The results of both class 10 and 12 will be declared at an interval of just a few days. However, the decision to open schools will be taken after August keeping in mind the current COVID-19 situation. Nishank said during a discussion "We hope that the results of both 10th and 12th class will be declared by August 15. These include the results of previous exams and the results of examinations in July." On the issue of reopening of schools, Nishank said "after August the process of opening schools will be started." A final decision in this regard will be taken only after assessing the prevailing conditions. According to the HRD ministry, after August, new sessions will also start in universities. Meanwhile, the <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> government in Delhi has also written to the HRD ministry on the subject of reopening schools. Delhi Education Minister <keyword id="6354681" type="PERSON" weightage="20" keywordseo="manish-sisodia">Manish Sisodia</keyword> said in the letter, "Delhi Chief Minister Arvind Kejriwal said some time ago that we have to learn to live with coronavirus. So it would be better to open schools with proper safety measures." Sisodia said that first of all, we have to assure every child that they are important to us. Everyone has equal rights over the physical and intellectual environment of his school. Education cannot progress beyond online classes only. It would be impossible to pursue education only by calling older children to school and keeping younger children at home. Several private schools have also suggested measures to the HRD ministry to open schools and safety in schools during this period. However, the ministry is not in a hurry to reopen schools at present. According to senior officials of the ministry, at present, preparations are being made to conduct the remaining board exams of class 10 and 12 between July 1 and 15. After the examinations, the first priority is to declare the results. Only then can the process of reopening school colleges begin.

The Human Resource Development (HRD) Ministry is mulling ‘<keyword id="2606641" type="UNKNOWN" weightage="100" keywordseo="Think-in-India">Think in India</keyword>’ campaign to encourage students to think innovatively and come up with new ideas. Union Minister for Human Resource Development Smriti Irani said that the campaign’s objective would be to check brain drain out of the country. 
 “We all know the prime minister has spoken about the ‘Make in India’ project and we in the ministry of Human Resource Development want to complement it by ‘Think in India’ campaign through the ‘<keyword id="2606642" type="UNKNOWN" weightage="100" keywordseo="Rashtriya-Avishkaar-Yojana">Rashtriya Avishkaar Yojana</keyword>.’ So that our faculty and our students need not leave our shores in hunt for money to back their research with,” the <keyword id="114568" type="POSITION" weightage="100" keywordseo="hrd-minister">HRD minister</keyword> said. 
 
“We have initiated a programme Global Initiative for Academic Networks called GIAN, where we are seeking to invite very celebrated academicians and industry experts from across the world, who will come and teach at least one semester in India at the cost of Government of India, so that our students and faculty members benefit,” Irani added.

