Railway Minister <keyword id="6356597" type="PERSON" weightage="20" keywordseo="Suresh-Prabhu">Suresh Prabhu</keyword> today flagged off the first indigenously built '<keyword id="195876" type="COMPANY" weightage="20" keywordseo="Medha">Medha</keyword>' rake on the western corridor of the city, according to a <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword> news report. 
 "We are proud to have built this rake under the Make in India campaign. We are working on various railway projects worth Rs 51,000 crore for the people of Mumbai city, besides projects worth Rs 1.36 lakh crore are underway for the state of <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword>," <keyword id="19179" type="PERSON" weightage="20" keywordseo="prabhu">Prabhu</keyword> said in his speech. 
 Two Medha rakes were on a trial mode since last two years and have been designed and built at the <keyword id="49000" type="COMPANY" weightage="20" keywordseo="Integral-Coach-Factory">Integral Coach Factory</keyword> in Chennai. 
 The seats of these trains are ergonomically designed for better seating comfort of the passengers. The cost of each Medha rake is Rs 43.23 crore, as against Rs 44.36 crore spent for <keyword id="117791" type="COMPANY" weightage="20" keywordseo="Bombardier">Bombardier</keyword> rakes. 
 
Prabhu said his ministry was on a "mission mode" to transform the Railways. 
 
"We have chalked out a roadmap to transform the railway and therefore, we have prepared the blueprint of long-term, short-term and medium-term investment to achieve this target. Most importantly, railway authorities have been vested powers to use the fund according to their profile," said Prabhu. 
 During the event, Prabhu also flagged off Lokmanya Tilak Terminus-Tatanagar-Lokmanya Tilak Terminus <keyword id="3260043" type="UNKNOWN" weightage="20" keywordseo="Antyodaya-Express">Antyodaya Express</keyword> (bi-weekly). 
 Having a seating capacity of 2,000, the <keyword id="113158" type="UNKNOWN" weightage="20" keywordseo="Antyodaya">Antyodaya</keyword> Express is meant to be a long-distance, fully unreserved, super-fast train service, which will cover the distance between the two cities in 25 hours. 
 
20-general-coach Antyodaya train has many advanced amenities like water purifiers, fire extinguishers, mobile charging points, anti-theft arrangement, cushioned luggage racks with coat hooks, LED lights and bio-toilets. 
 The regular service will leave <keyword id="426621" type="CITY" weightage="20" keywordseo="Lokmanya-Tilak-Terminus">Lokmanya Tilak Terminus</keyword> at 1.20 PM every Tuesday and Saturday and enroute the train will halt at Igatpuri, Bhusaval, Nagpur, Gondia, Durg, <keyword id="45327" type="CITY" weightage="20" keywordseo="Raipur">Raipur</keyword>, Bilaspur, Raigarh, Jharsuguda, Rourkela and Chakradharpur stations. 
 Prabhu also flagged off Miraj- Solapur-Miraj Express daily train through a video link, besides announcing <keyword id="4309574" type="UNKNOWN" weightage="20" keywordseo="lokmanya-tilak-terminus-lucknow-lokmanya-tilak">Lokmanya Tilak Terminus-Lucknow-Lokmanya Tilak</keyword> Terminus AC Superfast (weekly), which will commence its regular services from April 8, 2017. 
 
He also laid foundation stone for the construction of the fourth line between Bhusaval-Jalgaon a 24-km stretch at an approximate cost of Rs 260 crores. 
 
During the event, Prabhu also inaugurated the mechanised laundry installed at Lokmanya Tilak Terminus (coaching depot) having capacity of 13,000 bed rolls per day.

