A day after <keyword id="4960780" type="PERSON" weightage="20" keywordseo="railway-minister-piyush-goyal">Railway Minister Piyush Goyal</keyword> allowed all women passengers to travel in local trains in Mumbai, the Western Railway on Wednesday added four 'ladies special' trains on its suburban network. Women will be allowed to board the other suburban trains also during the non-peak hours, officials said. Railway authorities resumed the local train services in the metropolis from June 15. With the addition of four ladies special trains, the Western Railway (WR) is now running six trains only for women. The railway authorities have permitted women to travel in local trains on both the CR and WR routes during non-peak hours - from 11 am to 3 pm and 7 pm onwards - from Wednesday. Goyal made the announcement on Tuesday, after the Maharashtra government sent a second letter to the railway authorities to consider the request at the earliest. Mumbai’s local trains may resume services from September 1: Report

Confusion, however, reigns with many passengers, even after the government clarified that the city’s lifeline - are specifically for the employees of the Maharashtra government, who are engaged in essential services. The government has identified approximately 1.25 lakh employees who are indulged in essential services of state government and are only designated to commute by these special services. However, in normal times, over 85 lakhs passengers commute daily on the suburban networks spanning Mumbai, Thane, Palghar and Raigad. The <keyword id="6364162" type="ORGANIZATION" weightage="20" keywordseo="central-railway">Central Railway</keyword> and the <keyword id="6361126" type="UNKNOWN" weightage="20" keywordseo="western-railway">Western Railway</keyword> have made it clear these special suburban services are not for general passengers/public and will be strictly for those engaged in essential services only. However, the list of essential <a href="https://www.businessinsider.in/business/news/allow-bank-employees-to-use-local-train-services-in-mumbai-unions/articleshow/76385940.cms">services doesn’t include bank employees</a>, despite the special status of “essential service provider” granted by the Ministry of Home Affairs. The WR will run 60 pairs of its 12 car suburban services — total 120 — to and fro from Churchgate to Dahanu Road. The CR will run 100 services on either side of its main line — between Chhatrapati Shivaji Maharaj Terminus to Thane, Kalyan, Karjat and Kasara and 70 services on either side of Harbour line — Chhatrapati Shivaji Maharaj Terminus and Panvel. These trains will operate between 5:30 am to 11:30 pm, and only certain booking windows will be opened for the same. No food and other stalls will be opened at the railway stations, and Railway Protection Force (RPF) will be deployed to monitor adherence of social distancing norms. To begin with, the railways allowed passengers entry through employee ID cards, however, in the coming days the state employees will be issued QR based E-passes which will also have bar colour coding to enable swifter ticket checking with coordination by the state government. Only passengers who are medically fit and do not come from a containment zone will be allowed to board the trains, and the state government will ensure multiple rounds of checking to ensure the requirements are being met. Unlike its seating capacity to accommodate about 1,200 persons, only about 700 commuters shall be allowed per train to allow adequate social distancing in the coaches. The Railways have also advised the state government to stagger the timings of its offices for workers coming from different areas to ensure there is no crowding at the stations and inside the trains. The weatherman has predicted "moderate to heavy rain in the city and suburbs" with the possibility of "very heavy rainfall at isolated places" for the next 24 hours for the Maharashtra capital. A civic official said there will be a high tide of 3.87 metres in the Arabian Sea at 4.09 pm. Being a saucer-shaped city, high tides coupled with heavy rains can trigger flooding as water doesn't get discharged into the sea at that time. In the 24 hours that ended at 8 am on Friday, Mumbai's island city recorded an average 93.16 mm of rainfall. The figure was 66.03 mm and 78.93 mm for eastern Mumbai and western Mumbai, respectively, a civic official said. A spokesperson from Brihanmumbai Electric Supply and Transport (BEST) said that the public bus service body has diverted three bus routes due to waterlogging at Sion since 7.50 am. The Maharashtra government on Friday permitted all public service vehicles in the Mumbai Metropolitan Region (MMR) to carry out stage carriage operations during the mega block, an official said. The government issued a notification in the afternoon, more than 12 hours after the 63-hour block commenced, permitting public service vehicles, including buses, taxis and autorickshaws, to ferry passengers from any point, he said. The government has granted permission under section 66 of the Motor Vehicles Act 1988, the official said. Another transport department official said taxis, auto rickshaws and contract carriage buses can pick up and drop passengers at multiple locations as per the notification. <keyword