The Indian Meteorological Department (IMD) said "Severe Cyclonic Storm "MICHAUNG" over Westcentral Bay of Bengal off south Andhra Pradesh and adjoining north Tamil Nadu coasts moved northwards with a speed of 07 kmph during past 6 hours and lay centred at 0530 hours IST of today, the 5th December 2023 over Westcentral Bay of Bengal off south Andhra Pradesh coast near Latitude14.9°N and Longitude 80.2°E, about 20 km east of Kavali, 50 km north-northeast of Nellore, 200 km north of Chennai, 110 km south-southwest of Bapatla and 170km south-southwest of Machilipatnam." It further said that <keyword id="19716567" type="General" weightage="20" keywordseo="cyclone-michaung" source="Orion">Cyclone 'Michaung'</keyword> is likely to cross south Andhra Pradesh during the forenoon of December 5 with a maximum wind speed of 90-100 Kmph. "As the system is nearly moving northwards close to the coast, some parts of the wall cloud region lie overland. The system is likely to move nearly northwards parallel and close to the south Andhra Pradesh coast and cross the south Andhra Pradesh coast between Nellore and Machilipatnam, close to Bapatla during the forenoon of 5th December as a Severe Cyclonic Storm with a maximum sustained wind speed of 90-100 kmph gusting to 110 kmph," the IMD added. Union Home Minister Amit Shah spoke on Monday to the Chief Ministers of Andhra Pradesh, Tamil Nadu and Puducherry over cyclone 'Michaung' and assured all possible support from the Central government. In separate telephonic conversations with Andhra Pradesh Chief Minister YS Jagan Mohan Reddy, Tamil Nadu Chief Minister MK Stalin and Puducherry Chief Minister N. Rangasamy, the Home Minister took stock of the situation in these states about relief and rescue measures as well as other steps to ensure no loss of lives and minimise the damage from the impending cyclone. In a post on 'X', Shah said: "Had a discussion with the Andhra Pradesh CM Shri @ysjagan Ji about the preparations concerning the potential landfall of Cyclone Michaung. Saving the lives of citizens has been our priority. The central govt is braced to provide all the necessary assistance to Andhra Pradesh. NDRF is already deployed and more teams are on standby to mobilize as needed." The Indian Railways has geared up its entire machinery in a big way to ensure and manage smooth and safe railway operations in the areas likely to be affected by the cyclonic storm 'Michaung'. The Indian Railways, as part of its preparedness for cyclone-related disaster management, has set up an emergency control cell at the divisional/HQ level with officers from operating, commercial, engineering, electrical, signal/telecommunications, security, etc. branches in each shift to monitor around the clock and take necessary action in connection with train operations. Five southern Odisha districts - Malkangiri, Koraput, Rayagada, Gajapati, and Ganjam - were put on alert as the IMD issued Yellow Warning (be updated) of 7 cm to 11 cm rainfall on Monday and the intensity of rain (orange warning) is likely to increase in these areas on December 5. The cyclonic storm 'Michaung' (pronounced as Migjaum) over Southwest and adjoining Westcentral Bay of Bengal moved northwestwards with a speed of 10 kmph during past 6 hours at 5.30 am of Monday and located at about 110 km east-northeast of Chennai, 190 km southeast of Nellore, 210 km northeast of Puducherry, 310 km south-southeast of Bapatla and 330 km southeast of Machilipatnam. It is likely to move north-northwestwards, and intensify further into a severe cyclonic storm by Monday. "Thereafter, it would move nearly northwards almost parallel and close to the south Andhra Pradesh coast and cross the South Andhra Pradesh coast between Nellore and Machilipatnam, close to Bapatla during the forenoon of December 5 as a severe cyclonic storm with a maximum sustained wind speed of 90-100 kmph gusting to 110 kmph," IMD said in a special bulletin. Yellow warning of heavy rain has also been issued for one or two places in Ganjam, Gajapati, Puri, Nayagarh, Khordha, Cuttack, Jagatsinghpur, Kandhamal, Koraput, Malkangiri and Rayagada districts on December 6. The IMD has also warned of squally wind speed reaching 35-45 kmph gusting to 55 kmph along and off Odisha coast (Gajapati, Ganjam, Puri, and Jagatsinghpur) from December 4 evening and it is likely to gradually increase to 40-50 kmph gusting to 60 kmph from December 5 evening for subsequent 12 hours. It would gradually decrease thereafter. Also, strong surface wind speed reaching 30-40 kmph gusting to 50 kmph likely over Malkangiri, Koraput and Rayagada districts of Odisha on December 5, it said. Fishermen have been advised not to venture into deep sea along and off Odisha coast during December 4-6. Meanwhile, farmers have started harvesting their standing matured crops as advised by the state government, an official said. Section 144 imposed on coastal areas of Puducherry In view of the upcoming cyclone 'Michaung', expected to hit the west-central Bay of Bengal off south Andhra Pradesh and adjoining north Tamil Nadu coasts, the Puducherry district administration imposed Section 144 of the IPC on the coastal areas close to the sea shore of Pudhucherry. In order to prevent any loss of life or property, the district administration restricted the movement of all persons