Because they were unarmed and didn't expect us," he added.Volodymyr said "dozens" of other Russian troops surrendered afterward.The FT's Ukraine correspondent, Christopher Miller, wrote that he interviewed Volodymyr's crew on Sunday when they returned to Ukraine.Their Stryker had been struck by a rocket-propelled grenade on Friday, which gave the driver a concussion, Miller reported.Ukraine's attack on Kursk has recentered global attention on the war to southern Russia, though fighting remains fierce and dire for Kyiv's troops on the older frontline in the east.Ukrainian leaders claimed on Monday to have <a target="_blank" class="" href="https://www.businessinsider.com/ukraine-captured-hundreds-square-miles-russian-territory-general-2024-8">seized 1,000 square kilometers</a>, or about 380 square miles, of Russian soil, as well as 74 villages and towns.The fog of war has made it difficult to assess the true progress of day-to-day battle — unusual for a conflict that's been characterized by an excess of war footage posted online. <ul class="summary-list"><li>Wagner Group boss Prigozhin accused Russia of attacking his mercenaries on Friday.</li><li>In response, the warlord called Russia's defense ministry "evil" and said it "must be stopped."</li></ul>Wagner Group founder Yevgeny Prigozhin blasted Russia's defense ministry as "evil" on Friday, saying Moscow's military leadership "must be stopped" after an alleged missile strike killed scores of his fighters, allegations immediately denied by that Russia's ministry of defense.In a statement shared to social media, Prigozhin seemed to openly declare taking up arms against Russia's defense ministry in an escalation of his simmering stand-off, saying that those who were responsible for the death of the Wagner mercenaries and Russian soldiers should be "punished." "PMC Wagner Commanders' Council made a decision: the evil brought by the military leadership of the country must be stopped," Prigozhin said, according to a translation of his statement. "They neglect the lives of soldiers. They forgot the word 'justice', and we will bring it back.""I'm asking: no one resist. Everyone who will try to resist, we will consider them a danger and destroy them immediately, including any checkpoints on our way," the Wagner chief said. The meeting would start with consultations with various ministries and departments on the revised estimates (RE) of expenditure for ongoing financial year and the fund requirement for 2023-24. The Budget Estimates for 2023-24, will be provisionally finalised after completion of pre-Budget meetings. These meetings would take place against the backdrop of many institutions, including the <keyword id="50847" type="General" weightage="20" keywordseo="Reserve-Bank" source="Orion">Reserve Bank</keyword> and the World Bank slashing India's growth forecast to 7 per cent and 6.5 per cent, respectively. It will be the fifth Budget of the Narendra Modi 2.0 government and Finance Minister Nirmala Sitharaman and the last full Budget before the general elections due in April-May 2024. During the <keyword id="6359191" type="General" weightage="20" keywordseo="election" source="Orion">election</keyword> year, the government presents Vote on Account for the limited period. Usually, the Budget is cleared till July. The Budget 2023-24 is likely to be presented on February 1, during the first half of Parliament's Budget session which usually begins in the last week of January every year. The Budget 2022-23 had projected a growth rate of 7-7.5 per cent in real terms while fiscal deficit was pegged at 6.4 per cent of gross domestic product (GDP). Prime Minister Narendra Modi-led government scrapped the colonial-era tradition of presenting the Budget at the end of February. The then finance minister Arun Jaitley had for the first time presented the annual accounts on February 1, 2017. With the change in the date of Budget presentation, ministries are now allocated their budgeted funds from the start of a financial year beginning April. This gives government departments more leeway to spend as well as allow companies time to adapt to business and taxation plans. Previously, when Budget was presented at the end of February, the three-stage Parliament approval process would get completed some time in mid-May, weeks ahead of the onset of monsoon rains. This meant government departments would start spending on projects only from August-end or September, after the monsoon season ended. Govt to kick off FY24 Budget making exercise on Monday

Union <keyword id="700459" type="ORGANIZATION" weightage="80" keywordseo="ministry-of-water-resources">Ministry of Water Resources</keyword>, River Development and Ganga Rejuvenation and the <keyword id="2751687" type="UNKNOWN" weightage="80" keywordseo="Ministry-Of-Ayush">Ministry of AYUSH</keyword> are discussing a proposal to build <keyword id="2893204" type="UNKNOWN" weightage="80" keywordseo="Herbal-units">herbal units</keyword> on the banks of river Ganga in Uttarakhand as part of the NDA government's ambitious <keyword id="510331" type="UNKNOWN" weightage="80" keywordseo="Clean-Ganga-project">Clean Ganga project</keyword>. If things go as per plan, Uttarakhand may soon have processing units of herbal medicines on the banks of the holy river, along with an '<keyword id="129195" type="ORGANIZATION" weightage="80" keywordseo="Eco-Task-Force">Eco Task Force</keyword>' of ex-servicemen who would be engaged in plantation activities, according to a PTI report. 

	Moreover, the organic farming wing of the government is also likely to be roped in for the initiative, said official sources. 
 The Eco Task Force is likely to start functioning within the next three months and it would be entrusted with three major responsibilities, including prevention of dumping <keyword id="56059" type="PERSON" weightage="60" keywordseo="Garbage">garbage</keyword> into the river and planting saplings on the banks of Ganga, the sources added. As per the plan, herbal saplings procured from the <keyword id="223349" type="ORGANIZATION" weightage="80" keywordseo="Forest-Research-Institute">Forest Research Institute</keyword> in Dehradun would be planted on the banks of river Ganga in the state. 

	"While the Eco Task Force would be carrying out planting of saplings, the Ministry of AYUSH would establish herbal processing units in Uttarakhand. The Ministry of Water Resources would be rendering assistance in marketing the herbal products. The whole plan would take off by October 2016," another senior ministry source said.
 

	The aim of the initiative is to generate more job opportunities for the local population, the senior ministry source said. 
 The proposed Force, a <keyword id="49995" type="ORGANIZATION" weightage="80" keywordseo="territorial-army">territorial army</keyword> unit, consists of four battalions. Each battalion would be led by a Colonel-level officer from the <keyword id="43909" type="ORGANIZATION" weightage="80" keywordseo="Defence-ministry">Defence Ministry</keyword>. 

	"In total, there would be about 1,600 personnel for the Eco Task Force. Funds to the tune of Rs 300 crore has been earmarked for the force for the first year," an official said. 
 

	Touted as the first-of-its-kind effort involving defence forces in cleaning a river in India, these battalions would be initially deployed in the most polluted stretches of Ganga.
