Education Ministry relaxes criteria for admission to B.Architecture

The country’s government has announced that international students — including Indians — will no longer have to learn Chinese languages for pursuing medicine in their country. According to media reports, the Chinese Ministry of Education (MoE) rolled out an official list of universities in China that are qualified to teach an MBBS degree programme in English. The ministry has <a href="https://www.thehindu.com/news/cities/chennai/only-45-chinese-varsities-can-admit-indian-students/article27073965.ece">recognized 45 universities</a> that can enroll foreign students — including Indians — that will provide education in English. However, there is a ban on bilingual curriculum — Chinese and English. The announcements float just ahead of the next admission season that will see many Indians applying for courses abroad. New Delhi, The <keyword id="181369" type="COMPANY" weightage="20" keywordseo="Education-ministry">Education Ministry</keyword> has asked the states to conduct a door-to-door survey to identify out-of-school children and prepare an action plan for their <keyword id="6375252" type="UNKNOWN" weightage="20" keywordseo="enrolment">enrolment</keyword> as part of efforts to mitigate the impact of the COVID-19 pandemic, especially on migrants, according to officials. The ministry has also recommended relaxing detention norms to prevent drop-outs this year as well as a slew of measures to address <keyword id="10573443" type="UNKNOWN" weightage="20" keywordseo="learning-loss">learning loss</keyword> due to the coronavirus-induced shutdown of <keyword id="37180" type="COMPANY" weightage="20" keywordseo="schools">schools</keyword>. The move is particularly aimed at identification, admission and continued education of migrant children who have been affected during the pandemic, they said. "In order to mitigate the impact of challenges thrown by the COVID-19 pandemic for out of school children, it was felt necessary for every state and UT to devise a proper strategy for preventing increased dropouts, lower enrolments, loss of learning and deterioration in the gains made in providing universal access, quality and equity in the recent years," a senior ministry official said. "The states and UTs have been advised to carry out proper identification of Out-of-School Children (OoSC) for 6 to 18 years age group through a comprehensive door-to-door survey and prepare an action plan for their enrolment," the official added. The ministry has also issued guidelines for offering support to <keyword id="3216" type="ORGANIZATION" weightage="20" keywordseo="students">students</keyword> during the closure of schools and when they reopen. "To ensure that school-going children have access to education with quality and equity and to minimize the impact of the pandemic on school education across the country, the <keyword id="263716" type="COMPANY" weightage="20" keywordseo="ministry-of-education">Ministry of Education</keyword> has prepared and issued detailed guidelines on steps to be taken by the States and UTs during school closure and when the schools reopen," the official said. Exploring the option of classroom-on-wheels and classes in small groups at the village level, increasing the access of children to online and digital resources, use of TV and radio to reduce learning losses and ensuring easy and timely access to the provisions of uniforms, textbooks and mid-day meals are among the recommendations made by the ministry for student support during the closure of schools. Similarly, the guidelines for student support when schools reopen after prolonged closure include preparation and running of school readiness modules and bridge course for the initial period so that they can adjust to the school environment and do not feel stressed or left-out. Identifying students across different grades based on their learning levels and relaxing detention norms to prevent drop out this year have also been recommended. The ministry has also suggested encouraging children to read books beyond the syllabus and indulge in creative writing and problem solving for ensuring reading with comprehension and numeracy skills. Large-scale remedial programmes and learning enhancement programmes should be held to mitigate learning loss and inequality, it recommended. New Delhi, June 9 (IANS) Microsoft on Tuesday announced it has teamed up with various education ministries in Asia to transform online education during the Covid-19 pandemic via Teams, Office 365 and its Cloud service Azure, enabling millions of students to continue to learn from home. "Beyond ensuring lesson continuity, schools have been facilitating real-time interactivity between teachers and students in class while enabling students to discover, create and share," the tech giant said in a statement. In Vietnam, the Ministry of Education and Training deployed Microsoft Teams in a record time of 27 hours for more than 200 schools in Hai Phong city. "In over 2 months, Teams was successfully adopted for more than 3.3 million teachers and students from primary and secondary schools, high schools and institutes of higher learning across the country," informed Microsoft. In Taiwan, the Ministry of Education (MoE) has enabled 2.5 million students and 200,000 teachers from grade schools to universities to learn remotely using free Office 365 and Microsoft Teams accounts tied to their National IDs. "With our IT staff and the Microsoft team working around the clock to make the course content available for the instructors, as well as the strong support of all the faculty members, we are confident that we helped minimize the impact of COVID-19 on our students' education," said Dr Huan-Chao Keh, President of Tamkang University in Taiwan. The