The SP-BSP has together managed to win 15 seats. IndiaToday-AxisMyIndia exit polls 2019 predicts that Mayavati’s BSP (Bahujan Samaj Party) is set to win from 16 seats in Uttar Pradesh. This number is the total seats the party will get in the state along with its allies SP and RLD. IN 2019 elections, BSP nominated its candidates from 38 seats. As per the seat sharing arrangement, SP contested from 37 seats and RLD faced the elections from 3 seats. Mayavati has chosen not to contest in 2019 Lok Sabha elections in order to focus more on the election campaign for the victory of her Mahagathbandhan. As per the Chanakya-News24 Exit Poll, the BSP- SP and RLD coalition might win 13 out of 80 seats with over 65 seats predicted for the BJP from the state and just 2 seats predicted for the Congress party. Uttar Pradesh state has the largest number of parliamentary seats in the country numbering 80 in total. In 2014 elections for the Lok Sabha, BSP could not get a single seat in UP. In 2009 elections, BSP got 20 seats from UP leaving BJP with just 10 seats. In 2004 and 1999 Lok Sabha elections, the results gave the party 19 seats and 14 seats respectively. Talking of the vote share in 2014 elections, BSP had got 19.6 % votes in the state while the BJP had got 42.3 % votes. Some of the key candidates like Haji Fazulrahman contested for Saharanpur seat, Girish Chandra was nominated by the party from Nagina (SC) and Amar Chandra Jauhar faced the elections from Shahjahanpur (SC). While nominating their candidates as per the seat sharing agreement, BSP and SP gave two seats for RLD. These two parties have decided not to contest in the two constituencies of Amethi and Raebareli from where the Congress President Rahul Gandhi and Sonia Gandhi are contesting.

Lucknow, Aug 18 (PTI) Bahujan Samaj Party chief Mayawati on Wednesday termed as "disappointing" the supplementary budget presented in the Uttar Pradesh assembly and alleged that promises made by the state government seem to remain only on paper. The government on Wednesday presented a Rs 7,301.52 crore supplementary budget for the 2021-22 fiscal to meet additional expenditure. In a tweet in Hindi, Mayawati said, "The supplementary budget presented in the UP Legislative Assembly was disappointing for the poor and hardworking people." She also said that if the state government "reduces the price of petrol by Rs 3, then crores of people will get some respite from inflation". "The way in which the BJP government is making promises and declarations, the budget is not arranged accordingly, and as a result of which, these (promises and declarations) will remain only on paper," the BSP chief said. "In the BSP's regime, finance was arranged before any declaration (of scheme). This is the real difference between the BSP and others," she said. Finance Minister Suresh Kumar Khanna, while presenting the supplementary budget, said it is very small and should be passed without any discussion. UP supplementary budget disappointing: Mayawati

Chief minister <keyword id="6355031" type="PERSON" weightage="100" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword> on Thursday said having a President's rule in his state is not desirable and if needed, he will tie up with <keyword id="6355170" type="ORGANIZATION" weightage="100" keywordseo="BSP">BSP</keyword>. 
 In case <keyword id="6354265" type="ORGANIZATION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword> doesn’t get majority, Akhilesh Yadav told <keyword id="60684" type="CITY" weightage="20" keywordseo="BBC">BBC</keyword> that it is better to join hands with <keyword id="6357690" type="PERSON" weightage="20" keywordseo="mayawati">Mayawati</keyword> than to see the state under Presidents Rule.

His surprising remarks right when exit poll predicted BJP could win with majority in the state. While some of the survey predicted BJP emerging as the single largest party in UP, other gave them a clean majority. 
 Despite <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> alliance with the ruling Samajwadi Party, the alliance seems to have failed in gaining desirable results. 
 
Notably, Times Now's exit poll gives the BJP a sharp edge, saying it will win between 190 and 210 seats in Uttar Pradesh; 201 seats will obviously give the BJP a majority. Times Now expects the SP-Congress alliance to win between 110 and 130 seats, while the BSP may get anywhere between 54 and 74 seats, it says. 
 
VMR's exit poll predicts as many as 200 seats for the BJP, 120 for the SP-Congress alliance and 64 for the BSP.

