This is a historic moment for the Thackeray family, which has been politically significant in the state for decades but never had a member on the hot seat. Thackeray has got to this point with support from Sharad Pawar's Nationalist Congress Party and the Indian National Congress. All three parties differ in their ideologies and therefore have decided to arrive at a 'common minimum programme' in a bid to keep the Bharatiya Janata Party out of power. Given the state's rural distress, financial aid for farmers cannot be ruled out. "There has been significant political discourse around farm stress in last few weeks.  While the farm crisis in the state does warrant immediate attention, a farm loan will increase the deficit and reduce the money available for growth projects like building infrastructure. In the last three years, Mumbai has seen an explosion of infrastructure projects which are in various stages of completion. Roads have been dug up across the city causing traffic snarls but people have been hopeful that the temporary pain will make way for easier commute in the future.  The good news is that the Navi Mumbai airport and the Trans-harbour sea link may not get stalled, according to Macquarie, but the pace of approvals may slowdown delaying the projects. The international financial services firm believes that the Shiv Sena-NCP-Congress combine will be more favourable to the builders in the state and that will be music to the ears for the state's real estate sector that has been in shambles for a while now. It is important that Maharashtra's economy keeps moving at a fast pace because it is the largest contributor to India's GDP (gross domestic product). And already, Maharashtra's contribution to India's GDP is at a multi-year low at 14%. Here's what to expect from the new government in Maharashtra

Uddhav Thackeray, nominee of the Shiv Sena, NCP and Congress alliance for Maharashtra Chief Minister's post, will be sworn in on November 28, said a Sena leader on Tuesday night. Earlier, NCP chief Sharad Pawar had announced at a joint meeting of the three parties that swearing in of the new government will take place on December 1, but the schedule was apparently changed after Uddhav met Governor. The Sena president, alongwith key leaders of Congress and NCP, met Governor B K Koshyari to stake claim to form government on Tuesday night. "Uddhav Thackeray will take oath as chief minister on November 28 at Shivaji Park ground," the Sena leader who accompanied him said. The rest of the cabinet will be sworn in later, he said. Balasaheb Thorat, leader of legislative wing of the Congress, confirmed that Thackeray will take oath on November 28.

