the MNF, 14.60 per cent to ZPM and 31.20 per cent to Congress. It gave 17-22 seats to MNF, 7-12 to ZPM, Congress to get 7-10 seats and one seat to BJP. P-Marq poll said that MNF will win 14-20 seats, ZPM 9-15 seats, Congress 7-13 seats and others 0-2 seats. In Madhya Pradesh, most exit polls said that BJP has a clear advantage as they predicted Congress falling short in its poll effort in the state where it was expecting to gain from "anti-incumbency" against the government. Most exit polls predicted that the BJP, which has ruled the state for almost 18 of the past 20 years, is set for another term in office with a huge majority. An exit poll gave advantage to the Congress and another predicted that the two parties were on an equal footing. Madhya Pradesh went to the polls on November 17 for its 230 seats and the counting of votes along with that in four other states will take place on December 3. According to India Today-Axis My India prediction, the BJP will retain power in Madhya Pradesh by bagging 47 per cent vote share and 140-162 seats. It said Congress is likely to get 60-90 seats with a 41 per cent vote share. Others are expected to get 12 per cent votes and 0-3 seats. According to the India TV-CNX poll, BJP is poised to get 48 per cent votes, Congress 38 per cent and others 16 per cent. The poll predicted 140-159 seats for BJP, 70-89 seats for Congress and 0-2 for others. The Times Now-ETG gave 43.83 per cent vote share to BJP, 42.23 per cent to Congress and 13.94 per cent to others. It said the ruling party in the state is poised to win 105-117 seats, Congress 109-125 seats and others 1-5 seats. Republic TV gave a 43.4 per cent vote share to the BJP, 41.7 per cent to Congress and 14.9 per cent to others. It gave 118-130 seats to BJP, 97-107 to Congress and 0-2 polls for others. The poll done by Today's Chanakya predicted Congress getting 74-86 seats in Madhya Pradesh with 38 per cent vote share and BJP getting 151-163 seats with 45 per cent vote share. It said others are likely to have 17 per cent vote share and 5-9 seats. In Rajsathan, exit polls reinforced the perception of a hard contest with differences in their prediction of the winner in the crucial Hindi heartland state that has a nearly three-decade tradition of not repeating an incumbent government. The exit poll predictions showed that "others" including smaller parties and independents could play a crucial role in the formation of the government when the results are announced on December 3. Rajasthan went to the polls on 199 of 200 assembly seats on November 25. The Congress government in the state led by Chief Minister Ashok Gehlot unleashed a series of populist schemes closer to the assembly election to ward off the challenge from the BJP. According to India Today-Axis My India poll, Congress is poised to get 86-106 seats in Rajasthan with 42 per cent votes and BJP 80-100 seats with 41 per cent vote support. Others are poised to seven per cent votes and 9-18 seats. India TV-CNX poll predicted 94-104 seats for Congress with 43 per cent votes and 80-90 seats for BJP with 42 per cent vote share. It said 'others' are expected to get 15 per cent votes and 14-18 seats. Times Now-ETG poll gave 56-72 seats to Congress with 38.98 per cent vote share, 108-128 to BJP with 41.88 per cent votes and others expected to get 13-21 seats with a sizeable 19.14 per cent vote share.' The Jan Ki Baat poll gave 100-122 seats to BJP with vote share of 44 per cent, 62-85 seats to Congress with a vote share of 41 per cent and predicted that others will get 15 per cent votes and 14-15 seats. The P-Marq poll said BJP will win 105-125 seats in Rajasthan with 42.2 per cent vote share and Congress 69-81 seats with 39.7 per cent votes. It said others are poised to get 5-15 seats with 18.1 per cent vote, it said. In Chhattisgarh, exit polls gave Congress a clear edge, showing that the ruling party in the state is poised to return to power with the BJP also expected to put up a good contest unlike in the 2018 polls. While three polls predicted a clear victory of Congress in the state, others said that the party was in the winning range. The Congress fought the election with Chief Minister Bhupesh Baghel at the helm. According to ABP C-Voter predictions, Congress is poised to win 41-53 seats in the state which has a 90-member assembly. The exit poll said BJP is poised to get 36-48 seats and others 0-4 seats. The India Today-Axis My India poll predicted Congress getting 40-50 seats, BJP 36-46 seats and others getting 1-5 seats. The Republic TV exit poll gave Congress 44-52 seats, BJP 34-42 seats and 0-2 polls for others. India TV-CNX poll predicted 46- 56 seats for Congress, 30-40 seats for BJP and 3-5 for others. The numbers for Congress and BJP in the Jan Ki Baat exit poll were 42-53 and 34-45 respectively and it predicted 0-3 seats for others. The P-Marq poll said Congress is poised to win 46-54 seats with 44.6 per cent vote, BJP 35-42 seats with 42.9 per cent vote and others will get 0-2 seats with 12.5 per cent votes. The poll done by Today's Chanakya predicted that Congress will get 57-66 seats in Chhattisgarh with BJP getting 33-42 seats with 0-3 seats going to the others. Counting in four other states that went to the polls this month will also take place on December 3. The polls, held months before the Lok Sabha polls, are crucial for BJP and Congress for various reasons.