UP CM Akhilesh Yadav says he is ready to tie up with BSP if needed

NDA is likely to get between 212 and 232 seats if the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> elections were held today, with BJP alone winning between 193 and 213, according to an opinion poll done for a TV channel. The poll, based on a survey of six states, puts the UPA a distant second with 119 to 139 seats, of which <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword> was projected to win between 94 and 110. 
 The CNN-IBN poll, conducted by CSDS and Lokniti, made these projections based on surveys in Uttar Pradesh, <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword>, Maharashtra, <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword> and Delhi. While the seat figures are more or less the same as the projections done by the same pollsters in January, the popularity rating of <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> has dipped significantly. 
 In January, 36% of respondents to the survey had chosen Modi as their preferred PM. That figure is now down to 31%. In contrast, there has been an uptick of one percentage point each in those picking <keyword id="5268" type="PERSON" weightage="40" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> (now 13%), <keyword id="689" type="PERSON" weightage="40" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword>, <keyword id="6357690" type="PERSON" weightage="40" keywordseo="mayawati">Mayawati</keyword>, Mulayam Singh and <keyword id="6359397" type="PERSON" weightage="40" keywordseo="Manmohan-Singh">Manmohan Singh</keyword>. 
 
The poll also shows BJP’s projected vote share down marginally from the January estimate and the Congress vote share too down marginally. The saffron party continues to enjoy a significant lead with 33% compared to Congress’ 26%. 
 Apart from the NDA and UPA, the <keyword id="43826" type="ORGANIZATION" weightage="40" keywordseo="Trinamool-Congress">Trinamool Congress</keyword> is likely to be the biggest party winning between 20 and 28 seats, according to the survey. <keyword id="120271" type="ORGANIZATION" weightage="40" keywordseo="The-Left">The Left</keyword> with 15-23, AIADMK with 14-20, YSR Congress and <keyword id="6355032" type="ORGANIZATION" weightage="40" keywordseo="SP">SP</keyword> with 11-17 seats each, BJD, TDP and DMK with 10-16 each and BSP with 8-14 could be the other significant players in the 16th Lok Sabha, it projected. 
 
If these projections turn out right, it would almost certainly mean that the next government in New Delhi would be headed by Modi and would be cobbled together by the existing NDA joining hands with smaller regional parties. Neither Congress nor the ill-defined Third Front/Federal Front would really be in a position to take a meaningful shot at forming a government in such a scenario.

