A punishment for two years and above automatically disqualifies a lawmaker. The Supreme Court on Friday last stayed his conviction, paving the way for restoration of his Lok Sabha membership. Rahul Gandhi's disqualification as Lok Sabha member revoked

The Budget Session of <keyword id="6354721" type="General" weightage="100" keywordseo="parliament" source="Orion">Parliament</keyword> will commence on January 31 and end on April 6, according to an official statement. It will be the 259th session of the Rajya Sabha and the 11th session of the 17th <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword>. "The Eleventh Session of Seventeenth Lok Sabha will commence on Tuesday, the 31st January 2023. Subject to exigencies of Government Business, the Session is likely to conclude on Thursday, the 6th April 2023," a Lok Sabha secretariat notification said. A similar statement from the Rajya Sabha secretariat said the President has summoned the Rajya Sabha to meet on Tuesday, the 31st January 2023 at New Delhi and is scheduled to conclude on Thursday, the 6th April 2023. Parliament's Budget Session will begin from 11 am on January 31 with President Droupadi Murmu'<keyword id="16089537" type="General" weightage="80" keywordseo="s-address" source="Orion">s address</keyword> to the joint sitting of Lok Sabha and Rajya Sabha. Finance Minister Nirmala Sitharaman will present the Union Budget for 2023-24 at 11 am on Wednesday, the 1st February 2023. Budget Session of Parliament from January 31 to April 6

