A two-day conference organised by the Institute of Defence Studies and Analysis (IDSA), which was to start from Thursday, has been postponed due to the coronavirus threat. According to the schedule, the conference, which had seminars on a range of security issues in Asia, was to be attended by Defence Minister Rajnath Singh and Home Minister Amit Shah. "Due to the prevailing global situation with regard to COVID-19, it has been decided to postpone the 21st <keyword id="8896958" type="COMPANY" weightage="40" keywordseo="asian-security-conference">Asian Security Conference</keyword> (ASC) to a later date. Fresh dates for the Conference will be conveyed in due course," the IDSA said in an email to the participants. The conference organised by IDSA, now rechristened <keyword id="8896957" type="COMPANY" weightage="20" keywordseo="manohar-parrikar-institute-of-defence-studies">Manohar Parrikar Institute of Defence Studies</keyword> and Analysis, was to be attended by participants from countries such as the US, Russia, Australia, Vietnam, Sweden, Belgium, Japan and the UK.

Asian Security Conference postponed amid coronavirus threat

He was treated in different hospitals in Mumbai, Goa, Delhi and even in the US. He returned to work briefly in December last year and even presented Goa's state budget on January 30.

 He has been the chief minister of Goa for three terms- from 2000 to 2005, from 2012 to 2014, and most recently, since March 2017. Parrikar served as the defence minister of India between 2014 and 2017 during which he opened investigations into alleged corruption in past defence deals including the United Progressive Alliance's (UPA) decision to buy AgustaWestland choppers. He was also at the centre of a controversy over the current government's decision to buy 36 Rafale fighter jets from French company Dassault. However, the federal auditor, the Comptroller and Auditor General of India, gave a clean chit to the deal in February 2019. Born in Mapusa, Goa, Parrikar went on to graduate in metallurgical engineering from the Indian Institute of Technology, Bombay (IIT Bombay) in 1978. He was the first IIT alumnus to serve as a member of legislative assembly. Parrikar cut his teeth at the Hindu right-wing organisation, the Rashtriya Swayamsevak Sangh, early in his life and was one of the key organisers of the Ram Janmabhoomi movement in the early 1990s. The RSS is the ideological parent of the <keyword id="58687" type="ORGANIZATION" weightage="20" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (BJP) that has been in power since 2014 and will be seeking re-election in the upcoming summer. In his lifetime, Parrikar earned the reputation for leading a restrained, simple life, being an astute politician, fast decision maker and an efficient administrator. He also was attacked for his political ideology, which was shaped by the early grooming at RSS that promotes a majoritarian view that glorifies Hindu traditions, and denounces any additional sops for social or religious minorities irrespective of their status.

The Rs 58,000 crore deal executed by India to purchase 36 Rafale fighter jets from <keyword id="6354785" type="COUNTRY" weightage="20" keywordseo="France">France</keyword> is undoubtedly one the most well negotiated pacts and one that will bring along huge gains for the domestic aviation industry besides creating job openings for the people of India. 
 So what makes this deal, first since the purchase of Sukhois from <keyword id="6358826" type="COUNTRY" weightage="20" keywordseo="Russia">Russia</keyword> in the late 90s, a win-win for India. 
 
In an exclusive chat with DefenceAviationPost.com, Union Defence Minister, <keyword id="6363133" type="PERSON" weightage="100" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword> said, “In any foreign deal, there are 3-4 things that have to be taken care of. First is the cost, which we have negotiated at a much lesser price than the earlier price being quoted by the French team.” 
 
It is noteworthy to point here that the 7.878 billion Euros deal has been clinched at a price that is 750 million euros less than what was quoted by the French team in January 2016. 
 
“Second is the percentage of offsets which in this case is much higher than any other foreign military sales so far. This creates a huge potential for the aviation industry and is in line with the Prime Minister’s Make in India initiative,” the minister said. 
 
It may be mentioned here that deal comes with a 50% offset clause which means that Indian companies will get businesses worth over 3 billion euros or Rs 22,500 crores. 
 <keyword id="50002" type="COMPANY" weightage="20" keywordseo="parrikar">Parrikar</keyword> said the most significant feature of this contract are the enhancements for India which even French aircrafts do not have. 
 Firstly, these fighter jets come along with state-of-the-art missile weaponry profile that increases the strike capabilities of the <keyword id="6355075" type="ORGANIZATION" weightage="20" keywordseo="IAF">IAF</keyword> to a great extent. It includes Meteor Beyond Visual Range (BVR) air-to-air missile with a range in excess 150 kms. Then it also comes along with <keyword id="55648" type="UNKNOWN" weightage="20" keywordseo="Scalp">Scalp</keyword> (Pointed Offence) which is a long range air to surface cruise missile with a range of over 300 kms. 
 Further, these fighter jets will be customised in line with the requirements of the IAF and will include <keyword id="3685910" type="UNKNOWN" weightage="20" keywordseo="helmet-mounted-displays">Helmet Mounted Displays</keyword>, radar warning receiver, infrared search and track among others. 
 
