The counting of votes cast by 64.2 crore hopeful Indian voters during the six-week-long 18th <keyword id="19923279" type="General" weightage="20" keywordseo="Lok-Sabha-elections" source="keywords">Lok Sabha elections</keyword> officially began at 8 AM today and it is suffice to say that the air is crackling with equal parts excitement and trepidation. Over 700 aspiring parties participated in the world’s largest democratic exercise. But the main duelling parties remain consistent with previous trends: the ruling Bharatiya Janata Party (<keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords">BJP</keyword>) led by Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="Narendra-Modi" source="keywords">Narendra Modi</keyword> and the opposition bloc led by the <keyword id="19964138" type="General" weightage="20" keywordseo="Indian-National-Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Indian National Congress" meta.hostid="261" meta.entityid="Indian National Congress">Indian National Congress</keyword> (INC). Modi is shooting for a third, historic win after spending the last ten years in office, but the road ahead does not seem as smooth as anticipated. A political party in India requires at least 272 seats to cross the majority mark in the 543-member lower house of the Indian parliament, the Lok Sabha. The PM has audaciously declared that he is expecting a huge win exceeding 400 seats, the slogan ab ki baar 400 paar is stuck in every Indian’s head — irrespective of their political inclination. The Congress-led India bloc, on the other hand, is aiming for a relatively modest 295. On Saturday, most exit poll surveys predicted 350-370 seats for the BJP and between 107-140 seats for the opposition. However, the early trends are showing a very different picture with the INDIA bloc exceeding expectations in many states. But the kind of support that Narendra Modi has received since 2014 has been unmatched in the history of modern Indian politics. In 2014, the BJP saw a surprising landslide victory with 282 of the 543 seats. But what factors contributed to its sweeping win with a 31.3% majority? Throughout its campaigning ahead of the general elections that year, the BJP kept stressing its interest in fixing the economy and combating corruption allegedly caused by the Congress party’s rather inept governing. Modi, who called himself a chowkidar or watchman, vowed to set the government and bureaucracy to rights. He promised more jobs for young Indians and even launched a social media campaign to appeal to the younger generation. Many experts suggested that Modi created the brand “NaMo'' for himself through relentless media campaigning, something that <keyword id="19895780" type="General" weightage="20" keywordseo="rahul-gandhi" source="keywords">Rahul Gandhi</keyword> and other major political leaders could not do at the time. Additionally, he is also said to have had the support of the 45,000 country-wide RSS branches — the Hindu cultural nationalist parent of the BJP. However, after the leader had managed to comfortably settle into his new role as the Prime Minister of India, he announced the demonetisation of all ₹500 and ₹1,000 banknotes of the Mahatma Gandhi Series on 8 November 2016. As per a 2018 report from the Reserve Bank of India said that “the effort had failed to remove black money from the economy”. Modi was widely criticised for the way this move impacted the middle-class people of India. Despite this setback as well as criticism against his economic reforms like GST, he continued to implement bold policy changes to strengthen the core economy. However, similar to 2019, towards the end of his second term in 2024, joblessness appears to be on the rise and incomes of farmers continue to plummet. Amid major issues like food inflation and the threat of AI to the job market, the ruling party relied on not-so-subtle religious polarisation and a ton of welfare programmes. From being chowkidar in 2014, Prime Minister Narendra Modi has been depicted to be a saint today by many of his followers. While past leaders in India have tried to hold on to their secular image, Mr Modi has been seen flouting this convention on multiple occasions, expressing that he takes pride in his religion. With crores of followers still supporting him, the PM seems to be already on a path to victory. The votes are in, the election commission is armed, and tallies are finally being made. As lakhs of viewers tune into their news to update themselves, many are coming away shocked at the current standings. Despite confident promises of capturing 400 of the 543 Indian seats, the Bharatiya Janata Party (<keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords">BJP</keyword>) has barely won a dozen or two seats more than the halfway mark of 272, as per the initial few rounds of counting. This is still an impressive position to be in, and certainly enough to help the BJP-led <keyword id="105903" type="General" weightage="20" keywordseo="national-democratic-alliance" source="Orion">National Democratic Alliance</keyword> (<keyword id="19938590" type="General" weightage="20" keywordseo="NDA" source="keywords">NDA</keyword>) make another term. If this trend holds, a majority