Maharashtra: 25 more hospitals notified for COVID-19 treatment

<ul><li>As COVID-19 cases surged in Maharashtra, forcing partial lockdown, there is fear of slowing sales at DMart.</li><li>Even before the partial lockdown was implemented in Maharashtra on April 4, DMart saw its March numbers dwindling.</li><li>The per capita retail spending in Maharashtra is the highest among all Indian states and it worked really well during the good times.</li><li>Expanding into poorer and more populous states like Uttar Pradesh and Bihar is an opportunity to both reduce risk and grow sales for DMart.</li></ul>The ₹1.8 lakh crore ($25 billion) Avenue Supermarts has warned that the pandemic may hamper sales in the near future for DMart, India’s second biggest retailer by revenue. In the last year, DMart, owned by India’s 8th richest man <keyword id="6505089" type="UNKNOWN" weightage="20" keywordseo="Radhakishan-Damani">Radhakishan Damani</keyword>, opened 22 new stores and saw its revenue grow 18% in the financial year ending March 31, 2021. But the sales from stores that are at least two years old ⁠— a metric used to separate the added sales from new stores⁠ — shrank 9.4% in the first half of March. The big reason was the Mumbai-based company’s struggle last month was its focus on one state, Maharashtra, which has been the worst hit in the second wave of the COVID-19 pandemic. Even partial restrictions in some parts of one state was enough to dent sales by a tenth. Although DMart said the second fortnight of March saw growth compared to the same period last year, it was due to the low-base effect. There was a full scale countrywide lockdown last year in the second half of March. A key part of the famed DMart’s model of success was this concentration. (Eds: Adding details and quotes) Mumbai, Mar 15 () Maharashtra has reported 32 positive cases of novel <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> so far, state Health Minister Rajesh Tope said here on Sunday. He announced that the laboratory capacity to test samples of suspected novel coronavirus will be expanded to 350 per day from the present 100 per day at the civic-run Kasturba hospital in Mumbai in the next two days. Tope said another laboratory will be set up at KEM hospital in Mumbai in the next two days. New laboratories will also come up at JJ Hospital, the Haffkine Institute--also in Mumbai, besides at BJ hospital in Pune in the next 15-20 days. He said a decision has already been taken on this regard. "Orders will be issued either on Monday or Tuesday and the facility will be ready within 15-20 days," he added. "Maharashtra has 32 confirmed positive cases of novel coronavirus as of now including nine people who are admitted at Kasturba hospital," the minister told reporters after reviewing the quarantine facility and other infrastructure at Kasturba hospital. Tope said that 250 samples can be tested at the new facility at KEM hospital. "250 samples with new machines and around 100 with old existing set up can be tested from Wednesday," he said, adding that another lab will be set up at KEM hospital by Wednesday. Meanwhile, the state government has appealed to the Maharashtra Public Service Commission (MPSC) to postpone its upcoming exams till March 31, apparently in view of rising cases of viral transmissions. "The chief minister has appealed to the MPSC, which is an autonomous body, to conduct exams after March 30. I am confident the MPSC will conduct the exams after March 30," he said. Tope said he reviewed wards in Kasturba Hospital where COVID-19 cases as well as the suspected patients are being treated. He also visited the OPD facility. Presently, nine Coronavirus positive patients are being treated at the hospital while 80 other suspected cases are kept in isolation. "The hospital has capacity of 80 beds, which we are increasing to 100," he said. The minister further said facilities like television, WiFi are being provided to patients at the hospital, along with newspapers, food and fruits. Tope said the hospital has sufficient number of N95 masks, Personal Protection Equipment (PPE) and other gears for its staff and doctors. The minister said that police protection will be provided to the hospital as 350 patients visit its OPD per day. Tope said the quarantine facility at the SevenHills Hospital in Mumbai will be expanded to 1000 within a week. The hospital currently has the capacity of 400 beds. He said the testing facilities at semi-urban Dhule, Aurangabad, Solapur, and Miraj will be established within one month. The Health Minister further said the state government has taken adequate steps to contain the coronavirus infection. He said district collectors are being empowered to take necessary actions about locking down rural areas, depending upon the situation. Tope directed officials to cancel all social, political, government and other gatherings where people come into contact with one another. "Viral diseases can be cured automatically with our immunity. Hence I will appeal and request people to not panic and don't get scared. At the same time, it is necessary to follow instructors of doctors like adhering to respiratory etiquettes and washing hands repeatedly," he said. Tope later told reporters at Mantralaya that 18 of the 32 people who tested positive to novel coronavirus had visited the USA, France, and the Philippines while a big group of people had visited Dubai. "These infected people further infected 14 others who came into their contact," he said. Replying to a question on the forthcoming elections to civic bodies, the minister said the Election Commission will take a call. Stating that operations of buses and trains cannot be suspended, Tope said that people should travel only if it is necessary. Maharashtra has already invoked the Epidemic Diseases Act, 1897 that gives wide-ranging powers to officials to enforce measures, including that of lockdown and quarantine, required to tackle an outbreak. Following the polls, it formed an alliance with Shiv Sena which had secured 63 seats. The two parties formed the coalition government with a thumping majority. Devendra Fadnavis of BJP became the Chief Minister. In 2009 assembly elections, the INC (Indian National Congress) had secured 82 seats and the the National Congress Party (NCP) won from 62 seats. Together, the Bharatiya Janata Party (BJP) got 46 and the Shiv Sena won from 44 seats. From different constituencies 24 independent contestants won. Ashok Chavan who won from the Bhokar seat became the Chief Minister representing the Congress.