Lalnghinglova Hmar, also known as Tetea Hmar, a famed sports journalist is now seen in the game as an independent candidate. He is duly backed by the important opposition parties namely the Zoram People’s Movement (ZPM) and Congress. BJP has now fielded state vice-president of the party Nirupam Chakma, who is also a veteran Chakma leader. TBC Lalvenchhunga represents the newly established movement of People's Representation for Identity and Status of Mizoram (PRISM). Two other independent candidates taking part in the game during 2019 Lok Sabha elections are Lalhriatrenga Chhangte and Lalthlamuani. As per the media sources, Lalthlamuani is an independent candidate who heads an NGO run for the Jewish community. She is also the only woman candidate to contest from Mizoram this time.

The electoral rolls of the state of Mizoram shows up 7,02,170 eligible electors in the state with the figure comprising of 3,46,219 males and 3,55,951 females. VVPAT is a second line of independent verification via a printer machine, which is attached to electronic voting machines. When a voter presses the button against the party symbol of their choice on the electronic voting machine (EVM), a paper slip is printed through VVPAT. The slip would contain the poll symbol and name of the candidate and allows voters to verify if their vote has gone to the intended candidate. After the voter views the slip, that slip will be dropped inside a sealed box linked to the EVM. "The Model Code of Conduct comes into effect from today itself in the entire country. Voting in India's 2019 elections will run from April 11  to May 19 and the results will be counted on May 23

The high-voltage election campaigns, which saw political leaders trying to score brownie points against each other, finally came to an end, the voting was done and we are now waiting for the results with bated breath. Of course, all of us are familiar with the lotus symbol and the hand – the first represents the Bharatiya Janata Party (<keyword id="14666" type="ORGANIZATION" weightage="100" keywordseo="BJP">BJP</keyword>) and the second is the symbol of the Indian National <keyword id="1575" type="ORGANIZATION" weightage="100" keywordseo="Congress">Congress</keyword>. While the lotus signifies knowledge (as lotus is associated with Saraswati, the goddess of learning), the hand has raised too many slogans such as Congress ka hath, aam aadmi ke sath. 
 
On the other hand, there are loads of political parties out there with funny names and humorous symbols, but not too many of us know much about them. So let us have a look at them this time around and enjoy politics the funny side up. 
 Last year, the Aam Aadmi Party was allotted the broom as its symbol and according to the party, “it suits the purpose for which they have entered politics – cleaning the filth, which has permeated into the government and the legislature.” Party leader <keyword id="6354681" type="UNKNOWN" weightage="100" keywordseo="Manish-Sisodia">Manish Sisodia</keyword> said, “There were 10 options that we had given, including a candle, a water tap and a gas cylinder, among others. But the broom was always our first choice.” 
 
Since then, broom has been the ubiquitous prop at every party rally or demonstration, and has given rise to slogans like lagegi jhaadu udegi dhool, na rahega panja na rahega phool, jhaadu chalao beiman bhagao and maaro mohariya taan ke, jhaadu ke nishaan pe. However, the real ‘áam’ party is Tamil Nadu-based Pattali Makkal Katchi, whose election symbol is mango. 
 
In Bihar, Rashtriya Janata Dal, a party led by one of the most humorous politicians, Lalu Prasad, has the lantern as its symbol, depicting the pitiable power situation in the rural areas. On the other hand, Mizoram People’s Conference has a more progressive symbol – it has opted for the electric bulb. 
 
