Made in India battle royale game Indus trailer out: Here’s what to expect

Online job platform <keyword id="188512" type="General" weightage="20" keywordseo="monster-com" source="Orion">Monster.com</keyword> on Wednesday said that it has raised Rs 137.5 crore in a funding round led by <keyword id="6491998" type="General" weightage="20" keywordseo="mohandas-pai" source="Orion">Mohandas Pai</keyword> of Meridian Investments and Akash Bhanshali of Volrado Venture Partners, with participation from Quess, its parent company. The online talent platform said that the funds will be utilised towards enhanced investments on product development and marketing in India, SEA and Middle-East markets. Post the funding, Monster.com is now valued at $100 million. "The last year has been incredible for the company, achieving very healthy growth across all metrics. We have an exciting product and business road map in line with our view on how hiring will evolve in the next few years," said Sekhar Garisa, CEO, Monster.com, APAC &amp; ME. In 2018, Quess Corp acquired Monster.com's businesses in India, Singapore, Malaysia, Philippines, Hong Kong, Vietnam, Thailand, Indonesia, the UAE and Kingdom of Saudi Arabia. So we’ll fill these vacancies over time,” Shekhar Mande, Director-General, CSIR told The Hindu. These positions include over 100 vacancies each in National Institute of Oceanography Goa, Indian Institute of Chemical Technology Hyderabad(102), National Chemical Laboratory Pune(123), Fourth Paradigm Institute Bengaluru, and Central Food Technological Research Institute (CFTRI) in Mysuru (111), Financial Express <a href="https://www.financialexpress.com/jobs/2896-scientist-posts-lying-vacant-in-70-institutes-govt/1642417/">reported</a> citing Harsh Vardhan, Science and Technology Minister. DRDO and MoST are looking to hire as many as 2,900 scientists

The Indian government wants to plug the brain drain happening in the country and is taking concrete steps towards it. 
 
In a bid to support innovation and entrepreneurship, the government will help create enterprises worth $300-500 billion in next five years. 
 Speaking at <keyword id="6426108" type="UNKNOWN" weightage="20" keywordseo="surge">SURGE</keyword> in Bengaluru, Binod Bawri of the <keyword id="2746648" type="UNKNOWN" weightage="20" keywordseo="Atal-Innovation-Mission">Atal Innovation Mission</keyword> said, “This fund of funds would be a significant part of the upcoming budget session.” 
 
Atal Innovation Mission, or AIM was launched by PM Narendra Modi to inculcate innovation in young minds and to fund start ups across India. 
 
Meanwhile, he also spoke about patents as India has huge pendency of patent, copyright and trademark applications and startups often get caught up in this web, when registering their innovative products and services. 
 
“The government is also working to ease the process for startups by recruiting patent officers and we will bring significant changes in patent in the coming years,” said Bawri. 
 
Another major focus under AIM would be ‘Grand Challenges’, under which top 10 challenges would be recognised in each sector and innovative ideas will be sought to resolve those. 
 Reiterating its claim to help startups, the Indian government is working towards fulfilling its promises made during ‘<keyword id="3003094" type="UNKNOWN" weightage="20" keywordseo="Startup-India">Startup India</keyword>, Standup India’ initiative. 
 
“To fuel Startup India, the government is also trying to change the way it works and is bringing business models used by successful companies around the world,” said Bawri. 
 
The government is going to measure objectives, set up a benchmark, bring in policies and map the process of implementation. 
 
Talking about the brain drain happening and many startups going to other countries like Singapore and the UK to fulfil their dreams, Bawri said policies have been laid out to ease tax exemptions and exit routes and they will be implemented soon. 
 
When asked about the mindset of many entrepreneurs on giving up on their dreams due to failures, he said the thinking was changing. 
 
“The culture of accepting failure and moving on is coming up. It is important to have role models, who have success as well as failure stories to share to encourage people,” said Bawri.