government will form with BJP-led NDA acquiring slightly below 300 seats, almost mirroring exact forecasts by on-ground reporters and some political experts. However, this is quite in contrast with almost all exit polls this election season. If the scorecard settles at the current mark, this will end up becoming the poorest performance for NDA since their historic win in 2014. The alliance came to power after winning an overwhelming 336 seats in 2014, and 353 seats in 2019. However, the main point of shock has come from the performance of Congress and the INDIA bloc, who have maintained a steadfast 200+ seats since the initial polling rounds. Out of the nine odd exit polls that came out with results recently, none had predicted the INDIA bloc to win over 150-170 seats. As the tallying moves into its final phases, let’s look at how exit polls performed in the previous election cycles. <cmsannotation type="cmsannotation" annotationid="2014 elections" comment="subhead" text="2014 elections">2014 elections</cmsannotation> In 2014, 834 million voters participated in the largest-ever elections worldwide — only to be surpassed by the 2019 <keyword id="19895394" type="General" weightage="100" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. An average of eight exit polls had indicated that the BJP would see a 283-seat victory, while the opposition would have had to settle for 105 seats. Just as predicted, the BJP saw a landslide victory and swooped in 282 of the 543 seats, with a vote percentage of 31.3%. This win was a huge blow to the INC, which only won 44 seats compared to the 206 in 2009. Since a party must win at least 55 seats to become an official opposition party in India, the Congress’s defeat meant that there was no official opposition party for India. <cmsannotation type="cmsannotation" annotationid="2019 elections" comment="subhead" text="2019 elections">2019 elections</cmsannotation> The previous Lok Sabha elections turned out to be an even bigger win for the BJP! In 2019, exit polls had predicted that the BJP-led National Democratic Alliance would peak at 306 and that the INC-led United Progressive Alliance (UPA) would win just 120. However, the post-poll statistics turned out to be underwhelming. The BJP won a whopping 37.36% of the vote — the highest by a political party since the 1989 general elections. It won 303 seats, while the NDA collectively won 352 seats. It was another crushing defeat for the Congress, which won just 52 seats, failing to claim the post of Leader of the Opposition once again.

Trends indicate INDIA maintaining 200+ seats, defying all exit poll predictions; how accurate have these surveys been since 2014?

The <keyword id="20449324" type="General" weightage="20" keywordseo="Finance-Bill" source="keywords">Finance Bill</keyword> 2024 was passed by <keyword id="19895394" type="General" weightage="20" keywordseo="Lok-Sabha" source="keywords" meta.keywordsubtype="org" meta.entityname="Lok Sabha" meta.hostid="261" meta.entityid="Lok Sabha">Lok Sabha</keyword> on Wednesday evening, with a few amendments moved by the government. Replying to the debate, Finance Minister Nirmala Sitharman said the approach of the government has been to bring greater simplification of <keyword id="19987671" type="General" weightage="20" keywordseo="tax" source="keywords">tax</keyword> laws and procedures and enable growth and employment in the country. She responded to points made by members. The Finance Minister clarified that in real estate, the roll over provisions have not been withdrawn and are applicable. She said if the capital gain in a property transaction is invested in buying another one or two properties up to a maximum value of Rs 10 crore, no capital gain tax is required to be paid on such profits. <keyword id="20619608" type="General" weightage="20" keywordseo="capital-gains" source="keywords">Capital gains</keyword> can also still be invested in bonds which are notified under Section 54 of the Income Tax Act up to a maximum of Rs 50 lakh annually and save on taxes. To give relief on budget proposals, Sitharaman also moved an amendment in the Finance Bill on the changes in the capital gains tax on <keyword id="20412285" type="General" weightage="20" keywordseo="property-transactions" source="keywords">property transactions</keyword>. The amendment implies that taxpayers can avail either a lower tax of 12.5% without indexation or a rate of 20% with indexation, if the property is acquired prior to July 23, 2024, the day union budget was presented in the Lok Sabha. Sitharaman clarified that taxpayers can compute taxes under both provisions and choose to pay tax under the scheme where lower tax is applied. Effectively, July 23, 2024, is now set as the cut-off date for the calculation of the capital gains versus the earlier cut-off of 2001. Sitharaman said she has proposed these amendments as some members have raised hypothetical calculation to prove that under new provisions taxpayers will have to pay higher taxes. The new tax proposals on capital gains tax was brought in to bring in parity among different asset classes like equities, mutual funds and real estate. In the Finance Bill introduced on July 23, the Finance Minister had proposed