At least two people were dead and five received injuries in an explosion in the district court complex of <keyword id="304055" type="General" weightage="20" keywordseo="ludhiana-city" source="Orion">Ludhiana city</keyword> in Punjab. Chief Minister Charanjit Channi is reaching the spot to assess the situation. The court complex is located close to the district Commissioner's office. The explosion took place in the washroom on the second floor at around 12.2 p.m., said the police. Not many people were present at the time of the explosion owing to strike by lawyers. One of the injured has been identified as advocate R.S. Mand. The area has been cordoned off by the police and the court premise was vacated. The intensity of the blast was so huge that it damaged nearby walls and shattered window glasses. Two killed and five injured in Ludhiana's district court explosion

The daily positivity rate in the state has climbed to more than five per cent in March from a low of less than one per cent in January. So far, 1.99 lakh positive cases have been reported from 54 lakh tests and 6,099 people have died of the infection, he added. Punjab extends night curfew by two hours in Ludhiana, Jalandhar, Patiala, Mohali, Amritsar, Gurdaspur, Hoshiarpur, Kapurthala and Ropar

Ludhiana (Pb), Mar 16 () The Ludhiana district administration in Punjab has allowed <keyword id="8971762" type="UNKNOWN" weightage="20" keywordseo="covid-19-vaccination">COVID-19 vaccination</keyword> of bankers, judicial officers, employees of schools and food grain agencies, members of NGOs and journalists to ensure "safety of wider population in public interest." Ludhiana Deputy Commissioner Varinder Kumar Sharma said the decision on expanding the ambit of the <keyword id="54639" type="COMPANY" weightage="20" keywordseo="vaccination">vaccination</keyword> drive was taken to ensure the safety of the wider population from the pandemic. Vaccination has now been allowed for journalists, employees of all government/private banks, government/private schools, staff of food grain agencies, judicial officers/court staff/advocates, members of the Non-Government Organisations (NGOs) who have worked to check the spread of the pandemic by registering them as frontline workers, he said. The deputy commissioner directed the health department to further step up the vaccination drive to ensure all those eligible can be covered and can have smooth access to the vaccine. The move comes after Sharma presided over a meeting of the District Task Force on Monday to control a steep rise in infections by accelerating the vaccination drive, according to an official release. Punjab is witnessing a sharp increase in the number of fresh COVID-19 cases. The maximum number of positive cases has been reported from Ludhiana, Jalandhar, Kapurthala, Mohali, Patiala and Nawanshahr, and to counter this, the state government imposed night curfew in several districts and shut down schools last week. As many as 1,843 fresh coronavirus infections pushed the case tally to 1,99,573 in the state, according to a medical bulletin issued on Monday. Twenty-seven more fatalities took the toll to 6,099. The number of active cases also increased from 11,550 on Sunday to 11,942 on Monday. The countrywide vaccination drive was rolled out on January 16 with healthcare workers getting inoculated and vaccination of frontline workers started from February 2. Ludhiana district administration offers Covid-19 vaccination to bankers, judicial officers, school teachers and journalists