Modi's Popularity Dips But NDA Still Leading: Survey

The National Democratic Alliance (NDA) led by the Bharatiya Janata Party (BJP) is leading in 353 seats compared to its rival the United Progressive Alliance (UPA) that is ahead in 90 seats. The BJP made history even five years back when it clocked in a full majority, the first for any government since 1984.  No single rival was fighting Modi to win on his/her own. A motley crew of former foes were waiting for the final tally before they could stitch a suitable coalition that would end Modi's reign. However, as the counting progressed on May 23, it became evident very early that the the room for any political manoeuvre was limited, and eventually, even that disappeared. The Indian National Congress, the only national party other than the BJP, nearly doubled its seat count in the Lok Sabha, the lower house of India's Parliament, but for Rahul Gandhi, Congress' President, could not escape the embarrassment of having lost a seat, Amethi, that was seen as family bastion for decades. A grand alliance of regional parties, led by Bahujan Samaj Party's Mayawati and Samajwadi Party's Akhilesh Yadav, pitched itself as an alternative to Modi's strongman vibe. However, the camaraderie failed to strike a chord with the voters of Uttar Pradesh-- India's most populous state that is home to these two parties. The music stopped for the Mahagathbandhan when hoards of <a href="https://www.businessinsider.in/narendra-modi-varanasi-up-lok-sabha-election-result-2019/articleshow/69455114.cms" data-type="tilCustomLink" target="_blank">people in Varanasi</a> danced to Modi's tunes on April 25. The final result for the grand alliance were 15 Lok Sabha seats. The north-south divide The Modi wave was strong and pervasive but it limited largely to the north of India.  The BJP definitely improved its tally in Karnataka but it could not make any further headway into the other four major states-- Tamil Nadu, Kerala, Andhra Pradesh, and Telangana. While the Dravida Munnetra Kazhagam (DMK) swept Tamil Nadu with 31 out of 39 seats, Jaganmohan Reddy's victory in Andhra Pradesh marked <a href="https://www.businessinsider.in/ap-andhra-pradesh-assembly-elections-2019-jagan-reddys-win-marks-the-rise-of-the-prodigal-son/articleshow/69462170.cms" data-type="tilCustomLink" target="_blank">the rise of the prodigal son</a>. Reddy's immediate neighbour to the west, K Chandrshekhar Rao successfully <a href="https://www.businessinsider.in/telangana-lok-sabha-election-result-2019-trs-vs-congress-vs-tdp-vs-bjp/articleshow/69445813.cms" data-type="tilCustomLink" target="_blank">protected his territory</a>, Telangana, for a second time in less than a year. Rao called for a premature assembly election in Telangana in 2018 and came out of it with flying colours. The only other place Modi faced <a href="https://www.businessinsider.in/the-tmc-and-bjp-are-fighting-over-the-nrc-in-west-bengal/articleshow/69194392.cms" data-type="tilCustomLink" target="_blank">any challenge was in West Bengal</a>. Trinamool Congress (TMC) leader Mamata Banerjee did not pretend to play nice as BJP marched on to claim the eastern state. The clash of titans stirred the volatile electorate with a long history of violence. The BJP may have ended up second in the state but it bagged 18 precious seats that established the party as a serious player in the state for the first time ever. None of this was a surprise. BJP smelled the resentment against the local leadership in the east, and invested itself heavily. Modi himself addressed 17 rallies in Bengal, the most after Uttar Pradesh. The party cadre was funded and fuelled in Odisha and the north-eastern states and all of this paid off rich dividends, much on expected lines. Swinging states Six months earlier, <a href="https://www.businessinsider.in/here-are-some-reasons-why-indias-ruling-party-lost-to-its-main-rival-in-three-very-important-state-elections/articleshow/67057122.cms" data-type="tilCustomLink" target="_blank">BJP had to face defeat in state elections</a> in Madhya Pradesh, Rajasthan, and Chhattisgarh. The party had just whisked past the halfway mark in Gujarat, Modi's home state. These results rejuvenated the Congress and, may be, made it a bit complacent too. Within six months, the same states swung back to voting for the BJP. In Modi's home state Gujarat, the BJP is leading in all 26 seats, in 9 out of 11 seats in Chhattisgarh, and in all but one seat in MP-- a stark contrast to the picture of struggle in the assembly elections in December. In Bihar too, the NDA is miles ahead of competition-- leading in 32 out of the state's 40 seats-- including in high-profile constituencies like <a href="https://www.businessinsider.in/kanhaiya-kumar-vs-giriraj-singh-begusarai-lok-sabha-election-result-2019/articleshow/69453161.cms" data-type="tilCustomLink" target="_blank">Begusarai</a> and Patna Sahib. Debutante politician Kanhaiya Kumar, from the Communist Party of India (Marxist), has less than half the number of votes as rival from BJP, the veteran Giriraj Singh, who was also a minister in Modi's government. In Patna Sahib, sitting Parliamentarian Shatrughan Sinha is trailing Union Telecom Minister Ravi Shankar Prasad, who has over 55% of the votes. There 17 other candidates in this constituency. Congress' solace Congress is leading in Punjab and Kerala, while its biggest ally the Dravida Munnetra Kazhagam (DMK) is cornering maximum votes in Tamil Nadu. In Kerala's Wayanad, Rahul Gandhi is ahead with 67% of the votes where there are 20 other candidates. It was a face saver for Gandhi as he lost the family bastion Amethi to the firebrand from BJP, Smriti Irani. India’s markets celebrated the results. The Sensex hit <a href="https://www.businessinsider.in/sensex-rallies-550-points-as-bjp-leads-convincingly-in-vote-counting/articleshow/69458099.cms" data-type="tilCustomLink" target="_blank">the 40,000 mark for the first time ever</a> as investors hoped that the stability of continuing policies may the give the economy the much-needed fillip. His electoral feats and political might notwithstanding, those who care for it will blame Modi for demonetisation forever. Modi may have pitched himself as a pro-business reformer but experts have expressed fear that if he gets a second term, his policies are likely to be more socialist and akin to the proposals of <a href="https://www.nytimes.com/2019/05/19/opinion/india-elections-modi.html">Bernie Sanders in the US</a>, and not like the policies of Ronald Reagan. Narendra Modi has retained India's iron throne and reduced rivals to dust