London, Jun 18 (AP) As the race for a vaccine against the new coronavirus intensifies, rich countries are rushing to place advance orders for the inevitably limited supply to guarantee their citizens get immunised first - leaving significant questions about whether developing countries will get any vaccine before the pandemic ends. Earlier this month, the UN, International Red Cross and Red Crescent, and others said it was a "moral imperative" that everyone have access to a "people's vaccine". But such grand declarations are unenforceable, and without a detailed strategy, the allocation of vaccines could be extremely messy. "We have this beautiful picture of everyone getting the vaccine, but there is no road map on how to do it," said Yuan Qiong Hu, a senior legal and policy adviser at Medecins Sans Frontieres in Geneva. She said numerous problems must be resolved to manage distribution and that few measures have been taken. In the past, Hu said, companies have often applied for patents for nearly every step of a vaccine's development and production: from the biological material like cell lines used, to the preservative needed to stretch vaccine doses and even how the shots are administered. "We can't afford to face these multiple layers of private rights to create a 'people's vaccine,'" she said. Speaking at a vaccine summit earlier this month that addressed the thorny issue of equitable distribution, Ghanaian President Nana Akufo-Addo agreed. "The global spread of COVID-19 has told us in no uncertain terms that disease knows no boundaries and no country can afford to go it alone," he said. "Only a people's vaccine with equality and solidarity at its core can protect all of humanity from the virus...A bold international agreement to this end cannot wait." Worldwide, about a dozen potential COVID-19 vaccines are in early stages of testing. While some could move into late-stage testing later this year if all goes well, it's unlikely any would be licensed before early next year at the earliest. Still, numerous rich countries have already ordered some of these experimental shots and expect delivery even before they are granted marketing approval. Britain and the US have sunk millions of dollars into various vaccine candidates, including one being developed by Oxford University and manufactured by AstraZeneca. In return, both countries are expected to get priority treatment; the British government declared that if the vaccine proves effective, the first 30 million doses would be earmarked for Britons. Separately AstraZeneca signed an agreement to make at least 300 million doses available for the US, with the first batches delivered as early as October. Last week, the European Union moved to ensure its own supply. On Saturday, AstraZeneca struck a deal with a vaccines group forged by Germany, France, Italy and the Netherlands to secure 400 million doses by the end of the year. Among several global efforts underway to try to ensure developing countries don't get left behind is an "advance market commitment" from the vaccines alliance GAVI that aims to persuade manufacturers to make enough for both rich and poor countries. That can "prevent countries from scrambling to try to invest," said Seth Berkley, CEO of GAVI, which used the approach to secure Ebola and pneumonia vaccines for a global market. "Because if you're investing in one or two vaccines, of course the ... probability of those vaccines working is quite low. And so yes, you may hit the jackpot and have a vaccine that works. But you also may end up with no vaccine and be left behind." Two global vaccine groups have inked a $750 million deal with AstraZeneca to supply 400 million doses by the end of 2020. The Anglo-Swedish pharma giant has also agreed to license its vaccine to India's Serum Institute for the production of 1 billion doses. Johnson &amp; Johnson's chief scientific officer, Dr Paul Stoffels, said the company plans to make its coronavirus shot for poor countries at a not-for-profit price. Likewise, AstraZeneca CEO Pascal Soriot has pledged to make the vaccine available at no profit during the pandemic. The World Health Organization and others have called for a COVID-19 "patents pool," where intellectual property rights would be surrendered so pharmaceuticals could freely share data and technical knowledge. Numerous countries including Australia, Brazil, Canada and Germany have already begun revising their licensing laws to allow them to suspend intellectual property rights if authorities decide there is an overwhelming need given the pandemic. But the response from the industry has been lukewarm. Executives at Pfizer and some other major drug makers say they oppose suspending patent rights for potential COVID-19 vaccines. "We can't just rely on goodwill to ensure access. With HIV/AIDS, it took 10 years for the drugs to reach people in lower-income countries. If that happens with COVID-19, that would be very worrying," said Arzoo Ahmed of Britain's Nuffield Council on Bioethics. Dr Soumya Swaminathan, WHO's chief scientist, said the UN health agency is currently working on developing an "allocation framework" for how coronavirus vaccines should be given out. But this guidance would not be binding. "We don't want to be in a situation where there are doses of a vaccine but they're just available to some countries," she said. <div class="KonaFilter image-container display-table float_right"><div><div class="image"><a href="http://en.wikipedia.org/wiki/File:Roanoke_map_1584.JPG">en.wikipedia.org</a>Virginea Pars map, including Roanoke Island, drawn by John White during his initial visit in 1585.</div></div></div>England's first colonies in the New World were profit-seeking corporations, and like any wave of firms entering a radically new sector, it took some flameouts and consolidation for what might be called England's America industry to really get off the ground.
Born at the same moment, the Virginia Companies of London and Plymouth would come to know radically different fates. The former struggled mightily for nearly a decade before flaming out. The Plymouth company would help make the Pilgrims' story possible. It would take a third company backed by investors with entirely different motives than the first two to make America work.