<ul><li>The <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> lost 127 hours and 45 minutes due to disruptions while the Rajya Sabha wasted 121 hours. </li><li>In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these, the Finance Bill and the Appropriation Bill, were passed in less than half an hour. </li><li>Around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session. </li></ul>The 2018 Budget session, which concluded on April 6th, saw India’s <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> record another unflattering statistic. According to PRS Legislative Research, Delhi-based think tank, it was the <a href="http://www.prsindia.org/uploads/media/Budget%202018/Vital%20Stats%20-%20Budget%20Session%202018.pdf">least productive Budget Session</a> since 2000. Based <a href="http://164.100.47.193/statement/files/statementofwork.pdf">on information</a> from the Lok Sabha secretariat, 127 hours and 45 minutes were wasted in the Lower House of Parliament while business was conducted for only 34 hours. The Rajya Sabha (Upper House) fared slightly better, sitting for 44 hours and wasting 121. All in all, 249 out of a total of 327 hours were completely wasted, culminating in a productivity level of 24%. If you can call it productivity. In human terms, if an MP in the recent session was given four hours to do something, he or she spent three hours arguing about this responsibility, 45 minutes sitting down to think about it and 15 minutes actually doing it. In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these - the Finance Bill, which comprises taxation measures, and the Appropriation Bill, which details spending plans for government ministries - were passed in quick succession on March 14th. The Speaker of the Lok Sabha, Sumitra Mahajan, was able to pass the bills in less than half an hour without any discussion by administering the “guillotine process”. When a guillotine is applied, all outstanding proposals need to be voted on once a fixed time for discussion is over. The hours wasted by Parliament aren’t borne by MPs but by taxpayers. In September 2012, following a washed-out Monsoon session, the Union Minister for Parliamentary Affairs, Pawan Kumar Bansal, said that the cost to the Exchequer of running the Parliament for <a href="https://www.ndtv.com/india-news/each-minute-of-running-parliament-in-sessions-costs-rs-2-5-lakh-govt-498784">one minute was ₹250,000</a>, a figure which has since been routinely quoted. Based on this estimate, around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session, excluding the salaries of MPs. But one can’t just look at this in monetary terms. There is a significant cost to bills being delayed, not only for the intended beneficiaries of such bills, but in terms of the time they take up in future sessions of Parliament which would normally be reserved for newer bills. At the end of the Budget Session, there were <a href="http://www.prsindia.org/uploads/media/Budget%202018/Session%20wrap%20Budget%20Session%202018.pdf">68 bills pending</a> for discussion and passage, including the Transgender Persons (Protection of Rights) Bill, the Financial Resolution and Deposit Insurance Bill and the Whistleblowers Protection Bill. India’s electorate aren’t unfamiliar with washouts in Parliament. A number of sessions in recent years have been been largely unproductive and beset by interruptions. For example, the Winter Session in 2016, which took place right after the demonetisation, lost 19 of its 21 days due to disruptions. In the absence of institutional incentives to be productive, India’s MPs have no qualms in substituting debate with protests. These disruptions, rather than individual actions, are usually a coordinated ploy by opposition parties too highlight the government’s failings and are met with a equal reaction by ruling parties who wish to stall discussion over a topic. The blame game This Budget Session was no different and both sides were to blame. First, the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> pointed fingers at each other over the Nirav Modi scam at Punjab National Bank. Then, the Telugu Desam Party (TDP), along with opposition parties, started protesting against the Centre’s decision to not give the state special category status. This led to a notice of a no-confidence motion, which was never brought to the floor, which only served to amplify the Opposition’s protests. Even though the BJP had the seats to quash the no-confidence motion, it probably did not want to risk the scrutiny and questions that came with such a motion. Finally, the latter end of the session featured disruptions related to the Cauvery water sharing dispute between Karnataka and Tamil Nadu as well as the Supreme Court’s dilution of the SC/STs Act. The blame game and hollow gestures continued well after the end of the Budget Session. On April 5th, the members of the ruling administration said that they would <a href="https://timesofindia.indiatimes.com/india/nda-mps-wont-take-pay-for-23-wasted-days/articleshow/63618705.cms">forgo their salaries </a>for the 23 wasted days in the second part of the Budget Session, which they attributed to the Congress. On April 9th, Rahul Gandhi led <a href="https://www.financialexpress.com/india-news/rahul-gandhis-fast-at-rajghat-sajjan-singh-jagdish-tytler-asked-to-leave-top-developments/1126556/">a nationwide, day-long fast </a>to protest against the BJP government and the Parliament’s inability to function. The BJP responded with <a href="http://indianexpress.com/article/india/pm-narendra-modi-fast-on-april-12-why-is-pm-fasting-bjp-protests-rahul-gandhi-congress-amit-shah-parliament-5133495/">its own fast</a> against the stalling of Parliamentary proceedings by opposition parties few days later. <keyword id="834154" type="PERSON" weightage="20" keywordseo="No-work-no-pay">No work no pay</keyword>? The decision of the BJP MPs to forgo their salaries has brought the notion of “no work no pay” back into the spotlight. As part of the latest Union Budget, the finance minister, Arun Jaitley, decided to double MPs monthly salaries from ₹50,000 to ₹100,000. In 2007, when the BJP led the Opposition, the Speaker of the Lok Sabha, Somnath Chatterjee, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/somnath-wants-no-work-no-pay/articleshow/2225592.cms">proposed the concept</a> of “no work no pay for MPs”, pointing to the obvious flaw in a system that allowed them to claim their daily allowance for sitting in Parliament even when the session was disrupted. Last month, Manoj Tiwari, a BJP MP and head of its Delhi unit, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/manoj-tiwari-wants-no-work-no-pay-rule-for-mps/articleshow/63385053.cms">proposed the rule again</a>. While the rule makes sense on paper, it presupposes that MPs are motivated to work by their salaries. Many of them are rich to begin with. According to the Association of Democratic Reforms, <a href="https://adrindia.org/media/adr-in-news/13rd-mps-have-criminal-records-82-cent-are-crorepatis-adr">82% of the new Lok Sabha MPs </a>in 2014 had a net worth of over ₹10 million. In fact, the average worth of an MPs assets was ₹146 million. Perhaps the number of days could be increased. While this won’t raise productivity and will likely increase the burden of taxpayers, it could help tackle the growing pile of pending bills and allow more time for matters of public interest to be discussed. The Indian Parliament meets for roughly <a href="http://www.prsindia.org/media/articles-by-prs-team/the-house-is-not-in-session-4425/">70 days a year</a>, compared to 150 in the UK and 140 in the US. Furthermore, MPs are primarily motivated by votes. They are elected to represent the interests of the people who voted for them, not to add numbers to their parties’ protests in the house. It is the responsibility of voters to keep their representatives accountable. Parliamentary disruptions inhibit the functioning of our democracy. The disruptors should be rewarded accordingly when elections come around.