Cities are the building blocks of any country. They are the cradles of creativity and innovation and drive regional prosperity. City growth is driven by a burgeoning and aspirational population that moves to these urban centers in search of better opportunities. Due to a paucity of data and an inefficient data collection system in the Indian context one is not able to keep a track of a city’s growth graph and create linkages between urban migration and its growth contribution. It is because cities are often treated as discrete, unrelated entities and are mostly studied at the macro level. It also severely hinders public policy choices and results in the formulation of urban solutions that are ineffective and sub-optimal. 
	 
	There is no discreet mechanism in our country to track real-time, monthly or yearly growth of Indian cities. Under the Indian Statistical System, there are divisions responsible for survey and collection of data on various variables at the Center and State level; however very less data is reported at the level of cities. Likewise, there is a paucity of data pertaining to cities in the Government of India census where the data is largely reported at the national, state and district level. Crucial data variables are not available for most of the cities in India, and if available they are dated. Moreover, there is no designated body to create an open repository at the city level. As per the administrative structure of India, there is Center, State, Division, District, Municipal Corporation, and Ward in that order. Though there are designated ministries and institutions in the area of urban development that formulate policies and handle the issues about urban India, no apex body exists to keep a measure of the growth statistics within Indian cities. It also makes the citizens migrating to the cities largely uninformed about their choices and often results in a case of failed expectations. 
	 
	Officially, municipal bodies should be assigned the task to keep a track of their region's development but most of them already face a shortage of skilled workforce. One, therefore, sees that the paucity of data on city variables, therefore, misrepresents the urban reality of Indian cities. Some organizations are doing notable work in the area. Shelter Associates, a Non Government Organization in Maharashtra has created and is maintaining the profiles of Pune, Sangli, and Miraj. They have also created a spatially organized slum database, which they use to cater to the infrastructure and utility service needs of the slums. They also share data and insights with the government to help them design better policies that result in the implementation of fruitful projects. 
	 Today everyone feels the significance of city level open data repository, and it is the right time for us to realize its worth. Many countries around the globe, which we look upon as our potential competitors/ collaborators are well organized and transparent in creating open databases/portals at different levels of geography. Like <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword>, China and the European Union believe in making data available to all the stakeholders and have dedicated portals. The rationale behind this is that open data will result in greater citizen participation, identifying best practices, creating transparency in government activities and assisting in improving the quality of life within a region. A pertinent question that thus arises is, when is India going to take concrete actions to build its data repository at the city level? It is all ready to build its first set of smart cities, but they will be uninformed and unproductive if one is not mapping them continuously with the help of real-time data. 
	 
	The need is thus to pool credible and yearly, as well as real time data information on cities, which can then be used for studying, planning and policy formulation purposes. It will help to create a concrete backbone for our developing economy in terms of understanding the ground realities and accordingly, improving the existing set of resources. Cues can also be taken from the recently launched Bloomberg “What Works Cities” Initiative. As reported, the initiative will help 100 mid-sized US cities to use data and evidence effectively by engaging public as well as government. The objective behind the initiative is to improve the life of these city residents and involve them in solving the problems of the community. The creation of open database under the initiative will help to draft better budget, efficient policies and continually improve public programs by conducting evaluations. Ultimately, making the entire process transparent and deliver results to citizens. 
	 
	Major cities across the globe rely on city data to enhance their existing resource delivery systems but in India, the situation is slightly different. Efforts are certainly made to gain public confidence in the local authorities but mostly by making promises and not by drafting open data policies based on real-time numbers. India being a rapidly urbanizing country needs to start taking some concrete steps. It has to realize that it is the right thing to do in this era of smart cities. Data has the power to transform the cities and bring forward their new capabilities. It can also be a beneficial tool for the public and private sectors, which today rely on agencies for understanding the growth of a region. The process is not expensive and might potentially help to understand the problems. 
	 
	When NITI Aayog can replace the 65-year-old planning commission, claiming the role of later to be irrelevant then why can’t we have a body for mapping our Indian cities. Much has been talked and outlined for the transformation of our urban centers of growth. The need today is to create a public body in India maybe as a wing of the Indian Statistical System. The key role of the body should be to track all the cities in the country and provide freely accessible data in a user-friendly format. The step will be a milestone in the history of urban development and management and clearly a solution for several urban problems.