<ul><li>Regional parties could prove to be kingmakers if neither of the big two secure a majority</li><li>But an ‘abusive and degenerate’ campaign by the prime minister has alienated those who may hold the keys to power</li></ul> The political heat reached boiling point in India’s eastern state of West Bengal this week as Prime Minister <a href="https://www.scmp.com/topics/narendra-modi" class="link-text">Narendra Modi</a> locked horns with powerful regional leader Chief Minister Mamata Banerjee.On Tuesday the fierce rivalry between their supporters spilled onto the streets, resulting in violence in Kolkata. The unrest forced the country’s election authorities to ban all rallies planned for Friday, the last day of campaigning. But 1,500km northwest of the city, a much more significant development was unfolding in New Delhi. Sonia Gandhi, a former president of the Indian National Congress, the main rival of Modi’s Bharatiya Janata Party (BJP), was sending out letters to smaller, regional parties in an attempt to stitch together a meeting for May 23 – the day India’s votes will be counted. Around the same time, another senior Congress leader said for the first time during the campaign that the party would not insist on occupying the post of prime minister if regional parties agreed to enter a governing coalition. Despite Modi’s popularity, May 23 may throw up a scenario in which regional parties hold the keys to power for the Congress and BJP. There are already enough indications that the idea isn’t just wishful thinking on the part of the country’s political opposition. Last week, with uncharacteristic candidness, a senior strategist from the BJP, Ram Madhav, conceded that the party might fall short of a majority in the Lok Sabha parliament and could require the support of smaller organisations. <h3 style="margin-bottom: 2.35714rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.42857rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/politics/article/3010546/communism-india-dead-or-just-waiting-young-saviours" class="link-text">Communism in India: dead or just waiting for young saviours? </a></h3>BJP leaders had previously insisted the party was set to win legislative control handsomely. But soon after Madhav’s statement, allies beganadmitting, one after the other, that the party may not be able to govern alone. KINGMAKERS In India’s 543-seat parliament, a simple majority constitutes 272. The last legislative session saw the BJP clinch 282 – the first time in three decades that a single party had won control on its own. During those 30 years, regional parties saw their vote share rise to more than 40 per cent, a figure that has since remained constant. These groups bagged a combined 46.6 per cent of the vote in 2014 and 212 seats, despite Modi’s appeal. Photo: AFP According to data from the Election Commission, India has more than 2,300 political parties, of which seven are nationwide. Some 50 are classified as major regional parties, while the rest are smaller. Many believe the 2019 polls will see these parties surge both in terms of vote share and seats. “The 2014 elections were an aberration. Data clearly shows the regional parties’ stock has been rising in the last few decades – they have played the role of kingmakers for a few years now,” says Neelanjan Sircar, an assistant professor at Ashoka University whose research interests include the study of Indian election data. <h3 style="margin-bottom: 2.35714rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.42857rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/politics/article/3010741/indian-election-explained-how-narendra-modis-good-days-turned" class="link-text">How Modi’s ‘good days’ turned bad </a></h3>Sensing their moment has arrived, a number of smaller organisations have been trying to form alliances among themselves to bolster their electoral chances. In southern India, K. Chandrashekar Rao, chief minister of the state of Telangana and leader of regional party Telangana Rashtra Samiti, has been meeting senior figures from various non-BJP and non-Congress parties to try and cobble together a smaller post-poll alliance, which some dub a “southern front”. MODI: AWKWARD PARTNER With these potential link-ups looming, the ability of Modi and his BJP to garner more allies is under a cloud. In the last five years, the prime minister’s handling of his alliance partners has been shoddy – at least 16 parties have left the coalition and others have expressed unease. Modi’s campaign this year has also included personal attacks on a slew of regional party leaders, from frequent scraps with Bengal’s Banerjee, whose party bagged 34 seats in 2014, to duels with Mayawati, a senior Dalit caste leader from Uttar Pradesh whose party, the Bahujan Samaj Party (BSP), has put together an anti-BJP alliance that occupies 80 seats in parliament for the eastern state – the most important in the electoral landscape. Critics charge that Modi’s campaign has been aggressive and exploitative of communal divisions. BJP leaders have previously warned Muslims of dire consequences if they don’t vote for the party, and have