The recently-concluded Budget session of the Indian Parliament was the least productive in 18 years

A meeting of Speakers unanimously decided that India will boycott a <keyword id="2990273" type="UNKNOWN" weightage="100" keywordseo="commonwealth-parliamentary-union">Commonwealth Parliamentary Union</keyword> meeting in <keyword id="3002" type="COMPANY" weightage="100" keywordseo="Islamabad">Islamabad</keyword> next month in protest against Pakistan not inviting the Speaker of Jammu and Kashmir Assembly, a decision that comes in the midst of tensions over two terror attacks in Punjab and J&amp;K. <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword> Speaker <keyword id="6354934" type="PERSON" weightage="100" keywordseo="Sumitra-Mahajan">Sumitra Mahajan</keyword> said this was against a rule in the CPU in which all the Speakers, who are members of the <keyword id="112537" type="ORGANIZATION" weightage="100" keywordseo="Commonwealth-Parliamentary-Association">Commonwealth Parliamentary Association</keyword> (CPA), have to be extended an invitation to the CPU meeting. "It is wrong (on the part of Pakistan). They cited an old rule of 1951-57 regarding their having raised an issue in the <keyword id="55859" type="ORGANIZATION" weightage="100" keywordseo="UN-Security-Council">UN Security Council</keyword> for not inviting J and K Speaker," she said adding it had lost relevance. Welcoming the decision J&amp;K Speaker <keyword id="684192" type="PERSON" weightage="100" keywordseo="Ravindra-Gupta">Ravindra Gupta</keyword>, who attended the meeting, thanked the Speakers for the decision saying it was a question of unity and integrity of the country. He called Pakistan a terrorist state. "The meeting resolved to call upon Dr Shirin Chaudhury, Speaker of <keyword id="141158" type="ORGANIZATION" weightage="100" keywordseo="Bangladesh-Parliament">Bangladesh Parliament</keyword> and Chairperson of the CPA Executive Committee to use her good offices to immediately resolve the matter and ensure issue of invitation to the Jammu and Kashmir 'CPA Branch' failing which 'CPA India Region' including the Union and State Branches' (will) boycott the 61st Commonwealth Parliamentary Conference in Islamabad, Pakistan from September 30 to October 8...," the resolution said. 

	India's Parliament and Assemblies are treated as 'India region' and all the Assemblies are the members of the CPA. 

	The resolution underlined that Jammu and Kashmir "fulfills all conditions" of CPA membership. 
 

	"The meeting further resolved that Chairperson and members of the Executive Committee of CPA view this matter in all seriousness and insist that Pakistan CPA Branch forfeit its right to host the 61st CP conference for not inviting Jammu and Kashmir CPA Branch to the conference in violation of Article 8 of the CPA Constitution and that the venue of the conference be shifted to another country,” it said.

	Article 8 of the CPA Constitution says that each 'Branch' (meaning Parliament and State Assemblies) "shall be entitled to send prescribed number of delegates and officials to each plenary conference and accordingly Jammu and Kashmir Branch is entitled to send one delegate to the Conference." 
 

	The meeting authorised Lok Sabha Speaker, who is the chairperson of CPA India Region, to take "such further action as may be deemed necessary in the matter". 
 

	Gupta said Pakistan deliberately wanted to keep his state away from the conference to "humiliate" India. 
 

	He said Jammu and Kashmir is an integral part of India and thanked the Lok Sabha Speaker and Speakers of other Assemblies on taking the stand. 
 

	Gupta added that "Pakistan is a terrorist state and many countries do not want to go there" to attend the Conference.  The CPA Secretariat talked to <keyword id="2990321" type="UNKNOWN" weightage="100" keywordseo="Pakistan-Assembly">Pakistan Assembly</keyword> Speaker who expressed "constraint" in inviting Jammu and Kashmir. Invitations for the conference are sent by the host country. 

	Gupta said Pakistan deliberately wanted to keep his state away from the conference to "humiliate" India. 
 

	He said Jammu and Kashmir is an integral part of India and thanked the Lok Sabha Speaker and Speakers of other Assemblies on taking the stand.

India to boycott Commonwealth Parliamentary Union meeting in Islamabad next month: Lok Sabha Speaker

NEW DELHI: The incoming <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> government may well corner credit for key anti-corruption and pro-governance bills that UPA-II failed to pass despite a last minute bid to push the legislations through Parliament. 
 
The Modi government will take a call on UPA-II’ s unfinished agenda with cabinet secretary Ajit Seth asking ministries to compile a list of ordinances, pending and lapsed bills that would put up before the new regime.

 The bills include anti-corruption and public service measures the <keyword id="6359397" type="PERSON" weightage="40" keywordseo="Manmohan-Singh">Manmohan Singh</keyword> government had, under <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword> vice president Rahul Gandhi’s prodding, tried to legislate before dissolution of the 15th <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword>. 
 
