<ul><li>Sixty percent of the children across 10 countries, including <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>, have not been given the basic vaccination coverage. </li><li><keyword id="6366244" type="UNKNOWN" weightage="20" keywordseo="who">WHO</keyword> asked the Southeast Asia region to accelerate its efforts to reach the unvaccinated children. </li><li>It also commended India’s efforts for its vaccination drive called <keyword id="6438260" type="ORGANIZATION" weightage="20" keywordseo="mission-indradhanush">Mission Indradhanush</keyword>. </li></ul>According to the recent WHO-UNICEF <a href="http://www.who.int/immunization/monitoring_surveillance/data/ind.pdf">report </a>on immunisation released this week, India still lags behind in the <keyword id="1368461" type="PERSON" weightage="20" keywordseo="routine-immunisation-programme">routine immunisation programme</keyword>. As per the figures released, an estimated 20 million additional children globally, still have not been vaccinated with diphtheria-tetanus-pertussis or DTP3, which is considered to be the basic vaccination coverage. Sixty percent of these 20 million kids are in 10 countries which includes India. The Southeast Asian region registers about 37 million births annually and about 88% of these newborns get the basic vaccination coverage of three doses of DTP, annually. Of all the <a href="https://www.deccanherald.com/national/who-calls-efforts-reach-681843.html">infants </a>who do not even have the <keyword id="6718067" type="UNKNOWN" weightage="20" keywordseo="DTP-3-vaccination">DTP-3 vaccination</keyword>, almost eight million (40 per cent) live in fragile or humanitarian settings, including countries affected by conflict. For <keyword id="6718068" type="UNKNOWN" weightage="20" keywordseo="universal-immunisation-coverage">universal immunisation coverage</keyword>, more collaborative efforts are needed to break down socio-cultural barriers and penetrate remote areas. Their progress needs to be closely monitored, according to WHO. The main aim remains for all countries to provide equitable access to high-quality, safe, efficacious, affordable vaccines and immunisation programmes. Vaccination against human papillomavirus (HPV) which is the most common viral infection of the reproductive tract, and can cause cervical cancer and genital warts, was introduced in 80 countries. While these are relatively recent, the vaccines to prevent major killers of children like rotavirus and pneumonia have been around for more than a decade. In 2017, the global coverage of these diseases was still noted just as 28% and 44% respectively. If put to correct use, these vaccinations have the potential to reach the Sustainable Development Goal of reducing deaths of children under five years of age. The <a href="https://www.thehindu.com/sci-tech/health/india-still-lags-behind-in-routine-immunization-programme-who-unicef-report/article24446637.ece?homepage=true">global vaccination coverage</a>, that is the proportion of the world’s children who receive recommended vaccines, has remained constant over the past few years. Since 2015, the reach of DTP-3 vaccination has been stagnant at 85%, which accounts for about 116.2 million infants, globally. However, it is important to note that there has also been some progress in the arena of universal vaccination. In 2017, 4.6 million more infants have been vaccinated globally against figures in 2010 because of population growth. Newly available vaccines are furthermore being added to the life-saving vaccination package that includes vaccines against diseases like Ebola, malaria and meningitis. On Tuesday, WHO had asked the Southeast Asia region, including India, to accelerate its efforts to reach nearly five million unvaccinated children. It, nevertheless, commended the efforts of some of the countries for their vaccination drives including India’s Mission Indradhanush which aims to reach about 190 districts. Despite all numerical stagnations as far as vaccinations are concerned, the region continues to be polio-free and maintains its maternal and neonatal tetanus elimination status.

