New Delhi, Jan 8 () Steel workers' body SWFI on Wednesday condemned the government's decision to divest equity shares of six PSUs, including MMTC, in Neelachal Ispat Nigam Ltd (NINL).
<p> The Cabinet on Wedesday approved divestment of some shares of MMTC, National Mineral Development Corporation (NMDC), Bharat Heavy Electrical Ltd (BHEL), Odisha Mining Corporation, Odisha Investment Corporation and MECON in Neelachal Ispat.
</p><p> "We strongly condemn the decision," Steel Workers Federation of India (SWFI) Working President P K Das said while reacting to the development.
</p><p> He said his organisation opposes sale of any public sector unit be it steel or any other sector.
</p><p> Referring to the stressed steel assets which had to undergo NCLT proceedings, he said it must to be noted that no private sector could run their steel plant well.
</p><p> "In private sector, Bhushan Steel plant was sold after becoming bankrupt. Adhunik Steel is closed. Today hundreds of steel plants are closed in private sector, but public sector PSUs including NMDC, RINL are doing well and government wants to sell which is doing well," he said and most of the "entities in private sector are sick, bankrupt or sold."
</p><p> He further said that SWFI workers will go on strike if the government considers a decision like today's with RINL and NMDC.
</p><p> The government must note one thing that there are no buyers in the market, no one wants to invest any amount due to the financial crunch in market.
</p><p> In his reaction, Jayanta Roy who is senior vice-president and group head (corporate sector ratings) at ICRA, said. " The proposed sale would have a number of attractions to the strategic investor in the form of a captive iron ore mine which is under development, and a locational advantage of being in Odisha and in proximity to ports. On the other hand, the company may benefit in terms of private sector efficiencies if an experienced player is brought in."
</p><p> NINL is a joint venture company, in which four central PSUs -- MMTC, National Mineral Development Corporation (NMDC), Bharat Heavy Electricals Ltd (BHEL) and MECON -- and two Odisha government companies IPICOL and Odisha Mining Corporation (OMC) are shareholders.
</p> MMTC holds 49.78 per cent share in NINL, followed by OMC (20.47 per cent), IPICOL (12 per cent), NMDC (10.10 per cent), while MECON and BHEL hold 0.68 per cent each.  ABI  MKJ

Steel workers' body SWFI opposes govt nod to sale of shares of PSUs in Neelachal Ispat

<p>A few years ago, while flipping through an in-flight magazine on an airplane, photographer and world traveler <a href="http://500px.com/fragmentOne" target="_blank">Bharat Ranjan</a> read a tiny blurb about Uyuni, a small city in southwest Bolivia, which is home to magnificent salt flat. Ranjan immediately wanted to go. </p>
<p>A salt flat, or salt pan, is a large, smooth area of land, usually found in a desert, that is covered in salt or other minerals. They shine white when the sun hits them, making for a very beautiful and striking sight. The Salt Flats at Uyuni, or Salar de Uyuni, are 4,086 square miles, almost 100 times the size of the Bonneville Salt Flats in Utah, making them the largest salt  flats in the world.</p>
<p>While on a trip to Macchu Pichu in Peru, Ranjan remembered Uyuni and decided to plan a trip to Bolivia, which borders Peru, to see the place in person. What he saw was more amazing that he could have even hoped.</p>
<h3>To get the salt flat, known as the Salar de Uyuni, Ranjan had to <keyword id="6354692" type="ORGANIZATION" weightage="100" keywordseo="Travel">travel</keyword> via a 20-seat propeller plane from La Paz, the capital of Bolivia. The landscape is very desolate with no distinguishing features besides the massive expanse of white. Due to freezing and thawing of the crystalline salt, the ground forms crusted hexagonal plates in large areas.<div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Every once in a while, the white is broken by pools of water fed by underground springs. <div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>The area is not totally lacking in plants and animals. Believe it or not, Pink Flamingos live in the Salar, as do several other types of birds, foxes, and Viscachas, which are similar to rabbits.<div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>And, of course, the sunsets are unbelievably beautiful.<div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>The pyramids of salt you see are piled there by the salt miners who harvest the area for its minerals. They collect sodium, potassium, magnesium, borax, and lithium, which is the most lucrative. <div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Because the Bolivian government does not want exploitation of the Salar, no mining facilities exist on the flat, which allows them to stay beautiful and undepleted.<div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Conservation was not always the norm, though. In the 1800s, train tracks were built, and Uyuni was a hub for transportation. But the trains were never successful, due in part to the uproar the tracks created with the indigenous communities in the area. Today, only one train track is still in function. <div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Tourists can, however, visit the train graveyard, which features antique engines and train cars from days past.<div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Uyuni, the city near the Salar which shares the same name, is described by Ranjan as being similar to a "shanty town" where most buildings outside of the center don't have electricity. The busiest spot in town is definitely the gas station, Ranjan says.<div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Many miners come to town after a long day of work to visit the local bars. In his time in the city, Ranjan says he had impossible time finding hot sauce, of all things. The salt flats of Uyuni truly are one of the most beautiful and serene places on Earth. New Delhi, The Congress on Monday said its performance in Rajasthan, Madhya Pradesh and Chhattisgarh was disappointing but it was within "striking distance" of the BJP going by the vote share. Congress general secretary <keyword id="42332" type="General" weightage="20" keywordseo="jairam-ramesh" source="Orion">Jairam Ramesh</keyword> said the good vote share of the party in these states is a reason for hope and revival. <br /><br />"It is true that the performance of the Indian National Congress in Chhattisgarh, Madhya Pradesh and Rajasthan was disappointing and far below our own expectations.  <br /><br />"But the vote shares tell a story of a Congress that is not very behind the BJP-in fact, it is within striking distance. Cong in 'striking distance' of BJP in terms of vote share: Jairam Ramesh