New Delhi, Apr 23 () Ludhiana-based Hand Tools Association on Thursday said it has moved the Supreme Court challenging the validity of the central government's order directing all employers to pay full wages to workers without any deduction during the lockdown period. Hand Tools Association President Subhash Chander Ralhan said due to the lockdown amid coronavirus outbreak, the industries are completely closed since March 25 and there is no work happening. "Due to the closure, we are not able to export goods or sell in the domestic market. There is no earning, so how we can pay wages and salaries. It is not possible," Ralhan, who an engineering goods exporter, said. He said that the association has approached the Supreme Court under Article 32 of the Constitution challenging the validity and vires of section 10(2)(l) of Disaster Management Act, 2005 and for setting aside of government order dated March 29 issued by the Ministry of Home Affairs. According to the order, the central government issued directions to ministries/departments, states and Union Territories to implement lockdown measures for containment of the spread of COVID-19, he said. "This petition only challenges clause (iii) of the said government order which directs all the employers to pay full wages to its workers, without any deduction, during the lockdown period," Ralhan said. The association has contended in the petition that the Disaster Management Act, 2005 does not empower the centre to direct the private establishments to pay full wages to its workers during the lockdown. "Government Order dated March 29, 2020, is in violation of the Industrial Disputes Act, 1948, which provides for payment of 50 per cent wages under natural calamity. The government issued the order in undue haste and without considering financial ability of private establishments to bear the burden of full wages during the period of lockdown," he said. He added that when hundreds of crore of unclaimed provident fund and Employees State Insurance Corporation contribution lies in banks attracting interest, the direction to private establishments to pay full wages is completely "arbitrary and unreasonable". "Government order violates Article 14,19 and 300A of the Constitution of India. Government order does not provide any clarification in respect of its applicability to workman class or to all employees of all private establishments, otherwise, this will have grave financial implications on all private establishments."Government order suffers from gross arbitrariness, irrationality and hostile discrimination, and liable to be struck down for being unconstitutional," he added.The association includes sole proprietorship firms, partnership firms and private limited companies, engaged in manufacturing and distribution of hand tools. Jio 5G services are now available across 72 Indian cities

Interstate bus services from Himachal Pradesh to resume from October 14

Clamping down heavily on the fresh Covid-19 surge, <keyword id="6354953" type="LOCATION" weightage="20" keywordseo="punjab">Punjab</keyword> Chief Minister <keyword id="6361287" type="PERSON" weightage="20" keywordseo="amarinder-singh">Amarinder Singh</keyword> on Friday ordered massive statewide <keyword id="6413318" type="UNKNOWN" weightage="20" keywordseo="Restrictions">restrictions</keyword> with closure of educational institutions till March 31 and restrictions on <keyword id="5491" type="ORGANIZATION" weightage="20" keywordseo="Cinema">cinema</keyword> and mall capacities. The restrictions will come into force from Saturday. All educational institutions, other than medical and nursing colleges, will remain closed till March 31, with restriction of 50 per cent capacity in cinema halls and not more than 100 persons in a mall at any time. He appealed to the people to keep social activity in their houses to the bare minimum for the next two weeks to break the transmission chain. Not more than 10 visitors should be entertained in homes, he urged. In the 11 worst-hit <keyword id="68358" type="ORGANIZATION" weightage="20" keywordseo="districts">districts</keyword>, a complete ban has been ordered on all social gatherings and related functions, except for funerals, cremations and weddings, which will be allowed with only 20 persons in attendance. In these districts, which will remain under night curfew from 9 p.m. to 5 a.m, the Chief Minister ordered cinemas, multiplexes, restaurants, malls, etc., to remain closed on Sundays, though home deliveries will be allowed subject to night curfew. Industries and essential services will be allowed to function, but barring these, all restrictions shall be strictly enforced, the Chief Minister directed the top civic and police officials in these districts. Also, starting next week, one hour of silence will be observed across the state every Saturday, from 11 a.m. to 12 noon, in memory of those who lost their lives to Covid, with no vehicles to ply during that time. The Chief Minister asked the district administration to involve the general public, along with market committees, sarpanches, etc., in this initiative, which will, however, remain voluntary for them. In the 11 worst affected districts of Ludhiana, Jalandhar, Patiala, Mohali, Amritsar, Hoshiarpur, Kapurthala, SBS Nagar, Fatehgarh Sahib, Ropar and Moga, the Chief Minister ordered restrictions on in-person public dealings in the government offices, with citizens to be encouraged to visit offices only for essential services. Amarinder Singh directed officials to encourage online and virtual modes for grievance redressal, and asked departments concerned to issue necessary instructions for limiting appointments per day for registries, etc. Though other districts will not be placed under such stringent restrictions for now, the Chief Minister ordered immediate reinforcement and strict monitoring of the strategy of micro-containment and containment zones where there are evident clusters. He made it clear that if necessary, strict curbs will also be imposed in other districts if the situation worsens and Covid protocols and norms are not adhered to be by the people. The situation will be reviewed after two weeks, said the Chief Minister, chairing a meeting of the <keyword id="8947530" type="COMPANY" weightage="20" keywordseo="covid-task-force">Covid Task Force</keyword> with top officials. Directing health officials to ramp up testing per day to 35,000, the Chief Minister said special focus should be on super spreaders, and government employees, teachers in educational institutions, etc., must be tested routinely. RAT testing should be stepped up along with RT-PCR testing, he ordered, while directing contact tracing and contact testing to be taken up to 30 per positive person. K.K. Talwar, who heads the state government's expert team on Covid, said the surge in cases appeared to be the result of opening of schools and colleges, with young asymptomatic people appearing to be spreading the virus. There was no evidence as of now to show that the spike was due to the mutants, as only two cases of new strains had been found in Punjab so far. The state currently has almost 40 per cent cases from under 30 population, he added. Punjab imposes statewide restrictions, educational institutes to be shut till March 31