a flat long term capital gains tax of 12.5% with no <keyword id="943856" type="General" weightage="100" keywordseo="indexation-benefit" source="Orion">indexation benefit</keyword>s, prior to it property transactions used to be taxed at 20% with indexation benefit. The minister also clarified that the grandfathering proposal will be allowed only for individual and Hindu Undivided Family (HUF) taxpayers and not for companies and Non Resident Individuals. They have to pay flat 12.5% LTCG tax without indexation. The proposed amendment will apply not only on real estate transactions, but also on unlisted equity transactions, which are done before July 23, 2024. All such transactions will be taxed at 10% long term capital gains instead of FY24-25 budget provision of 12.5% tax. With the opposition members demanding removal of <keyword id="19951327" type="General" weightage="20" keywordseo="GST" source="keywords">GST</keyword> on health insurance, Sitharaman said tax was there on medical insurance even before GST was introduced. "There was already a Service Tax on medical insurance, before the GST was introduced. This is not a new tax, it was already there in all the states. Those protesting here, did they discuss regarding the removal of this tax in their states? Did they write to the Finance Ministers of their respective states about it and asked them to raise it in the GST Council where states have 2/3rd part? No, but they are protesting here. This is their double standards, this is their drama," she said. "Wrongful protests have happened recently, and comments have been passed on the basis of a news report which suggested that the 'Centre has pocketed Rs. 24,529 crores of health insurance premiums alone'. This is incorrect and highly misleading. The GST rate of 18% on health insurance comprises of 9% CGST and 9% SGST. Thus, of the total collections of Rs 24,529 crores from health insurance in the last 3 years, Half of it, Rs. 12,264 crores, went straight to the states as SGST. It doesn't even come to the Centre," she added. The minister said that apart from this, roughly 41%of the Centre's share of GST collection on health insurance is devolved back to the states again, as part of Tax Devolution as per the Finance Commission's formula. Sitharaman said the new income tax regime is simpler and offers lower income tax rates for individuals. "It gives flexibility to the taxpayer to see where he wants to put his money in the absence of exemptions which is available in the old income tax regime. The old regime has not been dissolved and is still an alternative to the new tax regime. It still offers benefits of various deductions such as interest on home loan, etc. Individuals without business income can choose between regimes once and can revert back too. Hence, a choice has been provided to assesse," she said. For the previous Assessment Year 2023-24 till December 31, 2023, about 3.8% of taxpayers opted for the new tax regime, which equates to 30.93 lakh individuals, from a total of 7.98 crore ITRs filed in the categories of ITR-1 to ITR-4, she said. "However, for the Assessment Year 2024-25 until July 31, 2024, there was a dramatic increase in adoption of the new regime, with approximately 72.8% of taxpayers choosing the new tax regime. This represents about 5.25 crore individuals, out of a total of 7.22 crore ITRs filed in the same category." Sitharaman said this shows a substantial shift in taxpayer preference towards the new tax regime, over the span of just one year. "Taxpayers opting for the new regime does not mean savings and investments are not happening in the economy by the middle-class. Due to growth in fintech, better awareness, and ease of investment due to UPI, e-KYC, progressive regulations, investments in mutual funds have increased tremendously. On an average, 17.88 lakh new folios have been added every month in the last 5 years since June 2019. The number of unique mutual fund investors has grown from under 1 crore in 2014 to about 4 crore today," she added. The Finance (No.2) Bill, 2024 was passed after amendments moved by opposition were negatived. Sitharaman said the vision of Prime Minister Narendra Modi has been to establish a simple, efficient and fair technology-driven taxation regime in the country. "So, simplification and ease of compliance for the taxpayer has been the primary objective. In the last 10 years, and this year, in the third term of PM Modi, the approach to taxation has been to simplify it, reduce the burden on taxpayer and make sure it is transparent and equitable," she said. "This year also, our approach has been that we bring in greater simplification of tax laws and procedures, and that we enable growth and employment in this country," she added. Sitharaman presented the Union Budget in Parliament on July 23. This is the first full budget of the NDA government led by PM Modi. The BJP-led alliance won a third successive term earlier this year. The Lok Sabha took up discussion on the Finance Bill after the Appropriation Bill for the central government's expenditure for 2024-25 was passed by the House on Monday. The Finance Bill will now be discussed by Rajya Sabha. The passage of bill will complete the budget process.