“So from all directions it is a win-win deal for India. Rafale is a potent aircraft and will add to the capability of the IAF,” the minister added. 
 Experts say that Rafale coming fitted with <keyword id="1608338" type="UNKNOWN" weightage="20" keywordseo="meteors">Meteors</keyword> and Scalp will shake up <keyword id="148496" type="ORGANIZATION" weightage="20" keywordseo="Pakistan-Air-Force">Pakistan Air Force</keyword> hugely and PLAAF (air warfare branch of China) to a fair extent. 
 
They added that the enhancements negotiated under the deal for 36 Rafale means that India’s adversaries will need four modern fighter jets to counter one Rafale. Simply put, the enemy will need four Su30 or four F16D (latest acquired by Pakistan) or four JF17 (which again Pakistan has) to counter one Rafale with its existing capabilities. 
 
“This 1:4 ratio will clearly give Indian an edge over its adversaries and the deal for 36 Rafale is equivalent to procuring 144 modern fighter jets,” an official said requesting anonymity. 
 
Timelines is another major aspect of this deal. The deliveries of fighter jets will start in 36 months and completed in 18 months thereon. 
 Under the contract, the French manufacturer <keyword id="6407804" type="COMPANY" weightage="20" keywordseo="Dassault">Dassault</keyword> has to ensure that 75% of the fleet or 27 fighters are operationally available at any given time.

Defence ministry was allocated a miserable amount in this year’s annual budget, which is why it has decided to unlock a virtual treasure chest of funds that are lying unused in defence public sector units (<a href="http://www.businessinsider.in/CAG-slams-defence-PSUs-for-miserably-failing-self-reliance-goals/articleshow/53410883.cms">DPSUs</a>). 
 
As per an internal study, outstanding advances (money given towards the end of the financial year from the capital budget) to these enterprises have risen to $8.3 billion, and is lying unused. While the <a href="http://www.businessinsider.in/Manohar-Parrikar-said-no-to-union-cabinet/articleshow/53078073.cms">ministry </a>is looking at ways to utilise these funds, financial managers have also been instructed to review the very system that provides these advance payments.

As per <a href="http://economictimes.indiatimes.com/news/defence/defence-ministry-readies-war-chest-eyes-8-3-billion-parked-with-psus/articleshow/53715366.cms">ET </a>sources, the ministry is also worried about PSUs showing the interest generated from advance payments as profits, rather than making profits from their core area of expertise. 
 An internal audit suggests that while the total amount outstanding from PSUs is Rs 55,892 crore ($8.3 billion), <keyword id="86569" type="COMPANY" weightage="100" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> holds the most of it (Rs 51,573 crore), because of getting these advance payments from as early as 1975.

Managers have also been instructed to clear the outstanding funds till 2000, while new provision for "levy of penal interest if the advances extended to PSUs are not utilised within the given period for the purpose for which it has been released" is under the pipeline.

It was in the last financial year that the defence ministry had unlocked an unused corpus of $2.3 billion, lying in Indian accounts in the United States. The money was paid as advance payments for purchasing equipment under the foreign military sales pact.

Defence PSUs have $8.3 billion of advances, and Defence Ministry wants it for war chest

<keyword id="6354267" type="PERSON" weightage="100" keywordseo="Sachin-Tendulkar">Sachin Tendulkar</keyword>, known for his non-intervening behaviour on the field, had approached <keyword id="6366153" type="POSITION" weightage="100" keywordseo="Defence-Minister">Defence Minister</keyword> <a href="http://www.businessinsider.in/all-women-combat-units-India/articleshow/53057225.cms">Manohar Parrikar</a> to intervene in a property dispute between Defence Research and Development Organisation (<a href="http://www.businessinsider.in/May-the-force-be-with-us-DRDO-is-working-on-Star-Wars-like-energy-weapons/articleshow/51583459.cms">DRDO</a>) and his business partner <keyword id="253825" type="PERSON" weightage="100" keywordseo="Sanjay-Narang">Sanjay Narang</keyword> in Landour cantonment area, Mussoorie. 
 