on the coastal areas near the sea-shore has been prohibited from 7 p.m. on December 3 until 6 p.m. on December 5. "Traffic has been closed on Manjambakkam to Vadaperumbakkam Road due to the release of water from the Puzhal Lake," police said on Tuesday. The police further informed that 8 deaths have been reported so far in the state. "A dead body of an unidentified man aged about 70 years who was found dead at the platform near the Vaidyanathan flyover, Padmanaban (M/50), Senthurai, Natluun, Dindigul district was electrocuted and died at loan square road, Murugan (M/35), died by fallen tree on himself at Besant Nagar, a dead body of an unidentified woman aged about 60 years was found dead at Foreshore Estate Bus Depot, Ganesan (M/70 years) of Thuraipakkam was electrocuted while walking on the road near his house," <keyword id="20154" type="General" weightage="80" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> police said. "Dharath (M/53 years) died due to a compound wall collapse at Ellaiamman Boyd Street, Sehlim (M/50), was found dead in the rainwater inside the School campus, Mirajul Islam (M/19) of Assam State, who stayed at Kotturpuram Corporation School relief Centre died due to epilepsy today," the police added. The Tamil Nadu CM inspected the rain relief camp set up in Kannapar Thital, Chennai. There are 162 relief centres in which 43 are operated accommodating 2477 Chennai residents. There are 20 kitchens operational providing food to these relief centres. The state government has asked the authorities about the availability of ready-made items including rice-dals-vegetables and their quality to arrange food for those staying in the relief camps. Cyclone Michaung: 8 people dead, subways, roads closed in Tamil Nadu, CM Stalin inspects relief camps in Chennai

Amaravati, Heavy rains lashed parts of Andhra Pradesh on Monday under the influence of cyclonic storm 'Michaung' as the state government issued an alert to the eight districts as it nears the southern coastal region before landfall. Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy held a review meeting on the cyclone with senior officials on Monday and set several relief efforts in motion. Also, an alert was issued to the districts of Tirupati, Nellore, Prakasam, Bapatla, Krishna, West Godavari, Konaseema, and Kakinada. According to a statement from the Chief Minister's Office (CMO), the severe cyclonic storm is expected to make landfall near Bapatla on Tuesday around noon, accompanied by winds reaching up to 100 km per hour. Gales are also expected to gust up to 110 kmph during Tuesday forenoon. The weather system is expected to persist until December 7 and thereafter become a deep depression, the statement said. Besides the sanction of Rs 2 crore to Tirupati district and Rs 1 crore each to Nellore, Prakasam, Bapatla, Krishna, West Godavari, Konaseema and Kakinada districts for relief measures, the Chief Minister said and promised additional funds if needed. Further, he said it was decided to deploy senior IAS officers as special officers in the affected districts from Monday to join the relief efforts, focusing on preventing loss of life, both human and livestock. Also, officials have been directed to focus on safeguarding crops, especially by procuring paddy and saving the kharif harvest. Until Sunday, up to 97,000 tons of paddy has been collected while 6.5 lakh tons of paddy has been moved to safer storage locations with instructions to carefully manage their moisture content. Meanwhile, the evacuation process of affected people is underway at 181 relief camps across the eight districts, said the statement. Five National Disaster Response Force (NDRF) and an equal number of State Disaster Response Force (SDRF) teams have been deployed in the affected districts. During the review meeting, the Chief Minister directed officials to engage the services of ward and village secretariats, including tapping into the services of village clinics, Rythu Bharosa Kendras (RBK) and others. Further, he directed the special officers to focus on the medical, food and drinking water needs of the evacuees. While returning from the relief camps, officials have been directed to handover financial assistance of Rs 2,500 per family and Rs 1,000 in case of individual evacuees. In case of severely affected thatched houses, the CM directed officials to distribute a financial assistance of Rs 10,000. Also food rations of 25 kg rice, along with pulses, edible oil, onions and potatoes will be distributed to the evacuees. He directed officials to prioritise the safe transportation of pregnant women and to monitor the spread of communicable diseases. Reddy directed officials to be empathetic towards the affected people. The severe cyclonic storm is likely to intensify gradually and move northwards almost parallel and close to south Andhra Pradesh coast and cross between Nellore and Machilipatnam, close to Bapatla during forenoon of December 5, said a release from the Amaravati Meteorological Centre. Due to incessant rains, the Tirumala Tirupati Devasthanams (TTD) has temporarily denied permission for devotees to take holy bath at Sri Kapilathirtham waterfalls. TDP general secretary Nara Lokesh postponed his 'Yuva Galam' padayatra (political walkathon) by three days in view of the inclement weather.

