<ul class="summary-list"><li>Elon Musk, a self-styled free-speech absolutist, actually has a spotty track record on the issue.</li><li>But in his ongoing public feud with Brazilian judge Alexandre de Moraes, Musk has a point.</li></ul>Even a broken clock is right twice a day.Billionaire businessman and X owner <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk">Elon Musk</a>, a self-styled free-speech absolutist, has for months been locked in a <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-fight-brazilian-supreme-court-justice-x-2024-4">public feud</a> with Brazilian Supreme Court Justice Alexandre de Moraes over content moderation concerns.But this time, despite his <a target="_blank" class="" href="https://www.businessinsider.com/judge-throws-out-hate-speech-lawsuit-elon-musk-x-2024-3">poor track record</a> of actually living up to the values he espouses — for example, he has readily complied with moderation orders from India's increasingly authoritarian Prime Minister Narendra Modi — Musk might actually have a point.The battle between Musk and de Moraes hinges on government requests to ban social media accounts associated with extremist groups engaging in disinformation campaigns favoring Jair Bolsonaro, Brazil's ousted far-right president.Musk has repeatedly refused to abide by de Moraes' orders to remove accounts affiliated with the "<a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-defies-brazil-order-to-block-x-accounts-2024-4">digital militias</a>" the justice is targeting as part of his anti-disinformation task force. Musk has also, against Brazilian law, refused to appoint a legal representative to handle government requests to remove content from the site.In response, de Moraes has levied millions of dollars in fines against X, <a target="_blank" class="" href="https://www.businessinsider.com/brazil-judge-orders-elon-musk-x-stop-operations-2024-8">blocked access to the site</a> around the country, announced plans to fine Brazilians who attempted to <a target="_blank" class="" href="https://www.businessinsider.com/vpn-demand-surges-brazil-x-banned-legal-threats-fines-2024-9">access the app through VPNs,</a> and threatened a local X employee with jail time.Despite Musk being a far-from-perfect avatar for free speech issues, the Brazilian justice has taken a more extreme stance to address disinformation than other democratic leaders — one that appears to be bordering on outright censorship, critics say.Veridiana Alimonti, a Brazil-based expert with the Electronic Frontier Foundation, told Bloomberg that, by international standards of freedom of expression, it's "problematic" to block access to an entire platform, especially one that hosts both legal and illegal speech."I don't post on X anymore myself, and I will not lament its passing when it disappears," tech journalist Casey Newton wrote in his Platformer newsletter. "But whatever role the 140 X accounts in question in Brazil may have played in threatening Brazil's democracy, they cannot have threatened it more than silencing the 20 million or so Brazilians who have been using it regularly."<h2 id="14d73b7e-374a-4bfd-a770-e6b7627cd912">Musk's questionable free speech record</h2>After he purchased Twitter in 2022, Musk quickly reduced moderation on the platform and restored accounts once banned for spreading false information, like those of <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-said-donald-trumps-twitter-account-will-be-reinstated-2022-11">former President Donald Trump</a> and <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-restores-alex-jones-account-5-years-after-ban-2023-12">conspiracy theorist Alex Jones</a>, in the name of free speech.More recently, he was one of the first social media moguls to <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-telegram-ceo-pavel-durov-arrest-france-free-speech-2024-8">defend Telegraph founder Pavel Durov</a> when last month <a target="_blank" class="" href="https://www.businessinsider.com/telegram-ceo-pavel-durov-arrested-french-airport-2024-8">French police arrested Durov</a>, in part due to his <a target="_blank" class="" href="https://www.businessinsider.com/telegram-ceo-pavel-durov-charges-questions-free-speech-censorship-2024-8">refusal to moderate content</a> more strictly on his messaging app.Musk's commitment to the issue of free speech, however, is otherwise spotty, if not outright hypocritical.The <a target="_blank" class="" href="https://www.businessinsider.com/tesla-ceo-elon-musk">Tesla CEO</a> has banned <a target="_blank" class="" href="https://www.businessinsider.com/musk-said-comedy-now-legal-twitter-jokes-getting-users-suspended-2022-11">parody accounts</a> that impersonated him and threatened to sue bloggers critical of him and his companies. He has also <a target="_blank" class="" href="https://www.businessinsider.com/free-speech-absolutist-elon-musk-censors-employees-critics-2022-3">fired employees who disagreed with him</a>.Perhaps even more egregious, at least in the context of his battle in Brazil, Musk said last year he had <a target="_blank" class="" href="https://www.businessinsider.com/musk-twitter-no-actual-choice-censorship-governmental-request-free-speech-2023-5">no "actual choice"</a> but to comply with government requests to restrict content in Turkey and India — both large democracies that have, in recent years, become more autocratic. One analysis by El Pais estimated that, under his leadership, X complied with 83% of requests from authoritarian governments to remove content.Though his history on the issue is inconsistent, Musk has made himself central to the conversation about censorship, content moderation, and free speech worldwide in part by picking fights like the one he has in Brazil.