Sometimes they would form joint stock companies, which would finance expeditions to prospective lands with the hope of splitting up whatever commerce they were able to drum up on the other side of the sea.
The first two English adventurers to attempt to make it in America were Sir Walter Raleigh and his half brother Humphrey Gilbert. We can get a sense of their motivations from <a href="http://www.fordham.edu/halsall/mod/1585haies-gilbert.asp" target="_blank">the following account</a>, dated 1583 - 37 years before the pilgrims - from Captain Edward Hayes, who commanded one of Gilbert's ships back from Newfoundland, site of the first-ever English colony in America:
…although we cannot precisely judge (which only belongeth to God) what have been the humours of men stirred up to great attempts of discovering and planting in those remote countries, yet the events do shew that either God's cause hath not been chiefly preferred by them, or else God hath not permitted so abundant grace as the light of His word and knowledge of Him to be yet revealed unto those infidels before the appointed time.
Yeah. God and money don't mix so good.
<a href="http://www.constitutionalconcepts.org/raleigh.htm" target="_blank">The 1584 charter</a> granted by Queen Elizabeth to Raleigh to settle America, which Raleigh called "Virginia," further emphasizes this. It basically says: go over there and do what you want, it's all yours. There's nothing in the document about religion, or even claiming the land in the name of England (though that is implied).
You may know what happened next: Over the next three years, Raleigh financed expeditions to set up a beachhead settlement on Roanoake Island, on modern-day North Carolina's Outer Banks. But some time between 1587 and 1590, the entire colony vanished. You can read about some of the theories why <a href="http://www.nbcnews.com/id/47288500/#.UpWgyWQ-uaE" target="_blank">here</a>, but it probably ended in terror: the only clues left at the site were the words "CRO" and "CROATOAN" carved into a tree and post, indicating the presence of Native Americans. This failure plays into the legend of the divine providence we now say was accorded from on high to the pilgrims.
Raleigh ended up taking a 40,000-pound loss on the enterprise, and it would be more than a decade before an Englishman got the idea to try the enterprise again.
In the meantime, the Earl of Southampton, best known as a quasi-muse of William Shakespeare, put together funds for a series of voyages that would again to tap into American natural resources. This technically violated the charter given to Raleigh, though he did not realize what had occurred <a href="http://www.americanjourneys.org/aj-039/summary/" target="_blank">until the price of London-traded sassafras suddenly dropped in the summer of 1602</a>.
The sallies had the effect of re-energizing interest in American projects, and in 1606, two groups of investors, one from London, the other from Plymouth and other parts of western England petitioned King James for charters. The King dutifully stamped out a charter granting rights to two separate colonies. You can see the text of the charter <a href="http://en.wikisource.org/wiki/Charter_of_Virginia,_1606" target="_blank">here</a>. But the colonies' purpose was clear: "dig, mine, and search for all Manner of Mines of Gold, Silver, and Copper." George Cawston, an early 20th century American historian who studied the early colonies writes about Virginia's first settlers as if they were employees. "No privileges were yet granted to the settlers, who were thus left at the mercy of the Governor, himself the agent of a soulless corporation whose main object was gain."
So on May 14, 1607, England's second attempt at a full-time colony in the modern U.S. commenced when 104 men and boys landed at Jamestown, Virginia. Right away hostility from the locals and greedy settlers threatened to tank the enterprise.
But from Jamestown we get the legend of John Smith, whom historians now consider as much masterful salesman as courageous Englishman, because on his return trip to England he convinced London's financiers to keep investing in America. Thus, in 1609, the first American joint stock company was formed: The Treasurer and Company of Planters of the City of London for the First Colony in Virginia, or, simply The London Company. 
We get our next account from historian Robert Rudolph. To attract demand for the company's stock, the earliest subscribers were promised large tracts of land, and if you hazarded to "adventure your person" you'd get a 100-acre plot on the other side, guaranteed. Plus, you names would be officially added to the charter, something your descendants might appreciate.The original share price was £12.10, about £2,600 in 2013. In May 1609, an eight-ship voyage set sale for Jamestown.
But by that point, John Smith was still nursing a severe leg injury sustained when <a href="http://www.pbs.org/wgbh/nova/ancient/john-smith.html" target="_blank">from nearly accidentally having his legs blown off</a>, and evidently no one else was up to the task of glossing over the jungle-like conditions of Virginia in the summer. So as voyages returned "laden with nothing but bad reports," interest in the America project flagged, and subscribers began defaulting. 
As a result, the company's operations in Virginia began to founder. The company tried borrowing money to stay alive as a going concern. In 1610, it got a loan for an expedition led by Lord de la Warr (Sound familiar? <a href="http://delaware.gov/" target="_blank">Say it out loud…</a>) to turn its investments around. As Governor, de la Warr proved an able leader, but he died at sea in 1618. In a last-ditch effort, company officials enticed skilled Italian and Polish workers to settle in the South, and turned to tobacco as a cash crop. It didn't work. The company failed to issue a "dividend" until 1616 - and it came in the form of land, not cash! By 1624, King James had seen enough and revoked the company's charter. The crown assumed full control of the plantations the company had established in southern Virginia.
For a successful English colony to take hold, more than greed would be required.