Defence Ministry officials told <a href="http://economictimes.indiatimes.com/news/defence/sachin-tendulkar-sought-defence-ministers-help-to-rescue-business-allys-resort-in-mussoorie-officials/articleshow/53273479.cms">ET</a> that Tendulkar wanted <a href="http://www.businessinsider.in/Manohar-Parrikar-didnt-initially-want-to-get-elevated-to-the-union-cabinet/articleshow/53078073.cms">Parrikar </a>to look into the matter so that he could aid his partner in the dispute involving a plush holiday retreat in Landour, Mussoorie, which Tendulkar often frequents in summer seasons. 
 The property, <keyword id="680197" type="COMPANY" weightage="100" keywordseo="Dahlia-Bank">Dahlia Bank</keyword>, has allegedly breached the 50-foot, no-construction zone next to the Institute of Technology Management, which is a sensitive DRDO establishment. The retreat is partly owned by Sanjay Narang, who is Tendulkar's <a href="http://www.businessinsider.in/5-ways-how-Sachin-Tendulkar-is-aiding-the-start-uprevolution/articleshow/49272905.cms">business partner</a>. 
 
Even though Parrikar patiently listened to Tendulkar’s side of the story, he decided against intervening in the security issue.

When Tendulkar approached Defence Minister to rescue business partner’s disputed property in Mussoorie

In a bid to kick-start advanced defence-related aerospace research and development in India’s top educational institutes, the <a href="http://www.businessinsider.in/searchresult.cms?query=DRDO">Defence Research and Development Organisation (DRDO)</a> would be spending around Rs 400 crore. 
 According to Economic Times, the <keyword id="6355142" type="ORGANIZATION" weightage="20" keywordseo="DRDO">DRDO</keyword> will splurge the amount to get the program started in <a href="http://www.businessinsider.in/searchresult.cms?query=IIT+Bombay">IIT Bombay</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=IIT+Madras">IIT Madras</a>. 
 
This is one of its kind partnerships between DRDO and IITs has been signed under the umbrella of PM Modi’s<a href="http://www.businessinsider.in/searchresult.cms?query=Make+in+India"> ‘Make in India’ </a>program. According to top-level sources aware of the development, a tripartite MoU, has been signed recently between the DRDO and the two IITs, but but is yet to get an approval from the <keyword id="6369097" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Defence">Ministry of Defence</keyword>. 
 The approval is expected to come in a couple of months after which DRDO will provide Rs 180 crore each to <keyword id="6356755" type="COMPANY" weightage="20" keywordseo="IIT-Madras">IIT Madras</keyword> and <keyword id="61708" type="COMPANY" weightage="20" keywordseo="IIT-Bombay">IIT Bombay</keyword> for research. The other chunk of the funding-- Rs 50-60 crore- will go for the infrastructure development of IIT Bombay as it’ll be the administrative headquarter for the new center for Propulsion Technology. 
 
IIT Madras’s project in-charge and professor of aerospace engineering there, SR Chakravarthy has said, "This is one of the biggest investments by the government into academic research and cuts to the root of the Make in India campaign." 
 As per the fresh media reports, the organization initiated a renovation program under the leadership of Defence Minister <keyword id="6363133" type="PERSON" weightage="20" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword> and DRDO chief which undergone a lot many hitches from CAG. 
 <keyword id="2978195" type="UNKNOWN" weightage="20" keywordseo="Krishnan-Balasubramaniam">Krishnan Balasubramaniam</keyword>, dean of industrial research at IIT Madras has said that while DRDO will be the primary funding agency now, other industries could join in later. 
 
Going forward, DRDO could identify private partners from the industry who can work with research faculty at IIT on technology development. While IIT Madras and IIT Bombay will be the main nodal centers, three other IITs — Kharagpur, Guwahati and Bhubaneshwar, along with NIT Surat will be associates in the research to be undertaken. 
 
Three-four small groups of professors from these associate institutes will pick up projects and work with IIT Madras and Bombay faculty members. The ideation for the new Centre for Propulsion Technology has been going on for the past year and a half, mostly taking final shape in forms of approvals early this year, said Chakravarthy. 
 
At IIT Madras, this centre has 45 faculties across eight departments participating in the project, while at IIT Bombay, 25 faculties across departments will participate in the high-end aerospace technology research being conducted for the first time in the country. 
 
"This kind of a research centre will enable us to get the design basis. We can design very high end machinery for which design basis will not be available anywhere else in the world," said Chakravarthy. 
 
Four streams have been identified for research including hypersonics which will focus towards technology for developing advanced version of BrahMos supersonic cruise missile. The missile travels at the speed of Mach 2.8 to 3.0. IIT is targeting BrahMos version that could travel at speed of Mach 6.5 and versions that could travel at Mach 12 and Mach 13.