<h2 id="a4f17cb4-b06a-458e-9258-a98ac7bd5985">The battle in Brazil</h2>In Brazil, the battle got real for Musk.In addition to slapping X with more than $3 million in fines and threatening to jail the company's employees, prompting the <a target="_blank" class="" href="https://www.businessinsider.com/x-closes-brazil-office-elon-musk-alexandre-de-moraes-2024-8">closure of X's Brazilian office</a>, de Moraes also targeted Musk's other business ventures in the country.The Brazilian judge briefly froze the financial accounts for Starlink — a subsidiary of Musk's company SpaceX that provides internet connectivity through its constellation of satellites — in order to collect the fines on X.When Starlink refused to comply with orders to block access to X in the country, Brazilian telecom regulators weighed slapping the company with sanctions and <a target="_blank" class="" href="https://www.businessinsider.com/brazil-starlink-sanctions-amid-feud-elon-musk-x-2024-9">revoking the company's license to operate</a>.Starlink backed down, eventually complying with legal demands to block X in Brazil, but Musk hasn't given up.<h2 id="5f8a4d7c-bd6f-4f1f-8964-e222c474bfdf">Musk argues in memes</h2>For now, Musk seems to be defending free speech (and X's presence in Brazil) by publicly attacking de Moraes.In a series of recent posts on X, Musk questioned de Moraes' credibility and political motives, calling him "an evil dictator cosplaying as a judge" and accusing the justice of being "engaged in serious, repeated &amp; deliberate interference" in Brazil's most recent presidential election, during which voters elected leftist Luiz Inácio Lula da Silva over Bolsonaro.He has also shared images of de Moraes alongside Lord Voldemort from the "Harry Potter" franchise and suggested the judge belongs behind bars.These attacks may ultimately work against Musk and his companies.His decision not to appeal de Moraes' orders in court (and instead turn the topic into a battle of memes online) has scattered about 20 million active Brazillian X users to new platforms, including Bluesky and Threads."Where this is heading from here will really depend on Elon Musk. I think if Elon Musk decides to start to comply, as he eventually did in India, for example, it might be that X comes back," Mariana Valente, a law professor and the director of Brazil's InternetLab, a think tank, told Bloomberg. "But if Elon Musk doesn't act differently, I think X or Twitter will be blocked in Brazil for a long time."

The Union Cabinet met thereafter to clear the Budget. Before the actual presentation in Parliament, the Cabinet headed by Prime Minister Narendra Modi will approve the Budget for fiscal 2024-25 (April 2024 to March 2025). Expectations are running high as Sitharaman presents her seventh Budget in the Lok Sabha on Tuesday. The Budget would give a glimpse of the Modi government's performance in the past 10 years while outlining the roadmap to make India a developed nation. Finance Minister Nirmala Sitharaman meets President ahead of Budget speech

<ul><li>Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> on Thursday presented the Interim Budget 2024-25.</li><li>This budget outlines expenditures and revenues till the formation of the next government.</li><li>Here are the top highlights and major announcements of the Interim Budget 2024-25.</li></ul> Finance Minister Nirmala Sitharaman while presenting the Interim Budget 2024-25 at <keyword id="19895397" type="General" weightage="20" keywordseo="parliament" source="keywords">Parliament</keyword> on Thursday, February 1 announced that the FY25 capex outlay has been increased by 11.1% to ₹11.11 lakh crore. The FY25 capex outlay is now at 3.4% of the GDP. Fiscal deficit, the gap between the government’s revenue and expenses, is expected to be 5.8% of gross domestic product, said the FM. “The gross market borrowing for the financial year ending March 2025 will be ₹14.3 lakh crore (less than the borrowing in the current financial year).” The FM began her speech by giving a summation of the Narendra Modi government's performance in the past ten years. "The Indian economy has witnessed positive transformation in the last 10 years. Our development steps have covered all elements of inclusivity," she said. This is the final budget of the second term of the Narendra Modi government before the country heads to elections later this summer. Sitharaman stressed on the government's aim to make India developed -- Viksit Bharat – by 2047. The government has tried to provide inclusive development and growth, both socially and geographically, she said in the opening minutes of her sixth budget speech as the country’s finance minister. It is to be noted that this Vote on Account or an Interim Budget is only for the next three months as the next government after the election will come out with a comprehensive budget for the financial year 2024-25 later. In other words, this budget outlines expenditures and revenues till the formation of the next government. Key announcements by Finance Minister Nirmala Sitharaman: <ol><li>No relief for taxpayers: Same tax slabs to continue, says FM. “I propose to retain the same tax rates for direct and indirect taxes.”</li><li>FY25 divestment target at ₹50,000 crore. The FY24 target has been curbed to ₹30,000 crore</li><li>Gross market borrowing for FY ending March 2025 will be ₹14.3 lakh crore.</li><li>FY25 capex outlay increased by 11.1% to ₹11.11 lakh crore. The FY25 capex outlay is now at 3.4% of GDP.</li><li>The revised estimate of the fiscal deficit is 5.8% of GDP. The FY25 fiscal deficit target is set at 5.1%.</li><li>The FY25 revenue deficit is set at 2% versus FY24 revised estimate of 2.8%</li><li>The FDI during 2014 to 2023 was $596 billion. India is negotiating bilateral treaties with foreign partners. FM adds that FDI is now “First Develop India”.</li><li>Three major economic railway corridors announced to boost GDP. This includes an energy mineral and cement corridor, port connectivity corridor and high traffic density corridor.</li><li>40,000 rail bogies to be converted to Vande Bharat standards. <ul><li>Two days after Jammu and Kashmir and Ladakh were brought directly under the central government's control, Prime Minister Narendra Modi chose to make a special address to the nation.