In a major setback to Delhi's <keyword id="19935664" type="General" weightage="20" keywordseo="Aam-Aadmi-Party" source="keywords" meta.keywordsubtype="org" meta.entityname="Aam Aadmi Party" meta.hostid="345" meta.entityid="Aam Aadmi Party">Aam Aadmi Party</keyword> government, the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="345" meta.entityid="Supreme Court">Supreme Court</keyword> on Monday ruled that the law "expressly enables" the lieutenant governor to nominate <keyword id="22669982" type="General" weightage="20" keywordseo="aldermen" source="keywords">aldermen</keyword> to the <keyword id="19900879" type="General" weightage="20" keywordseo="mcd" source="keywords">MCD</keyword> and he is not bound by the advice of the council of ministers in the matter. A bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala rejected the <keyword id="19925995" type="General" weightage="20" keywordseo="Delhi-government" source="keywords">Delhi government</keyword>'s plea challenging the LG's power to nominate 10 aldermen in the <keyword id="19907640" type="General" weightage="20" keywordseo="Municipal-Corporation-of-Delhi" source="keywords" meta.keywordsubtype="org" meta.entityname="Municipal Corporation of Delhi" meta.hostid="345" meta.entityid="Municipal Corporation of Delhi">Municipal Corporation of Delhi</keyword> without the aid and advice of the council of ministers. The apex court pronounced its verdict on the Delhi government's plea after reserving it for nearly 15 months. In its ruling impacting the fraught relationship between the LG's office and the AAP-led Delhi government, the bench said the Delhi Municipal Corporation Act as amended in 1993 "expressly enables the LG to nominate persons having special knowledge to the corporation". It said the power expressed by the statute in the name of the LG, also seen in the context of other provisions, demonstrates the statutory scheme in which the powers and duties are distributed among authorities under the Act. "The context in which the power is located confirms that the LG is intended to act as per the mandate of the statute and not guided by the aid and advice of the council of ministers. The power to be exercised is the statutory duty of the LG and not the executive power of the state. This is how we analysed the constitutional provisions," Justice Narasimha said while pronouncing the verdict on behalf of the bench. The bench said the statutory power under provision 3(3)(b)(1) which deals with nomination of persons having special knowledge was vested with the LG for the first time by the 1993 amendment of the DMC Act of 1957. The bench said the DMC Act as amended in 1993 recognises five authorities exercising the state's power and duties under the Act -- these are the Central government, the government of NCT, administrator, corporation and the commissioner. It said the amendment Act of 1993 carries out several amendments to the original DMC Act of 1957 by which the power, duties were allocated to the authorities depending on the function they perform under the law. The bench said by way of the amendment the power of nomination of aldermen was given to LG under the provision just like the power of nomination of MLAs was given to the speaker of the House. On May 17 last year, the top court had said that giving the LG the power to nominate aldermen to the MCD will mean he can destabilise an elected civic body. The MCD has 250 elected and 10 nominated members. In December 2022, the Aam Aadmi Party defeated the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="345" meta.entityid="BJP">BJP</keyword> in the civic elections, winning 134 wards and ending the saffron party's 15-year run at the helm of the MCD. The BJP won 104 seats and the Congress finished a distant third with nine. Senior advocate Abhishek Singhvi, appearing for the Delhi government, had contended during the hearing that no separate powers have been accorded to the state government to nominate people to the MCD. For the past 30 years, the practice of the LG nominating aldermen on the aid and advice of the city government has been followed, he said. Additional Solicitor General Sanjay Jain, appearing for the LG's office, submitted that just because a practice has been followed for 30 years does not mean it is correct. The top court had observed that giving the LG the power to nominate aldermen will effectively mean that he can destabilise a democratically elected MCD because these aldermen get appointed to the standing committees and have voting power. Earlier, the top court had questioned the "source of power" of the LG under the Constitution and the law to nominate aldermen to the MCD without the aid and advice of the elected government. On May 12 last year, the top court observed that LG has to act on the "aid and advice" of the council of ministers of the Delhi government in nominating 10 aldermen to the MCD.