DRDO and IITs entering to a most deadly collaboration of sorts for advanced defence-related aerospace research

Moving an inch forward in ‘<keyword id="6354869" type="UNKNOWN" weightage="80" keywordseo="make-in-India">Make in India</keyword>’ initiative in defence production, Gurgaon-based <keyword id="340571" type="COMPANY" weightage="80" keywordseo="Sun-Group">Sun Group</keyword> may partner with Russia to make light helicopters. 
 
If everything goes as planned, 200 Kamov Ka 226 light helicopters may replace the ageing Cheetah fleet, which services one of the world’s highest military deployments on the Siachen glacier. 
 
Economic Times reported that work on the Russian deal, by nomination, had begun after Russian President Vladimir Putin’s visit last year in December and assurances were exchanged at the highest levels to look into this project. 
 The facility may come up in Goa as a feasibility study was conducted to set up a chopper line in the coastal soon after <keyword id="6363133" type="PERSON" weightage="80" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword>, former Goa CM, took over as defence minister. 
 
If the deal works out, it would be the second major defence project for the state. Parrikar had already announced that the Goa Shipyard was nominated to construct 12 minesweepers for the Indian Navy in a contract that is expected to cost over $1 billion. 
 The financial daily stated that while <keyword id="2852683" type="UNKNOWN" weightage="80" keywordseo="russian-helicopters">Russian Helicopters</keyword> (RH) is in talks with a handful of possible Indian partners, the lead contender happens to be the Gurgaon-based Sun Group. 
 
As per insiders, the group may get a significant share of the deal, which might cross a whooping amount of $700 million. RH is likely to produce at least 200 choppers in India. 
 However, the company is also planning to involve <keyword id="86569" type="COMPANY" weightage="60" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL), and partnerships with other private firms are not ruled out. 
 
Vice-Chairman and founder of Sun Group Shiv Vikram Khemka has been a non-executive director on the board of RH since 2011 and has already set up a helicopter division. He is likely to be involved in the ‘Make in India’ project. 
 
While the Sun Group did not respond to a detailed questionnaire sent by ET, company officials said things were at a preliminary stage and it was too early to comment. 
 
But according to sources, Sun Group was also an offset partner for RH in a previous competition to supply light choppers to the army, a process which was cancelled by the government last year. 
 
Defence ministry officials, on the condition of anonymity, told ET that the RH deal had effectively killed any other light helicopter project for the armed forces, including a process that was initiated earlier this year for an Indian-led JV to manufacture a new range of choppers.

Now Russia will ‘Make in India’ 200 military helicopters

(Eds: With more details) New Delhi, Feb 1 () At a time Indian and Chinese troops are locked in a standoff in eastern Ladakh, the government on Monday increased the capital outlay for the armed forces by nearly 19 per cent while allocating a total of Rs 4.78 lakh crore for defence budget for 2021-22 as against Rs 4.71 lakh crore last year. Rs 1.35 lakh crore has been set aside for capital expenditure that includes purchasing new weapons, aircraft, warships and other military hardware, according to the Union Budget presented in the Lok Sabha by Finance Minister Nirmala Sitharaman. The capital outlay in the defence budget 2020-21 was Rs 1.13 lakh crore. In a tweet, Defence Minister Rajnath Singh thanked Prime Minister Narendra Modi and Sitharaman for increasing the defence budget to Rs 4.78 lakh crore and said the nearly 19 per cent hike in the capital expenditure is the highest-ever increase in the last 15 years. The defence minister also expressed happiness over Sitharaman's budget proposal to open 100 new Sainik schools. The total outlay of Rs 4.78 lakh crore included an allocation of Rs 1.15 lakh crore for payment of pensions. Significantly, the allocation for payment of pension has come down as it was Rs 1.33 lakh crore in the previous budget. Excluding the pension outgo, the total revenue expenditure, which includes expenses on payment of salaries and maintenance of establishments, has been pegged at Rs 2.12 lakh crore. Military experts expressed satisfaction on the overall allocation considering the adverse impact of the coronavirus-triggered pandemic on the economy, though, they said, India will have to gradually increase defence spending to deal with increasing external threats. "I am satisfied with the total allocation to the armed forces considering the state of the economy in view of the impact of the coronavirus pandemic," said Dr Laxman Behera of the Manohar Parrikar Institute for Defence Studies and Analyses. He said the increase of around Rs 22,000 crore in capital outlay is a welcome move which will help the three services in carrying on with their modernisation drive. "I specially thank PM and FM for increasing the defence budget to Rs 4.78 lakh cr for FY 21-22 which includes capital expenditure worth Rs 1.35 lakh crore. On display at the lawns of the Parliament's Library Building-- as part of the three-day long exclusive exhibition for the lawmakers, is the massive ARJUN main battle tank (MBT), developed by the Defence Research and Development Organisation (DRDO) for the Indian Army to fight adversaries along our Western border areas especially the plain and desert areas of Punjab and further South. 
 However the reality is a bit bitter. Facing serious issues of weight, unfortunately the <keyword id="183999" type="UNKNOWN" weightage="100" keywordseo="Arjun-tank">ARJUN tank</keyword> remains largely unsuitable for being operated on border areas except for small stretches in the Barmer-Jaisalmer area. 
 While the battle tank’s first variant ARJUN MkI weighed 62 tonnes (and this is the one on display), the second one – or the so called next gen, ARJUN MkII weighs even more at around 68 tonnes. As none of the bridges close to border areas can carry anything more than 60 tons, the usage of <keyword id="3542293" type="ORGANIZATION" weightage="100" keywordseo="arjun-mbt">ARJUN MBT</keyword> to reach the border areas to fight wars remains a big question mark. 
 