Currently, U-WIN is in pilot mode across all states and Union Territories, except for West Bengal, which is yet to start uploading data, the sources told PTI, adding that it is still under consideration in the state. The U-WIN platform captures every <keyword id="19933690" type="General" weightage="20" keywordseo="vaccination" source="keywords">vaccination</keyword> event for pregnant women and children under the Universal Immunization Programme (UIP). Minister of Finance <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> had announced in the interim Budget for 2024-2025 that U-WIN, along with intensified efforts under Mission Indradhanush, will be rolled out nationwide for managing <keyword id="21423640" type="General" weightage="20" keywordseo="immunisation" source="keywords">immunisation</keyword>. "The U-WIN will ensure timely administration of vaccine doses by digitally recording every vaccination event under the Universal Immunisation Programme among all pregnant women and children aged 0-5 years," an official told PTI. "The portal will target 2.9 crore pregnant women and 2.6 crore infants (0-1 years) annually by providing 11 vaccines against 12 vaccine preventable diseases -- diphtheria, measles, rubella, and tetanus through more than 1.2 crore vaccination sessions across the country," the official added. The platform generates a uniform QR-based, digitally verifiable e-vaccination certificate, similar to Covid vaccination certificate, which can be accessed anytime by the citizens through a single click. Vaccination records under UIP are being maintained manually as of now. So this will do away with the hassle of keeping a physical record, the officials explained. It will enable the digitisation of session planning, and updating vaccination status on a real-time basis, they added. "Also, there is no mechanism of individual tracking. There is also lack of awareness among beneficiaries about session location and date especially in urban areas and iniquity in immunisation coverage in states and UTs," another official said. "Besides, another major issue is that immunisation at private health facilities is not recorded," the official added. The U-WIN is going to be the single source of information for immunisation services which will record pregnancy details and outcome, newborn registration and immunisation at birth. It will update vaccination status, and delivery outcome, among others, on real time, the official said. As of July 9, 2024, the pilot has registered 5.33 crore beneficiaries on U-WIN. Over 83.55 lakh vaccination sessions have been digitally conducted, and 18.15 crore vaccine doses have been recorded. The platform aims to reduce zero-dose and left-out children through a name-based tracking mechanism and empower citizens with anytime, anywhere access to vaccination services, particularly benefiting migratory populations, the official said. "The U-WIN portal is likely to be launched pan <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> in August end," the official stated. Citizens can self-register for vaccinations via the U-WIN web portal or its Android mobile application, select preferred vaccination centres, and schedule appointments. Automated SMS alerts inform citizens about registration confirmations, administered doses, and upcoming dose reminders, ensuring timely and age-appropriate vaccinations. It also facilitates the creation of Ayushman Bharat Health Account (ABHA) IDs for comprehensive health record maintenance. The U-WIN also supports the frontline workers to digitally record all vaccination events for children and pregnant women for complete, accurate and easy record maintenance, the official said.

Pan-India rollout of U-WIN to track routine immunisations likely by Aug end

The minister also said that the government will encourage vaccination for girls in the 9-14 year age group for the prevention of cervical cancer. Various schemes for maternal and child healthcare will be brought under one comprehensive programme for synergy in implementation, <keyword id="19916494" type="General" weightage="20" keywordseo="sitharaman" source="keywords">Sitharaman</keyword> said in <keyword id="19895397" type="General" weightage="20" keywordseo="parliament" source="keywords">Parliament</keyword>. "Several youth are ambitious to get qualified as doctors. They aim to serve our people through improved healthcare services. Our government plans to set up more medical colleges by utilising the existing hospital infrastructure under various departments. "A committee for this purpose will be set up to examine the issues and make relevant recommendations," Sitharaman said. The newly designed U-WIN platform for managing immunisation and intensified efforts of the Mission Indradhanush will be rolled out expeditiously throughout the country, Sitharaman said. "Upgradation of anganwadi centres under <keyword id="20414158" type="General" weightage="20" keywordseo="saksham-anganwadi" source="keywords">Saksham Anganwadi</keyword> and Poshan 2.0 will be expedited for improved nutrition delivery, early childhood care and development," she stated. "The healthcare cover under the Ayushman Bharat will be extended to all ASHA workers, Anganwadi workers and helpers," the minister said.