The rights to the Plymouth colony - the second half of the original 1607 American charter - had lain dormant since soon after they were first issued, when an attempt to settle an area near present-day Bath, Maine failed.
In 1620, having fled to the Netherlands but still in search of a new permanent home, the Pilgrims saw an opportunity. They lobbied a firm in London called the Merchant Adventurers to finance a voyage to America. The Merchant Adventurers paid the passage in exchange for a seven-year labor contract with the company, though the Pilgrims were also guaranteed some equity. (The religious tolerance demonstrated by company officials is no small matter.) <a href="http://www.nytimes.com/2010/11/21/weekinreview/21zernike.html?pagewanted=all">As the New York Times' Kate Zernicke wrote last year</a>:
Historians say that the settlers in Plymouth, and their supporters in England, did indeed agree to hold their property in common - William Bradford, the governor, referred to it in his writings as the "common course." But the plan was in the interest of realizing a profit sooner, and was only intended for the short term; historians say the Pilgrims were more like shareholders in an early corporation...
"It was directed ultimately to private profit," said Richard Pickering, a historian of early America and the deputy director of <a href="http://www.plimoth.org/">Plimoth Plantation</a>, a museum devoted to keeping the Pilgrims' story alive.
The Pilgrims ended up at the point we know today as Plymouth but lacked a license to settle there. So they asked the Merchant Adventurers to sign a contract on their behalf with a man named Sir Ferdinando Gorges, who'd secured the dormant Plymouth rights and was in the process of rechartering the company under the name "The Council established at Plymouth, in the County of Devon, for the Planting, Ruling, Ordering, and Governing of New England,' to settle large swaths of land in "New Plymouth."
As Caleb Johnson, a member of the General Society of Mayflower Descendants, <a href="http://www.histarch.illinois.edu/plymouth/piercepat.html">writes</a>:
The Mayflower Compact was a "quick fix", but even the Pilgrims knew they would need the [authority] of the English government behind them if they wanted to continue living at Plymouth. When news from Plymouth returned to England in May, 1620 along with the Mayflower, the Merchant Adventurers led by John Peirce went to the Council of New England to get the Pilgrims the rights to live and establish a government of their own at Plymouth. The result was the 1621 Pierce Patent, which in a sense supersedes the Mayflower Compact.
As at Jamestown, difficulties initially surfaced in and around Plymouth. The Council got a bit overzealous in issuing commercial charters to individual English merchants, and Bradford would go on to complain of lazy and incompetent settler neighbors. You can see the outlays of the land grants, and how the pilgrims basically subleased Gorges' territory (they're not formally listed anywhere).