Shiv Sena may have shared power with ideologically-opposite Congress for the first time, but the saffron party is known to have cosied up with it before and posters with old pictures of bonhomie between their leaders Bal Thackeray and Indira Gandhi taken in the seventies were put up in different parts of the city. Sena chief Uddhav Thackeray took oath Thursday evening at the historic Shivaji Park supported by the Congress and the NCP. Besides late Shiv Sena supremo Bal Thackeray and former prime minister Indira Gandhi, NCP President Sharad Pawar also figured in the posters. Those aware of its past, the Shiv Sena, known for its firebrand Hindutva politics, seeking support of the Congress and the NCP does not come as a surprise. From backing Congress candidates in presidential polls to not fielding any contender against Pawar's daughter Supriya Sule to even tying up with ideologically opposite Muslim League, the Shiv Sena has had a history of flirting with 'frenemies'. In the assembly polls held last month, the BJP won 105 seats, the Shiv Sena bagged 56, followed by the NCP (54) and the Congress (48) in the 288-member House. The Shiv Sena, founded by Bal Thackeray in 1966, in its more than five decades long journey has allied with the Congress, formally and informally. In its initial days, it was often supported directly or indirectly by many Congress leaders and its different factions. Noted political analyst Suhas Palshikar in an article in the Economic and Political Weekly writes that senior state Congress leader Ramrao Adik was present at the first ever Shiv Sena rally. Dhaval Kulkarni, the author of "The Cousins Thackeray-Uddhav and Raj and in the shadow of their Sena", said that in the 1960s and 70s, the party was mostly used by the Congress to counter influence of the Left on the labour unions in the city. The party in 1971 allied with Congress (O) and unsuccessfully fielded three candidates for Lok Sabha in Mumbai and the Konkan region. Thackeray backed the Emergency in 1977 and did not field any candidate for the Lok Sabha polls held in that year. "In 1977, it also backed Congress' Murli Deora in the mayoral polls," said Kulkarni. So much so that the party was also mocked as 'Vasantsena', the army of the then Vasantrao Naik who was the state chief minister from 1963 to 1974. Palshikar writes that in 1978, when attempts to ally with the Janata Party failed, the Shiv Sena allied with the Congress (I), the faction led by Indira Gandhi. It fielded 33 candidates for the assembly polls. All 33 lost in the anti-Indira wave. In one of the most unlikely alliances, the Sena also allied with the Muslim League. Veteran journalist Prakash Akolkar, in his book on Shiv Sena titled 'Jai Maharashtra', writes that for winning the Mumbai mayoral polls in the 1970s, Shiv Sena also allied with the Muslim League. For this, the Sena supremo also shared stage with Muslim League leader G M Banatwala at Mastan Talao in Nagpada in South Mumbai, Sena's first chief minister Manohar Joshi writes in his book 'Shiv Sena-Kal-Aaj-Udya' (Shiv Sena-Past-Present and Future). If it was used by the Congress to end the Left dominance on trade unions in Mumbai, the Sena allied with Madhu Dandavate's Praja Socialist Party in 1968. The bonhomie between the Congress and the Sena ended in the 80s after the death of Indira Gandhi and the ties between the two were not the same. The relations only deteriorated during the terms of Rajiv Gandhi, Sonia Gandhi and later Rahul Gandhi. Incidentally, Uddhav's son and Sena's Youth Wing chief Aditya Thackeray met Sonia on Wednesday to extend invitation to oath-taking ceremony. The mid-80's was also the time when the Sena tilted towards Hindutva and gravitated towards the BJP. The late 80s and 90s changed the character of the party which moved towards hardline Hindutuva. In the later years, the Shiv Sena, however, broke ranks from the BJP-led NDA and voted for Congress backed Pratibha Patil and Pranab Mukherjee in presidential polls. The equation between the Thackerays and the Pawars goes back to more than five decades both were fierce rivals separated by conflicting ideologies but thick friends in private life. Pawar often termed Thackeray as a large-hearted opponent. In his attacks, he would often call him 'maidyaacha pota' (sack of flour). Sharad Pawar in his autobiography 'On My Terms' writes that despite being fierce rivals, how he and his wife Pratibha would visit Matoshree for "gupshup" and dinner. He also recalls that when he was suffering from cancer in 2004, Bal Thackeray gave him a list of "several commandments" related to diet. In private, Pawar says, Thackeray addressed him as 'Sharadbabu'. In 2006, when Pawar's daughter Supriya Sule contested the Rajya Sabha polls, Thackeray did not field any candidate. "Sharadbabu, I have seen her (Sule) since she was a knee-high girl. This is a big step in her career. My party will make sure that she goes to Rajya Sabha unopposed," Pawar said quoting Thackeray's telephonic conversation with him. When Pawar asked about the BJP's opposition, the NCP President says the senior Thackeray told him, "Oh, you don't worry about Kamlabai (the BJP)". Incidentally, the NCP fielded a lightweight against Thackeray's grandson Aditya, who was the first in his family to enter electoral politics. He won by a margin of over 67,000 votes in the recent Assembly election.

While Sena had won 56 seats, NCP won 54 seats and Congress won 44 seats. As Sena and BJP disagreed on seat sharing, endless discussions and delays led to a President’s rule in the state. Ajit Pawar had decided not to U-turn yet again as widely expected. Siding with the BJP and Modi, he tweeted on Sunday that the BJP and NCP alliance will stay. This confused the already dazed voters of Maharashtra, who were under the assumption that Pawar had broken away from his mother party, led by his uncle Sharad Pawar. To clear the air, Sharad Pawar tweeted that Ajit Pawar’s message was misleading and that they still with the Sena.  Ajit Pawar decided to step away from his personal residence — where he had a flurry of NCP, BJP and Congress party leaders visit him all day — late in the night. The current chief minister Fadnavis too held a long discussion with deputy CM Ajit Pawar over bringing in the much needed 145 MLAs to form the government. In a dramatic turn of events, Fadnavis and Ajit Pawar were sworn in as chief minister and deputy chief minister respectively by Governor Bhagat Singh Koshyari at 8 am on Saturday at a hush-hush ceremony in Raj Bhavan here, leading to the lifting of the President's rule in the state.