Shibu Soren’s Jharkhand Mukti Morcha’s symbol is bow-and-arrow while in neighbouring Bihar, the arrow (without the bow) is the symbol of JD (U). We do fervently hope that these parties do not intend to take us back into history when these weapons were very much in use. Interestingly, comb is the symbol of Babulal Marandi’s Jharkhand Vikas Morcha. One wonders what this symbol signifies, but it might end up alienating bald voters as comb is an object of envy for them. 
 
But things are even more incongruous at times. For instance, all political parties try to project themselves as pro-poor, but the Lok Janshakti Party is happy to have a bungalow as the party’s symbol. In the South, DMK’s symbol is the Sun. Perhaps that is the reason why its chief M Karunanidhi is always seen with the sunglasses on! 
 Some other interesting election symbols include batsman (Gondwana Mukti Sena), spectacles (Indian National Lok Dal), inkpot and pen (J&amp;K People’s Democratic Party), drum (United Democratic Party), conch (Biju Janata Dal) and hand pump (<keyword id="6388951" type="PERSON" weightage="100" keywordseo="Rashtriya-Lok-Dal">Rashtriya Lok Dal</keyword>). However, the Uttarakhand Kranti Dal has the ultimate symbol – it is a chair, the primary objective for which all parties have been formed and for which they fight elections. 
 Apart from symbols, there are parties with amusing names like Gareeb Aadmi Party (a breakaway from the Aam Aadmi Party), Hum Sabki Party, <keyword id="979444" type="UNKNOWN" weightage="100" keywordseo="Aam-Janata-Party">Aam Janata Party</keyword>, <keyword id="2241833" type="UNKNOWN" weightage="100" keywordseo="Aapka-Hamara-Party">Aapka Hamara Party</keyword>, Aazadi Ka Antim Aandolan Dal, Akahand Bharat Maha Sangh Sarvahara Krantikari Party, Akhil Bharatiya Bhrastachar Nirmoolan Sena, Akhil Bharatiya Desh Bhakt Morcha, Akhil Bharatiya Gareeb Party, Annadata Party, Bharat Ki Lok Jimmedar Party and Jagte Raho Party. 
 
But humorous symbols or names are not just limited to Indian political parties. There are quite a few political parties across the globe with bizarre policies. In Canada, the Rhinoceros Party made promises of repealing the Law of Gravity, capturing the United States and Antarctica, and disposing the country’s nuclear waste in the Senate. The party also promised to break all their promises and nominated a professional clown as its candidate. 
 In New Zealand, <keyword id="2241832" type="UNKNOWN" weightage="100" keywordseo="McGillicuddy-Serious-Party">McGillicuddy Serious Party</keyword> ((McGSP) campaigned with the slogan, “If you want to waste your vote, vote for us.”