Lok Sabha passes Finance Bill, provision on LTCG tax on property transactions amended

A staggering 93 per cent of the candidates who won the 2024 <keyword id="56978" type="General" weightage="20" keywordseo="Lok-Sabha-elections" source="Orion">Lok Sabha elections</keyword> are <keyword id="6366800" type="General" weightage="100" keywordseo="crorepatis" source="Orion">crorepatis</keyword>, up from 88 per cent in 2019, according to an analysis by poll rights body <keyword id="484381" type="General" weightage="20" keywordseo="Association-of-Democratic-Reforms" source="Orion">Association of Democratic Reforms</keyword> (<keyword id="45376" type="General" weightage="20" keywordseo="ADR" source="Orion">ADR</keyword>). The top three wealthiest candidates are TDP's Chandra Sekhar Pemmasani from Andhra Pradesh's Guntur constituency with assets worth Rs 5,705 crore, BJP's Konda Vishweshwar Reddy from Telangana's Chevella with total assets amounting to Rs 4,568 crore and BJP's Naveen Jindal from Haryana's Kurukshetra with assets worth Rs 1,241 crore. Out of the 543 winning candidates, 504 are crorepatis, the analysis found. In 2019, 475 (88 per cent) winning candidates were crorepatis and 443 (82 per cent) in 2014. The trend indicates a steady climb since 2009 when only 315 (58 per cent) MPs were crorepatis. According to the analysis, 227 (95 per cent) of the BJP's 240 winning candidates, 92 (93 per cent) of the Congress' 99, 21 (95 per cent) of the DMK's 22, 27 (93 per cent) of the TMC's 29 and 34 (92 per cent) of the Samajwadi Party's 37 candidates have declared assets worth more than Rs 1 crore. All winning candidates of the AAP (3), the JDU (12) and the TDP (16) are crorepatis, ADR data showed. The analysis also delves into candidates' chances of winning based on their financial backgrounds. It found that the probability of a crorepati candidate clinching victory in the 2024 Lok Sabha elections stood at 19.6 per cent, compared to a meagre 0.7 per cent for candidates with assets less than a crore. The analysis also provides a breakdown of wealth distribution among the winning candidates. The data showed that 42 per cent of the candidates possess assets totalling Rs 10 crore and above. While 19 per cent of the candidates fall within the bracket of Rs 5 to 10 crore, 32 per cent hold assets ranging between Rs 1 and 5 crore. Only about 1 per cent of the winning candidates have assets worth less than Rs 20 lakh. Among major parties, the average assets per winning candidate vary significantly. The TDP leads with an average of Rs 442.26 crore per winner, followed by the BJP with Rs 50.04 crore, the DMK with Rs 31.22 crore, the Congress with Rs 22.93 crore, TMC with Rs 17.98 crore and SP with Rs 15.24 crore. The analysis also highlights disparities within the financial profiles of winning candidates. While some boast of substantial assets, others have relatively low worth. For instance, BJP's Jyotirmay Singh Mahato from West Bengal's Purulia has declared assets totalling a mere Rs 5 lakh. With 2.18 lakh voters, NOTA creates record in Madhya Pradesh's Indore seat

Aiming to build recall of people, Dev was seen sporting a garland of 7 slippers around his neck during his campaign. Lok Sabha polls will be held in seven phases beginning April 19. Uttar Pradesh, which sends the maximum number of MPs, 80, to Parliament, will vote in all seven phases. Voting for phases one and two will be held on April 19 and April 26. Next, the state will once again poll in phases three and four on May 7 and May 13. The Uttar Pradesh electorate will also vote in phases five, six and seven on May 20, May 23 and June 1 respectively. Aligarh will go for polls in the second phase on April 26. The counting of votes will take place on June 4. A pair of slippers - the most unique poll symbol of an independent from Aligarh

New Delhi, More than 10 years after a Supreme Court judgement paved way for introduction of the <keyword id="20335981" type="General" weightage="20" keywordseo="nota" source="keywords">NOTA</keyword> button on EVM for polls, the number of voters choosing it still remains low, with the experts dubbing it as a "toothless tiger" with no implications on the results. NOTA (None of the Above) was introduced in India through the Supreme Court's judgement in September 2013. The need to introduce NOTA was felt to discourage the parties from fielding tainted candidates. The Supreme Court directed the Election Commission to make necessary provision in the ballot papers/EVMs so that the voters can decide not to vote for any of the candidates in the fray. Introduced in 2013, the NOTA option on electronic voting machines has its own symbol - a ballot paper with a black cross across it. After the Supreme Court order in September 2013, the Election Commission added the NOTA button on the EVMs as the last option on the voting panel. One ballot unit has 16 