HRD Ministry Mulling ‘Think in
India’ Campaign

<ul><li>India’s <keyword id="6386485" type="ORGANIZATION" weightage="20" keywordseo="ministry-of-human-resource-development">Ministry of Human Resource Development</keyword> (MHRD) has instituted a panel to assess the viability of reducing the government’s control over all 23 IITs.</li><li>The move is part of the government’s larger plan to reform the higher education sector and increase the global rankings of these institutions. </li><li>Earlier this year, 20 Indian Institutes of Management (<keyword id="19478" type="CITY" weightage="20" keywordseo="IIM">IIM</keyword>) were granted more independence in choosing board members and making decisions related to course selection and hiring. </li></ul>Last week, India’s Ministry of Human Resource Development (MHRD) formally instituted a panel to assess the viability of reducing the government’s control over all 23 <keyword id="6386086" type="UNKNOWN" weightage="20" keywordseo="Indian-Institutes-of-Technology">Indian Institutes of Technology</keyword> (IIT), according to a <a href="https://indianexpress.com/article/education/panel-to-study-feasibility-of-iit-autonomy-5415187/">report</a> in the Indian Express. The seven-man committee is led by M Anandkrishnan, the former chairman of IIT-Kanpur, and comprises the directors of 5 top IITs - Bombay, Delhi, Madras, Kanpur and Kharagpur. The move is part of the government’s larger plan to reform the higher education sector and increase the global rankings of these institutions. It will have significant implications for the operation of IITs, which are currently regulated by the government’s IIT Council. The state-backed engineering institutes are globally renowned and routinely feature in lists of India’s best colleges. Earlier this month, QS released <a href="https://www.topuniversities.com/university-rankings/rankings-by-location/india/2019">its rankings </a>for India’s top universities in 2019. IIT-Bombay came first in the nation, while five other IITs rounded up the top 10 spots. The panel will primarily focus on changes to the IIT Act. This will likely involve amendments to the selection process for the governing boards of IITs. Each IIT comprises a nine-member Board of Governors, all of whom are appointed by the central government. It could also involve the devolution of more powers to governing boards. For example, they could be allowed a greater say in amending the fundamental rules that relate to the day-to-day operations of IITs. The possibility of giving greater autonomy to state-backed institutes has precedence. In August 2018, the possibility of giving both IIT-Bombay and IIT-Delhi greater autonomy <a href="https://indianexpress.com/article/education/hiring-courses-fees-delhi-mumbai-iits-set-to-get-freedom-to-decide-on-these-5309095/">was mooted</a> after the institutes were granted an “Institute of Eminence” designation. The designation grants institutes the power to decide on curriculum and fee structures. Furthermore, earlier this year, 20 Indian Institutes of Management (IIM) — the graduate business equivalent of IITs - were granted <a href="https://economictimes.indiatimes.com/industry/services/education/autonomy-on-the-way-as-iim-rules-finalised/articleshow/65380632.cms">more independence</a>. Under the amendments to the IIM Act, the 15-member governing board of these institutes will now comprise <a href="http://mhrd.gov.in/sites/upload_files/mhrd/files/IIMBill2017English.pdf">five alumni</a> and they will also be allowed to appoint their own chairmen. This will translate into the ability to select courses and hire faculty with greater ease. This could be the case for IITs as well. A reduction in the number of government appointees could bring about a diversity in opinion, not to mention less politically-motivated decision-making. Before submitting its report, the seven-member IIT panel will reportedly seek feedback from the heads of IIMs to assess the pros and cons of being given greater decision-making power. The panel is expected to submit its final recommendations to the MHRD by the end of the year.

A Bill to do away with UGC and AICTE will be tabled in the Parliament in October

<keyword id="2874467" type="UNKNOWN" weightage="80" keywordseo="Ambedkar-Periyar-Student-Circle">Ambedkar Periyar Student Circle</keyword> (<keyword id="572470" type="UNKNOWN" weightage="80" keywordseo="APSC">APSC</keyword>), a student initiative to discuss social issues, has been prohibited by IIT-Madras following an anonymous complaint saying the group is trying to spread ‘hatred’ against PM Narendra Modi. 
 The criticism grabbed attention after the <keyword id="6386485" type="ORGANIZATION" weightage="40" keywordseo="Ministry-of-Human-Resource-Development">Ministry of Human Resource Development</keyword> (MHRD) inquired about the unnamed complaint mentioning APSC’s pamphlets quoting a speech criticising PM Modi. 
 <keyword id="2875036" type="UNKNOWN" weightage="60" keywordseo="Prisca-Mathew">Prisca Mathew</keyword>, under secretary to the <keyword id="6377129" type="ORGANIZATION" weightage="20" keywordseo="Government-Of-India">Government of India</keyword> in the MHRD, wrote to the director, <keyword id="6356755" type="COMPANY" weightage="60" keywordseo="IIT-Madras">IIT Madras</keyword> on May 15, 2015 and asked for an early response on the matter. 
 
The letter sent to the IIT Dean, Sivakumar M Srinivasan read “I am directed to forward herewith a copy of anonymous letter alleging serious complaints received from students, IIT-Madras along with pamphlet issued by Ambedkar-Periyar study circle on the above mentioned subject and to request that comments of the institute may please be sent to this ministry at an early date." 
 
