<p>Europe is down modestly across the board.</p>
<p>Italy is down 0.28%. Spain down 0.55%. Germany down just 0.1%.</p>
<p>Political concerns in Spain and Italy continue to be talked about. Mario Draghi comes to Spain tomorrow to talk to lawmakers.</p>
<p>US futures are basically flat, and Asia was closed last night.</p>
<p>Japan's yen is weakening modestly against the dollar.</p>

<p>Markets are falling today, particularly in Europe, where German stocks are down 0.9% and Italy is off 1.2%. France's CAC-40 is off 0.66%.</p>
<p>It's Flash PMI day. Chinese manufacturers unexpected have unexpectedly accelerated, as the impact of the latest Beijing "mini-stimulus" has been felt.</p>
<p>But European data is really week. French industry continues to shrink, while Germany expands at a weaker pace than expected.</p>
<p>The US will still be mourning its heartbreaking tie to Portugal today.</p>

Markets Are Falling...

<p>The selling isn't too dramatic - nothing's too dramatic these days - but it is noticeable.</p>
<p>Germany's DAX is off 0.46%.</p>
<p>UK stocks are off 0.33% (meanwhile UK unemployment has just fallen to a 5-year low of 6.6%).</p>
<p>US futures are down over 0.1%.</p>
<p>In Asia, Japanese stocks gained 0.5%.</p>
<p>We continued to be in the midst of a very slow week for economic data.</p>

Why is the stock market falling so sharply today?

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>REUTERS/Ilya Naymushin</span></p></div><p></p></div></div></p><p>European markets are down on Friday morning, reacting to the US Federal Reserve's decision to keep rates on hold. </p><p><span><a href="http://uk.businessinsider.com/closing-bell-fed-statement-september-17-2015-9">Overnight in the US, markets also ended in the red. </a>The major indexes spiked on the Fed's statement, with the Dow rising nearly 200 points, but stocks quickly gave up those gains.</span> The Dow fell 0.39% while the S&amp;P 500 was down 0.26%</p><p><a href="http://www.businessinsider.com.au/japanese-stocks-snapped-a-three-day-rally-but-the-rest-of-asia-gained-after-the-fed-2015-9">Meanwhile markets in Asia</a> were volatile. European markets are falling

<p>Britain's FTSE 100, France's CAC 40, and Germany's Dax are all down by just under 1%.</p>
<p>Earlier, we learned that France's private sector economy may have contracted in November. The <a href="http://www.businessinsider.com/france-november-flash-pmi-2013-11">Flash France Composite Output Index sank to  48.5</a> from 50. 5 in October.</p>
<p>"Renewed weakness was evident across both services and manufacturing, and the poor set of figures underline the fragility of the economy in the face of a persistently anaemic demand environment," noted Markit economist Jack Kennedy. "Although remaining above the levels seen in the first half of the year, PMI data highlight the risk of a return to recession for France in Q4 following the - 0.1% fall in GDP during Q3.""</p>

Markets Are Falling In Europe

MARKETS: FTSE falls

<p>So far, the downside hasn't been particularly dramatic, but it's still worth noting.</p>
<p>Yesterday the Dow fell over 100 points. </p>
<p>Today, French stocks are down 0.75%, Germany is down 0.66%, and the UK is off 0.65%.</p>
<p>The Nikkei slipped 0.7%.</p>
<p>US futures are off a bit today.</p>
<p>The big event during the day will be the latest revision to Q1 US GDP. It's expected to be sharply negative. Because it's so backwards looking, and because the data has come back so strongly in Q2, it's unlikely the report will be market moving, but it will be closely picked over by economists.</p>

<br /><br /> Everyone looked up. The <keyword id="44284" type="POSITION" weightage="100" keywordseo="Secretary">secretary</keyword> looked up. The <keyword id="210157" type="POSITION" weightage="100" keywordseo="deputy-secretary">deputy secretary</keyword> looked up and so did the assistant secretaries and the associate secretaries. Well, if the secretary looks up, the others had better not keep their head down as this is what gives a wrong signal and allows supersession in offices. The secretary then asked me to go to the reception and meet his secretary. ‘Well, this is quite a wonderful world here,’ I said, ‘full of secretaries.’ <br /><br />

	No answer.

