New Delhi, In a reprieve for many people seeking to resume travel through public transport, <keyword id="2835665" type="COMPANY" weightage="20" keywordseo="The-Ministry-of-Home-Affairs">the Ministry of Home Affairs</keyword> (<keyword id="65491" type="COMPANY" weightage="20" keywordseo="MHA">MHA</keyword>) on Saturday decided to allow the resumption of metro operations from September 7 in a graded manner. The MHA has issued new guidelines for opening up of more activities in areas outside the containment Zones. Unlock 4, will come into effect from September 1. "Metro rail will be allowed to operate with effect from 7th September 2020 in a graded manner, by <keyword id="9255332" type="COMPANY" weightage="20" keywordseo="the-ministry-of-housing-and-urban-affairs">the Ministry of Housing and Urban Affairs</keyword> (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA. In this regard, Standard Operating Procedure (<keyword id="50548" type="COMPANY" weightage="20" keywordseo="Sop">SOP</keyword>) will be issued by MOHUA", said a statement issued by MHA. The new guidelines, issued today, are based on feedback received from states and UTs, and extensive consultations held with related central ministries and departments. However, schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity upto September 30. The Centre has also permitted social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations with a ceiling of 100 persons, with effect from September 21. However, such limited gatherings can be held with mandatory directives like wearing of face masks, social distancing, provision for thermal scanning and hand washing or use of sanitiser. Open air theatres will also be permitted from September 21.

MHA allows metro operations in graded manner from Sept 7

<ul><li>The Ministry of Home Affairs (MHA) issued an advisory in April 2020 calling Zoom unsafe.</li><li>Zoom India Head, <keyword id="9465901" type="UNKNOWN" weightage="20" keywordseo="sameer-raje">Sameer Raje</keyword>, tells Business Insider that the MHA’s advisory is factually incorrect.</li><li>He explains that Zoom is currently in conversation with the MHA and is hoping for a positive outcome soon.</li></ul>The Ministry of Home Affairs (MHA) released an advisory note on the video-conferencing application Zoom not being safe. Sameer Raje, Head of India at Zoom, told Business Insider that the discussions are progressing quite well. “We expect the MHA to give some positive feedback very soon. We’re at advanced stages of discussion so it should change,” said Raje, explaining that 9-year-old company is sharing any and all prerequisite information that the ministry may need. US-based Zoom has been heavily scrutinised since its popularity boomed in a matter of three weeks from just 10 million participants a day to over 300 million from March to April when news of the coronavirus pandemic broke. The advisory is factually incorrect, says Zoom The <a href="https://pib.gov.in/PressReleaseIframePage.aspx?PRID=1615008">MHA</a> asserted that Zoom should not be used by government officers for official use based on an earlier advisory from Indian Computer Emergency Response Team (CERT-In). “Zoom is a not a safe platform and advisory of CERT-In on the same dated 6 February 2020 30 and March 2020 may kindly be referred,” said the ministry in its note. However, Raje points out that CERT-In never actually said that Zoom isn’t safe — it pointed out that Zoom has certain vulnerabilities, as is its responsibility for all applications that are currently in use in India. “Unfortunately, due to the misinformation out there, the MHA released its advisory which is factually incorrect. It is based on the CERT-In advisory citing that Zoom is unsafe to use, but CERT-In never said that,” he explained. India's nodal cybersecurity agency may not have said that Zoom is unsafe but it did point out that there are <a href="https://www.cert-in.org.in/s2cMainServlet?pageid=PUBVLNOTES02&amp;VLCODE=CIAD-2020-0011">multiple vulnerabilities on the platform</a>, which could allow an attacker to gain elevated privileges or obtain sensitive information on the targeted system. “If you look at their advisory, nowhere does it say that Zoom is not safe for users. It says that please be secure, upgrade your applications, these are the vulnerabilities reported and these are the fixes,” said Raje. Zoom is working with MHA to change the narrative To Zoom’s credit — since the MHA’s advisory and the multiple incidents of ‘Zoom Bombing’ — it has introduced a number of measures to make the platform more secure like hiding meeting IDs and making it mandatory for schools to set meeting passwords. Earlier this month, Zoom announced that it will begin beta testing free end-to-end encryption for both free and paid users in July. However, there is a catch. End-to-end encryption only works if a person connects to a call using the Zoom client. As a communications platform, Zoom also allows the audio conferring lines to come in — and that’s where the encryption pattern changes, according to Raje. This means that since the call is no longer restricted to the Zoom platform, encryption at that end is not during the app’s purview. It’s a welcome move by <a href="http://www.businessinsider.in/searchresult.cms?query=Home+Minister+Rajnath+Singh+">Home Minister Rajnath Singh</a> who would soon propose that the 100 'Smart Cities' should be developed as 'Safe Cities' with the help of the latest security equipment like CCTVs, command control centers, patrol cars, aerial surveillance and more women cops. 
 
The 100 <a href="http://www.businessinsider.in/searchresult.cms?query=%E2%80%98Smart+Cities%E2%80%99+">‘Smart Cities’</a> project announced by the <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">prime minister</keyword> last month is the part of a government flagship programme. 
 <keyword id="6355121" type="PERSON" weightage="80" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> will make a proposal to the <a href="http://www.businessinsider.in/searchresult.cms?query=Urban+Development+Ministry+">Urban Development Ministry</a> that the former's 'Safe City' project should be combined with the Rs 48,000 crore 'Smart Cities' concept so that the 100 cities could be made smart as wells as safe from crime or terror. 
 The present 'Safe City' project of the MHA covers only seven metros - Delhi, Mumbai, Hyderabad, Chennai, Kolkata, Bengaluru and Ahmedabad. The MHA now proposes to cover all 100 'Safe Cities' under the concept in association with the <keyword id="6696781" type="ORGANIZATION" weightage="80" keywordseo="Urban-development-ministry">Urban Development Ministry</keyword>. 
 
Rajnath Singh chaired a meeting in this regard with MoS Home <a href="http://www.businessinsider.in/searchresult.cms?query=Kiren+Rijiju">Kiren Rijiju</a>, the <keyword id="123228" type="POSITION" weightage="60" keywordseo="Director-General">Director General</keyword> of <keyword id="3043518" type="UNKNOWN" weightage="40" keywordseo="Bureau-of-Police-Research-and-Development-NR-Wasan">Bureau of Police Research and Development NR Wasan</keyword> and MHA <keyword id="230912" type="POSITION" weightage="60" keywordseo="security-advisor">Security Advisor</keyword> <keyword id="3043517" type="UNKNOWN" weightage="40" keywordseo="K-Vijay-Kumar">K. Vijay Kumar</keyword> on Monday. "The smart cities need to be safe cities as well. We are planning to propose the same for planning in advance," Rijiju told ET. 
 
Last month, the <a href="http://www.businessinsider.in/searchresult.cms?query=%E2%80%98Smart+Cities%E2%80%99+">Prime Minister</a> had announced names of 98 cities which will be specially developed as 'Smart Cities' as part of a government flagship project, with one nomination of a city pending from Uttar Pradesh and J&amp;K each. 
 "The idea is that MHA and <keyword id="81069" type="ORGANIZATION" weightage="60" keywordseo="UD-ministry">UD Ministry</keyword> should not work in isolation on each of its projects and it is better that MHA works with UD on the latter's project rather than planning for the safety of the cities subsequently," a MHA official said. 
 
The 'Smart City' concept involves promoting mixed land use in area based developments, housing and inclusiveness, creating walkable localities, promoting a variety of transport options and giving an identity to the city based on its main economic activity.