Polls And Politics – The Funny Side Up

New Delhi, More than 10 years after a Supreme Court judgement paved way for introduction of the <keyword id="20335981" type="General" weightage="20" keywordseo="nota" source="keywords">NOTA</keyword> button on EVM for polls, the number of voters choosing it still remains low, with the experts dubbing it as a "toothless tiger" with no implications on the results. NOTA (None of the Above) was introduced in India through the Supreme Court's judgement in September 2013. The need to introduce NOTA was felt to discourage the parties from fielding tainted candidates. The Supreme Court directed the Election Commission to make necessary provision in the ballot papers/EVMs so that the voters can decide not to vote for any of the candidates in the fray. Introduced in 2013, the NOTA option on electronic voting machines has its own symbol - a ballot paper with a black cross across it. After the Supreme Court order in September 2013, the Election Commission added the NOTA button on the EVMs as the last option on the voting panel. One ballot unit has 16 buttons. Before the apex court order, those not inclined to vote for any candidate had the option of filling what is popularly called form 49-O. But filling out the form at the polling station under Rule 49-O of the Conduct of Elections Rules, 1961, compromised the secrecy of the voter. However, even as NOTA has secured over 1.29 crore votes in the state assembly elections and the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections combined in the last five years, the number of candidates with criminal records has increased in both the general and the assembly elections. According to a report by Association for Democratic Reforms (ADR), the share of MPs with declared criminal cases against them has been increasing in the last decade. While 30 per cent elected MPs had criminal cases against them in 2009, which went up. Of the 543 winners analysed by the ADR in the 2009 Lok Sabha elections, 162 (30 per cent) had declared criminal cases against them, with 76 (14 per cent) had serious criminal cases against them. In 2019, the share of MPs with criminal and serious criminal cases increased to 43 per cent and 29 per cent. "NOTA has made no difference as far as criminality is concerned, in fact the number of candidates with criminal cases has increased," Major General (Retd) Anil Verma, Head of ADR, told PTI. "The concept of NOTA was that some pressure would be on the parties not to field tainted candidates. It has not happened," he said. Overall in different state and general elections, votes polled on NOTA have been between .5 per cent to 1.5per cent, according to data compiled by the ADR. It secured around 1.06 per cent votes in the 2019 Lok Sabha polls, and among states, highest was when it got 1.98 percent of the total votes in the 2018 Chhattisgarh Assembly polls. The lowest number of votes NOTA in the Lok Sabha was 100 votes in Lakshadweep, and among the state polls, it secured the lowest percentage of vote share - 0.46 percent in both the Delhi State Assembly Elections, 2020, and the Mizoram State Assembly Elections, 2018. "Unfortunately, it turned out to be a toothless tiger. It merely provided a platform to express dissent or one's anger for political parties to take note and nothing more," <keyword id="20887282" type="General" weightage="20" keywordseo="maj-gen-verma" source="keywords">Maj Gen Verma</keyword> (Retd) said. He, however, pointed out that overall, the percentage of NOTA votes in seats reserved for the Scheduled Castes and the Scheduled Tribe has been slightly higher, which may indicate there are more grievances among these groups. "In the reserved constituencies, we have seen the percentage of NOTA votes are higher. Perhaps the tribals and SCs have more grievances so they go in larger numbers for NOTA," he said. Constituency wise, NOTA has secured as high as 27,500 votes in Maharashtra's Latur Rural constituency, a seat reserved for the SC community, over 13 per cent of the total votes. NOTA got the second spot, with Congress' Dhiraj Deshmukh winning with over 67 per cent of the total votes. In 'Red Alert Constituencies', the seats with three or more candidates with criminal cases contesting the elections, NOTA secured 26, 77,616 votes (26.77 lakhs) in the state assembly elections since 2018. It ranges from 1.63 per cent in Bihar in 217 red alert constituencies to 0.43 per cent in Delhi. In the 2019 Lok Sabha polls, the highest number of NOTA votes (51,660) were polled in Bihar's Gopalganj, another reserved SC constituency, where it secured the third spot getting 5.03 per cent of the total votes. Axis India chairman <keyword id="20816878" type="General" weightage="20" keywordseo="pradeep-gupta" source="keywords">Pradeep Gupta</keyword> said there is a requirement to give more teeth to the NOTA option. "I believe that candidates, who have lost against NOTA should not get a chance to contest again. That is what the logic is all about. Since there is no such rule, many voters think what is the point of choosing NOTA," Gupta told PTI. "In 2014, 1.08 pc voters chose NOTA, the percentage was 1.06 pc in 2019. It is a sizeable number but I believe it is more due to error and less due to intention," Gupta said. "But if a rule is brought in barring the rejected candidates from contesting again, I believe the number will go up like anything. The political parties understand the sensitivity of this and that is why I believe no one will favour such a law and hence NOTA is a toothless option," he added. Calls have also been made for scrapping NOTA. Former Chhattisgarh chief minister Bhupesh Baghel had last year sought scrapping NOTA, stating that in certain cases it polled more votes than winning margin. In 2018, the Supreme Court had ruled that NOTA option should not be given in the <keyword id="19895369" type="General" weightage="20" keywordseo="rajya-sabha" source="keywords">Rajya Sabha</keyword> elections.