routinely invoked Hindu religious rhetoric to garner votes. Raising more eyebrows has been the BJP’s decision to nominate Pragya Singh Thakur as a poll candidate. Thakur has been accused of involvement in a 2008 terrorist attack which killed six people in Malegaon, a town in western India dominated by its Muslim community. Modi defended the nomination, calling it a symbolic rebuff to claims by the Congress that Hindus are a terrorist civilisation. Thakur has also courted controversy on other counts. She recently said the assassin who ended the life of spiritual and political leader Mahatma Gandhi was a patriot. <h3 style="margin-bottom: 2.35714rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.42857rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/politics/article/3010350/how-indians-living-overseas-are-working-get-narendra-modi-re" class="link-text">How overseas Indians could get Modi re-elected, without vot</a>ing</h3>“The entire campaign by the BJP, especially by Modi, has been rather abusive and degenerate. The talk of development has clearly taken a back seat in Modi’s speeches,” says Professor Sudha Pai, an author and retired academic in political science from Jawaharlal Nehru University. Many regional parties have electoral strategies that depend on social, inter-caste and interfaith alliances, so do not want to be associated with such a BJP campaign. SEEKING A POUND OF FLESH As India heads into the final stage of its seven-phase elections, the BJP continues to look strong enough to emerge as the single largest party. However, not many are willing to bet on whether the tally will be good enough to form a government. Crucial to the BJP’s fate are 59 seats to be put to a vote on Saturday in the central and eastern states of Madhya Pradesh, Uttar Pradesh, Jharkhand and Bihar. The BJP did well in these areas in 2014, as well as in West Bengal and Punjab. But if their fortunes go south in these polls, the possibility of political manoeuvring opens up. Photo: EPA “If the regional parties and the Congress do well, then we will see a lot more parties gravitating towards the Congress, and they can all, together, form a government. The fact that the Congress has declared it is not insisting on the prime minister’s chair makes it easier for these parties,” Pai says. Another scenario could be one in which the BJP and its allies do better than the Congress and its partners, but both groups fall well short of a majority. This is where things could get tricky, many argue. Sircar at Ashoka University said: “If such a situation emerges, regional parties are going to extract their pound of flesh from either the BJP or the Congress. This could be in terms of ministries or funds for their state governments, among other things. Depending on where they get a better offer, the parties might veer towards that alliance.” <h3 style="margin-bottom: 2.35714rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.42857rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/opinion/article/3009682/exploiting-islamophobia-election-winning-tool-india" class="link-text">Exploiting Islamophobia is an election-winning tool in India </a></h3>Pai believes even if Congress were to win a slight edge in terms of numbers, most regional parties would prefer backing it to the BJP. “Modi has rubbed almost all these parties the wrong way, from unleashing raids on them to attacking them in the campaign. Modi, most of them believe, is not easy to do business with,” Pai said. CHALLENGES AHEAD The BJP has repeatedly stressed in its campaign that a multi-party administration of the kind mooted by the opposition parties would result in a “weak, corrupt government”. A new, non-Modi administration would definitely also mean a change in foreign policy, analysts say. “Foreign policy in successive Indian governments has largely been consistent. What changed with Modi was that he introduced a degree of personal vitality,” says Commodore C. Uday Bhaskar, director of the Society for Policy Studies, a Delhi-based think tank focused on public policy and international relations. But copying Modi’s tone might be difficult for future governments, Bhaskar says. February saw an unprecedented decision to conduct air strikes on suspected terrorist bases in Pakistan in response to a suicide attack that killed 40 Indian paramilitary personnel. “The air strikes mark a new metric – it signifies that India has now breached a certain level of caution and reticence in relation to the use of transborder military power,” Bhaskar says. The aggressive posturing, he adds, might be hard to sustain for the new government unless there is a terror attack of a similar magnitude. More than foreign policy, the bigger challenge may be the economy. The fiscal deficit is growing, having touched 4.5 per cent of gross domestic product. Key industries such as automobile production are seeing a dip in business of as much as 16 per cent, signalling a widespread slowdown. Unemployment is at a 45-year high. Coupled with an ongoing drought in large parts of the country and severe agrarian distress, the new administration will face daunting problems.