Political machinations during the formation of state and central governments often become interesting and unpredictable. During one such episode that happened over the short period following the announcement of election results in Maharashtra, <keyword id="6355042" type="PERSON" weightage="20" keywordseo="Devendra-Fadnavis">Devendra Fadnavis</keyword> resigned his post shortly after swearing in. This occurrence adds his name in the list of shortest serving Chief Ministers in India. Just three days after swearing in as the chief minister of Maharashtra for his second term, Devendra Fadnavis of the BJP resigned his office. On Tuesday, he submitted his resignation to the Governor of the state <keyword id="314718" type="PERSON" weightage="20" keywordseo="Bhagat-Singh-Koshyari">Bhagat Singh Koshyari</keyword> following the resignation of Ajit Pawar as the deputy CM. Just three days back, the governor had administered the oath of office for these two leaders in a hastily organized ceremony at the Raj Bhavan. The event sent political ripples all over the nation and across all the other parties in the state. Indian chief ministers who had the shortest stint with power

In the run up to the Lok Sabha elections earlier this year, there was a huge controversy when <keyword id="1275069" type="PERSON" weightage="100" keywordseo="Sanjay-Baru">Sanjay Baru</keyword>, the then Prime Minister Manmohan Singh’s media advisor, released a book <keyword id="2193106" type="POSITION" weightage="100" keywordseo="The-Accidental-Prime-Minister">The Accidental Prime Minister</keyword>: The Making and Unmaking of Manmohan Singh. In this book, he alleged that the PM did not exercise full control over the government and was remote-controlled by the UPA chairperson Sonia Gandhi. 
 However, this was not a one-off case in Indian politics. There have many instances of ‘<keyword id="2443943" type="UNKNOWN" weightage="100" keywordseo="Accidental-Chief-Ministers">accidental chief ministers</keyword>’ taking office in various states. The latest example is Bihar’s new <keyword id="5269" type="POSITION" weightage="100" keywordseo="Chief-Minister">Chief Minister</keyword> <keyword id="6385519" type="PERSON" weightage="100" keywordseo="Jitan-Ram-Manjhi">Jitan Ram Manjhi</keyword>. Following the dismal performance of his party, the Janata Dal (United), in the 2014 Lok Sabha elections, <keyword id="6358190" type="PERSON" weightage="80" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> played the tried and tested caste card and anointed Manjhi – who belongs to the Musahar caste (the most backward caste among the Dalits) – as the state’s chief minister. Manjhi is not known for his administrative skills and is widely regarded as Nitish’s ‘puppet.’ BJP’s <keyword id="6364740" type="PERSON" weightage="80" keywordseo="Sushil-Kumar-Modi">Sushil Kumar Modi</keyword>, Bihar’s former deputy chief minister, even dubbed Manjhi as "<keyword id="2443948" type="UNKNOWN" weightage="100" keywordseo="dummy-chief-minister">dummy chief minister</keyword>." 
 
 
 
In Bihar itself, on July 25, 1997, the then Chief Minister Lalu Yadav was forced to quit after an arrest warrant was issued against him in connection with the <keyword id="6362256" type="UNKNOWN" weightage="100" keywordseo="Fodder-scam">fodder scam</keyword> case. In order to retain hold on power, he brazenly installed his wife <keyword id="6362315" type="PERSON" weightage="100" keywordseo="Rabri-Devi">Rabri Devi</keyword>, who was not only a political novice but was also illiterate, as chief minister of Bihar. 
 