id="19943525" type="General" weightage="20" keywordseo="commuters" source="keywords">Commuters</keyword> complained of delays of up to 30 minutes, packed <keyword id="20796947" type="General" weightage="20" keywordseo="local-trains" source="keywords">local trains</keyword> and overcrowding at major stations due to the block scheduled for widening platforms 5 and 6 at Thane station. They have also appealed to public and private establishments to allow their employees to work from home or provide them alternate means of transport during the block period, besides asking state and municipal transport bodies to run extra buses. During the block between Friday and Sunday, 72 long-distance and 930 suburban services will remain cancelled, a senior official had said on Thursday. A CR spokesperson said they have completed some work well before schedule, and things will improve soon. "The track slewing work (shifting track sideways from its normal position) at Thane station has been completed. Tamping (packing ballast under tracks) and blasting of the track are currently in progress. The up slow line was declared fit at 8.04 am, well ahead of its scheduled time of 12.30 pm," he said. The official added that local trains, considered Mumbai's lifeline, are currently running 15 to 20 minutes behind schedule, but the situation was expected to improve by 10.30 am. In a bid to prevent crowding in <keyword id="148020" type="PERSON" weightage="20" keywordseo="local-trains">local trains</keyword> in Mumbai, railway authorities added 753 <keyword id="10207019" type="UNKNOWN" weightage="20" keywordseo="new-special-services">new special services</keyword> from Monday, taking the total number of services on the suburban network to2,773, officials said. With this, the railway authorities have resumed 88 per cent of the total 3,141 suburban services which were being operated before the outbreak of COVID-19, they said. During normal times before the lockdown, the Central Railway (CR) used to operate 1,772 services, while the Western Railway (WR) ran 1,367 services on the suburban network, they said. The local trains, considered, as the lifeline of Mumbai, were resumed for the emergency and essential services staff in June this year. To cater to the increasing crowd in suburban trains, the Central Railway has now added 552 more services on its routes, while the Western Railway has added 201 services, as per a joint press release issued by the CR and WR on Sunday. With this, the special suburban services on the CR routes have increased to 1,572 from the earlier 1,020, while the WR services have gone up to 1,201 from 1,000. Earlier, the Railways had decided to run 610 additional special suburban services from Sunday to avoid crowding in trains. "The Railways is subsequently increasing suburban services keeping in view the social distancing norms and safety of public at large," the release said. The railway authorities have also given inputs to the <keyword id="6356172" type="UNKNOWN" weightage="20" keywordseo="Maharashtra-government">Maharashtra government</keyword> as asked by it, the release said. The railway authorities, however, wrote back to the state government, saying in view of the social distancing norms, they can only ferry 22 lakh passengers, instead of the nearly 80 lakh passengers who used to travel in local trains before the COVID-19 pandemic. 88% of Mumbai local trains are now back on track — Railways to run 753 more suburban trains from today

(Eds: Combining related stories) New Delhi, May 11 () Prime Minister Narendra Modi on Monday called for a "balanced strategy" to tackle the COVID-19 crisis as he sought inputs from states on the way forward in fighting the pandemic, while many more tested positive for the deadly virus and pushed the nationwide tally above the 70,000 mark. The death toll also crossed 2,200 with more people succumbing to COVID-19 at various places including in Maharashtra, Tamil Nadu and Gujarat. Interacting with chief ministers in a video conference, Modi flagged that problems have increased wherever social distancing norms were not followed or there has been laxity in implementation of the lockdown guidelines. He also said the biggest challenge will be to ensure that the infection does not spread to villages, sources said. The new cases detected in the past few days include migrant workers who have returned to their native places from big urban clusters, many after being rendered jobless and homeless, as also some airlifted from abroad under a massive evacuation plan undertaken by the government for Indians and expatriates stranded in various countries. In its daily update, the Union Health Ministry said the total number of confirmed COVID-19 cases has increased to 67,152, after a record number of 4,213 new cases were reported in the last 24 hours till Monday 8 AM, while the death toll rose by 97 to 2,206. More than 20,000 people have recovered also so far. However, a tally of figures reported by different states and union territories, as of 9.10 PM, put the nationwide tally of confirmed cases much higher at 70,480, showing an increase of more than 6,000 cases since Sunday morning. It showed 2,217 deaths and more than 22,000 recoveries so far. Maharashtra reported 1,230 new cases, taking the state tally to 23,401, while its