Ministry of Higher Education, Science, Research and Innovation (MHESI) in Thailand teamed up with partners LannaCom and Microsoft to provide access to Office 365 A1 and Microsoft Teams for over 150 universities across the country, covering more than 60,000 educators and 2 million students. "We turned this COVID-19 crisis into an opportunity by allowing students from all universities across Thailand to continue their education through a 100 per cent online learning system," said Dr. Suvit Maesincee, Minister of Higher Education, Science, Research and Innovation (MHESI) Thailand. To cope with the volume of learning taking place online, the Educational Broadcasting System (EBS) in South Korea deployed Microsoft's cloud Azure to expand its system's service capacity by 500 times within two weeks, granting access to 3 million middle and high school students across the country. In Malaysia, the Ministry of Education (MoE) and Digital Classroom Admin (DCA), with the help of Microsoft, rose to the challenge by conducting daily webinars to introduce teachers to Microsoft Teams and Office 365. Millions of students, teachers learn via Microsoft Teams, Office 365 in Asia

The National Council of Educational Research and Training (<keyword id="20255499" type="General" weightage="20" keywordseo="ncert" source="keywords">NCERT</keyword>) will release a new syllabus and textbooks for Classes 3 to 6 while there will be no change in the <keyword id="19917193" type="General" weightage="20" keywordseo="curriculum" source="keywords">curriculum</keyword> and textbooks for other grades for the academic year 2024-25 commencing from April 1, according to <keyword id="19976140" type="General" weightage="20" keywordseo="cbse" source="keywords">CBSE</keyword> officials. The NCERT has informed the Central Board of Secondary Education (CBSE) that new syllabi and textbooks for classes 3 and 6 are currently under development and will soon be released, the CBSE said in a communication sent to affiliated schools. "Consequently, schools are advised to follow these new syllabi and textbooks for classes 3 and 6 in place of textbooks published by NCERT till the year 2023," said <keyword id="20215578" type="General" weightage="20" keywordseo="joseph-emmanuel" source="keywords">Joseph Emmanuel</keyword>, Director (Academics), CBSE. "Additionally, a bridge course for class 6, and concise guidelines for class 3 are being developed by the NCERT for facilitating a seamless transition for students to new pedagogical practices and areas of study aligned with new curriculum framework, 2023. These resources will be disseminated to all the schools online once they are received from NCERT. "The Board will also organize capacity-building programs for school heads and Teachers to orient them with the new teaching learning perspectives as envisioned in NEP-2020," he added in the letter. In a revision of the National Curriculum Framework (<keyword id="21063963" type="General" weightage="20" keywordseo="ncf" source="keywords">NCF</keyword>) after 18 years, the Ministry of Education had last year notified the changes. The NCF had undergone four revisions in the past - in 1975, 1988, 2000, and 2005. The council is in process of preparing new school textbooks in line with the new national curriculum framework for school education (NCF-SE) 2023 as a part of the implementation of the National Education Policy (NEP) 2020. "There will be no change in the Curriculum and textbooks for other classes for the academic year 2024-25 commencing from April 1, 2024," he said. The NCF for the foundational stage (FS) was launched by the Ministry of Education in 2022 and according to the curriculum framework, the NCERT developed and collected the learning-teaching material (LTM). Toys, puzzles, puppetry, posters, flash cards, worksheets and attractive storybooks are part of the "<keyword id="21063964" type="General" weightage="20" keywordseo="jaadui-pitara" source="keywords">Jaadui Pitara</keyword>" launched by the Ministry of Education for learning at the foundational stage. In 2022, the NCERT had rationalised the syllabi of classes 6 to 12 to "reduce the content load" on students in light of the COVID-19 pandemic. Among the changes, reflected in new textbooks published last year, the council had removed chapters on Mughal courts, 2002 Gujarat riots, cold war, references of Mughal emperors, and Emergency and periodic table. While the council maintained there was no selective omission of topics, the rationalisation exercise had created a political controversy with leaders from opposition parties alleging the ruling dispensation was "erasing history". New curriculum, books for grades 3-6 from 2024-25, no change in syllabus for other classes: CBSE

A nationwide change will take place in the higher education system, especially in undergraduate courses as language will cease to be a barrier in BA, B.Com, and B.Sc courses. Students will be able to graduate in their mother tongue. In view of the same, preparations have begun to make the course books available in languages like Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Tamil and Telugu among others. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>), under an initiative by the <keyword id="10025694" type="General" weightage="50" keywordseo="union-ministry-of-education" source="Orion">Union Ministry of Education</keyword>, is engaging with publishers to translate English textbooks to various Indian languages. Pearson India, Narosa Publishers, Viva Books, S. Chand Publishers, Vikas Publishing, New Age Publishers, Mahavir Publications, Universities Press and Taxmann Publications are some of the major publications involved in the process. Along with these, representatives of <keyword id="118548" type="General" weightage="50" keywordseo="oxford-university-press" source="Orion">Oxford University Press</keyword>, Orient Blackswan and Elsevier also participated in the high-level meeting. The UGC recently held discussions with representatives of Wiley India, Springer Nature, Taylor &amp; Francis, Cambridge University Press India, Cengage India and McGraw Hill, India on bringing out undergraduate English textbooks in Indian languages. UGC, as a part of NEP 2020, is working towards getting the most popular textbooks translated for UG programmes in higher education institutions across the country in the 12 Indian languages. UGC Chairman Professor M. Jagadesh Kumar told IANS that the <keyword id="6355822" type="General" weightage="80" keywordseo="commission" source="Orion">Commission</keyword> will act as a nodal agency to provide help and support to the publishers with regard to identification of textbooks, translation tools and editing experts so that the books can be made affordable in the digital format. He added that the Commission will proceed further in two ways, wherein popular textbooks of the programmes will be identified and translated and simultaneously, Indian authors will be encouraged to write the textbooks in Indian languages for non-technical subjects. Kumar was all praise for the publishers who participated in the mission and said that the Commission intends to get several books translated within six to twelve months, for which it has constituted an apex committee to prepare a road map and work towards the goal. Kumar said that the focus will be on the translation of existing textbooks which will later be extended to postgraduate programmes. UGC prepares ground for Bachelor's exams in 12 Indian languages

New Delhi [India], June 23 (ANI): The Ministry of Health and Family Welfare postponed the National Eligibility cum Entrance Test Postgraduate (<keyword id="6361994" type="General" weightage="100" keywordseo="NEET" source="Orion">NEET</keyword> PG) Examination on Saturday, which was scheduled to be held on Sunday, and said that a fresh date will be announced at the earliest. The NEET-PG exams were scheduled to be held on June 23. "Taking into consideration, the recent incidents of allegations regarding the integrity of certain competitive examinations, the Ministry of Health has decided to undertake a thorough assessment of the robustness of the processes of the NEET-PG Entrance Examination, conducted by the National Board of Examination for medical students," the ministry statement read. "It has accordingly been decided, as a precautionary measure, to postpone the NEET-PG Entrance Examination, scheduled to be held on 23rd June, 2024. The fresh date of this examination will be notified at the earliest," the ministry added. "The Ministry of Health sincerely regrets the inconvenience caused to the students. This decision has been taken in the best interests of the students and to maintain the sanctity of the examination process," the health ministry said. The National Board of Examinations in Medical Sciences (NBEMS) was fully prepared to conduct the National Eligibility cum Entrance Test (NEET) Post-Graduate (PG) 2024. Speaking exclusively to ANI, Dr Rakesh Sharma, OSD to President and Member, Governing Body, NBEMS said, "All eyes of the nation are on NBEMS for the conduct of NEET PG 2024 and we will not let down the hope of the nation. We will conduct the test through a computer-based test (CBT) mode throughout the country." On Standard Operating Procedure (SOPs) for successfully delivering and maintaining transparency, he said, "NBEMS has robust SOPs for conducting exams because of which NBEMS has been successfully delivering the exams year after year. These SOPs are stringently followed. NBEMS has worked very hard on maintaining the secrecy of the question paper and there is no chance that there will be any leakage of the question paper." He further said that NBEMS is supported by medical colleges, faculty, MoHFW, Flying Squads, Deans and Principals, Vice-chancellor and other agencies, "NBEMS has support from various medical colleges, faculty, MoHFW and other agencies. NBEMS has already briefed the chief secretaries and DGP of all states for safe and secure conduct of the exam." The <keyword id="581232" type="General" weightage="20" keywordseo="National-Testing-Agency" source="Orion">National Testing Agency</keyword> (<keyword id="654916" type="General" weightage="20" keywordseo="NTA" source="Orion">NTA</keyword>), which conducted the NEET-UG exams, is facing criticism over alleged irregularities in the exams. This resulted in several protests across the country, with protestors and political parties demanding to disband the NTA. An unprecedented 67 candidates achieved a perfect score of 720 marks out of 720, which added to the concerns. The <keyword id="19932587" type="General" weightage="20" keywordseo="ministry-of-education" source="keywords" meta.keywordsubtype="org" meta.entityname="ministry of education" meta.hostid="83" meta.entityid="ministry of education">Ministry of Education</keyword> said it has constituted a high-level committee of experts to make recommendations on reforms in the mechanism of the examination process, improvements in data security protocols and the functioning of the NTA. The 7-member committee, led by ISRO former chairman Dr K. Radhakrishnan, will submit its report to the ministry in the next two months. "In order to ensure transparent, smooth and fair conduct of examinations through the National Testing Agency (NTA), Department of Higher Education, Ministry of Education constituted a High-Level Committee of Experts to make recommendations on Reform in mechanism of examination process improvement in data security protocols and the structure and functioning of National Testing Agency," the ministry said.