Along with this, before the 2024 Lok Sabha polls, elections will be held in 10 states of the country in this year, including big states like Rajasthan, Chhattisgarh, Madhya Pradesh, Karnataka, Telangana and Tripura, Meghalaya, Nagaland and Mizoram in the Northeast. Elections can be held in Jammu and Kashmir this year. In this Railway Budget, the Central government can announce many new railway facilities for passengers. It is believed that this time, the Rail Budget can prove to be an election budget, especially in those states where elections are to be held. This may result in some special announcements from the Centre for these states. However, the Union Ministry of Railways so far has achieved Rs 42,370 crore more revenue as compared to the previous financial year. The Railway's income has increased by 71 per cent, whereas earlier in 2021, there was a loss of Rs 26,338 crore, which led to the government decreasing the concessions provided to the common people. In view of the strong figures of Railways earnings, people from all sections have raised demands to again implement the subsidies, including the one where senior citizens above 60 years of age used to get up to 50 per cent discount before the Covid-19 pandemic, which has now been discontinued. According to the Railways, there is no plan in this Budget to give concession in rail tickets to senior citizens. The Central government will invest mostly in the modernisation of the Railways. Railways have also been focusing on building better domestic infrastructure for manufacturing trains. In this, plans are also being made to reduce foreign dependence. In this Budget, emphasis can be laid on making new Vande Bharat Express trains and Vande Bharat 2.0 with sleeper berth facilities. This train will work like the Rajdhani Express in which passengers will get the facility of sleeper AC coaches. In the Rail Budget 2023, a scheme of Rs 2.70 lakh crore can be announced for 500 Vande Bharat trains, 35 hydrogen trains, 5000 LHB coaches and 58000 wagons. Significantly, during the announcement of the last Rail Budget, the Finance Minister announced the National Rail Plan 2030, under which preparations were made for the development of the Railways. The Centre had talked about investing Rs 1 lakh crore, for the same. By December 2023, 100 per cent electrification of broad gauge railways will be completed. Similarly, a metro rail system is being prepared in two cities of the Tier-2 category and outer parts of Tier-1 category cities, under which Indian Railways will become the world's first 100 per cent green rail service by the end of this year. Along with this, the Centre can announce the adoption of hyperloop technology in the rail budget. In this, pods carrying passengers travel through tubes or tunnels. This technology is faster than bullet trains. Along with this, the government can make announcements regarding infrastructure in this Budget. However, under Vision 2024 projects, in the second half of the decade, multitracking and signalling upgrades of congested routes are targeted, in addition to the commissioning of new dedicated freight corridors and high-speed passenger corridors. The new railway track will be a part of the new vision document of Indian Railways and will be completed in a phased manner. In the next financial year, a target of laying about 4,000 km long lines can be fixed. An announcement to electrify a 7,000 km broad gauge line in the upcoming Budget can also be expected with an allocation of Rs 10,000 crore. With the electrification of a 7,000 km long broad gauge line, the target of electrifying the entire railway network will be achieved. It will also expose a loss of public faith in the ruling party as it prepares for national elections in May next year. The three states, all of which are currently ruled by BJP, have large populations of farmers, and an unfavourable result will highlight the ruling party’s inability to meet their needs. All in all, the results of five state elections will come to light on Tuesday. In addition to the three states, Telangana and Mizoram are also undergoing elections to their respective state legislative assemblies. A hung assembly is also predicted in Mizoram while the incumbent Telangana Rashtra Samithi (TRS) is expected to stay on in power in Telangana. The results don’t necessarily portend any change in the long-term trajectory of India’s currency and stock markets, but they will likely cause some short-term panic amongst investors and an outflow of foreign funds. While a strong opposition is good for democracy, it can hinder the government’s ability to pass and implement laws. On Monday, March 18, 2019, the Election Commission of India issued the <keyword id="7441904" type="UNKNOWN" weightage="20" keywordseo="Lok-Sabha-Election-2019-First-Phase-Notification">Lok Sabha Election 2019 first phase notification</keyword>. While the different political parties in India are vigorously working to grab their share of the seats across the 543 constituencies for the Parliament, the EC’s notification sets the formal tone for the first phase of Elections that will cover 91 Lok Sabha seats spread across 20 states and Union territories in the country. The tenure of the present BJP Government in the state will end on June 3, 2019. Hence the Election Commission has announced the conduct of <keyword id="4287364" type="PERSON" weightage="20" keywordseo="Lok-Sabha-elections-2019">Lok Sabha Elections 2019</keyword> that will decide who will assume the power in the center for the next five years.