death toll rose to 868 after 36 more fatalities. Tamil Nadu reported 798 new cases and six more deaths on Monday. Gujarat saw 347 fresh cases and 20 more fatalities, including 268 cases and 19 deaths in Ahmedabad itself. In the national capital also, more than 300 new cases were detected. Fresh cases were reported from various other states as well including Punjab, Haryana, Kerala, Jammu &amp; Kashmir, Karnataka, Bihar and Odisha. During a press briefing on the COVID-19 situation, Union Health Ministry Joint Secretary Lav Agarwal said some relatively large outbreaks have been noticed in particular locations and it is important to focus on containment efforts to ensure that the country does not reach the community transmission stage. He also said that people who develop coronavirus symptoms should not go into hiding and come forward to report so that they get timely treatment and also do not spread the infection to their family members and others. Asserting that the virus outbreak has nothing to do with race, religion and area and the government's focus is on identifying pockets which have been reporting a larger number of cases for implementing strong containment measures. During their interaction with the prime minister, some chief ministers also sought measures to expand the testing infrastructure, while many of them also demanded fiscal support for the states due to the pandemic having hit hard various revenue-generating economic activities. Sources said Modi told the chief ministers that a "balanced strategy will have to be adopted for the road ahead", as he sought their suggestions on the way forward. Delhi Chief Minister Arvind Kejriwal is said to have favoured allowing all economic activities, barring in the identified containment zones. West Bengal Chief Minister Mamata Banerjee said the Centre wanted a strict lockdown enforcement on one hand, but was resuming train services on the other. Chief ministers of Tamil Nadu and Telangana opposed resumption of passenger train services, which are scheduled to begin on Tuesday with select special trains for taking the stranded migrant workers to their native places. The Home Ministry said only asymptomatic people with confirmed tickets will be allowed to travel in 15 trains to be operational from Tuesday. Online bookings began for these trains on Monday evening, after some delay due to a technical glitch, and some routes got fully booked within ten minutes. The Railways have been running 'migrant special' trains for ferrying migrant workers since May 1, but this will be the first time in nearly 50 days that the general public can also undertake train journeys even though flight and inter-state bus services remain suspended as of now till May 17, when the third phase of the lockdown is scheduled to end. The first phase of the nationwide lockdown began on March 25, which was supposed to be of 21 days, but it got extended later till May 3 and then further till May 17 with some relaxations. Maharashtra Chief Minister Uddhav Thackeray asked Modi to show "specific and concrete direction" on the ongoing lockdown and said the states would implement the same. He also requested the prime minister to start local trains in Mumbai for essential services staff working in the city. Mumbai's coronavirus tally has reached 14,355 with 791 new cases detected on Monday, while its death toll is 528 now with 20 more fatalities. At least 57 new cases were reported from the city's Dharavi slums. Punjab Chief Minister Amarinder Singh favoured extending the lockdown in view of the rising number of cases, but with a carefully crafted exit strategy backed by economic empowerment of states to save lives and secure livelihood. Some chief ministers also suggested that the states should be allowed to decide declaring red, orange or green zones after taking into account the ground realities. There are already concerns about re-emergence of the virus in some other countries, including in China, Germany and South Korea, after easing of lockdown restrictions and greater movement of people being allowed. Since its emergence in China last December, the deadly virus has infected more than 41 lakh people worldwide and over 2.8 lakh have lost their lives. More than 14 lakh people have recovered so far.  While this may sound like an isolated story, other Quora users have found that most reputed kebab sellers of <keyword id="6359570" type="COMPANY" weightage="20" keywordseo="Chandni-chowk">Chandni Chowk</keyword> in Delhi earn not less than Rs 10000 profit each day. Even forget about Chandni Chowk where most people love to dine, you must have come across the shikanji (lime water) sellers below the metro stations in Delhi and <keyword id="53426" type="CITY" weightage="20" keywordseo="NCR">NCR</keyword>. During peak summer, most of them earn Rs 1500- Rs2000 a day. 
The most reputed breakfast in Delhi and UP, chhole batore would make you feel hungry at anytime of the day. If a Quora report is to be believed, many of them sell some 500 plates of chhole batore all through the day. They earn no less than Rs 1.5 lakh a month.

However, just because a half of the fast food vendors, do keep in mind that not all samosawala earn the same and they shouldn’t be ignored. Have a samosa every week, pay on time and let the economy flow.