Eleven express trains from Chennai Central were cancelled on Monday after the water level reached the danger mark at Bridge No. 14 between Vyasarpadi and Basin Bridge owing to heavy downpours. "In view of heavy rain in Chennai and the water crossing the danger level in Bridge No. 14 between Basin Bridge and Vyasarpady stations, the trains have been regulated as given below. Please go through and plan your journeys accordingly. We regret the inconvenience caused," the Divisional Railway Manager, Chennai, Southern Railway, posted on X. The trains suspended are "12007 Mysuru Shatabti Express, 12675 Coimbatore Kovai Express, 12243 Coimbatore Shatabti Express, 22625 KSR Bengaluru AC Double Decker Express, 12639 KSR Bengaluru Brindavan Express and 16057 Tirupati Sapthagiri Express."

Traffic jams, roads inundated; Heavy downpour in Chennai causes disruption to normal life

A dozen people lost their lives in various rain-related incidents in and around the city while personnel on fishing boats and farm tractors were engaged in rescuing stranded people on Tuesday. The city and adjoining districts faced relentless <keyword id="13672" type="General" weightage="20" keywordseo="rains" source="Orion">rains</keyword> on Monday as the severe cyclonic storm Michaung loomed over the north coastal areas of Tamil Nadu. Eleven others, who sustained injuries in rain-related incidents, were receiving treatment in various hospitals, officials said. Several District Disaster Response Teams (DDRT) were formed to carry out relief work in all rain-affected areas across the city. In Muthialpet locality in the city's outskirts, 54 families were rescued, and a woman who had just given birth was relocated to a safer place from Saligramam in the city. More than 250 people from low-lying areas found refuge at a school camp in Kotturpuram. Additionally, 22 passengers stranded after their local bus got stuck in rainwater, were transferred to a relief camp set up at the Middle School in Pallavaram. Since Tuesday morning, most parts of <keyword id="12864" type="General" weightage="20" keywordseo="chennai" source="Orion">Chennai</keyword> experienced a respite from rains, allowing officials to focus on rescue and relief operations in affected areas. During a press conference at the Chennai Corporation headquarters on Tuesday morning, Tamil Nadu Chief Minister MK Stalin stated that relief measures were being undertaken on a war footing. Stalin mentioned that across the nine affected districts, including Chennai, a total of 61,666 relief camps were established. Approximately 11 lakh food packets and one lakh milk packets have been distributed so far, he said. The Chennai Corporation has brought in 5000 workers from other districts for flood mitigation works in the city. These workers utilised farm tractors and fishing boats in flooded areas such as Periamet and other parts of north Chennai for rescue operations and distributing relief materials. Residents in areas like suburban Tambaram, Ashok Nagar, Kattupakkam, and Perungudi complained about the lack of power restoration despite the rain ceasing for several hours. Mukesh Chordia, a resident of Ashok Nagar, mentioned that although water had receded from the main roads in the area, power supply had not been restored. Press Trust of India (PTI) Chennai's Deputy News Editor Annie Thomas residing in Koymabedu near the city's main outstation bus terminus said, "Last time (2015), after three days of being stuck due to waterlogging, we waded out in thigh-level water and stayed in serviced apartment for a day, then at a friend's place for two days." Thomas added, "This time our apartment complex is once again surrounded by water. We are on the second floor. There is no power supply and I am conserving the charge on my phone as much as possible. I don't know how long tap water supply will last." Chief Minister M K Stalin informed reporters that the power situation was being restored in phases. He noted that the handling of the situation was far better compared to the 2015 <keyword id="48088" type="General" weightage="20" keywordseo="floods" source="Orion">floods</keyword> when the AIADMK was in power. Stalin pointed out that the 2015 floods were caused by an unplanned release of one lakh cusecs from the Chembarambakkam reservoir in the city's outskirts into the Adyar river, leading to man-made floods. He said that the current situation, natural floods caused by torrential rains, was efficiently managed by the state. He explained that during the current spell of rains, only a maximum of 8,000 cusecs of water was released into the Adyar and Cooum rivers from the Chembarambakkam reservoir in a planned manner. Among the 12 people who lost their lives in rain-related incidents were a 60-year-old woman in Foreshore Estate and a 48-year-old man who worked as a head constable at the Integral Coach Factory police station, according to an official release.