Govt to set up more medical colleges by utilising existing hospital infrastructure: Sitharaman

Jaipur, Feb 26 (PTI) Children up to five years of age will be administered polio vaccine in the state on Sunday as part of a campaign to eradicate the disease, officials said. Health Minister Parsadi Lal Meena had appealed for the drive to be held on February 27, saying polio can be eradicated only by administering its vaccine to the children. In a statement, Meena said 54,627 polio booths have been set up across the state to make the campaign a success. Apart from this, 2,215 transit teams and 3,381 mobile teams have been formed. He said that on the first day of the campaign, the medicine would be given at the booths. Those left out will be administered the medicine in a door-to-door drive by health workers for the next two days. The minister said the last case of polio in the state came to light in November 2009. Since then, not a single case has been reported. He said no new case of polio has been found in our country after January 2011. Significantly, India was declared polio-free by the World Health Organization on 27th March 2014, Meena added. He said that the second phase of Mission Indradhanush 4.0 will be organised from March 7. In this, related vaccines will be given to children up to two years of age and pregnant women. He informed that the first phase of this year was organised from February 7 and the third phase will start from April 4. The government did everything it could to increase the production of medical oxygen in India by ten-fold in a very short time.”</li><li>The fight against the invisible and the ever-changing enemy like COVID-19 is possible only with protocols like masks, social distancing and others.</li><li>Can you imagine, if India did not have companies that produced vaccines? 50-60 years ago, India would take decades in sourcing vaccines for polio, smallpox and hepatitis B… The vaccination coverage in 2014 was less than 60%. The pace at which it was moving, it would have taken another 40 years to complete 100% vaccination. The government decided to launch ‘Mission Indradhanush’ to ensure faster vaccination on war footing. In the last 5-6 years, the coverage has gone up to 90%.</li><li>COVID-19 cornered us just when we were moving towards 100% vaccine coverage. However, when the intent is honest and policies are clear, India was able to launch two ‘made in India’ vaccines. The scientists have shown that India will not fall behind the more developed countries. 230 million vaccine doses have already been administered.</li><li>Vaccine supply is going to increase further. There are 7 companies in India producing different kinds of vaccines. There are three other vaccines in different stages of trials. The process to buy vaccines from other countries has been hastened.</li><li>Some experts have expressed concern over the risk to the children. Research is underway on that front too. There is work underway on nasal vaccines too. If it is successful, it will further boost our vaccination efforts. </li><li>India’s vaccination programme between Jan 16 and April 30 has been guided by the central government. There were a lot of questions raised, a lot of pressures were put, and a section of the media ran it like a campaign. We thought, if the states want to have autonomy, why not hand it over? So we decided to share 25% of the responsibility with the states from May 1. They tried too. However, a work of this scale comes with many challenges. Within two weeks, some states started saying that the older model was better. More states joined the call to hand the responsibility back to the Centre. It was good that states returned with a demand for a review within good time. </li><li>Today, it has been decided that states’ responsibility in vaccination will be taken back by the government. This will take place over the next two weeks. A new set of guidelines will be released after building a consensus with the states.</li><li>From June 21, India will give vaccines, free of cost, to everyone above the age of 18. India makes COVID-19 vaccine free for everyone above the of 18 from June 21