buttons. Before the apex court order, those not inclined to vote for any candidate had the option of filling what is popularly called form 49-O. But filling out the form at the polling station under Rule 49-O of the Conduct of Elections Rules, 1961, compromised the secrecy of the voter. However, even as NOTA has secured over 1.29 crore votes in the state assembly elections and the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections combined in the last five years, the number of candidates with criminal records has increased in both the general and the assembly elections. According to a report by Association for Democratic Reforms (ADR), the share of MPs with declared criminal cases against them has been increasing in the last decade. While 30 per cent elected MPs had criminal cases against them in 2009, which went up. Of the 543 winners analysed by the ADR in the 2009 Lok Sabha elections, 162 (30 per cent) had declared criminal cases against them, with 76 (14 per cent) had serious criminal cases against them. In 2019, the share of MPs with criminal and serious criminal cases increased to 43 per cent and 29 per cent. "NOTA has made no difference as far as criminality is concerned, in fact the number of candidates with criminal cases has increased," Major General (Retd) Anil Verma, Head of ADR, told PTI. "The concept of NOTA was that some pressure would be on the parties not to field tainted candidates. It has not happened," he said. Overall in different state and general elections, votes polled on NOTA have been between .5 per cent to 1.5per cent, according to data compiled by the ADR. It secured around 1.06 per cent votes in the 2019 Lok Sabha polls, and among states, highest was when it got 1.98 percent of the total votes in the 2018 Chhattisgarh Assembly polls. The lowest number of votes NOTA in the Lok Sabha was 100 votes in Lakshadweep, and among the state polls, it secured the lowest percentage of vote share - 0.46 percent in both the Delhi State Assembly Elections, 2020, and the Mizoram State Assembly Elections, 2018. "Unfortunately, it turned out to be a toothless tiger. It merely provided a platform to express dissent or one's anger for political parties to take note and nothing more," <keyword id="20887282" type="General" weightage="20" keywordseo="maj-gen-verma" source="keywords">Maj Gen Verma</keyword> (Retd) said. He, however, pointed out that overall, the percentage of NOTA votes in seats reserved for the Scheduled Castes and the Scheduled Tribe has been slightly higher, which may indicate there are more grievances among these groups. "In the reserved constituencies, we have seen the percentage of NOTA votes are higher. Perhaps the tribals and SCs have more grievances so they go in larger numbers for NOTA," he said. Constituency wise, NOTA has secured as high as 27,500 votes in Maharashtra's Latur Rural constituency, a seat reserved for the SC community, over 13 per cent of the total votes. NOTA got the second spot, with Congress' Dhiraj Deshmukh winning with over 67 per cent of the total votes. In 'Red Alert Constituencies', the seats with three or more candidates with criminal cases contesting the elections, NOTA secured 26, 77,616 votes (26.77 lakhs) in the state assembly elections since 2018. It ranges from 1.63 per cent in Bihar in 217 red alert constituencies to 0.43 per cent in Delhi. In the 2019 Lok Sabha polls, the highest number of NOTA votes (51,660) were polled in Bihar's Gopalganj, another reserved SC constituency, where it secured the third spot getting 5.03 per cent of the total votes. Axis India chairman <keyword id="20816878" type="General" weightage="20" keywordseo="pradeep-gupta" source="keywords">Pradeep Gupta</keyword> said there is a requirement to give more teeth to the NOTA option. "I believe that candidates, who have lost against NOTA should not get a chance to contest again. That is what the logic is all about. Since there is no such rule, many voters think what is the point of choosing NOTA," Gupta told PTI. "In 2014, 1.08 pc voters chose NOTA, the percentage was 1.06 pc in 2019. It is a sizeable number but I believe it is more due to error and less due to intention," Gupta said. "But if a rule is brought in barring the rejected candidates from contesting again, I believe the number will go up like anything. The political parties understand the sensitivity of this and that is why I believe no one will favour such a law and hence NOTA is a toothless option," he added. Calls have also been made for scrapping NOTA. Former Chhattisgarh chief minister Bhupesh Baghel had last year sought scrapping NOTA, stating that in certain cases it polled more votes than winning margin. In 2018, the Supreme Court had ruled that NOTA option should not be given in the <keyword id="19895369" type="General" weightage="20" keywordseo="rajya-sabha" source="keywords">Rajya Sabha</keyword> elections.