	Rabri Devi earned the dubious distinction of being the <keyword id="2443949" type="UNKNOWN" weightage="100" keywordseo="first-illiterate-chief-minister">first illiterate chief minister</keyword> of a state. Interestingly, in the press conference following her swearing-in ceremony, Lalu asked reporters not to pose tricky questions to her as she was new to politics and a “seedhi-saadi aurat.” 
	 
	 
	 In the neighbouring state of Jharkhand, Madhu Koda, an independent MLA, was propped up as chief minister by Lalu Yadav’s Rashtriya Janata Dal, <keyword id="6362712" type="ORGANIZATION" weightage="80" keywordseo="Jharkhand-Mukti-Morcha">Jharkhand Mukti Morcha</keyword> and the Congress. It was Lalu’s masterstroke to keep the BJP away from power. It was also for the first time that an independent MLA was made the chief minister of a state.<o:p></o:p>
He is known only for the large-scale corruption that marked his rule. Koda allegedly took huge bribes for illegally allotting iron ore and coal mining contracts as the chief minister of the state. According to estimates, Koda and his associates accumulated Rs 4,000 crore in the mining scam. He was also arrested and he is currently out on bail. 
 In Maharashtra, <keyword id="6356262" type="PERSON" weightage="100" keywordseo="Prithviraj-Chavan">Prithviraj Chavan</keyword> was appointed the chief minister after Ashok Chavan had to step down from the chief minister's post after the allegations of his involvement in the Adarsh Housing Society scam. Prithviraj Chavan, who is not a significant political figure, has still not been able to have a firm grip either on the party or the government. He had no experience of the state politics of Maharashtra and was directly paratrooped as the state’s chief minister. Although he has been in politics for almost three decades, he was never a member of the state legislature. 
 <keyword id="172066" type="PERSON" weightage="100" keywordseo="Sadanand-Gowda">Sadanand Gowda</keyword>, who is the current railway minister, was the self-proclaimed ‘accidental chief minister' as he had himself once admitted that he was an accidental CM. He said he had never thought he would become chief minister one day. Gowda said his “politics of love” was the reason behind his accomplishment.

The Making And Unmaking Of Accidental Chief Ministers

Last few days saw much hue and cry, mainly by politicians from down south led by <keyword id="6357766" type="ORGANIZATION" weightage="100" keywordseo="DMK">DMK</keyword> chief Karunanidhi, over the Union <keyword id="6359327" type="ORGANIZATION" weightage="100" keywordseo="Home-Ministry">Home Ministry</keyword>’s directive to bureaucrats to use <keyword id="6357660" type="COMPANY" weightage="100" keywordseo="hindi">Hindi</keyword> on social media platforms. But was such a strong reaction to a normal advisory justified? 
 With Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> assuming office, Hindi has found the place it deserves in the corridors of power. After his swearing-in ceremony, Narendra Modi spoke to foreign dignitaries in Hindi. Even on his trip to Bhutan, his first official foreign visit, he addressed the Bhutanese Parliament in Hindi. 
 Before Modi, former prime minister <keyword id="47100" type="PERSON" weightage="100" keywordseo="Atal-Bihari-Vajpayee">Atal Bihari Vajpayee</keyword>, a great orator and accomplished poet, always used Hindi as his vehicle of communication. In 1977, Vajpayee addressed the annual assembly of the <keyword id="6355833" type="ORGANIZATION" weightage="100" keywordseo="united-nations">United Nations</keyword> in Hindi and became the first Indian leader to address the UN in Hindi. But unlike Modi, he did not mind switching to <keyword id="42216" type="CITY" weightage="100" keywordseo="English">English</keyword> when addressing joint press conferences with his foreign contemporaries like Tony Blair, Bill Clinton and George Bush. 
 However, after the statesman unexpectedly lost the elections in 2004, Hindi, too, started losing its place of privilege in the corridors of power and was totally marginalised during the decade-long rule of former prime minister <keyword id="6359397" type="PERSON" weightage="100" keywordseo="Manmohan-Singh">Manmohan Singh</keyword>. Although many international leaders of developed countries like China, Germany, Italy, France, Japan and Russia speak in their respective national languages even on foreign visits, Indian leaders have always taken pride in using English even in the Parliament. This was evident during the Manmohan Singh regime. 
 