SC backs LG's right to nominate aldermen to MCD, setback for AAP govt

The Municipal Corporation of Delhi (MCD) has attributed the significant <keyword id="20029550" type="General" weightage="20" keywordseo="rise" source="keywords">rise</keyword> in <keyword id="20233512" type="General" weightage="20" keywordseo="dengue-cases" source="keywords">dengue cases</keyword> in the city this year to an increase in the number of <keyword id="22375552" type="General" weightage="20" keywordseo="testing-centres" source="keywords">testing centres</keyword>, which has grown from 36 to 900 compared to last year, according to an official report. As of July 6, Delhi recorded over 256 dengue cases, which is nearly double of the 136 cases recorded in the corresponding period in 2023 and the highest since 2020, according to the report's data. In previous years, the number of dengue cases stood at 153 in 2022, 38 in 2021, and 22 in 2020. The highest number of dengue cases were recorded in the Najafgarh Zone, the report said. No deaths due to the vector-borne disease have been reported so far this year. Last year, 19 deaths occurred due to dengue, the second-highest since 2020. "The rise in the number of cases this year is because more testing centres have started collecting samples and reporting the dengue cases to the civic body. Until last year, there were about 36 testing centres. Now, this number has increased to 900 because of which the numbers appear to be inflated," a senior civic body official said. The peak season for dengue is yet to arrive in Delhi and the situation will call for urgent attention when the monsoon advances, providing a suitable atmosphere for <keyword id="21283114" type="General" weightage="20" keywordseo="mosquito-breeding" source="keywords">mosquito breeding</keyword> to increase significantly, the official said. Usually, it takes about 10-15 days for a larva to become an adult mosquito that spreads dengue. The MCD is taking various measures to curb breeding at the source, another official said. According to the report, in areas under the jurisdiction of other agencies like New Delhi Municipal Corporation (NDMC), Delhi Cantt and Railways, around 10 dengue cases were reported as of July 6. The report also shows data on other vector-borne diseases. The number of malaria cases reported until the end of last week stood at 90, while chikungunya cases were logged at 22. The MCD conducted over 1.8 crore house visits to check for domestic mosquito breeding and found breeding in over 43,000 houses, the report said. It has issued nearly 40,000 legal notices and challans for violating the Malaria and other <keyword id="22294655" type="General" weightage="20" keywordseo="vector-borne-diseases" source="keywords">Vector Borne Diseases</keyword> Bye-Laws 1975 Act, it added. Rise in dengue cases due to more testing centres in city: MCD

<keyword id="66" type="General" weightage="100" keywordseo="delhi" source="Orion">Delhi</keyword> has registered a huge spurt in dengue cases, with over 100 people being diagnosed with the infection in the last one week, taking the tally of the vector-borne disease in the city to nearly 400 so far this year. According to a report released by the Municipal Corporation of Delhi (<keyword id="55093" type="General" weightage="80" keywordseo="mcd" source="Orion">MCD</keyword>) on Monday, 152 cases have been reported in this month alone till September 17. The city had recorded 295 dengue cases till September 9. In the last one week, 101 fresh cases have been reported. Out of the 396 total cases recorded till September 17 this year, 75 were reported in August. It is also the highest number of dengue cases logged during the January 1-September 17 period, since 2017, when the corresponding figure was 1,465. No death has been reported so far this year due to the disease. Ninety-two cases of malaria and 17 case of chikungunya have also been reported this year in Delhi till September 17, the report said. A senior MCD official had earlier said the rising cases of dengue is a "matter of concern for us" and "we are working on measures to combat it". Cases of vector-borne diseases are usually reported between July and November, sometimes stretching till mid-December. Civic officials said dengue cases were recorded earlier than usual this year due to weather conditions congenial for mosquito breeding. Last year, 9,613 dengue cases were recorded in the national capital, the highest since 2015, along with 23 deaths -- the maximum since 2016. According to the MCD report, the city recorded 23 dengue cases in January, 16 in February, 22 in March, 20 in April, 30 in May, 32 in June and 26 in July. In 2018, Delhi had reported 343 dengue cases during the January 1-September 17 period, according to the report. The figures in 2019, 2020 and 2021 were -- 217, 172 and 211, respectively. Amid the spike in cases of dengue in Delhi, mosquito breeding was found at public places and government offices, including a police academy and a metro station, during an anti-dengue drive following which legal measures were taken by the civic authorities. "This year, MCD has issued 82,490 legal notices and 28,846 challans so far against defaulters," the civic body had said in a statement on September 16. Intensifying its ongoing drive for prevention and control of vector-borne diseases, the MCD has carried out a "massive drive to detect mosquito-breeding in the premises of government offices, construction sites, schools, universities, educational institutes, metro parking lots and metro stations". During the drive, breeding of mosquito larvae was found on their