Finance Minister Nirmala Sitharaman on Tuesday announced a cut in customs duty on minerals such as lithium, copper and cobalt, which are critical for nuclear energy, renewable and other sectors, to give a fillip to the energy transition.  In her budget speech in Lok Sabha, Sitharaman recalled that in the interim budget she had announced a strategy to sustain high and more resource-efficient economic growth, along with energy security in terms of availability, accessibility and affordability. <br /><br /> "We will bring out a policy document on appropriate energy transition pathways that balances the imperatives of employment, growth and environmental sustainability," she said. <br /><br /> Noting that minerals such as lithium, copper, cobalt and rare earth elements are critical for sectors like nuclear energy, <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword>, space, defence, telecommunications, and high-tech electronics, she proposed to fully exempt customs duties on 25 critical minerals and reduce BCD (basic customs duty) on two of them. <br /><br /> This will provide a major fillip to the processing and refining of such minerals and help secure their availability for these strategic and important sectors, she said. <br /><br /> She stated that energy transition is critical in the fight against climate change. <br /><br /> To support energy transition, she proposed to expand the list of exempted capital goods for use in the manufacture of solar cells and panels in the country. <br /><br /> Further, she stated that in view of sufficient domestic manufacturing capacity of solar glass and tinned copper interconnect, I propose not to extend the exemption of customs duties provided to them. <br /><br /> Noting that steel and copper are important raw materials and to reduce their cost of production, she proposed to remove the BCD on ferro nickel and blister copper. <br /><br /> "I am also continuing with nil BCD on ferrous scrap and nickel cathode and concessional BCD of 2.5 per cent on copper scrap," she said. <br /><br /> About the PM Surya Ghar Muft Bijli Yojana, which was rolled out earlier this year, he informed the House that in line with the announcement in the interim budget, PM Surya Ghar Muft Bijli Yojana has been launched to install rooftop solar plants to enable 1 crore households obtain free electricity up to 300 units every month. <br /><br /> The scheme has generated remarkable response with more than 1.28 crore registrations and 14 lakh applications, and we will further encourage it, he stated. <br /><br /> She further stated that a policy for promoting pumped storage projects will be brought out for electricity storage and facilitating smooth integration of the growing share of renewable energy with its variable &amp; intermittent nature in the overall energy mix. <br /><br /> She stated that nuclear energy is expected to form a very significant part of the energy mix for Viksit Bharat. <br /><br /> Towards that pursuit, our government will partner with the private sector for setting up Bharat Small Reactors; research &amp; development of Bharat Small Modular Reactor and research &amp; development of newer technologies for nuclear energy, she informed the House. <br /><br /> The R&amp;D funding announced in the interim budget will be made available for this sector, she added. <br /><br /> The development of indigenous technology for Advanced Ultra Super Critical (AUSC) <keyword id="20421620" type="General" weightage="20" keywordseo="thermal-power" source="keywords">thermal power</keyword> plants with much higher efficiency has been completed, she informed the House. <br /><br /> A joint venture between NTPC and BHEL will set up a full-scale 800 MW commercial plant using AUSC technology and the government will provide the required fiscal support, she added. <br /><br /> Moving forward, the development of indigenous capacity for the production of high-grade steel and other advanced metallurgy materials for these plants will result in strong spin-off benefits for the economy, she pointed out. <br /><br /> A roadmap for moving the 'hard to abate' industries from 'energy efficiency' targets to 'emission targets' will be formulated, she stated adding that appropriate regulations for the transition of these industries from the current 'Perform, Achieve and Trade' mode to 'Indian Carbon Market' mode will be put in place. <br /><br /> She further stated that an investment-grade energy audit of traditional micro and small industries in 60 clusters, including brass and ceramic, will be facilitated. <br /><br /> Financial support will be provided for shifting them to cleaner forms of energy and implementation of energy efficiency measures. FM cuts customs duty on minerals critical for energy transition