In a communication to secretaries, Seth said "Ministers\departments may in all such cases take a view in the matter with the approval of the new minister-in-charge as soon as the new government is sworn in.” 
 
Seth has advised ministries that they can frame "suitable proposals for consideration of the Cabinet after requisite inter-ministerial consultations” once it becomes clear that whether the bills are to be dropped, altered or retained. 
 BJP seems inclined to review the bills. "Some of the bills can be improved. Some of the acts that have been passed can be amended and some pending bills may not be priority any more,” a <keyword id="6464304" type="POSITION" weightage="40" keywordseo="Senior-BJP-leader">senior BJP leader</keyword> said.

The bills present an opportunity for the new government, as they have been framed by the Congress-led UPA and the former ruling party would ordinarily not oppose their passage. This should help NDA as it lacks numbers in the upper House. 
 
Bills seeking to amend the prevention of corruption act, judicial appointments, right to services and introduction of auctions in mining contracts are among 60 pending and 68 lapsed bills.

Secretaries have been asked to discuss the bills with new ministers at the earliest to get a view if they are to be pursued in their present form or changes are required to be carried out. 
 
The note, brought out in the form of an office memorandum of the Cabinet Secretariat, also mentioned that a similar view will also need to be taken about Ordinances promulgated by President Pranab Mukherjee. 
 
"These will now be required to be placed for consideration of the Cabinet”, said the note.

The Prevention of Corruption (Amendment) Bill and the Judicial Appointments Commission Bill, 2013 were introduced in the Rajya Sabha by the UPA-II government. 
 
The Bills, which are lapsed due to dissolution of the 15th Lok Sabha, include the Judicial Standards and Accountability Bill, the mines and minerals (Development and Regulation) Bill, the Electronic Delivery of Services Bill and the Foreign Educational Institutions (Regulation of Entry and Operations) Bill.

For married women, the prevailing practice of listing the woman’s name followed by her husband’s first name and surname will remain unchanged. Orphans will be exempt from including the mother’s name. The updated nameplate now includes his mother's name before that of his father, reading 'Eknath Gangubai Sambhaji Shinde'. Three candidates of the BJP, including former minister and state unit chief Mangal Pandey, also filed their nomination papers. Rabri Devi reached the Vidhan Sabha secretariat along with her husband Lalu Prasad, the RJD president, and sons <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword> and <keyword id="20196796" type="General" weightage="20" keywordseo="tej-pratap-yadav" source="keywords">Tej Pratap Yadav</keyword>. The other RJD candidates who filed nomination papers were Abdul Bari Siddiqui, Syed Faisal Ali and Urmila Thakur. CPI(ML) Liberation's Shashi Yadav also filed nomination papers. Notably, elections are being held for 11 seats, the terms of which are to end in May. Of these, one seat was held by senior Congress leader Prem Chandra Mishra. However, Khan said, "Our party is democratic and all people are allowed to express their opinions. But this is not an issue. We got our candidate elected to the Rajya Sabha recently. We are now helping our alliance partner (CPI-ML)." After the Mahagathbandhan candidates, it was the turn of Mangal Pandey, besides BJP debutantes Anamika Singh Patel and Lal Mohan Gupta to file their nomination papers. They filed their nomination papers in the presence of Samrat Choudhary, Deputy Chief Minister and state BJP president, besides Jitan Ram Manjhi, ex-CM, whose HAM is an NDA partner and whose son Santosh Suman is also seeking re-election to the legislative council. Hiranandani Group MD, Niranjan Hiranandani said the Budget should focus on further investments in roads, railways, ports, airports and highways, as well as slum rehabilitation schemes. "Amid the unstable global economic situation, India's budget will attempt to meet the hopes and aspirations of the common citizens. The ray of hope being seen by the world grows brighter-for this, I firmly believe that Nirmala Sitharaman will make all efforts to meet those aspirations," PM Modi said while addressing the media. The Prime Minister cited the "credible voices from the world of economy" and said that they have brought a positive message ahead of the session. "Today, the Budget Session is commencing. Credible voices from the world of economy, have brought in a positive message, a ray of hope and a beginning of enthusiasm," he said. The budget session that began on Tuesday with the President's address will take place in 27 sittings till April 6 with a month-long recess to examine the budget papers. The first part of the session will conclude on February 13. Parliament will reconvene on March 12 for the second part of the Budget Session and will conclude on April 6.