None of the Above or NOTA toothless without right to reject, say experts

New Delhi, From appealing people not to vote for them to flaunting the unsuccessful tag, changing name in each election to losing huge sums of money in security deposits -- some tenacious <keyword id="20022603" type="General" weightage="20" keywordseo="independent" source="keywords">Independent</keyword> candidates have tried these all but losing elections became a habit for them. Tamil Nadu's K Padmarajan, who proudly calls himself the "Election King", might be the only candidate in the election fray who urges people not to vote for him, so he can retain his tag of being "most unsuccessful candidate", a feat also registered in the Limca Book of records. The 65-year-old tyre repair shop owner also finds pride in his entry in the <keyword id="19981515" type="General" weightage="20" keywordseo="guinness-book-of-world-records" source="keywords">Guinness Book of World Records</keyword> for candidate with most contested elections. He claims to have lost Rs 80 lakh so far in security deposits which gets forfeited every time he loses an election besides expenses for filing nomination amid fanfare. Gearing up for his 239th attempt, Padmarajan has filed his nomination for the 18th <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections from Thrissur in Kerala and Dharmapuri in Tamil Nadu. "I began fighting elections in 1988 from my home town of Mettur, located in Tamil Nadu. I have contested 238 elections so far including against former prime ministers <keyword id="20374221" type="General" weightage="20" keywordseo="atal-bihar-vajpayee" source="keywords">Atal Bihar Vajpayee</keyword>, P V Narsimha Rao and Manmohan Singh. This will be my 239th attempt. I pick a unique battle every time," he told PTI. Asked about his campaign plans, Padmarajan said, "I ask people not vote for me, I don't want the votes but I want to continue to hold the tag of most unsuccessful candidate. I don't campaign but when I go for filing nomination, I do that in a grand way." From former chief ministers like Jayalalitha, M Karunanidhi, YSR Reddy and AK Antony to filmstars Hema Malini and Vijayakanth -- the list of bigwigs against whom Padmarajan has contested is long. Indore's Parmanand <keyword id="21190647" type="General" weightage="20" keywordseo="tolani" source="keywords">Tolani</keyword> is taking forward his father's legacy who fought elections as independent candidate for three decades. "My father passed away in 1988 and I am taking forward his legacy. I have contested 18 elections so far including eight Lok Sabha and eight Vidhan Sabha. I will be contesting the upcoming Lok Sabha polls too," 65-year-old Tolani told PTI. "My father's wish was that we do not have to stop the trend till someone from the family gets elected. If I am not able to do it in my lifetime, my two daughters will carry forward the baton," said Tolani, who is a property broker. <keyword id="21190648" type="General" weightage="20" keywordseo="vijay-prakash-kodekar" source="keywords">Vijay Prakash Kodekar</keyword> from <keyword id="19897309" type="General" weightage="20" keywordseo="pune" source="keywords">Pune</keyword>, a retired staffer from state electricity board, has a different agenda behind contesting elections as independent candidate -- advocating zero budget poll campaigns. He can be seen pushing a steel cart on wheels in streets of Latur, where he is planning to contest the Lok Sabha polls. A flex board on the cart says "Main bhi Pradhanmantri". "The message why cannot any poor individual be the Prime Minister of the country. Why this exorbitant expenditure by parties on election campaigns? Polls can be fought on zero budget and the money can be utilised for public welfare," said 78-year-old Kodekar, who campaigns wearing a white dhoti. Having contested 24 elections so far, Kodekar uses a different name for different elections. "Some elections I have contested using the name Vijay, some with 'Rashtrapati' and some with the name 'Znyosho' -- as I am a disciple of Osho. I complete the name change formalities and then I contest the polls using the new name," he said. Hyderabad techie Ravinder Uppula, uses different campaign strategies for each Lok Sabha election he fights. In 2014 -- it was anti-corruption march and in 2019 it was a liquid only fast. "I promise during my campaign that if I get elected, I will get a lie detector test done every 100 days so public who votes for