	I walked out and asked the secretary of the secretary if he was indeed the secretary of the secretary and he said, ‘I am indeed.’
<br /><br /> ‘So tell me,’ I said, ‘why is the <keyword id="6484188" type="CITY" weightage="100" keywordseo="Sensex">sensex</keyword> so dependent upon whatever happens in China today?’ <br /><br />

	‘Ask the secretary.’
<br /><br />

	‘But you’re the secretary.’
<br /><br />

	‘I’m only the secretary to the secretary and not the secretary.’
<br /><br />

	The way the PMO and, in fact, all these government offices function can be quite harrowing for simple folk like me. But this was more than just harrowing… I felt I was inside a pitch-black pipe and rolling with no chance of ever stopping. No wonder they say that the government is invariably rolling well or rolling back something or the other or heads are rolling. Rolling is quite a popular activity in the PMO as well. Do well and you’re on a roll… slip once and see your head roll. The people there role-play. They know their role well and roll in tandem. And thus the government rolls… and often like a roller-coaster, going higher and higher and then doing a noisy free-fall, but always rolling. It rocks and rolls too, really speaking. Rolling is what it does well other than rocking.
<br /><br />

	And this leads us to rocking. Each of the services has their own rock throwers who do their job well. We’ve just being seeing one long rocking-battle between the defence guys and the civil services… operation OROP, as one veteran told me once. The common chant all over all the ministries is: ‘Rock their boat! Rock their boat!!’ The PMO, I discovered, is no less. They are adept at rocking boats in office and even after they have retired. Read the books that they write (which have, of course been written while they were in service and pretending to do some really complex fiscal jogging to help the nation afloat) and you’ll know how popular the sport of rocking is in a sarkari environment.
<br /><br />

	Come on now, the government isn’t just about the babus and also has its roles shared by the netas. Though many of them prefer to roll than walk, but that being only an outcome of their physical attributes, they need to be adept at rocking as well. And the opposition is always rocking the decision-making abilities and bill-passing of the party in power. Ironically, the party in power believes they are rock stars and have a rocking performance.
<br /><br />

	This is so confusing… but Specky, my wife thinks otherwise. She told me the other day that most of these rock stars in our parliament would look up and scan the skies if their leader were to suddenly shout, ‘Rock it!’ So I asked her if a command to ‘rock on’ will probably get them scurrying to manage a guitar!
<br /><br />

	But let me not digress and let my thoughts not play second fiddle to any other thoughts that our bureaucracy and our politicians light up so easily. I had gone to the PMO to ask them about what the nation needs to do.
<br /><br />

	The secretary to the secretary heard the word nation and looked up, ‘Ah! What the nation needs to know is that the rupee is like an iceberg, still afloat. Icebergs never drown.’
<br /><br />

	‘Noble thought,’ I said, and immediately wrote a few lines sitting on a chair in the PMO…
<br /><br />

	As I was leaving, I decided to let my readers know that the PMO that I went to was some Prime Merry-making Office that every government office really is.

<p>For the third trading session in a row, stocks are falling again.</p>
<p>This morning's <a href="http://www.businessinsider.com/july-retail-sales-2013-8">advance retail sales report</a> caused a bit of selling in the futures at 8:30 AM ET, but the S&amp;P 500 really took a turn downward when exchanges opened at 9:30.</p>
<p>Now, the index is down 0.4% from yesterday's close to 1682, trading near its lows of the day.</p>
<p>If the market closes down again today, it will mark the sixth trading session in the last seven that stocks have fallen since the all-time high of 1709 on August 2.</p>
<p>Treasuries are also taking a beating this morning. 5-year Treasury futures are down 0.3%, and the yield on the 10-year note is 8 basis points higher from yesterday's close at 2.70%.</p>
<p>That's just 4 basis points below the highs reached at the culmination of the big sell-off in the Treasury market of the past few months on July 5, when the 10-year Treasury closed at 2.74%.</p>
<p>The headline number in today's advance retail sales report missed expectations, showing 0.2% sales growth in July versus the 0.3% growth predicted by market economists, but sales excluding autos were better than expected, rising 0.5% last month versus estimates for a 0.4% rise.</p>

The Stock Market Is Falling Again

<p>This morning, things were pretty quiet in the stock market.</p>
<p>There were no economic data releases, no notable earnings – not much going on in general.</p>
<p>In the last hour or so, though, the market has taken a turn lower, and now the S&amp;P 500 is down 0.3% on the day, trading right at 1650. The <a href="http://www.businessinsider.com/treasury-bonds-are-getting-slammed-again-2013-8">Treasury market is also selling off</a> – the yield on the 10-year note is 6 basis points higher from Friday's close, trading at 2.88%.</p>
<p>If these levels hold and the index closes in the red, it will be the ninth trading session of the last eleven in which the index has fallen.</p>
<p>In a note to clients Friday, BofA Merrill Lynch technical research analyst Stephen Suttmeier warned that the sell-off that has taken hold of the market over the past two weeks may not be over yet.</p>
<p>Reflecting on Thursday's trading – the worst session in the recent spate of selling – Suttmeier wrote:</p>