(Eds: combining related series)Jaipur/Chennai, May 17() The coronavirus outbreak in jails with Jaipur accounting for a large chunk has sparked worries of new cluster cases, as authorities released thousands of prisoners on parole or bail to decongest crowded prisons in the country to try halt the spread of the infection in closed settings. The release of prisoners as a precautionary measure from the last week of March followed a direction by the Supreme Court, and more jail inmates are expected to come out in the next few days. The bail and parole are for a initial 45-60 day period which is extendable. The apex court had asked all the states and union territories to constitute high-level committees to consider releasing on parole or interim bail prisoners and undertrials for offences entailing up to a seven-year jail term, to decongest prisons in the wake of the COVID-19 pandemic. The top court on March 23 said overcrowding of prisons is a matter of serious concern, observing it was "difficult for prisoners to maintain social distancing". Concerned over the spread of coronavirus infection to nearly 150 prisoners in Jaipur jails, an official on Sunday said the Rajasthan government may take a decision on Monday to conduct random sampling of prisoners lodged in other prisons in the state. After COVID-19 cases were reported in the Jaipur district jail, the prison authorities got all the inmates and staff members tested for the virus. In the district jail which is home to 423 inmates, the jail superintendent and 130 inmates have tested positive so far. A few cases were reported from the Jaipur central jail as well. "All the inmates and staff members of Jaipur district jail have been tested for coronavirus. Cases have come up from one ward in the central jail also and now we have decided to conduct random sampling in other wards of the central jail," said DG (Prisons) NRK Reddy. In Jaipur district jail, Reddy said a prisoner who came in early April was the source of infection. He was asymptomatic when he was kept in isolation in initial days and later suffered from low blood pressure and diarrhoea. He was tested for COVID-19 and the report came positive on May 9. In the meantime, the jail superintendent and a few other inmates got infected. The cases in Jaipur district jail spiked on Saturday when 119 prisoners tested positive. On Sunday, 14 prisoners (12 from central jail and two from district jail) also tested positive for the virus. After the death of an inmate in Agra Central Jail due to COVID-19, a senior official said the Uttar Pradesh Prison Administration and Reform Department has started random testing of samples for coronavirus in all the prisons of the state. Fourteen jail inmates were quarantined following the death of the prisoner on May 8, Anand Kumar, DG of the Department of Prisons Administration and Reform, told . He said 13 jail officials who looked after the barrack where the prisoner was lodged were also tested for COVID-19. At present, there are 71 operational jails in UP with over 94,000 inmates. So far, more than 16,000 inmates have been released either on bail or parole, Kumar said. "Even today, there are 94,000 inmates in jails against a capacity of 60,000. Overcrowding is a problem. We are still 1.5 times above the sanctioned capacity," he added. In the first case of COVID-19 at a Punjab prison, a 48-year-old woman inmate at the Ludhiana jail has tested positive, an official said. The woman, who tested positive on May 1, is facing charges under the Narcotic Drugs and Psychotropic Substances Act. She was brought to the prison by the Sangrur Police on April 28. The Punjab government has so far released 9,773 inmates from all the jais, the official said. In the national capital, officials said a total of 3,500 inmates were released from three jails--Tihar, Rohini and Mandoli. Tihar jail is Asia's largest prison complex. Days after a 28-year-old inmate of Rohini jail tested positive for