me doesn't feel cheated. That is how our politicians should do as well to weed out corruption," he said. Uppula, however, is disappointed with the poll campaign expenses. "It should not be an expensive deal to canvass in this country, an agenda and the right promise should be enough rather than the poll fray leaving the voters with no choice except voting for a smaller thief or a bigger thief," he added. The strange obsession of the independent candidates has also been featured in the book "The Power of The Ballot: Travail and Triumph in the Elections". Sharing the saga of some of the independent candidates' stint at the elections, the book decodes "why do some people contest every time knowing they will lose?" Kaka Joginder Singh, also known as "Dhartipakad", was a textile-shop owner who contested and lost over 300 elections. He died in 1998. In elections, he always contested independently, and always lost his security deposits. He earned the nickname Dhartipakad after several unsuccessful runs for the post of the President of India. The year with the greatest yield for him was during the tenth presidential elections in 1992 in which he earned fourth place in the polling with 1,135 votes, losing to Shankar Dayal Sharma; it was his best performance. He also contested elections from 14 states of India in the 1990s, mostly for state assemblies. Singh died in 1998. Long before <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> chose Varanasi as an election destination, the city had Narendra Nath Dubey "Adig". Often referred to as Kashi's Dhartipakad, he has been fighting every election as an independent candidate since 1984, losing his security deposit each time. He passed away in 2022.

PM campaign on a cart, most unsuccessful record: Independents who never call it quits

Bhopal, The <keyword id="21082883" type="General" weightage="20" keywordseo="scindias" source="keywords">Scindias</keyword>, the influential members of the erstwhile royal family of Gwalior, have moved effortlessly between different political parties when it comes to fighting electoral battles on their home turf and Union minister Jyotiraditya <keyword id="19905342" type="General" weightage="20" keywordseo="scindia" source="keywords">Scindia</keyword> will carry forward this tradition when he files his nomination as the BJP candidate from the Guna <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> seat in Madhya Pradesh. Five years after losing unexpectedly from Guna as the Congress candidate, Jyotiraditya Scindia, representing the current generation of the family in MP's politics, is back in the fray in his backyard, but this time as the nominee of his erstwhile political rival and with a different election symbol against his name on the EVM. The 53-year-old politician is the grandson of one of the BJP founders, Vijaya Raje Scindia, and son of former Union minister the late Madhavrao Scindia. The Guna Lok Sabha seat, part of the Scindias' home turf which also includes Gwalior, is spread across eight assembly seats in Guna, Shivpuri and Ashok Nagar districts. The Congress, looking to settle scores with Jyotiraditya Scindia in the poll fray after it lost its government in Madhya Pradesh following his exit exactly four years ago, is yet to name its candidate from Guna. It was a rare electoral shock for former Gwalior royals when the Union Minister for Civil Aviation faced defeat in 2019 at the hands of the BJP candidate and his old loyalist, KP Yadav, by a margin of around 1.26 Lakh votes. In 2024, Scindia is again testing electoral waters, but under the banner of a different party - the Bharatiya Janata Party (BJP) - the political home to his parental aunts - former Rajasthan Chief Minister <keyword id="21082885" type="General" weightage="20" keywordseo="vasundhara-raje-scindia" source="keywords">Vasundhara Raje Scindia</keyword> and ex-MP minister <keyword id="21082884" type="General" weightage="20" keywordseo="yashodhara-raje" source="keywords">Yashodhara Raje</keyword>. But the Guna Lok Sabha constituency's history suggested the Scindias have never fought their first and last elections from the same party. The Union minister's grandmother, <keyword id="21082886" type="General" weightage="20" keywordseo="rajmata-vijaya-raje-scindia" source="keywords">Rajmata Vijaya Raje Scindia</keyword>, contested her first election from the seat in 1957 on a Congress ticket and won. She contested as the Swatantra Party nominee in 1967 then from