So effectively, the weight of the tank prohibits its use along most of the b0rder areas. Interestingly, a senior defence ministry official sarcastically but rightly commented, “If this tank can’t cross bridges and kill enemies on the border, who is it than aiming at?...Pakistan or the Parliament?” 
 
Taking note of this deficiency, defence minister Manohar Parrikar has already ordered a study (involving all the stakeholders) to bring down the weight of this tank to 55 tonnes. According to defence ministry sources, Parrikar has openly expressed his unhappiness on the issues crippling the ARJUN MBT. 
 
While weight is a major issue, other deficiencies of MBT Arjun includes its indigenisation content and also availability of ammunition that remains miniscule. Most of the ammunition that this MBT should fire is unavailable. 
 
Also while Parrikar is pushing the Make in India program very hard, it is unfortunate that the Arjun MkI has less than 30% of indigenisation content. In ARJUN MkII, instead of the import content going done, it has only gone up, reveal officials. Weight too has gone up to 68 tonnes, a folly DRDO has accepted during an interaction with reporters on the sidelines of the 9th Defence Expo in Goa this March. 
 
Dr S Christopher DG, DRDO gracefully accepts that the weight of Arjun is on the higher side. "Army says there are bridges where MkII might find it difficult (to move). This is the reason why we have developed the other bridge and made our tank go over it again and again when displayed at DefExpo. We are trying to tell the army that even if we may not be able to use it as it is everywhere, there definitely can be places where it can be used," Christopher was quoted in a news report in its online edition dated March 29. 
 
The report further noted that the history of indigenous tank building has been an acrimonious affair with the army and DRDO having bitter differences over the road ahead. While the army relies largely on the Russian-made T72 and T90 tanks, the DRDO believes it isn't being a fair opportunity to develop its product. After a protracted struggle, 124 MkI ARJUN tanks were commissioned into the army. 
 
Time For Some Reality Check: So while we are proud of various inventions by DRDO, BrahMos missile (jointly made with L&amp;T) being one, issues surrounding the ARJUN MBT are serious as a huge amount of public funds have gone into it. So our suggestion to DRDO is to look at reducing the weight of this tank that has been designed to fight wars on the borders and not just be stationed on the beautiful lawns amidst the kota stoned walls of the Parliament. 
 
This DRDO exhibition, being held at the Parliament Library Building, will display numerous state-of-the-art defence technologies, products and systems developed by various DRDO laboratories indigenously, which includes the BrahMos missile, the ‘Arjun’ main battle tank, AEW&amp;C (Airborne Early Warning and Control System), Multi Barrel Rocket Launcher ‘Pinaka’, Remotely operated vehicle, NBC Recce Vehicle, Wheeled Armoured Platform (WHAP), Laser Ordnance Disposal System (LORDS), Varunastra Torpedo, Mobile Automatic Robotic System (MARS), Various type of Radars and other products. The Speaker of Lok Sabha Smt Sumitra Mahajan will inaugurate the three-day long exhibition on the 3rd of August at 1000hrs. 
 
Through this exclusive exhibition, the Members of Parliament from both Lok Sabha and Rajya Sabha are expected to visit the exhibition to get a first-hand account of huge work undertaken by DRDO and their successful implementation. 
 
During the exhibition, DRDO will also organise a virtual reality display of Arjun Main Battle Tank, BrahMos Missile, AEW&amp;C (Airborne Early Warning and Control System) &amp; LCA-Tejas.