Some of these men got into the habit of swindling American Indians. This, in turn, led the Indians to deem all settlers enemies, and the resulting ill will never really dissipated. These merchants also sought to hedge the small margins they were realizing by drastically overcharging the pilgrims for the basic goods they needed.
"But by thrift and industry," George Cawston writes, the pilgrims triumphed. By 1627, they'd accumulated enough wealth that a group led by Myles Standish could buy out the Merchants' stake in Plymouth. The Pilgrims formed a government and until 1640 elected their own governor.
So the Pilgrims were more successful than the Jamestowners, and that's why we know them today. However, never numbering more than several hundred - and eschewing any form of financial enterprise - they ultimately lacked the means of getting America itself off the ground.
That distinction would fall to the Massachusetts Bay Company, established in 1627 by a group of wealthy investors from western England known as Puritans. Their religious views were not quite as radical as the austere Pilgrims', but a crackdown on non-conformists in England shifted the organization's focus from profit-seeking to something else, <a href="http://books.google.com/books?id=amFQ3gq-SjQC&amp;pg=PA150&amp;lpg=PA150&amp;dq=massachusetts+bay+company+craddock&amp;source=bl&amp;ots=LckIWyNm0D&amp;sig=B9moPDvsHocEF-gUW3oea_sN8qQ&amp;hl=en&amp;sa=X&amp;ei=fG6XUqXqH8ffoATnwIHACw&amp;ved=0CDwQ6AEwAQ#v=onepage&amp;q=massachusetts%20bay%20company%20craddock&amp;f=false">according to Robert Brennan</a>:
"The political crisis of the later 1620s and the sudden determination of large numbers of Puritans to leave England forced the company to concentrate almost totally on the foundation of a haven for victims of religio-political persecution."
The combination the wealth of the companies' backers, along with a more sustained wave of settlers fleeing intolerance, allowed the Massachusetts Bay Company's to become England's first large-scale successful American colony. Eventually they absorbed Plymouth colony. We know the rest of the story from there.
One final note: although the Massachusetts Bay Company became successful, it was not America's most successful company. That distinction belonged to the Dutch West India Company, a nationalized corporation set up by the Netherlands government, which between 1624 and 1664 set up a thriving trading hub at the mouth of the Hudson called New Amsterdam ...