State-owned <keyword id="20039085" type="General" weightage="20" keywordseo="Coal-India-Ltd" source="keywords" meta.keywordsubtype="org" meta.entityname="Coal India Ltd" meta.hostid="261" meta.entityid="Coal India Ltd">Coal India Ltd</keyword>'s contribution to the <keyword id="21546749" type="General" weightage="20" keywordseo="government-exchequer" source="keywords">government exchequer</keyword> increased by 6.4 per cent to Rs 60,140.31 crore in <keyword id="19910780" type="General" weightage="20" keywordseo="FY24" source="keywords">FY24</keyword>, over the financial year 2022-23. <keyword id="19903245" type="General" weightage="20" keywordseo="Coal-India" source="keywords">Coal India</keyword> Ltd (CIL), which accounts for over 80 per cent of domestic coal output, paid Rs 56,524.11 crore to the government exchequer in FY23, according to provisional figures of the coal ministry. <br /><br />Total levies paid to the government in March 2024 also went up by 14.8 per cent to Rs 6,069.18 crore from Rs 5,282.59 crore paid in the corresponding month of FY23. <br /><br />Of the total Rs 60,140.42 crore paid to the government exchequer in FY24, maximum amount of Rs 13,268.55 crore was made to the state government of Jharkhand, followed by Rs 12,836.20 crore to the Odisha government, Rs 11,890.79 crore to Chhattisgarh, Rs 10,865.96 crore to Madhya Pradesh, and Rs 6,188.89 crore to Maharashtra among others. <br /><br />The coal-producing states earned the <keyword id="19945274" type="General" weightage="20" keywordseo="revenue" source="keywords">revenue</keyword> from royalty, District Mineral Foundation (DMF) and National Mineral Exploration Trust (NMET) among others. The government had earlier said that the coal-producing states earned a revenue of Rs 1.52 lakh crore in the last nine years from royalty, DMF and NMET. <br /><br />Coal mining sector has proved to be a big booster for the economic growth of the states that produce fossil fuel. <br /><br />State governments are entitled to receive 14 per cent of royalty on the sale price of coal and 30 per cent of the royalty as contribution towards the proposed district mineral foundations (DMFs)-- which is meant to support project-affected people---and two per cent of NMET from dry-fuel produced by the coal companies and also the private sector. In case of captive, commercial mines states are also entitled to receive the revenue share offered by the auction holder in a transparent bidding process. <br /><br /> Apart from this, state governments also benefit from increased employment, land compensation, increased investment in allied infrastructure like railways, road and several other economic benefits. Coal India's contribution to govt exchequer rises 6.4% to ₹60,140 crore in FY24

New Delhi, Jan 13 () The Centre has decided to set up an 11-member  panel including mines secretaries from various states, to examine issues pertaining to the revision of rates of royalty for minerals.
<p> The members of the panel includes mines secretaries from the states like Telangana, Chhattisgarh, Jharkhand, Karnataka, Madhya Pradesh and Odisha.
</p><p> The Mines Ministry has decided to set up an official committee, "for examining the issues raised by the stakeholders with regard to revision of rates of royalty and dead rent for minerals (other than coal, lignite, sand for stowing and minor minerals)," the mines ministry said in an order.
</p><p> The 11-member committee under the Chairmanship of Mines Additional Secretary will submit the report to the Ministry of Mines after examining the issues raised by stakeholders.
</p><p> "The committee will submit its report within a period of one month from the date of holding its first meeting," it said.
</p><p> In February, 2018, the mines ministry had set up a study group to revise the rates of royalty and dead rent for minerals.
</p><p> The study group had submitted its report in July last year.