coronavirus, 15 others who shared a barrack with him and one head warden have also tested positive on Saturday for the infection, officials said. Jail authorities said when they started the process to decongest in March, the prisoner population in the three jails was 17,500 as against the sanctioned strength of 10,000. With several inmates being released, the population in the jails has come down to around 14,200 but the process of more coming out will continue, they said. Authorities in Maharashtra have released over 7,200 prisoners so far, an official said, adding, around 10,000 more will be released shortly. "The pre-lockdown population in the 60 prisons across the state was over 35,000 and so far we have released over 7,200 inmates temporarily to decongest the jails," the official from the prisons department told . Over 100 inmates and staff of central Mumbai's Arthur Road Jail had recently tested positive for COVID-19, the official said. The pre-lockdown population of Arthur Road Jail was 2,300, of which around 700 prisoners were released, he said. There are 1,572 inmates in the jail now, he added. In Tamil Nadu, prisoners were provided with smart phones and inmates are allowed to make video calls to their family members in a bid to avoid crowding of jails by visitors. More than 6,000 inmates were released on bail from different prisons, an official said. As a result, the present strength of prisoners in 135 plus jails, including nine central and five special prisons for women, in the state is approximately 13,500 as against the authorised capacity of about 23,000, the official told . The Bihar government has shifted around 4,500 prisoners from overcrowded jails to lesser-crowded ones but has not released a single inmate either on parole or interim bail, a senior officer said. When asked why no prisoner was enlarged on interim bail or released on parole despite the apex court's order, IG (Prisons) Mithilesh Mishra said the inmates were not released as they might become vulnerable to coronavirus and later spread the infection once they return to the prison. Nearly 6,500 prisoners were released from jails in Madhya Pradesh since the coronavirus outbreak, an official said. The state has around 131 jails, of which more than 75 per cent was overcrowded, he said. The jails have a total capacity for 28,500 prisoners. Over 3,550 inmates, including 300 lodged in detention camps, were released from jails across Assam since March, a senior official said. Of them, around 1,700 prisoners were released following the Supreme Court direction while others got out as per normal legal procedure, said Assam Inspector General of Prisons Dasarath Das. He said the state's 31 jails currently house 8,510 inmates against the sanctioned capacity of 8,938. In Gujarat, nearly 2,500 of the 14,000 prisoners have been released from 28 jails, according to Additional Director General of Police, Prisons, K L N Rao. In Haryana, nearly 4,000 of the 20,000 inmates in 19 jails, including three central prisons--one in Ambala and two in Hisar were released, an official said. In Chattisgarh, as many as 3,418 prisoners, mostly undertrials, came out of the jails. In a bid to prevent spread of COVID-19 in prisons in Kerala, the state government will admit remand prisoners only if they test negative for the virus. The state has already granted remission and parole to several inmates. The swabs of remand prisoners will be taken and tested for the virus and till the results arrive, they will be either lodged at hospitals or quarantine facilities arranged by the district administration, a senior prison official said. <keyword id="33542" type="COMPANY" weightage="100" keywordseo="Burger-King">Burger King</keyword>, world's second-largest burger chain, which debuted in India last year is having a tough time handling all the trademark cases involving similar names or logos. The defendants range from pushcarts to plush food joints in different cities. 
 
