In the case of a no-fly zone over Ukraine, support from NATO or one of its 30 members would require identifying all incoming aircraft and sending fighters to intercept aircraft that don't comply, with the possibility that they may be forced to shoot them down.No-fly zones instituted by the US in the past have required constant air patrolling and monitoring. The Teaching, Research, and International Policy project at William &amp; Mary's Global Research Institute found that these experts were more likely to support the US deploying forces to Eastern Europe, as it is doing. These forces have remained outside Ukraine. In fact, US defense officials believe Russia's jets may be <a href="https://www.businessinsider.com.au/russian-jets-avoiding-ukraine-airspace-to-avoid-being-shot-down-2022-3">deliberately avoiding</a> Ukrainian airspace while they fly almost 200 sorties per day. Researchers estimate that Russia has lost at least 13 aircraft in the war as of March 17.During a <a href="https://twitter.com/beverstine/status/1502317510342979587">background briefing</a> with reporters, a senior US defense official said the Pentagon assessed that some Russian jets never entered Ukraine's airspace. Instead, the Russians are able to fire aerial-mounted cruise missiles at Ukraine from planes on the Russian side of the border, as is believed to have been the case with <a href="https://abcnews.go.com/Politics/base-russia-struck-poland-funnel-weapons-pentagon-ukraine/story?id=83437698">the attack</a> on a training center close to the Polish border that killed at least 35.This could be because in the first days of the war in Ukraine, <a href="https://www.forbes.com/sites/vikrammittal/2022/03/10/military-equipment-losses-provide-insight-into-russia-ukraine-war/?sh=2d691fb76f59">researchers</a> found that Russia lost a number of combat jets to Ukraine's air defenses. <ul class="summary-list"><li>Natasha Harmon is a US <keyword id="11898822" type="UNKNOWN" weightage="60" keywordseo="army" source="Orion">Army</keyword> <keyword id="11909864" type="UNKNOWN" weightage="60" keywordseo="veteran" source="Orion">Veteran</keyword> who became one of the few members in her family to own a home.</li><li>Harmon used a VA loan program to afford a mortgage for her home purchase. </li></ul>When 39-year-old Natasha Harmon was abruptly asked to leave her home by a landlord, the US Army veteran knew she never wanted to be in that position again. She decided it was time to buy.Harmon and her two children and partner had been renting the same home in Phenix City, Alabama, for four years when they received the news that the homeowner wanted to move back into the property — and Harmon's family had to move out."We had to find a home," she told Insider. "I didn't want to rent again because it made me nervous." Harmon spent her childhood moving from home to home, never feeling like she had a place of her own. Determined to give her children more stability, she wanted to become one of the only homeowners in her family.Since the Great Recession, the Black homeownership rate has been <a href="https://www.urban.org/urban-wire/adding-3-million-net-new-black-homeowners-next-decade-can-narrow-widening-homeownership-gap#:~:text=With%20the%20headship%20rate%20constant,million%20Black%20households%20by%202030.">declining</a>, according to the Urban Institute. In 2019, the rate sat at 42%, pushing the gap between Black and white households to its largest level in 50 years. Military service, however, is one factor <a href="https://www.urban.org/urban-wire/evidence-shows-military-service-reduces-racial-homeownership-gap">linked</a> with higher homeownership rates for Black Americans. That's partly due to a loan offered to military families that allows them to forgo a down payment. This was especially helpful for Harmon as she searched for a home during a time of unprecedented competition for housing."I don't think anyone in my family has owned a home but my grandparents," Harmon said. "I wanted to share homeownership with my kids."