Lok Sabha Elections 2019: BJP may need the allies Narendra Modi drove away

<ul><li>There are three clear sides in the ongoing electoral race in India for the Lok Sabha. </li><li>However, in the case of a fractured mandate a bunch of regional parties will play a key role in deciding the country’s next Prime Minister. </li><li>Regional satraps, from 3 states with 86 out of 543 Lok Sabha seats in all, will have an outsized say in government formation. </li></ul> The polls are all but coming to a close, but party machinations are very much at hand. Ahead of the last phase of polling, Rashtriya Janata Dal <a href="https://www.bbc.com/hindi/amp/india-48275180?__twitter_impression=true">(RJD) has alleged</a> that Nitish Kumar, the current Chief Minister of Bihar and leader of the Janata Dal (United), will do a backward flip-- and break away from its alliance with the Bharatiya Janata Party (BJP). The basis of this speculation comes from JD(U)’s party secretary, K C Tyagi’s statement seeking special status for the state,which is one of Modi’s undelivered promises from 2014. While striking a dissonant chord with ally BJP, JD(U)’s Tyagi has also tried to woo rivals in Odisha ( Biju Janata Dal’s (BJD) Naveen Patnai), and in Andhra Pradesh (YSR Congress’s Jaganmohan Reddy and his immediate rival <keyword id="83019" type="ORGANIZATION" weightage="20" keywordseo="Telugu-Desam-Party">Telugu Desam Party</keyword>’s (TDP) Chandrababu Naidu), who have similar demands from the centre. A motley crew of regional satraps ahead of the last phase of polling may be a crucial political manoeuvre. On May 19, 60 seats in Bihar, Uttar Pradesh, Jharkhand, Punjab, Madhya Pradesh, Himachal Pradesh and Chandigarh are going to the polls. The Kingmakers Apart from its traditional rival, the Congress Party-led United Progressive Alliance (UPA), the BJP-led National Democratic Alliance (NDA) is challenged by Mahgathbandhan or a Grand Alliance that includes 12 political parties. It is led by Mayawati of Bahujan Samaj Party (BSP), and <keyword id="6355031" type="PERSON" weightage="20" keywordseo="akhilesh-yadav">Akhilesh Yadav</keyword> of <keyword id="6354265" type="DEFINITION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword> (SP), who were former foes turned friends; proving yet again politics makes strange bedfellows. These are the clear sides in the election so far and one of the leaders is likely to become the next Prime Minister. However, the BJD, the YSR Congress, its state rival TDP, and the Telegana Rashtra Samiti (TRS) led by K Chandrashekhar Rao who are yet to pick sides, will have fewer seats but an outsized say in deciding the winner of this Lok Sabha election, in the case of an utterly fractured mandate. The three states put together have 86 seats at stake in the Lok Sabha. Even half of those seats will wield significant power in case any of the other three national coalitions fail to cross the halfway mark. ‘Special’ unity The one factor binding four out of the five regional parties is the demand for ‘special status’ for their respective states. Special status is given to states with historic disadvantages be it geographic issues like tough terrains or unviable state finances. It provides them with autonomy like the ability to establish development boards, and decide on reservations. Special status has also been the bone of contention between BJP and TDP. TDP head Chandrababu Naidu broke away from the NDA, after BJP refused the status, as Naidu re-builds the state after Telangana split from AP. What is bringing these parties together is a recent comment from the union finance minister and BJP leader Arun Jaitley that categorically dismissed the demand for <a href="http://www.newindianexpress.com/business/2019/apr/04/arun-jaitley-against-special-status-special-financial-packages-for-states-1960238.html">special status for AP</a>, saying the ‘time for seeking special status is over’. While JD(U) has denied any attempt to break away from the NDA, it has enough common ground with the other four parties that can influence government formation. This may be the prelude to hectic parleys after the results on May 23.

A handful of small parties will play a key role in picking India’s next Prime Minister

As it is clear from the early trends that the BJP is heading towards forming the government single-handedly, there is no likelihood of regional parties playing the role of kingmakers in the current scenario. 
 
In fact, BJP seems all set to form the government on its own, without even requiring the help of its National Democratic Alliance partners like Akali Dal and Shiv Sena. 
 
BJP was leading in 271 constituencies in the initial trends and its other NDA partners – TDP, Shiv Sena, Akali Dal and LJP – leading in 16, 17, four and five seats, respectively. 
 
As on 12 March 2014, there are 1616 parties registered with the election commission, out of which the numbers of national parties was six and that of state parties was 47. 
 
Just after independence, in the 1950s and 60s, the Congress party dominated the national political scene. But the opposition started gaining some space during late 60s and early 70s, with the Janata Party even wresting power from the Congress in 1977. This event set the ball rolling for the mushrooming of a number of small parties. 
 Most small parties are one-man shows, who exercise absolute control over the party. While the coming up of new parties reflects more democratisation, these have tended to become internally less democratic. Leaders <keyword id="2243296" type="UNKNOWN" weightage="100" keywordseo="like-Jayalalitha">like Jayalalitha</keyword>, <keyword id="6357690" type="PERSON" weightage="100" keywordseo="mayawati">Mayawati</keyword>, <keyword id="6357168" type="PERSON" weightage="100" keywordseo="Mulayam-Singh-Yadav">Mulayam Singh Yadav</keyword>, <keyword id="43385" type="PERSON" weightage="100" keywordseo="Naveen-Patnaik">Naveen Patnaik</keyword> and <keyword id="18656" type="PERSON" weightage="100" keywordseo="Lalu-Prasad-Yadav">Lalu Prasad Yadav</keyword> have been running their respective parties single-handedly, without giving much room to internal dissent. 
 
Even in the run up to the 2014 elections, they were widely projected to play the role of kingmakers. But all these parties would be left high and dry if these initial trends get converted into results.