America's First Colonists Were Profit-Seeking Speculators

<a href="http://www.businessinsider.com/the-business-insider-interview"></a><div class="KonaFilter image-container display-table float_right"><div><div class="image">Mike Nudelman / Business Insider</div></div></div> The most remarkable thing about meeting Bill Gates in person is beholding his mental map of the world - how advances in technology, the well-being of humanity, and the fate of our world are all intertwined.Tech Insider met with Gates on Monday to discuss his <a href=" https://www.gatesnotes.com/2016-Annual-Letter">2016 annual letter</a>, in which he discusses the balance of bringing electricity to the billion people who don't have it and finding power sources that don't kill the earth.The head of the<a href="http://www.gatesfoundation.org/"> Bill &amp; Melinda Gates Foundation</a> spoke about how to make an energy miracle happen, the stakes of climate change, and what the role of the world's billionaires is in all of this. Interview edited for clarity and length.Drake Baer: What are the most exciting things happening right now in clean energy?Bill Gates: A lot of it is pretty early stage. The most straightforward path would be if we could bring the cost of solar electric and wind down by another factor of say, three, and then have some miraculous storage solution, so that not only over the 24-hour day but over long periods of time where the wind doesn't blow, you have reliable energy. That's a path. But energy storage is hard. That's not a guaranteed path.In fact, batteries haven't improved over the last 100 years as much as they would need to in order to make that happen. So I'm invested in a lot of battery companies - and there's a lot that exists I'm not in. They're all having a tough time achieving it. We need to look at less obvious paths, things like the wind in the jet stream, which is very high up. The material <keyword id="41551" type="ENTERTAINMENT" weightage="60" keywordseo="science">science</keyword> of what type of kite string you would need to connect up to that. That's still at the basic research level.That's the part where the governments have a unique role, and then when it progresses well enough, then existing companies or new startup companies should take it. In the $3 trillion a year energy market, the rewards will be quite fantastic.At some point, that risk-taking private capital can take over, and have patents and trade secrets and things that let them lead the way, which happened with the steam engine and some other things, although with energy, the time of adoption is a lot longer than it is with, say, IT products or even medical advances, like drugs and vaccines.<div class="KonaFilter image-container display-table float_right"><div><div class="image">Skye Gould / Tech Insider</div></div></div>Other paths would include making nuclear fission cheap enough and safe enough that people broadly embrace it, so that could be scaled up. Or, if you really could take the CO2, when you burn hydrocarbons - coal, for example - if you could really capture the carbon and sequester it - they call it CCS - if the extra capital cost, energy cost, and storage costs over time didn't make it super expensive, then that's another path that you could go down.I could name about a dozen paths, and you'd like to have a whole bunch of research on all those paths, and then, eventually, at least four to five companies with really significant financing try and get to big scale, going down and really trying to prove it out.Then, in the same way that when the car got going, people thought it would be an electric car, people thought it would be a steam car. Actually, the dark horse in that race was internal combustion, but because of the energy density of gasoline and discovery of oil in large amounts at that point in first Pennsylvania and then Texas, it won out over those other two, to the point that those other two are actually viewed as obscure footnotes in history.Baer: Was there a moment for you when the light bulb went off, and you realized how important energy was to the world?Gates: When I was trying to figure out why lives have improved so much in the last 300 years, where we've gone from a third of kids dying before 5 to - by 1990 it was down to 10% - now it's down to 5%. And saying why, over all history, there were smart people, but that number didn't change. Average life span didn't change. What's magical about what's been deemed the Industrial Revolution? It's really energy intensity.When I was high school I had a vague sense of it. When I was in college I had a vague sense of it. I'd say that I didn't really start to understand it fully until I started reading <a href="https://www.gatesnotes.com/Books/A-Rational-Look-at-Energy-Energy-Myths-and-Realities">Vaclav Smil</a>, who has written a lot about this. David Christian, in "<a href="http://www.businessinsider.com/big-history-lecture-by-david-christian-2014-10">Big History,"</a> writes about this. It's energy intensification, where we essentially have, through our light bulbs and cars, the manpower of [hundreds of] people working on our behalf, helping our food being created, helping our materials like steel and plastic and wood and paper be created. Our lifestyles are incredibly energy intense.