<h2>"I just got beat"</h2>Harmon's five years of service gave her access to a VA Home Loan, which allows eligible active-duty service members, veterans, and surviving spouses, the opportunity to finance a home without a down payment or mortgage insurance.Although the benefit gave Harmon a leg-up, she still had a difficult time finding a home. Despite a touching cover letter and offering to pay $10,000 over asking price, Harmon was outbid on the very first home on which she put an offer. "We were getting close to the wire, and I wanted the homeowners to know what the house would mean to my spouse and kids," she said. "But, I just got beat."In recent years, the housing market has <a href="http://www.homebuyinginstitute.com/news/dont-expect-buyers-market-in-2022/">shifted</a> in favor of home sellers due to <a href="https://www.businessinsider.com/mortgage-rates-buy-a-house-affordability-crisis-wages-priced-out-2022-1">surging prices</a> and <a href="https://www.businessinsider.com/home-construction-materials-shortage-supply-chain-home-depot-congress-2022-1">low inventory</a>. In 2021, the typical home <a href="https://www.redfin.com/news/all-cash-home-purchases-2021/">sold</a> within 15 days of being listed, while 56.5% went for above list price, according to Redfin. The company also <a href="https://www.redfin.com/news/all-cash-home-purchases-2021/">calculated</a> that the share of homes bought with all cash hit 30% for the first time since 2014. These dynamics have made it harder for low- to-moderate income buyers, many of whom are <a href="https://www.nar.realtor/sites/default/files/documents/2021-snapshot-of-race-and-home-buyers-in-america-02-18-2021.pdf">people of color</a>, to compete for housing. "The fact that Black buyers report earning more money and making more financial sacrifices to enter the homeowner class is one example of how difficult it is for Black people in this country to achieve the American dream," Daryl Fairweather, Redfin chief economist, said in a <a href="https://www.redfin.com/news/redfin-survey-black-homeownership-financial-barriers/">statement</a>.<h2>"My situation would have been very different"</h2>Regardless of financial concerns, Harmon was still determined to become a homeowner. Her mortgage lender, Veterans United Home Loans, enrolled her in a credit program called Light House, which helped her raise her credit score. After completing the program, Harmon used her VA benefit to close on a home at the end of 2021. Inspired by her journey, the lender even selected her as the winner of its <a href="https://www.thankstoveterans.com/">annual prize</a>, making her the recipient of a fully paid-off mortgage."I am very thankful for my time in the military and also being able to utilize my benefits with Veterans United," Harmon said. "Without the education and help, my situation would have been very different." Although Black Americans face hurdles to homeownership <a href="https://www.americanprogress.org/article/systemic-inequality-displacement-exclusion-segregation/">regardless of title or income</a>, data shows that Black veterans have greater success in home buying than their Black civilian peers.In 2019, the homeownership gap between Black and white veterans was 19.6 percentage points, <a href="https://www.urban.org/sites/default/files/publication/101495/the_impacts_of_us_military_service_on_homeownership_and_income.pdf">compared</a> to a nearly 30-percentage point gap between Black and white civilians, according to the US Census Bureau. Experts <a href="https://www.urban.org/urban-wire/evidence-shows-military-service-reduces-racial-homeownership-gap]">attribute</a> the difference to the VA home loan program, which is helping to eliminate some of accessing mortgage credit.By 2045, the VA <a href="https://www.va.gov/HEALTHEQUITY/Race_Ethnicity.asp">expects</a> a 12% to 15% increase in the Black veteran population, representing the largest increase among all racial and ethnic groups. As the population grows, the impact will continue to <a href="https://www.veteransunited.com/valoans/black-veteran-homeownership-gap/">bridge</a> the racial homeownership gap."Black veterans and their families are unlocking opportunities to build generational wealth and narrow financial divides wrought by decades of unequal access to credit," Chris Birk, Veterans United Home Loans vice president of mortgage insight, said. For Harmon, this makes her homeownership journey worth it."I've always wanted to give my kids a home they could come back to as adults," Harmon said. "I wanted them to know there will always be a place for them and it's going to be in our family's name."