<p style="padding-left: 30px;"><em>Yesterday’s 1.43% drop in the S&amp;P 500 completed a 1-month top, but market complacency suggests deeper downside risk. Sellers may not be exhausted yet and the following four indicators point to complacency in the US equity market:</em></p>

<li><em><span style="line-height: 1.5em;">NYSE consolidated tape volume of 3.4b shares was slightly above the 65-day average and not at panic volume levels.</span></em></li>
<li><em><span style="line-height: 1.5em;">The market drop did not qualify as a 90% down day, with 85.4% of stocks down and 74.4% down volume. This is not panic downside volume and breadth.</span></em></li>
<li><em><span style="line-height: 1.5em;">The daily ARMS (TRIN) was complacent at 0.55. A daily ARMS reading above 2.0 would indicate near-term fear. In fact, readings above 2.0 on June 19, April 17 and February 20 and all were near tradable bottoms.</span></em></li>
<li><em><span style="line-height: 1.5em;">The 5-day put/call ratio is also complacent and reached the lowest level since mid-September 2012.</span><span style="line-height: 1.5em; color: #222222;"> </span></em></li>

<p>An early afternoon rally is being followed by a late afternoon sell-off.</p>
<p>Just after 2:00 PM ET, the yen finally crossed the <a href="http://www.businessinsider.com/japanese-yen-approaches-key-100-level-2013-5">¥100 yen per dollar level</a>. This is yet another sign that Japan's extraordinary efforts to weaken their currency is working.</p>
<p>However, this also means that the dollar is strengthening relative to the yen.  This may be a source of consternation for traders who are concerned about American exports becoming more expensive to Japanese consumers.</p>
<p>According to Doug Kass, there's a rumor circulating that the <a href="https://twitter.com/DougKass/status/332569654574850049">Wall Street Journal's Jon "Fedwire" Hilsenrath</a> may soon be publishing a story about the Fed tightening monetary policy.</p>
<p>Hilsenrath has a reputation for being close with the Federal Reserve, so his reports are often market movers.</p>

Markets Are Falling To Their Lows Of The Day

<p><div class="KonaFilter image-container float_right"><div class="image"><p class="source"><span>Toyota</span></p></div><p></p></div>The stock market is moving lower in the first half of today's session.</p>
<p>Right now, the S&amp;P 500 index is trading at 1833, down 0.2% from yesterday's close. If the losses hold today, it will mark the fifth day in the last six in which the index has closed lower.</p>
<p><span>"High-beta names are getting hit sharply - seems like a "sell the news" from CES," says Dave Lutz, head of ETF trading and strategy at Stifel Nicolaus.</span></p>
<p><span>Lutz points out that a lot of the momentum stocks - like Tesla, Facebook, 3D Systems, and Twitter - are now falling sharply after opening stronger.</span></p>
<p><span>Treasuries are also slightly lower today after yesterday's session, in which a mix of better-than-expected economic data and hawkish minutes from the FOMC's December meeting caused a big sell-off across the complex.</span></p>

<p>All of this comes after <a href="http://www.businessinsider.com/japan-euro-zone-q1-gdp-reports-2014-5">a slew of GDP reports</a> that showed France's economy halted, Italy's economy contracted, and Portugal's economy tanked. Meanwhile, Germany seems to be doing fine growing 0.8% in Q1. Altogether, the euro zone grew 0.2% in Q1, missing expectations for 0.4% growth.</p>
<p>The weak data puts increasing pressure on the European Central Bank to act at its upcoming June monetary policy meeting.</p>

<p>Nasdaq is up 0.2%, but pared earlier gains.</p>
<p>Meanwhile, gold is up to $1,307.50. Ahead of the <keyword id="134929" type="UNKNOWN" weightage="60" keywordseo="jobs-report">jobs report</keyword> gold was down 1.93% to $1,299. </p>

Markets Fall After Jobs Report Misses

<p><div class="image-container float_right" style="width:400px"><div class="image"></div><p class="source">Reuters</p></div>There's still no deal in <keyword id="6373843" type="COUNTRY" weightage="60" keywordseo="Cyprus">Cyprus</keyword>.</p>
<p>As it stands, the government does not have the votes to pass the bank levy that would be required in order to reopen the banks without a financial collapse.</p>
<p>Negotiations remain underway to reschedule the tax (make it more progressive; have it fall more on those with over 100k euro in the bank) but so far there's no deal.</p>
<p>Markets are down a bit in Europe although not dramatically so yet.</p>
<p>U.S. futures were flat, and Asia was actually up nicely, with Japan gaining two percent.</p>
<p>Cyprus remains the story the whole world will be watching.</p>