<div class="KonaFilter image-container display-table float_left"><div><div class="image">GatesNotes</div></div></div>Recently I've been studying how quickly we can get energy out to the poor countries - a lot of which are in Africa - and how little progress we've made there. There's no more electricity today in sub-Saharan Africa per person than there was 20 years ago.The world is very disparate, in terms of the US using the most energy per person, and then the other rich countries - Europe, Japan, New Zealand - using about half of what we do, and then the world average being about a fifth of what we use, with China just now surpassing the world average.My broad sense of this is that authors like Smil really paint the clear picture, and once you see that, it's kind of Oh, of course. That's such a primal thing to all these physical services that we take for granted.Baer: In your letter you say you expect an energy miracle in the next 15 years. When I read that, I was like, Wow, that's bold. What are you expecting?Gates: When I say "miracle" I mean a kind of thing like a computer on a chip, or the internet, or the cellphone, that are really quite miraculous. Most people would not have predicted them, and their effect has been very, very dramatic. In medicine, we've had a lot of miracles, and I think all of us expect and count on more.In the next 30 years, I really do think cancer will largely be a solved problem. I think most of the infectious diseases like malaria - our <a href="http://www.gatesfoundation.org/">foundation</a> is very involved - once we're finishing polio eradication, then starting up this malaria eradication, and getting that done as fast as we can.So on the demand side [for energy], there have been a variety of policies that globally have been way over $50 billion a year of tax credits, raising the price of electricity through things like <a href="https://en.wikipedia.org/wiki/Renewable_portfolio_standard">renewable portfolio standards</a>, so the total amount of money that's gone into sending a price signal to push up demand versus what would happen without it has been gigantic.On the supply side, for innovation, you'd say, go look at those R&amp;D budgets, and they haven't moved in the last 20 years. In the case of the US - which is the majority of R&amp;D funding across every category you can name: health, energy, whatever - it's been about $5 billion a year from the Department of Energy.<div class="KonaFilter image-container display-table float_right"><div><div class="image">Skye Gould / Tech Insider</div></div></div>It was kind of a milestone to get this commitment from Paris to get <a href="http://www.techinsider.io/paris-climate-agreement-approved-2015-12">20 countries, including all of the big ones - US, India, China, France Germany, the UK, Japan - to double their energy R&amp;D budgets over a five-year period</a>.Finally, assuming that many of those are fulfilled, which won't be easy in tight budget times, we're taking the supply side at the basic research level, because that's where government is absolutely fundamental.How much further beyond basic research the role of the government should be, you could have a really good debate about it. Almost nobody would say it's zero. But that's where at least we need the private sector to play a big role. That's why we paired this announcement of the R&amp;D [commitment] with the so-called <a href="http://www.breakthroughenergycoalition.com/en/index.html">Breakthrough Energy Coalition</a>, which is 27 [major investors] saying, "Hey, we'll put significant money into [energy innovations] when they're ready to spin out probably into startup companies."When I say "an energy miracle," I mean that there will be some form of energy whose 24 hour cost really is competitive with hydrocarbons given, say, 20 years of learning curve. You invent it, then you look at how much its costs go down over the next 20 years, that it really beats hydrocarbons. You might say, well, aren't people saying that about wind and solar today? Not really. Only in the super-narrow sense that the capital costs per output, when the wind is blowing, is slightly lower.But the reason it still needs subsidies, and it can't go above a certain percentage, is this intermittency [in availability for wind and solar] - it changes the economics, particularly this requirement that the power company at all times be able to require power. That's large. At the end of the day, natural-gas peakers sit back there and get financed so that the Midwest corridor can have a huge [period] of four to five days of no wind. The peakers are running big time to make that up, because that is the swing piece that can always be turned on. (Editor's note:<a href="https://en.wikipedia.org/wiki/Peaking_power_plant"> Natural gas peakers</a> are power plants that run when there's a big, or "peak," demand for energy.)Baer: You've said it will be the world's poorest who are most affected by climate change. Can you paint a picture of what that will be like?Gates: We need to get a broader awareness. People say climate change is really bad, but painting that picture of what you're putting at risk.First of all, there are ecosystems like coral reefs [at risk] through ocean <a href="https://sharkresearch.rsmas.miami.edu/conservation/coral-reefs-and-the-threat-of-ocean-acidification">acidification</a>. Those are valuable things that we should protect. But humans - the first big effects will be farmers that live on the edge. Today's weather, they barely get by. Their kids, a high percentage are malnourished, and so if you impose more variable weather and more heat, you're getting more floods, more droughts, and during the germination time, the high heat, most crops...do poorly when there's more heat.Maize, rice, wheat - all have heat sensitivity. Sorghum is kind of unusual. It can go to very high heats, but it's not as productive in most environments as maize is. So we need to help those poor