While in some cases, the effort has paid off, some cases are still pending in courts. To name the success, Mr Singh Burger King, which is a street vendor based in Ludhiana changed its name to Mr Singh Food King, citing lack of financial resources to fight the legal battle. Similarly, another restaurant called Burger King, based in Varanasi changed its name to Taste King after a Delhi High Court injunction. 
 
Burger King Corp., based in Miami, has opened 33 outlets in India, in a joint venture with Everstone Capital. In the past two years, it has filed trademark cases against at least six Indian operators in the Delhi High Court , out of which three are still pending, as stated by records on the court website. 
 
Another noticeably similar name for Burger King is Burger Singh, based in Gurgaon, which recently mopped up an angel investment funding of Rs 2.2 crores.

The government is planning to award 100 highway projects on PPP next year, Union Minister <keyword id="26680" type="PERSON" weightage="100" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> said today. 

	Asking investors to change their perception about public-private-partnership (PPP), the Road Transport and Highways Minister said all problems pertaining to the mode have been addressed and this year seven projects worth Rs 11,500 crore have already been awarded in contrast to a nil last year.
 "The government will award 100 projects on PPP mode next year. Under the hybrid model, we will give you on platter projects with land acquisition and <keyword id="6356826" type="COMPANY" weightage="100" keywordseo="environment">environment</keyword> clearances. 40 per cent cost will be borne by us while 60 per cent will be funded by you. Of the 60 per cent, banks will provide 30 per cent of the requirement," Gadkari said at India PPP summit by FICCI. 

	He said investors need not worry at all and just "change their perception about PPP" as in the present hybrid model even the toll collection will be done by the government adding PPP has received good response this year.
 

	The Minister said the government was planning to float tenders for about 18 projects by December.
 

	He said 95 per cent problems pertaining to PPP projects have been addressed and of the 283 projects, 44 were terminated.
 

	About Delhi-Jaipur Highway, he said the Rs 1,700 crore project will be completed by December as 85 per cent of the long-delayed project is completed while problems related to Delhi-Haridwar and Ranchi-Jamshedpur highways were being addressed.
 

	He said highways ministry has no dearth of funds but was lacking on two fronts - shortage of contractors and capacity constraints.
 Expressing commitment to transform highways network, he said Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> will do "bhoomi pujan" for access-controlled Rs 7,000 crore eastern highway project to decongest Delhi soon while Delhi-Meerut highway will be developed as a green expressway with 14 lanes on NH-24. 

	The national highways length would be increased to 1.5 lakh km from 1 lakh km at present as it does not match up to the 10 per cent annual growth in vehicles, he said.
 

	He added that apart from Buddha circuit, 1000 km of highways will be constructed to link 'char dhams'. Besides, one per cent of the highways construction cost will be set aside for plantation along the roads, which in turn would generate five lakh employment. He added that government also plans to build a number of expressways including Delhi-Mumbai, Mumbai-Nagpur, Delhi-Ludhiana and Bengaluru-Chennai.
 

	The Minister said both shipping and highways would contribute at least 2 per cent to the country's GDP.
 

	Also, he added that all the 12 major ports and SCI, DCI and Cochin Shipyard would post a profit of around Rs 6,000 crore this year.
 Gadkari said three new ports would be built in <keyword id="20154" type="ORGANIZATION" weightage="100" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="6357783" type="CITY" weightage="100" keywordseo="West-Bengal">West Bengal</keyword> and Maharashtra. 

	He said 1,200 roadside amenities will be built besides 5,000 driving centres across the country to check corruption. 
 

	NHAI and builders would now solve their disputes amicably instead of going to courts as the PMO also is of the view to solve them through talks, he said. 
 

	Road Transport and Highways Secretary Vijay Chhibber said the PPP mode picked up last year after going through a rough patch for three years and this year, the government will award road projects totalling 10,000 km and complete 6,500 km, he said. 
 

	Last year, the government awarded projects totalling 8,000 km and completed 4,000 km. 
 

	Of the 1 trillion investment in infrastructure as per the 12th Five Year Plan, one-tenth ($95 billion) will go to road sector and private players will contribute about 50 per cent of it, he said. 
 

	Chhibber said the government had taken a number of initiatives to address the issues including rescheduling of premium, easy exit policy, one-time fund infusion and 20 amendments in concessionaires agreements. 
 

	Also, the government is considering compensation to developers in case the delays in projects were attributable to authorities. 
 

	He also said that a Rs 6 cess on diesel and petrol was contributing Rs 50,000 crore to the sector annually. 
 

	He said the government is considering monetisation of highways and of the 6,000 km under EPC, 200-300 km will be monetised this year.