Centre postpones NEET-PG exam, fresh date to be announced soon

Delhi Chief Minister <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> on Tuesday appealed to the <keyword id="6356303" type="COMPANY" weightage="20" keywordseo="Centre">Centre</keyword> to cancel Class 12 <keyword id="32862" type="PERSON" weightage="20" keywordseo="board-exams">board exams</keyword> in view of the Covid situation and suggested students be evaluated on basis of past performance. "Students and parents are really worried about Class 12 board <keyword id="6359161" type="UNKNOWN" weightage="20" keywordseo="exams">exams</keyword>. They want that the exams should not be conducted without vaccination. I appeal to the Centre that the exams be cancelled and the evaluation be done on basis of the past performance," Kejirwal tweeted in Hindi. The appeal by the chief minister comes ahead of a crucial meeting on board exams this evening which will be chaired by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>. The CBSE had on April 14 announced cancellation of class 10 exams and postponement of class 12 exams in view of surge in coronavirus cases. The <keyword id="263716" type="COMPANY" weightage="20" keywordseo="ministry-of-education">Ministry of Education</keyword> had recently sought detailed suggestions from states and union territories on proposals discussed in a high-level meeting on the issue. <ul><li>Indians planning to study medicine in China may have to learn Mandarin language to enroll in MBBS programmes in the country. </li><li>The Ministry of Education (MoE) rolled out an official list of 45 universities in China which are qualified for an MBBS degree programme in English. </li><li>China opened its doors to foreign students in 2003, and has as many as 500,000 students. </li><li>In China, medical education costs nearly ₹300,000 to ₹500,000 for government-authorized universities.</li></ul>More Indians are opting to study in China, given the affordability of education as compared to the US and Australia. But those looking to gain medical degrees from the country, will now face a roadblock--of language. They might have to <a href="https://timesofindia.indiatimes.com/world/china/china-restricts-mbbs-course-in-english-to-45-varsities/articleshow/71485629.cms">learn Mandarin </a>to enroll in the country’s MBBS programmes. The government of China is allowing only 45 of its universities to teach MBBS in English. There are over 200 universities in the country offering medical courses. “It has been clearly mentioned by the Chinese MOE that teaching MBBS course under a bilingual (English/Chinese) model is strictly forbidden. The MOE has also informed that the list of universities will be regularly reviewed and updated in due course,” PTI <a href="https://economictimes.indiatimes.com/industry/services/education/china-restricts-teaching-of-mbbs-in-english-to-45-colleges-amid-big-surge-of-students-from-india/articleshow/71482435.cms">reported</a> citing Indian Embassy. China opened its doors to foreign students in 2003, and now there are as many as 500,000 of them. As many as 23,000 Indian students enrolled in Chinese universities — and more than 21,000 of them opt for medicine. To avoid confusion among aspiring doctors, Indian Embassy removed the Chinese universities that do not offer courses in English from its website. However, the students who are presently enrolled in any university other than those listed by the government are learning Chinese language to get through the course. In China, medicine education costs nearly ₹300,000 to ₹500,000 for government-authorized universities. In India, the tuition costs can range anywhere between ₹1 million to ₹3 million. Indian medical students will now have to learn Mandarin to study in China

New Delhi, The first IIT campus outside India will come up in Tanzania's Zanzibar, the <keyword id="6374106" type="General" weightage="50" keywordseo="ministry-of-external-affairs" source="Orion">Ministry of External Affairs</keyword> (MEA) said on Thursday. A Memorandum of Understanding (MoU) has been signed for setting up of a campus of <keyword id="6356755" type="General" weightage="20" keywordseo="iit-madras" source="Orion">IIT Madras</keyword> in Zanzibar, which is a Tanzanian archipelago off the coast of East Africa. The agreement was inked on Wednesday in presence of External Affairs Minister S Jaishankar and Zanzibar's President Hussein Ali Mwinyi. Jaishakar is on a visit to Tanzania. "The first IIT campus to be set up outside India will be in Zanzibar," the MEA said. It said an MoU was signed between the India's education ministry, IIT Madras and Zanzibar's ministry of education and vocational training. "This campus is reflective of the longstanding friendship between India and Tanzania and a reminder of the focus India places on building people to people ties across Africa and the Global South," the MEA said. It said the National Education Policy (NEP) 2020 recommends that "high performing Indian universities will be encouraged to set up campuses in other countries". "Recognising the strategic partnership between Tanzania and India, the relationship of educational partnership has been formalised by signing the document which provides the framework for the parties to detail out the setting up of the proposed campus of IIT Madras in <keyword id="17916122" type="General" weightage="20" keywordseo="zanzibar-tanzania" source="Orion">Zanzibar-Tanzania</keyword>, with plans to launch programmes in October 2023," the MEA said.

