Markaz Chief is said to be apolitical but has been controversial since he made way to the top post contrary to the advice of the shura which led to the division of Tablighi Jamaat. The Delhi Police Crime Branch issued second notice to the Markaz Chief under section 91 of the CRPC, but not sought his personal appearance, his lawyers said. Markaz Chief lawyer <keyword id="9024329" type="PERSON" weightage="20" keywordseo="fuzail-ahmed-ayyubi">Fuzail Ahmed Ayyubi</keyword> said, "Pursuant to the registration of FIR, Markaz has extended its cooperation to all steps undertaken by the police authorities." In future as well full cooperation will be extended by Markaz with regard to the investigation in the said matter. The Markaz has been at the centre of the storm as the government has quarantined at least 25000 Jamaat members in different states and is still trying to trace all contacts. The Congress has sought an inquiry into the whole issue. Rajasthan Chief Minister GAshok ehlot said, "A sitting or retired judge of the Supreme Court should conduct an inquiry so that the truth should come out as to who was at fault." He said that the issue should not be communalised, as every Indian is united in the fight against the deadily disease. Slamming the government Gehlot said, Rahul Gandhi raised the issue on February 12 and if government had stopped the people from coming to India or screened them properly at the airports, the Virus would not have spread so much. Congress spokesperson Randeep Surjewala also demanded action against the culprit. But there are questions that should be answered - "why the National security advisor Ajit Doval went to the markaz at 2 a.m. in the night and talked with the Maulana and he should tell what transpired between them." asked Surjewala. Tablighi Jamaat leader Maulana Saad under quarantine in south east Delhi

New Delhi, Apr 21 () Tablighi Jamaat leader Maulana Saad Kandhalvi, who has been booked by the Delhi Police for holding a religious congregation here during the lockdown, on Tuesday appealed to coronavirus survivors to donate blood plasma for infected people.In a letter issued on Tuesday, Saad said he and some other members of the organisation are exercising self quarantine.He said most of the members who were quarantined did not have any infection and they tested negative for COVID-19. "Even from amongst the ones who tested positive for the disease, a majority of them have now undergone treatment and are now cured while I and a few others are still under quarantine. "It is required that such people who are now cured of this disease should donate blood plasma to others who are still fighting the disease and are under treatment," he said.On Monday, he had urged the followers of the organisation to pray at home in the month of Ramzan.While addressing an online briefing on Sunday, Chief Minister Arvind Kejriwal cited the Tablighi Jamaat congregation last month, a major hotspot, and the large inflow of travellers from other countries to Delhi as the reasons for the spread of the virus, and said the city was "fighting a difficult battle".The Delhi Police crime branch, had on March 31, lodged an FIR against seven people, including the cleric, on a complaint by the Station House Officer of Nizamuddin police station for holding the congregation in alleged violation of the orders against large gatherings to contain the spread of coronavirus.Later, the Indian Penal Code Section 304 (culpable homicide not amounting to murder) was added to the FIR.The cleric is wanted by the Delhi Police and he responded twice to them. "Maulana Saad, in an open letter on April 21 to all Jamaatis who have recovered from the coronavirus (infection), has appealed them to donate their plasma to help others. The message has reached all the members," Maulana Anees Ahmad Nadvi, the manager of Tablighi Jamaat's Lucknow branch, told on Wednesday."As per the Health Department data, over 50 per cent of corona patients are Jamaatis. Among them those who have recovered are being contacted and all of them are ready to donate their plasma," claimed Nadvi."We have till now contacted 400 Jamaatis. In the entire country, those who have recovered are also giving their plasma. Markaz has given instructions that no one should be left from donating plasma," he said."Jamaatis are not doing any favour to anyone by giving their plasma. This is a humanitarian step. Uttar Pradesh Surveillance Officer, Dr Vikasendu Agarwal, said all those who have recovered from coronavirus, including Jamaatis, were being contacted for plasma donation, but the move has been suspended after the Centre's statement on the issue. Refusing to divulge the number of cured Jamaatis, he said "We were contacting them. They are not different from us. We were contacting all our patients and asking them that they could donate if they find it appropriate, as it would help other patients.""All of those contacted by us are ready for giving plasma," he said.Chief Medical Officer, Lucknow, Dr Narendra Agarwal said all 28 Jamaatis, who were admitted in KGMU were contacted to donate their plasma and all of them agreed. "A proposal in this regard has been sent to the government. After approval, their plasma will be taken," he said. With the plasma therapy gaining a lot of traction as a possible cure for coronavirus, the Union Health Ministry on Tuesday clarified that it is at an experimental stage and there is no evidence yet to support that it can be used as treatment for COVID-19. Till the effectiveness of this mode of treatment is scientifically proven, its application except for research and clinical trial is illegal, Joint Secretary in the Ministry of Health Lav Agarwal said. Saharanpur (UP), Apr 15 () Two relatives of Tablighi Jamaat chief Maulana Saad Kandhalvi tested positive for coronavirus in Uttar Pradesh's Saharanpur district, an official said on Wednesday.After the two relatives of Kandhalvi tested positive for COVID-19, the district administration sealed Mufti locality in Mandi area here, Saharanpur DM Akhilesh Singh told . He said eight other people from the area were placed under quarantine. The two persons who tested positive are Kandhalvi's in-laws and they had stayed at the Tablighi Jamaat's Markaz in Delhi's