He is alleging that the promotional trailer of the movie has ‘hurt’ his sentiments. The PIL filed in local courts also claims that the movie projects India and its political leaders unfavourably to the rest of the world. It’s not only about India’s former prime minister, but also other noted Indian politicians like Lalu Prasad, Mayawati and another former prime minister, Atal Bihari Vajpayee. The petition has been filed under the sections of Indian Penal Code that relate to promoting enmity between different groups, sale of obscene objects, insult with intent to provoke breach of peace and criminal conspiracy.  The main point of contention seems to be that political parties aren’t normally seen propagating commercial films and the timing of the BJP sharing such an update ahead of the 2019 General Elections in India seems to be ill-advised. Others who claim the film is unfair The movie has created such controversy that the President of the Maharashtra State Youth Congress, Satyajeet Tambe Patil, went as far to write a letter to producer of the film demanding a ‘special screening’ ahead of its release. Patil questioned the accuracy of the film stating that there is an ‘incorrect presentation of facts’. <ul><li>The <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> declared an income of ₹10.34 billion while the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> made ₹2.25 billion. </li><li>Around 96% of the BJP’s income came from voluntary donations. </li><li>The BJP declared a total expenditure of ₹7.1 billion in 2016-2017, nearly 86% of which was spent on <keyword id="6355644" type="DEFINITION" weightage="20" keywordseo="elections">elections</keyword> and general propaganda, while the Congress spent ₹3.2 billion.</li></ul> It definitely pays to be in power. The Bharatiya Janata Party (BJP) declared a gross income of ₹10.34 billion in fiscal 2017, according to <a href="https://adrindia.org/content/analysis-income-expenditure-bjp-inc-fy-2016-2017-0">a report </a>by the Association of Democratic Reforms, an NGO. This marked a 81% jump in the ruling party’s income from the previous year, owing to a surge in individual donations. As is customary in countries beset by crony capitalism, the ruling party always gets the most donations. The BJP outearned every other national political party in India by a mile. The Indian National Congress, the country’s main Opposition party, reported the second-highest income of ₹2.25 billion, a 14% drop from the previous year. The only other national parties to make more than ₹1 billion were the Mayawati-led Bahujan Samaj Party (BSP), which reported a 250% jump in income to ₹1.73 billion, and the Communist Party of India (Marxist), whose income fell to ₹1 billion from ₹1.07 billion. The findings are based on the audited accounts submitted by the parties to the Election Commission of India. The deadline for submitting these tax returns was October 30th last year. The country’s two main parties took their time with their accounts. The BJP sent in its audited report in February 2018, while the Congress submitted it last month. The BJP, as usual, was tight-lipped about the actual sources of its revenue. It attributed a staggering 96.4% of its income in 2016-2017 to voluntary donations. The remaining amount came from interests on bank deposits and fees and subscriptions. Meanwhile, the Congress sourced 22.5% of its income from donations and grants while 51% came from the sale of coupons, which involves the issuance of receipts to donors in lieu of a cash contribution, and 19.5% came from the interest accrued on fixed deposits. As per India’s laws, the details of donations less than ₹20,000 did not have to be disclosed - a rule that the BJP and other political parties could have easily exploited by splitting large donations into amounts less than this limit. However, in last year’s Union Budget, Arun Jaitley <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=157861">capped the limit </a>of individual donations at ₹2,000 for the “sake of transparency”. It will be interesting to see what effect this has on these parties’ accounts for 2017-18. In all likelihood, more accounting work will be required. And how did the BJP spend its income in fiscal 2017? It focused its resources on staying in power and winning elections, a notable victory coming in the Uttar Pradesh state elections in March 2017. The BJP declared a total expenditure of ₹7.1 billion in 2016-2017, nearly 86% of which was spent on elections and general propaganda. The Congress struggled to match its rival’s spending power. The Opposition party ending up spending a lot more than it earned, recording a total expenditure of ₹3.2 billion, 46% of which was used to finance its election campaigns. It also declared ₹1.16 billion worth of administrative and general expenses, well above the BJP’s combined expenditure of ₹902 million on administrative and employee costs. Clearly, the BJP has a sizeable chest of cash at its disposal ahead of the 2019 general elections. However, the Congress is not to be counted out. It has amassed its own wealth over 10 stints as the ruling administration since India’s independence, and will spare no expense as it takes on the BJP and allies with other opposition parties next year. More pressing, however, is the murkiness regarding the finances of these parties. An overwhelming majority of their funds come from unspecified sources. Worse still, India’s parties have shown that they have no qualms in being swayed by foreign interests as long as there’s money on the table, with the BJP and Congress going so far as to <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=177082">okay a bill </a>that lets them off the hook for all the illegal foreign donations that they have received since 1976. The Association of Democratic Reforms recommends that all details of political donations should be made available to public under the Right-to-Information Act, as is the case in a host of countries such as the US, Germany, France, Italy, Japan Bhutan and Nepal. It also says that much like a Supreme Court ruling in 2013 that says an election candidate’s application should be completely filled, the Election Commission of India should enforce a rule that requires parties to disclose the source of all their donations above ₹20,000 in their tax forms. Meanwhile, the Election Commission is said to be assessing Arun Jaitley’s <a href="http://www.thehindu.com/news/national/govt-open-to-proposals-to-further-cleanse-political-funding-arun-jaitley/article22391042.ece">electoral bonds </a>proposal which is targeted at curbing cash contributions, but the scheme will only muddy the waters further by preserving the anonymity of donors. The bonds, which can be purchased from the State Bank of India, do not bear the name of the buyer, and as a result, the political party which receives the funds will not be able to identify the source but both of them will have to account for it. The idea is for banks to act as intermediaries of the political donation process. The source of any political party’s power should be the support it receives from the common electorate, not the funds it receives from wealthy donors and businesses, both domestic and foreign. There needs to be greater transparency in <keyword id="6386581" type="UNKNOWN" weightage="20" keywordseo="political-funding">political funding</keyword> in India, especially with regards to corporate donations. Anything otherwise is an affront to the principles of <keyword id="6354914" type="UNKNOWN" weightage="20" keywordseo="democracy">democracy</keyword>.