<ul class="summary-list"><li>Chuck Lee, a former neo-Nazi and <keyword id="42407" type="ORGANIZATION" weightage="60" keywordseo="Navy">Navy</keyword> airman, told us how he recruited other military members into his hate group.</li><li>The US military still does not specifically ban members of white supremacist groups.</li><li>More than a third of troops say they've seen white supremacists in the ranks.</li></ul>Chuck Leek spent parts of his life working toward and hoping for a riot like the one that happened at the US Capitol on January 6.He's a former neo-Nazi, and now he's speaking out about how his past in the military is relevant to policy today. "I didn't become an active, actual white supremacist until after I had joined the Navy," Leek told Insider. Leek is a former airman first class in the US Navy. He was also a skinhead who lured new members from the naval base where he fixed helicopters. The FBI called them "ghost skins" <a href="https://oversight.house.gov/sites/democrats.oversight.house.gov/files/White_Supremacist_Infiltration_of_Law_Enforcement.pdf">over a decade ago</a> - skinheads blending into society and slipping into law enforcement to infiltrate and recruit, stir up investigative breaches, spread a tolerance of racism, and jeopardize the safety of law enforcement sources and personnel. "I spent a long time grooming and recruiting people," Leek said. "I absolutely know that the rank and file in the military understand the depth of the problem."More than a third of troops say they've seen white supremacists in the ranks, according to <a href="https://www.militarytimes.com/news/pentagon-congress/2020/02/06/signs-of-white-supremacy-extremism-up-again-in-poll-of-active-duty-troops">a 2017 poll</a>, and the military still does not specifically ban members of white supremacist groups. Insider spoke with Leek at his home in San Diego to find out how he recruited from the ranks and what it will take to root out white supremacy in the military.When he watched the January 6 riot from California, Leek said he felt partly responsible. "That was kind of a gut-wrenching day," Leek said. "For a good chunk of my life, I was actively seeking something like that. You know, the downfall of the government, chaos in America, and collapse of society."As many as one in five of the people who stormed the US Capitol had military experience, according to the <a href="https://extremism.gwu.edu/Capitol-Hill-Cases">George Washington University Program on Extremism</a>. The insurrection was the most serious in an escalating number of attacks by far-right militants in public, said Mike German, a former FBI Special Agent who spent time undercover investigating white supremacy groups."There was talk of, 'How do we get the skills that we want to use to create an event so significant that it would spark race war?'" German told Insider."Recruiting strategy was to get military members for the training, for access to the hardware," Leek said. "Specifically with skinheads that have infiltrated law enforcement, the greatest danger is that they can get access to people of color and harm them."<h2>Leek recruited other military members to his hate group.</h2><div type="image" title="Navy recruits boot camp" height="1873" width="2500" msid="82335280" hostid="261"></div>In 1988, the local <keyword id="6355005" type="UNKNOWN" weightage="60" keywordseo="news">news</keyword> ran a three-part series on Chuck's white supremacist gang. Leek spoke of "skinhead and white pride" in the segment and said the broadcast probably wouldn't affect his career in the Navy, although he added, "it might."A white supremacist leader and former KKK grand dragon, Tom Metzger, was also featured in the report. After the story, he reached out to Leek."He tasked us with getting as many new people into the group as we could," Leek said. Metzger wanted military insiders like Leek to help bring about his white supremacist endgame: a race war and a white ethno-state.Leek says his recruiting on the naval base had to be subtle. But he was able to spot potential recruits by how they acted around military members of color. "In the military, you're exposed to a lot of people of color, and you can kind of get a sense with people, white people, when they are less comfortable with that," Leek said."And when they, you know, things they say, and then when people of color aren't around, the mask tends to drop, you know? And so we would really drive after people who were free with their words."After the news report, the Naval Criminal Investigative Service found Nazi fliers in Chuck's trash when it came to question him."Obviously, I did not tell the truth," Leek said. "I lied about basically everything. It was actually kind of a shocker when they let us off scot-free."Somehow, Leek kept his job as a helicopter electrician on base. In fact, in the NCIS report, the naval investigator seemed to show sympathy for Leek."They were more concerned about whether or not we were safe from repercussions by other people on base," he said. Chuck later served two years in prison for beating a Hispanic man. <h2>Experts are urging the US to fight extremism in the military.</h2><div type="image" title="Lloyd Austin" height="2000" width="3000" msid="82335282" hostid="261"></div>Leek's experience is not surprising to experts like Heidi Beirich, cofounder of the Global Project Against Hate &amp; Extremism. She testified before Congress in 2020 about white supremacy in the military, and advocates for mandatory reports from the military about white supremacy among its ranks."None of the programs related to getting rid of white supremacists and other extremists are good enough," she told Insider. "They barely exist.""Look, the most scary thing that's going to happen if extremists are in the military is that they're learning how to kill," she said. "Specifically with skinheads that have infiltrated law enforcement ... The greatest danger is that they can get access to people of color and harm them."Meanwhile, Black veterans like Victor LaGroon called white supremacy an existential threat."They all are a threat to our democracy, and they all are a threat to my existence," said LaGroon, who represents 300,000 vets as the chair of the Black Veterans Empowerment Council. "So you know, I don't care where the service member is branched or serving or what base they're on. You're at risk of it."After the Capitol riots, Secretary of Defense Lloyd Austin ordered members of the <keyword id="3790" type="ORGANIZATION" weightage="60" keywordseo="Armed-forces">armed forces</keyword> to revisit their oath and discuss extremism. However, the military's current policy allows members of white supremacist groups to be in the armed forces, so long as they aren't "active" white supremacists.A defense department spokesman told Insider that the military will soon update its definition of extremism and a working group will present a variety of solutions to Secretary Austin this summer."It isn't confronted head-on," said LaGroon. "It isn't confronted consistently. There is no significant accountability for it." Leek wants the military to own up to its reality. But to root out white supremacy, he says the military needs to hear his story and never let it happen again."A zero-tolerance policy for any kind of racial incident would be a good start," Leek said. "In 1988, they put blinders on and looked the other way. And it's still going on today."