the BJP in 1989. His father Madhavrao Scindia contested his first election from Guna on a Bharatiya Jan Sangh (BJS) ticket in 1971 and fought his last poll in 1999 as the Congress nominee before his death in a plane crash near New Delhi in 2001. The BJS is considered the forerunner of the BJP. "After decades of consciously choosing divergent political parties, the house of Scindias is finally settling down as per their past and ideological leanings. The Sangh, Hindutva and right-wing has always been Scindia flavour in the monarchical era," Kidwai noted. The Guna parliamentary seat was represented by Rajmata Scindia for 6 times, while her son Madhavrao Scindia won it on four occasions. Besides Guna, Rajmata Scindia represented the Gwalior Lok Sabha seat, part of the family turf, once. Madhavrao Scindia was elected five times from Gwalior, once as the candidate of the Madhya Pradesh Vikas Congress, an outfit floated by him. Rajmata Scindia's daughter Yashodhara Raje also represented the Gwalior seat in the Lok Sabha twice for the BJP. Jyotiraditya Scindia has represented the Guna seat four times between 2002 and 2014, including after winning in a bypoll. A year after his defeat, he joined the BJP in March 2020 along with 22 Congress MLAs, leading to the collapse of the Kamal Nath-led government in Madhya Pradesh. The defeat of Jyotiraditya Scindia in 2019 was the second setback for the Scindias in the Lok Sabha elections. The unexpected rise of <keyword id="19936253" type="General" weightage="20" keywordseo="Jagan-Mohan-Reddy" source="keywords">Jagan Mohan Reddy</keyword> in 2019 ushered in a completely new and audacious vision of <keyword id="21938308" type="General" weightage="20" keywordseo="three-capitals" source="keywords">three capitals</keyword>! The current CM of Andhra affiliated with the YSR Congress Party revealed his vision of establishing a three-city plan with Visakhapatnam, Amaravati, and Kurnool sharing governance roles. With Visakhapatnam for executive functions, Amaravati for legislative affairs, and Kurnool for judicial matters, this plan reflected a departure from the conventional wisdom of centralised governance. Reddy's vision, born from a desire to uplift all corners of the state, challenged the conventional wisdom that a single capital must bear the burden of governance. It was a bold experiment — one that seeked to rewrite the script of regional development. Yet, amidst the cacophony of political rhetoric and legal battles, the fate of Andhra Pradesh's administrative apparatus hung in a limbo. The High Court's intervention, compelling the state to honour the commitments made by its predecessor, added another layer of complexity to an already convoluted saga. In April 2024, Naidu asserted that should he come to power in Andhra, Amaravati would remain the enduring capital of the state, adding that the city embodied the pride of Telugu people. Speaking at a gathering in Tadikonda, Guntur district, during his Praja Galam public meetings, Naidu stated firmly, "This isn't just Tadikonda; this is Amaravati. I assure you all from this platform that no force can disrupt Amaravati's future. Prime Minister Narendra Modi, JSP president Pawan Kalyan, and I are committed to its development." Naidu also accused YSRC president and Chief Minister YS Jagan Mohan Reddy of commencing his tenure by demolishing the 'Praja Vedika' (Grievance Hall). The 74-year-old legislator pledged to rebuild the Praja Vedika promptly upon regaining power. Meanwhile, the new CM of Andhra already has his work cut out for him. With Hyderabad's departure, a logistical domino effect has ensued — offices, assets, and infrastructure must find new homes. The bureaucratic machinery, once anchored in Hyderabad, now faces the challenge of redefining its locus. The fate of over 55 buildings, prime symbols of administrative authority, lies in the hands of policymakers. The intricate process of bifurcating government corporations, training institutions, and assets demands meticulous planning and foresight. The transition from Hyderabad to a new capital is not just about changing addresses; it's about reimagining governance itself. In the corridors of power, negotiations simmer as Andhra Pradesh and Telangana navigate the delicate dance of asset allocation. The fate of institutions like the Film Development Corporation and the Women's Finance Corporation hangs in the balance, awaiting resolution in the crucible of political negotiation.