Nizamuddin before the COVID-19 lockdown was imposed, the district magistrate said.They had recently returned from South Africa and quarantined along with two other persons, Singh said.The authorities are now trying to find those people who came in contact with the two relatives of the Tablighi Jamaat's leader. New Delhi, Apr 15 () Tablighi Jamaat leader Maulana Saad Kandhalvi has been booked for culpable homicide after some of the attendees of the religious congregation died due to coronavirus, police said on Wednesday. Kandhalvi had organised the religious gathering at Nizamuddin Markaz last month against the social distancing protocol imposed by the Centre to curb the spread of the deadly disease. An FIR was registered against the cleric on March 31 at Crime Branch police station on a complaint of the Station House Officer of Nizamuddin. He was earlier booked for holding the event, police said. "After several attendees of the Tablighi Jamaat event succumbed to coronavirus, we added IPC section 304 (culpable homicide not amounting to murder) in the FIR against the leader," a police official said. Some foreigners who attended the event have also been booked for violation of visa norms. In an audio message, Kandhalvi had said that he was exercising self-quarantine after several hundreds who visited the Tablighi Jamaat congregation at Nizamudddin Markaz tested positive for coronavirus. The FIR registered against the Tablighi Jamaat event says that the Delhi Police contacted the authorities of Nizamuddin Markaz on March 21 and reminded them of the government order which prohibited any political or religious gathering of more than 50 people. It says that despite repeated efforts, the event organisers failed to inform the health department or any other government agency about the huge gathering inside the Markaz and deliberately disobeyed government orders. "The sub district magistrate of Defence Colony inspected the premises several times and found that around 1,300 people, including foreign nationals, were residing there without maintaining social distance. It was also found that there were no arrangements of hand sanitizers and face masks," the FIR adds. The Nizamudddin centre, attended by thousands, turned out to be a hotspot for spread of coronavirus not only in the national capital, but the entire country. More than 25,500 Tablighi members and their contacts have been quarantined in the country after the Centre and the state governments conducted a "mega operation" to identify them. New Delhi, May 1 () Two more Delhi Police personnel who were part of a Crime Branch team probing the Tablighi Jamaat case tested positive for coronavirus, officials said on Friday. The two policemen were sent to quarantine centres, they said. Earlier, a Delhi Police constable of the Crime Branch who visited the Nizamuddin headquarters of the Tablighi Jamaat in south Delhi had tested positive for coronavirus. The constable had visited the Markaz building in connection with the probe into the religious congregation held there last month where many people were reported to have contracted the infection. On March 31, the Crime Branch lodged an FIR against seven people, including Tablighi Jamaat leader Maulana Saad Kandhalvi, on a complaint by the SHO of Nizamuddin for holding a religious congregation here allegedly in violation of the lockdown orders and not maintaining social distancing to contain the spread of coronavirus. After two policemen, who were on lockdown enforcement duty in northeast Delhi, tested positive for coronavirus on Thursday, Special Commissioner of Police (operations) Muktesh Chander wrote a letter to Special CP (armed forces) Robin Hibu informing him about the development. "They were residing at barrack number 5 of the Khajoori Khas police station. In the same barrack, the staff of commissioner of police reserve was also residing. It is important that they are also tested for COVID-19 and are quarantined immediately. Similar precaution need to be taken for all CP reserve staff at other locations too," the letter said. (Eds: Combining related stories ) New Delhi, Apr 15 () The Delhi government on Wednesday decided to use the plasma enrichment technique to treat severely-ill coronavirus patients on a trial basis as the total number of COVID-19 positive cases in the national capital reached 1,578.The clinical trial of the plasma enrichment technique will be conducted at the Institute of Liver and Biliary Sciences (ILBS), according to an official.In the technique, antibodies from blood of patients, who have recovered from coronavirus, are used to treat severely infected patients. It is aimed at assessing the efficacy of convalescent plasma to limit complications in COVID-19 patients.Convalescent plasma is an experimental procedure for coronavirus patients. The total number of COVID-19 cases increased to 1578, with 17 fresh cases and two deaths being reported in a day, according to Delhi government authorities. With two more fatalities reported, the death toll from COVID-19 in Delhi has jumped to 32.The total number of COVID-19 containment zones has also increased to 56. In a tweet, Lt Governor Anil Baijal said that the officials concerned have been advised to strictly adhere to guidelines and protocols issued by the Ministry of Health and Family Welfare while dealing with coronavirus patients."Delhi to use plasma technique for treatment on trial basis to save life of critical COVID-19 patients. Prime Minister Narendra Modi on Tuesday had announced extension of the lockdown until May 3.The move by Dev comes a day after a large number of migrant workers gathered in Mumbai and Surat despite the nationwide lockdown to contain the spread of COVID-19.According to an official, the 10 IAS officers will coordinate with resident commissioners of states and union territories to address issues being faced by migrants in Delhi, be it food, shelter, essential supplies, payment of wages or other livelihood issues.Dev has asked the nodal officers to submit a report twice a week on the efforts and measures taken by them.In another decision pertaining to migrant workers, Chief Minister Arvind Kejriwal said the government has ordered shifting of those people gathered at the Yamuna Ghat.