Parliament passes IIIT amendment bill, giving 'national importance' tag to five new institutes

As the Indian government wants to scale up PM Narendra Modi’s ambitious ‘<keyword id="2517872" type="UNKNOWN" weightage="20" keywordseo="Swachh-Bharat-Abhiyan">Swachh Bharat Abhiyan</keyword>’ and invest around Rs 2.23 lakh crore by October 2019, it may levy cess from the common man even to provide basic sanitation.<br />

The government is mulling over levying 0.5% cess on petrol, diesel and telecom services, a 1% cess on accumulated waste produced by mineral generation plants and a 0.5 percentage point increase in service tax.<br />
<br /> If everything falls in place, this could be announced during <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword> on February 29.<br />

This recommendation was given by a sub-group of chief ministers on Swachh Bharat set up by Niti Aayog.<br />

"The sharing pattern of funds for this programme between the Centre and states may be in the ratio of 75:25, while for hilly states it may be kept at 90:10," said the sub-group.<br />

New Delhi, Jun 18 () Opening of the coal sector to private players will generate jobs, reduce dependence on fuel import, stimulate the economy and catalyse the country's path towards a USD 5-trillion economy, the industry said on Thursday. <p> Prime Minister Narendra Modi launched the virtual auction process for 41 coal blocks for commercial mining, which is expected to garner Rs 33,000 crore of capital investment in the country over next 5-7 years. </p><p> Industry body Ficci said that commercial mining will modernise the coal sector. </p><p> "This landmark reform will unlock country's natural resources," Ficci President Sangita Reddy said. </p><p> CII stated that the de-nationalisation of the coal sector will help in bringing new investment and advancement in technology. </p><p> "It is a watershed moment in the history of the coal sector for India. The step reflects the GOI's firm commitment in moving towards AtmaNirbhar Bharat. It is also important to look at important aspects as quality of coal and coal prices at the outset so that the sector is streamlined in terms of policy and regulations to support India's vision," CII Director General Chandrajit Banerjee said in a statement. </p><p> The auction of coal mines for commercial mining and relaxation of FDI in the coal sector will create a lot of interest for companies engaged in the coal mining and associated activities such as mine developer and operator (MDO) sectors, Arvind Sharma, Partner, Shardul Amarchand Mangaldas &amp; Co said. </p><p> The timing of launch of the commercial mining is critical since the reserves must be utilised to build the country before the focus shifts to entirely to renewable energy, he said. </p><p> Stating that launch of auction process for commercial coal mining was a transformative reform in the energy sector, Cyril Amarchand Mangaldas Partner Ramanuj Kumar pointed out that environmental concerns and delays are likely to result in muted interest from international investors. </p><p> "We expect strong interest from domestic mining and power companies since bid terms are attractive as compared to other mineral auctions," Kumar said. </p><p> Tata Sons Chairman N Chandrasekaran was of the view that with reforms like this, the mining sector can easily contribute 5 per cent to India's GDP. </p><p> Commercial mining will be a very successful initiative and it will generate huge amount of growth, significantly reduce imports and create lots of jobs, he said. </p><p> Vedanta Chairman Anil Agarwal also said that commercial mining will create infrastructure and people in the backward region will get employment. </p><p> "The bold decision taken by the Prime Minister to open up coal sector will result in massive job creation and generate a lot of revenue as we can replace coal import worth Rs 80,000 crore every year," he said in a tweet. </p><p> "This will also support the industry to bring down the cost. In these difficult times, it will be very useful for the growth of the country," he tweeted. </p><p> The Council on Energy, Environment and Water (CEEW) said while India's coal demand is likely to increase in the next decade, the investment in green-field projects to expand production capacity must be examined more carefully. </p><p> "Import dependence is not a bad thing, especially if it defers or removes investment needs into new mines in pristine environments in the country, CEEW Research Fellow Karthik Ganesan said. </p><p> The government's attempt to promote coal-gasification is also puzzling, he said, adding that from a climate standpoint, it defeats India's efforts to rein in CO2 emissions. </p><p> "Power generation and industrial applications that use syngas are 40 per cent - 80 per cent higher in CO2 emissions, as compared to those that use natural gas. Syngas is not cheap either. Data from the IEA suggests we might as well unlock deep-water gas instead of pursuing syngas, given the delivered price could be 4 – 6 USD/mmbtu higher than conventional gas. </p><p> "Also, while the use of syngas reduces air pollution outcomes, as compared to burning coal, it comes with a significant risk of polluting underground water resources with phenols and aromatic compounds that are generated in-situ and that could migrate out of the generation wells," Ganesan said. </p><p> In this auction process, 41 coal mines are on offer which includes fully explored and partially explored mines. These include 4 coking coal mines which are fully explored mines. These coal mines are located in states of Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra and Odisha. </p> The auction process will be a two-stage tender process with technical and financial bidding.