Now, let’s come back to the present controversy over the use of Hindi. It all started with the Home Ministry issuing a directive to bureaucrats to use Hindi to convey message through social media. It’s pertinent to mention here that the directive was only meant for ‘social media messages’ and not for the official communications sent from the Centre to the states, which continue to be in the two official languages - Hindi and English. 
 Social media messages are meant for the general public. According to the 2001 census, Hindi is the mother tongue of more than 41% of the country’s population. Add to that 5% <keyword id="52565" type="COMPANY" weightage="100" keywordseo="urdu">Urdu</keyword> and 1% <keyword id="29621" type="PERSON" weightage="100" keywordseo="Maithili">Maithili</keyword> speakers, which takes the percentage of people proficient enough in Hindi to more than 47%. Hindi is also used as a link language in states like West Bengal, Maharashtra, Gujarat, Odisha, Punjab and Goa – the states where Hindi is not spoken as the first language. Moreover, Hindi is also understood in many parts of southern states like Andhra Pradesh and Karnataka and even north-eastern states like Assam, Meghalaya and Arunachal Pradesh. So what is wrong in asking bureaucrats to use Hindi on social media? Which other language can fulfil the purpose of reaching out to such a large population base? 
 
But the anti-Hindi crusaders of Tamil Nadu lost no time in raking up a controversy out of a non-issue. M Karunanidhi, chief of Tamil Nadu-based DMK party went on to say, "No one can deny it's beginning to impose Hindi against one's wish. This would be seen as an attempt to treat non-Hindi speakers as second class citizens." Where is the question of treating non-Hindi speakers as second citizens? 
 Barring Tamil Nadu, no other state has raised any objection to this direction. In fact, it is heartening that this time, the push for Hindi comes when the government is headed by someone whose native language is not Hindi (Narendra Modi’s mother tongue is <keyword id="6369979" type="COMPANY" weightage="100" keywordseo="Gujarati">Gujarati</keyword>). 
 Union Minister of State for Home <keyword id="638723" type="PERSON" weightage="100" keywordseo="Kiren-Rijiju">Kiren Rijiju</keyword>, who belongs to the north-eastern state of Arunachal Pradesh, also voiced his support for Hindi. “Hindi is our <keyword id="71459" type="POSITION" weightage="100" keywordseo="Official-language">official language</keyword>, we have to promote Hindi," he said following the controversy. 
 
Noted poet Ashok Chakradhar also welcomed the move, saying “If this government is getting bureaucrats to use Hindi, it is a great idea. Hindi is understood by 80% of Indians who pick it up from popular films, songs and the media. But at the official level, no one is fighting for the language.” 
 
Tamil Nadu’s opposition to Hindi dates back to the 1960s. In 1950, the Constitution declared Hindi as the official language and English was to be used as secondary official language till 1965 to facilitate a smooth transition. But the DMK launched an anti-Hindi campaign in Tamil Nadu, during which, Hindi books and effigies of ‘Hindi demoness’ were burnt on village bonfires. Does it not reflect deep-seated anti-Hindi bias? 
 
The campaign soon turned into full scale riots, which led to the killing of 70 people, including two policemen. However, the riots catapulted the DMK to power in 1967 elections in the state as opposition to Hindi was a dominant election issue. 
 
Following large scale violence in Tamil Nadu, the Centre enacted the Official Language Act, 1963. The Act stated, “Notwithstanding the expiration of the period of 15 years from the commencement of the Constitution, the English language may, as from the appointed day, continue to be used in addition to Hindi.” 
 
One wonders why some Tamilians hate Hindi so much. In Gujarat, students are taught English, Gujarati and Hindi in schools. They never get offended or complained about imposition of Hindi. Hindi is the most widely spoken language in the country and it should be promoted to facilitate easier communication throughout the country. But at the same time, the importance of regional languages should also not be undermined.