farmers out. <div class="KonaFilter image-container display-table float_left"><div><div class="image">GatesNotes</div></div></div>Over 80% of the poor are people who have small plots of land and grow their own food and they don't grow enough to sell much into the marketplace. So they will be hit hard by the worst in climate. They really get hit hard starting in the 20-year time frame and thereafter.Then, depending on how quickly you get ocean rise, you have people who live in river deltas [at risk]. Bangladesh is largely a river delta, and the rising sea level means that when storms come in, the human sanitation is backing up, the ability to farm, it's destructive-type situations like you saw in New Orleans with Katrina. You're increasing the frequency of that stuff in low-lying areas fairly dramatically.Now, if you're rich, you can spend a lot of money, Netherlands-style, and reduce that. But Bangladesh or parts of India, like Calcutta, they just simply won't be able to afford that kind of protection.Baer: Can billionaires save us in this situation?Gates: Billionaires should never be responsible for solving problems, because they're not the government.The government is there day in and day out, if you want all kids to have education, if you want to run courts, if you want to have an army, if you want to have roads, you've got to have the taxation system that funds everything that you expect.The only role other than paying their taxes, whatever those are, the only role for philanthropy broadly - of which the rich should give disproportionately - the more, the better - and I think there is a positive trend in that direction - there are certain risk-taking things, like trying out a new type of charter school or funding a new kind of medicine. The government's ability to select scientists and pick things that are fairly strange, because politicians don't like failures. They're only in office a short term, and many of these things take a long time.<div class="KonaFilter image-container display-table float_right"><div><div class="image">Skye Gould / Tech Insider</div></div></div>For philanthropy, although it's tiny compared to the government, it's 2% of the US economy, which is the largest percentage, other than the Middle East. There are economies like China's economy where it's less than a tenth [of a percent] today, although it is growing, is quite small, because of the notion that the government takes care of everything, and Europe and China, philanthropy has not been nearly of the same scale.But if you think of global public goods like polio eradication, that kind of risk-taking new approach, philanthropy really does have a role to play there, because government doesn't do R&amp;D about new things naturally as much as it probably should, and so philanthropy's there. That doesn't mean with the day in, day out things that you want to make sure get delivered to everyone that you should create a dependency. It's not big enough and it's not reliable enough.Baer: To bring it back to the US, does the US have the right political priorities to deal with energy?Gates: The US spends more on energy R&amp;D than all other countries put together, and I personally consider it quite inadequate. In fact, I would have said we should more than double it, if I thought the absorptive capacity could scale up and if it was actually possible to get to that level. I think given all the different imperatives - getting energy to Africa, security of energy, climate change, that we should be spending half as much as we spend on health, which will get you all the way up to $15 billion - the health people don't like it when things get compared to their number.The US in some ways has been the best. Who figured out shale gas? Although that wasn't a good thing [for CO2 levels], it was very innovative. It's led to low-cost energy. Who figured out nuclear power? Largely the United States. Once you get past the steam engine, which is mostly British, then the US has been at the center of most of the energy things that have happened.You say, what are the top 20 universities in the world that do good materials research that might create carbon fibers to do <a href="https://en.wikipedia.org/wiki/High-altitude_wind_power">jet stream kites </a>or new magnets that will allow [energy] generation to be done up there and you just bring the electricity down. You either have to bring down rotational energy, which is hard, or you have to have the generator up there and bring down the electricity. Well, putting the generator up there is hard to do because it's too heavy.Anyway, the US, as in most issues, is the best, has the best capability to lead, and really needs to lead. It doesn't [mean] that other countries won't pick different tacks and emphasize different things. In aggregate, they're almost half of the energy R&amp;D. Europe, China, Japan - it's very important that they come along and contribute to these things.The US really has to get out in front. We are the biggest per person, by a substantial amount, greenhouse emitters, and we give the most foreign aid, not per person but in absolute. This is another issue where hopefully we will take a long-term approach which, even though we sometimes have a hard time doing that, it's easier for us, as a rich country with this kind of scientific depth, than it is for the poor countries who will suffer the problems. <div class="KonaFilter image-container display-table"><div><div class="image">ReutersBill Gates, flanked by Canadian Prime Minister Justin Trudeau and US President Barack Obama, at the 2015 World Climate Change Conference.</div></div></div>