Analysis shows that children in the age group of 0-14 years are less affected by <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">COVID-19</keyword>, Union Health Minister Harsh Vardhan informed the Lok Sabha on Friday. He said in a written reply that infection among children is mild and most of them remain asymptomatic. "Hence no specific action plan has been formulated in the current response phase to minimise the adverse effects of COVID-19 on such children," he said. Very rarely a severe illness, in form of multi-system inflammatory syndrome, has been identified, Vardhan said, adding this happens usually three to six weeks after the infection. The Department of Pediatrics, AIIMS, is documenting the long term effect of COVID-19 infection in children, he said. The minister was responding to a question on whether the government had formulated any action plan to control and minimise the adverse effects of COVID-19 in children aged 0-14. For appropriate management of COVID-19 cases, a three-tier arrangement of health facilities has been implemented -- <keyword id="8995444" type="COMPANY" weightage="20" keywordseo="covid-care-centre">COVID Care Centre</keyword> with isolation beds for mild or pre-symptomatic cases, Dedicated COVID Health Centre (DCHC) with oxygen supported isolation beds for moderate cases and Dedicated COVID Hospital (DCH) with ICU beds for severe cases, he said. Guidelines on clinical management of COVID-19 have been issued, Vardhan said. They also provides for management of complications. On whether the government has made any assessment of adverse effects of COVID-19 on <keyword id="6354774" type="ORGANIZATION" weightage="20" keywordseo="Mental-health">mental health</keyword> of children and has provided psychological support through healthcare professionals, Vardhan said the <keyword id="263716" type="COMPANY" weightage="20" keywordseo="ministry-of-education">Ministry of Education</keyword> has initiated a programme called 'manodarpan' covering a wide range of activities to provide psycho-social support to students, teachers and families for mental health and emotional wellbeing. There is a national toll-free helpline 8448440632 to provide tele-counselling for students, parents and teachers to help cope with the situation, he said. The standard operating procedure for health and safety protocols for reopening of schools issued by the Ministry of Education has incorporated guidelines for promoting emotional well-being of students and teachers, the minister said. The <keyword id="210071" type="COMPANY" weightage="20" keywordseo="Ministry-of-Health">Ministry of Health</keyword> set up a 24/7 helpline through NIMHANS, Bangalore, on March 29, 2020 to provide psycho-social support to the affected population, divided into different target groups, Vardhan said. Two central mental health institutions -- namely LGB Regional Institute of Mental Health, Tezpur and Central Institute of Psychiatry, Ranchi -- along with various states and UTs were also on-boarded to extend the services in regional and local languages. He said guidelines and advisories on management of mental health issues, catering to different segments of the society, were issued. All the guidelines, advisories and advocacy material can be accessed on the <keyword id="191419" type="COMPANY" weightage="20" keywordseo="Ministry-of-Health-and-Family-Welfare">Ministry of Health and Family Welfare</keyword> website under 'Behavioural Health - Psycho-social helpline', Vardhan said. He further said that various media platforms were used for creative and audio-visual materials on managing stress and anxiety, and promoting an environment of support and care for all. To address the burden of mental disorders, <keyword id="6377129" type="COMPANY" weightage="20" keywordseo="government-of-india">Government of India</keyword> is implementing the National Mental Health Programme (NMHP), Vardhan said, adding the government is supporting implementation of the District Mental Health Programme (DMHP) under NMHP in 692 districts of the country. To generate awareness among masses about mental illnesses, Information, Education and Communication (IEC) activities are an integral part of the NMHP, he said, and at the District level, funds up to ₹4 lakh per annum are provided under the DMHP for awareness generation activities, he said.