That dialogue has mostly been, "How do you feel about war crimes?"</li><li>After viewers mentioned US wars and events like My Lai, Haditha, and Abu Ghraib, the Army started blocking commenters on its Twitch channel.</li><li>Some civil rights lawyers now say the Army's blocking of commenters in the Twitch chat may have violated the posters' <keyword id="78075" type="PERSON" weightage="60" keywordseo="free-speech">free speech</keyword> rights.</li></ul>As it looks away from conventional recruitment methods, like billboards and TV spots, the army is now streaming <keyword id="25195" type="PERSON" weightage="60" keywordseo="video-games">video games</keyword>, providing plenty of potential for critics of the US military to engage in a dialogue directly. And a lot of the dialogue on the US Army's Twitch streams has been, "How do you feel about war crimes?"After the army started to ban that discourse, civil liberties groups got involved. But why the Army has an esports team in the first place is another example of it trying to appear Very Online.Brands tweeting at other brands is always terrible and should never be encouraged, but some brand interactions are worse than others. Earlier this month, the US Army sent <a href="https://twitter.com/USArmyesports/status/1277959363030810624">an innocuous tweet</a> replying to Discord, the Slack-for-gamers app popular among the Twitch crowd. The message read: "UwU." (Though you might be inclined to pronounce this as "oo-woo," it's actually a kaomoji – the Japanese equivalent of emoticons like :-). It reaches a young demographic that is quickly growing old enough to be recruited. It also makes the military seem approachable: Like video games? Join the Army! It's the latest in a long history of marketers trying to seem cool and on fleek. Earlier this year, the military unveiled <a href="https://wusfnews.wusf.usf.edu/post/army-says-its-new-marketing-campaign-aims-surprise-our-audience">a new recruitment campaign</a> aimed at showing that the military had plenty of jobs other than gun guy."You're live for hours on end, talking to these people in the chat. You develop a community and know your individual chatters. There is an ecosystem in every Twitch channel," leftist streamer Hasan Piker <a href="https://www.thenation.com/article/culture/military-recruitment-twitch/">told The Nation</a>. He described military recruitment via Twitch as "predatory."It's for the same reason that the military loans its equipment and facilities to Michael Bay movies that make the armed forces look good. A decade ago, the Army even helped develop its own shooter, America's Army, a blatant piece of interactive propaganda. Now a recruit who might not remember 9/11 streams PUBG.But unlike movies and making its own video games, a social media presence brings new complications. Or really, just one big one: that the audience can respond. The UwU tweet brought a whole new set of eyes to the Army's esports initiative, and that might not be a good thing. Much like people suing to get unblocked by Donald Trump on Twitter, the scenario raises the question of what rights to discourse people have with official government presences on social media. Last year, an appeals court ruled that Donald Trump violated people's right to the First Amendment by blocking them from viewing his tweets. "Once the president has chosen a platform and opened up its interactive space to millions of users and participants," an appeals court <a href="https://www.nytimes.com/2019/07/09/us/politics/trump-twitter-first-amendment.html">ruled</a>, "he may not selectively exclude those whose views he disagrees with."The Army's blocking of commenters in the Twitch chat may fall under the same guidelines. The ACLU <a href="https://twitter.com/ACLU/status/1281596299591262208">tweeted</a> that "banning users who ask important questions isn't 'flexing,' it's unconstitutional." "The government cannot constitutionally prohibit speech on the basis of viewpoint.