The Bharatiya Janata Party, led by <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>, created history in the just-concluded elections by becoming the first party since 1984 (the year Indira Gandhi was assassinated) to win majority on its own. The exit polls had predicted a Modi tsunami but it turned out to be a tsuNaMo. 
 The only chunk in the armour for the <keyword id="14666" type="ORGANIZATION" weightage="100" keywordseo="BJP">BJP</keyword> was the defeat of Arun Jaitley from Amritsar. Jaitley was widely speculated to get a major portfolio in the next government (probably the finance ministry). However, he might find a Cabinet berth despite losing the <keyword id="6359191" type="EVENT" weightage="100" keywordseo="election">election</keyword> as Rajnath Singh has said that “the party would fully utilise his abilities.” 
 The <keyword id="1575" type="ORGANIZATION" weightage="100" keywordseo="Congress">Congress</keyword>’ entire India tally was reduced to a meagre 44, which is way below the BJP’s tally of 71 from UP alone. The drubbing was so massive that the ruling party could not even manage to get 55 seats (10% of the total number of Lok Sabha seats) required to nominate the leader of opposition. 
 
The decimated Congress failed to open its account in as many as nine states – Delhi, Rajasthan, Gujarat, Jammu and Kashmir, Odisha, Tamil Nadu, Uttarakhand, Himachal Pradesh and Goa. On the other hand, the BJP, riding on the Modi wave, conquered all the seats in Gujarat, Rajasthan, Delhi, Uttarakhand, Himachal Pradesh and Goa. 
 
With such a strong mandate in his favour, now Modi needs to live up to the expectations of the people and usher in all round development and good governance. Modi showed his humble side after his victory. Addressing his supporters in Vadodara, Modi spoke about taking everyone along and gave the mantra of “sabka sath, sabka vikaas.” 
 
The most positive outcome of the result has been the fact that the new government will not be constrained by or subjected to blackmailing by the coalition partners. The outgoing Prime Minister, Manmohan Singh, had often referred to coalition compulsions and admitted that he had to make some compromises in the name of coalition dharma. 
 
Any analysis of the election results would remain incomplete without a special mention of Uttar Pradesh, where people rejected caste-based politics, reducing Mayawati’s BSP to nought. It shows that voters have become aspirational and can no longer be swayed by empty caste rhetoric and symbolism. However, it would be premature to write her off completely as her party, though could not win any seat, managed to get a vote share of 19.6%. 
 In Bihar too, the Modi wave shattered Lalu’s dream of making a comeback and he could not increase his party’s 2009 tally of just four seats. <keyword id="6358190" type="PERSON" weightage="100" keywordseo="Nitish-Kumar">Nitish Kumar</keyword>’s JD (U) also faced a rout and could win just two seats. Following this, he put in his papers on ‘moral grounds’. However, it seems more of a face-saving exercise as there were reports of growing discontent within his party. Now, JD (U) President Sharad Yadav has extended a lifeline to Lalu by signalling an alliance between the arch rivals. 
 The results also show Congress Vice-President <keyword id="5268" type="PERSON" weightage="100" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword>’s growing disconnect with the masses over the years. When scams after scams propped up during UPA II, he seemed oblivious to it. Neither he nor outgoing PM Manmohan Singh ever took any step to crack down on graft. Gandhi never talked to the media on uncomfortable issues and was seen as a leader who refused to own up responsibility. 
 
The BJP had undergone a transition within the party before the polls as it required a new face after the debacle under LK Advani. The Congress, too, after successive debacles under Rahul Gandhi, needs to look for a new face with fresh ideas.