New Delhi, Jan 31 () To promote preventive healthcare, 1.5 lakh Ayushman Bharat Health &amp; Wellness Centres are proposed to be set up by 2022, according to the Economic Survey 2019-20.
 The Survey was tabled in Parliament on Friday by Finance Minister Nirmala Sitharaman.
 A total of 28,005 such centres have already been set up as on January 14, 2020, it added.
 "Under Mission Indradhanush, 3.39 crore children and 87.18 lakh pregnant women in 680 districts across the country have been vaccinated," the Survey noted.
 New vaccines such as Measles-Rubella (MR), Pneumococcal Conjugate Vaccine, Rotavirus Vaccine and Inactivated Polio Vaccine have also been introduced, it added.
 "As per the latest National Health Accounts (NHA) 2016-17, the out of pocket expenditure as a percentage of total health expenditure has declined from 64.2 per cent in 2013-14 to 58.7 per cent in 2016-17," the Survey said.
 Primary healthcare accounts for 52.1 per cent of India's current public expenditure on health as per the National Health Estimates, 2016-17. The National Health Policy, 2017 recommended to spend at least two thirds of the government's health expenditure on primary healthcare, it added.
 "Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (PM-JAY), the world's largest health insurance scheme, is a major step towards providing affordable healthcare to the identified poor," the Survey said.
 The scheme has been rolled out based on the deprivation and occupational criteria of the Socio-Economic Caste Census for rural and urban areas, respectively, it added.
 In another step, "Under Free Drugs Service initiative, substantial funds have been given to States for provision of free drugs. All States/UTs have notified policy to provide essential drugs free in health facilities," the Survey said.
 Free diagnostics service initiative was also launched to address the high out of pocket expenditure (OoPE) on diagnostics and improve quality of healthcare services, it added.
 In addition, Pradhan Mantri Bharatiya Jan Aushadi Pariyojana (PMBJP) and Pradhan Mantri National Dialysis Programme (PMNDP) are some of the new initiatives that address the issue of high OoPE on account of drugs and hospital care, the Survey said.
 According to the Survey, to address the shortage of doctors, the government has embarked on an ambitious programme for upgradation of district hospitals into medical colleges. In last 5 years, the government has sanctioned 141 new medical colleges.
 The government has also supported states to add nearly 2.51 lakh additional health human resources, it added.
 The launch of Ayushman Bharat has marked a paradigm shift in the way healthcare is delivered. Ayushman Bharat targets universal health coverage by focusing on preventive, promotive and palliative care apart from ambulatory care and by providing protection against catastrophic health expenditure for secondary and tertiary hospital care, the Survey said.
 "The focus of healthcare is on four important pillars - preventive healthcare, providing affordable healthcare, building medical infrastructure and mission mode interventions for maternal health, child health and to combat communicable and non-communicable diseases...," it added.
 With the marked increase in burden of non-communicable diseases, the government is focused on addressing this epidemiological transition from communicable diseases to noncommunicable diseases, the Survey said. AKT AKT ANU

1.5 lakh Ayushman Bharat Health & Wellness Centres to be set up by 2022: Survey

New Delhi, Jun 4 () India on Thursday pledged USD 15 million to the international vaccine alliance Gavi, the Prime Minister's Office said. The amount was pledged as Prime Minister Narendra Modi addressed the virtual Global Vaccine Summit hosted by British Prime Minister Boris Johnson in which over 50 countries - business leaders, UN agencies, civil society, government ministers, heads of state and country leaders participated. In his address, Modi said India stands in solidarity with the world in these challenging times, according to a statement from the PMO. He said the COVID-19 pandemic, in someways, has "exposed the limitations of global cooperation and that for the first time in recent history, the human kind faces a clear common enemy". Referring to Gavi, he said it is not just a global alliance but also a symbol of global solidarity and a reminder that by helping others we can also help ourselves, according to the statement. Modi said India has a vast population and limited health facilities and that it understands the importance of immunisation. India's civilisation teaches to see the world as one family and that during this pandemic it had tried to live up to this teaching. He said India did it so by sharing the country's available stocks of medicines with over 120 countries, by forging a common response strategy in its immediate neighbourhood. Modi said New Delhi also provided specific support to countries that sought it, while also protecting India's own vast population. He said one of the first programmes launched by his government was Mission Indradhanush, which aims to ensure full vaccination of the country's children and pregnant women, including those in the remote parts of the vast nation. He said in order to expand protection, India has added six new vaccines to its National Immunization Programme. The prime minister elaborated that India had digitized its entire vaccine supply line and developed an electronic vaccine intelligence network to monitor the integrity of its cold chain. These innovations are ensuring the availability of safe and potent vaccines in the right quantities at the right time till the last mile, he said. India is also the world's foremost producer of vaccines and that it is fortunate to contribute to the immunization of about 60 per cent of the world's children, he pointed out. Modi said India recognises and values the work of Gavi, that is why it became a donor to Gavi while still being eligible for Gavi support. He said India's support to Gavi is not only financial. India's huge demand also brings down the global price of vaccines for all, saving almost USD 400 million for GAVI over the past five years. He reiterated that India stands in solidarity with the world along with its proven capacity to produce quality medicines and vaccines at low cost. India not only has the capacity to contribute to the global health efforts, but also has the will to do so in a spirit of sharing and caring, the prime minister noted.