premises and the "department issued 42 challans and 18 notices", it said. Legal measures were taken against defaulters for mosquito-genic condition or breeding of larvae found on premises of Delhi Jal Board plant offices, Keshopur and Nangloi; DDA horiticulture unit, Janakpuri; Kukeja Hospital, <keyword id="6366598" type="General" weightage="50" keywordseo="rajouri-garden" source="Orion">Rajouri Garden</keyword>, NITRD TB Hospital, Dwarka; Akash Institute IIT-JEE &amp; Medical, Dwarka; police stations at Paschim Vihar West and Seelampur; DJB Yamuna Vihar; Government Senior Secondary School, Brahampuri; PWD Office Gokulpuri; Delhi Police Academy, Sonia Vihar; BSES Kamla Market; metro station at Peeragarhi; and PWD Outer Ring Road, Peeragarhi, the statement said. Ten deaths each were reported due to dengue in 2016 and 2017, four in 2018 and two in 2019. According to official data, 4,431 dengue cases were recorded in Delhi in 2016, 4,726 in 2017, 2,798 in 2018, 2,036 in 2019 and 1,072 in 2020. In 2015, the city had witnessed a massive dengue outbreak, with the number of cases crossing 10,600 in October. It was Delhi's worst dengue outbreak since 1996. 101 fresh cases of dengue in Delhi, tally rises to 396

The <keyword id="48285" type="General" weightage="80" keywordseo="municipal-corporation" source="Orion">Municipal Corporation</keyword> of <keyword id="66" type="General" weightage="50" keywordseo="delhi" source="Orion">Delhi</keyword> (<keyword id="55093" type="General" weightage="100" keywordseo="mcd" source="Orion">MCD</keyword>) has implemented new rates of property <keyword id="45031" type="General" weightage="20" keywordseo="tax" source="Orion">tax</keyword> to bring uniformity in the rates after the amalgamation of civic bodies in the national capital. The new rates of property tax will be applicable from July 16 and no additional surcharge will be levied on tax payers who have already paid their taxes, provided they have not underestimated the payable taxes. Along with this, instructions have been issued to all the <keyword id="14398012" type="General" weightage="50" keywordseo="regional-property-tax-officers" source="Orion">Regional Property Tax Officers</keyword> to prepare an online database of all the properties which come under the purview of paying tax at the earliest so that the revenue of the corporation can be increased. The MCD has also prescribed different utility multipliers for different types of properties. Four for entertainment and club, for banquet hall, '<keyword id="1039101" type="General" weightage="80" keywordseo="barat-ghar" source="Orion">Barat Ghar</keyword>' (six), for school, college, medical college, engineering college run or aided by government or local body (one), for unaided and private educational institutions (three), for non-residential properties (two), for business and commercial use, and three for industrial use. The civic body has decided to levy property tax at the rate of 12 per cent for A and B category residential <keyword id="52417" type="General" weightage="50" keywordseo="colonies" source="Orion">colonies</keyword>, 11 per cent for C, D, E category residential colonies, 7 per cent for E, F, G category residential colonies. Whereas, for non-residential properties up to 1500 sq ft, the rate of property tax has been fixed at 20 per cent for A, B, C, D, E category, and 15 per cent for E, L, F, G. Non-residential properties of more than 1500 sq ft have been prescribed a property tax at a uniform rate of 20 per cent. The property tax on industrial properties has been prescribed at a uniform rate of 15 per cent. Property tax will be payable at the rate of 20 per cent for covered land for airports and attached properties, and at the rate of 15 per cent on open spaces such as runways, taxiways, parking lots for aircraft, and 10 per cent on land beyond that. Meanwhile, property tax on residential and non-residential farmhouses will be payable at the rate of 20 per cent. In addition to the above rates, education cess of 1 per cent will also be payable. MCD implements uniform property tax rates applicable from July 16

The <keyword id="6354944" type="COMPANY" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> (<keyword id="6356115" type="COMPANY" weightage="20" keywordseo="AAP">AAP</keyword>) on Wednesday won four out of five seats in the municipal bypolls in Delhi. The <keyword id="1575" type="COMPANY" weightage="20" keywordseo="Congress">Congress</keyword> managed to win one seat, while the ruling <keyword id="58687" type="COMPANY" weightage="20" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (<keyword id="14666" type="COMPANY" weightage="20" keywordseo="BJP">BJP</keyword>) failed to get any. The AAP secured two seats in East Delhi (<keyword id="2054040" type="COMPANY" weightage="20" keywordseo="Kalyanpuri">Kalyanpuri</keyword> and Trilokpuri municipal wards) and two in North Delhi (Rohini and Shalimar Bagh). Kalyanpuri, one of the three municipal wards under the east civic body recorded the highest vote turnout with 59 per cent followed by Trilokpuri with 55.95 per cent and Chauhan Banger ward with 55.60 per cent. They all are reliable family cars with blue logos. How about KFC, McDonalds, Wendy’s, Pizza Hut and Burger King? They all are global fast food chains with either or both, red and yellow in their identities. And till about a decade ago, it was all fine and dandy till digital content clutter multiplied our brand exposure to a whopping 5000+ on an average day. And that meant the compelling need for acute differentiation over everything else. Let’s look at the topical industry of the year - EdTech. The whole industry came into being post digital burst. And in their identities, whilst catering to the same audiences their approach to <keyword id="9709248" type="UNKNOWN" weightage="20" keywordseo="brand-colors">brand colors</keyword> couldn’t have been more drastically contrasting. Byju, India’s second most valuable startup at $10Bn adorns a bright purple, something which experts used to put in the segment of richness and royalty. And there are four reasons for this major paradigm shift. The Differentiation Paradox: Of course the trained mind might argue the above example is just an anomaly so let’s go back to the automobile category we opened our discussion with to see this point through. In the last decade, the new electric car segment is slowly overpowering old heavyweights. What’s interesting though is as much as these shiny, new kids stand for the same brand promise of blending sleek style, sustainability and automation, their colors try to intentionally stay as apart as possible. Leading the pack Tesla shines in its signature passion red, Faraday Future graces the color of powerplay jet black, Fisker has famously named its brand colors California sunset (orange) and Pacific ocean (blue), the Chinese born Byton decks a more luxurious grey and the adventure friendly Rivian chose orangish yellow. Superdry’s orange boasts of its fun and bold collection, Zara’s black promotes the high street range inspired by luxury fashion weeks. And why not, as the concept of brand colors needed to be synonymous with the “brand experience”. Now though, the audience is aware enough to know that just because Grab taxis are green, they don’t only move with an oil free, electric fleet. Honestly, as long as the story behind your choice of brand color is believable you can paint the canvas with whatever you wish for. Breaking the traditional need for popping colors, Unilever’s new age Talenti Gelato comes in a pure transparent identity to just focus on the product and cut the clutter in the ice cream shelf simultaneously. Ola, India’s answer to Uber uses an exclusive pear color something eponymous with sporty, not exactly a massy cab service using Wagon R &amp; Swift Dzire cars. But does it work? Quite brilliantly actually, the point of differentiation is well made and well reaped. The Niche Maze Before the digital era, market penetration used to be mostly about what the masses demanded. And honestly rightfully so, for neither there was internet to measure the size of niche interests nor a way to get them delivered online to spurt segments scattered all over. And what it has resulted in is making colors more unisex, boldly unique and universally acceptable. Lyft’s Magenta and Dunzo’s Mint Green paves way for many more to come in the coming decade. Let’s try to understand the repercussions of not having niche colors. In the Indian media ecosystem look at the known brands Zee News, NDTV, ABP News, Republic, Aaj Tak, BBC Hindi, The Wire and Firspost ALL have red in their logos. Let’s forget for a second if all these brands have similar personalities, experience or values of the color red. Let’s rather say in 2021 you want to start a media corporation catering to millennials. Don’t you think a berry blue or sunshine yellow will give you a niche identity distinctively apart from all your industry peers and make the consumer immediately associate you with the color no matter on which medium it is used? Reliance Jio certainly would have considered it while starting to slowly move towards Persian blue from its bright red similar to core competitors Airtel and Vodafone. These smartphone examples are of all category leaders and none come close to the other’s color no matter how close their audience, personality and brand experience might be. Now one of the major brand identity tests is to create a fictional character with a rich personality to match with your corporation’s values, vision and heart. The catch is, it only works if your audience feels that metaphor coming alive too. Otherwise as you will agree, every horse breeder can sell a Unicorn. And with all due respect the 2020s audiences have evolved from all color tones (and it’s kind of fair if not lovely). American fast-food giant, <keyword id="14775" type="CITY" weightage="20" keywordseo="McDonalds">McDonalds</keyword> is set to replace its famous <keyword id="1378496" type="PERSON" weightage="20" keywordseo="Happy-Meal">Happy Meal</keyword> toys with non-plastic versions from next year as it tries to reduce its environmental impact, a media report said on Tuesday. The business said that from 2021 <keyword id="17573" type="PERSON" weightage="20" keywordseo="Happy">Happy</keyword> Meals will come with a soft toy, a book, or a paper-based toy, the London-based Metro newspaper reported. The fast-food giant hopes the effort will save more than 3,000 metric tonnes of plastic at its UK business from 2021, which would be its biggest single reduction to date. The company will start trialling the new toys from May, when parents and children will be offered to swap their plastic toys for a book or paper toy when they buy a meal. This will let customers choose to opt out of the plastic toys in every outlet. The company has in the past committed to reducing emissions by 36 per cent by the end of the decade, and to use recycled or renewable materials in all its packaging by 2025, the Metro newspaper said in its report. The company has removed the lids from its McFlurry ice creams, saving 385 tonnes of plastic, replaced its salad boxes with ones that can be recycled as paper, and rolled-out paper straws last year.