The authorities, within ten days, sent a notice to APSC informing them that they have been ‘derecognised’. 
 The APSC’s leaflet enclosed with the complaint by MHRD read “The <keyword id="6360789" type="ORGANIZATION" weightage="60" keywordseo="Modi-Government">Modi government</keyword>, while carrying forward its Hindutva agenda, is simultaneously assisting the multinational corporate to loot mother India.... It is communally polarising the common people by the ban on cow slaughtering, ghar wapsi program and promoting Vedas.”

The course will be available online from 29 July. Launched by the Indian government, Swayam provides open online courses with teaching and learning resources to its citizens. “ISRO will go ‘back to the moon’ today. Learn Aerospace Engineering with Swayam, who knows, if you are a part of the journey the next time,” the Human Resource Development (HRD) Ministry said in a tweet.

In the aerospace domain, IIT Bombay will also launch a three month long course on ‘Introduction to aerospace engineering/flight’ imparting the basics of aerospace engineering. ‘Vibration and structural dynamics’ course will be conducted by IIT Kharagpur. The demand for Aerospace engineers has been on the rise, globally. According to the Bureau of Labor Statistics, the sector will create jobs at a rate of 6% by 2026. Indian government launches online aerospace engineering course for those who aspire to reach the moon

It has asked the 23 Indian Institute of Technology (IITs) to plan a course of action to improve them. The international ranking of IITs slipped further this year. A panel led by former Indian Space Research Organisation (ISRO) chief K Kasturirangan had submitted the draft of the new NEP to Union Human Resource Development Minister Ramesh Pokhriyal 'Nishank' when he took charge last year. The draft was then put in public domain to seek feedback from various stakeholders and over two lakh suggestions were received by the HRD Ministry about the same. "The policy draft has been approved. The Ministry has been renamed as Education Ministry," a senior HRD Ministry official said. The existing NEP was framed in 1986 and revised in 1992. A new education policy was part of the Bharatiya Janata Party's manifesto ahead of the 2014 general election. The drafting experts also took into account the report of a panel headed by former cabinet secretary T S R Subramanian and formed by the HRD Ministry when it was being headed by Union Minister Smriti Irani. India approves a new education policy after more than two decades

<ul><li>The Human Resource and Development Ministry (MHRD) awarded Institute of Eminence (IoE) tag to five Indian institutions. </li><li>These include University of Delhi, Indian Institute of Technology (IIT) Madras, Indian Institute of Technology (IIT) Kharagpur, <keyword id="50307" type="COMPANY" weightage="20" keywordseo="Banaras-Hindu-University">Banaras Hindu University</keyword>, and University of Hyderabad. </li><li>The government will also infuse ₹10 billion to public institutions with the <keyword id="8066172" type="UNKNOWN" weightage="20" keywordseo="institute-of-eminence-tag">Institute of Eminence tag</keyword>.</li></ul>On the occasion of Teacher’s Day on 5 September, the Human Resource and Development Ministry (MHRD) awarded Institute of Eminence (IoE) tag to five Indian institutions. These include University of Delhi, Indian Institute of Technology (IIT) Madras, Indian Institute of Technology (IIT) Kharagpur, Banaras Hindu University, and University of Hyderabad. "Orders have been issued to five public institutions including IIT-Madras, IIT-Kharagpur, DU and University of Hyderabad, declaring them as IoEs," National Herald<a href="https://www.nationalheraldindia.com/india/iit-madras-bhu-iit-kharagpur-delhi-university-hyderabad-university-declared-as-institutions-of-eminence"> reported </a>citing Union HRD Minister <keyword id="60487" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal">Ramesh Pokhriyal</keyword> Nishank. The move came after the recommendation of the University Grants Commission (UGC) after the reports from Empowered Expert Committee (EEC). It recommended 15 public and private institutions each for the status of IoE. However, the scheme will extend to 10 public and 10 private institutions.