</li><li>Modi also said that the Union Territory status of Jammu and Kashmir is a temporary measure and the state will get its own assembly as soon as possible.</li><li>While the contentious decision has been contested by his rivals, both houses of the Indian Parliament have approved the Presidential order that redefined Jammu and Kashmir's political status.</li><li>Article 370 and Article 35A had given nothing but terrorism, separatism, dynasty politics, and corruption," he said.</li></ul>Two days the state of Jammu and Kashmir, including the Ladakh region, were split into two Union Territories, Prime Minister Narendra Modi revealed that this is a temporary measure only. While Ladakh will remain under the direct control of the central government, Jammu and Kashmir will get to hold its elections once again and elect a local leader. To those who oppose the move to abrogate Article 370 and Article 35A in Jammu and Kashmir -- provisions that allowed the state to make its own laws -- Modi said that he respects their right to disagree but urged them to keep aside the differences in 'national interest'. This speech has come two days after the central government wrested direct control over the volatile Jammu and Kashmir state by disbanding the province into two Union Territories namely Jammu and Kashmir and Ladakh, first through a Presidential order and later got it ratified by the Parliament. "We have removed the obstacles to the development of Jammu and Kashmir," said Prime Minister Narendra Modi in his special address to the nation, which will also be aired on the state-owned All India Radio. It is not bound with any government rather it is attached with the aspirations of the country.</li><li>Our responsibility is to promote technological solutions at every university and college.</li><li>We will encourage healthy competition among universities using this policy and will also reward institutions.</li><li>I urge you to conduct as many virtual conferences about NEP before to aware people.</li></ul>Here are the highlights from President Kovind's speech: <ul><li>The National Education Policy has been formulated after an unprecedented and lengthy process of consultations. </li><li>I am told that in the formulation of this policy, more than 2,02,500 lakh gram panchayats, more than 2,500 local bodies and more than two lakh suggestions received from about 675 districts have been taken into consideration.</li><li>The National Education Policy will be able to take the people, especially the youth, in accordance with the needs and aspirations of the twenty-first century.</li><li>It is not only a policy document, but a reflection of the aspirations of the learners and citizens of India.</li><li>From the 1968 education policy to this education policy, it has been made clear in one voice that the central and state governments should jointly aim for 6% investment of GDP in the field of public education. This education policy of 2020 recommends reaching this goal quickly.</li><li>It has been emphasized in the new education policy that we all have to develop a modern education system based on Indian life-values. At the same time, we have to try that everyone should get education with high quality and a vibrant and equal knowledge society should be created.</li><li>Through education, we have to create such students who are filled with national pride as well as a sense of world welfare and can become a global citizen in the true sense.</li><li>Teachers will have a central role in the fundamental changes being made in the education system. It has been made clear in this education policy that the most promising people in the teaching profession should be selected and their livelihood, dignity and autonomy should be ensured.</li><li>In this context, there is a provision for starting educationally sound, multi-disciplinary and integrated teachers education programs. By the year 2030, only high-level institutions will remain active in this area.</li><li>The goal is to create a new and comprehensive curriculum of teachers education, based on this education policy, by 2021, to give a strong foundation to school education. Teacher's education is a part of higher education. Therefore, at the state level, all of you have to achieve the most important goals related to teachers' education.</li><li>In view of the need to accelerate the spread of vocational education in India, it has been decided that at least 50% of the students will be provided vocational education by the year 2025 in the school and higher education system.</li><li>According to the 12th Five-Year Plan assessment, less than 5% of the workforce in India received formal vocational education. This number was 52% in the United States, 75% in Germany and 96% in South Korea.</li><li>It has been made clear in this policy that vocational education will be considered as a part of mainstream education and such education will be given equal respect. This will lead to skill enhancement in children and youth as well as a sense of respect for the dignity of labor.</li><li>Promotion of Indian languages, arts and culture has been given special importance in the National Education Policy because they are important for India's identity as well as our economy.</li><li>Quality higher educational institutions are to be set up in Aspirational Districts and Special Educational Zones. This will be an important step in the interest of socially and economically disadvantaged groups.</li><li>The goal is to provide at least one large multi-disciplinary higher education institution in or near each district by 2030 for higher education in deprived areas. For this, many steps will have to be taken at the state level. </li><li>To give impetus to a large and vibrant economy like India, it is necessary to encourage 'knowledge-creation' and research. The central and state governments will have to increase the percentage of investment in research and innovation.</li><li>It has been observed that the level of investment in research and innovation is 2.8% of GDP in the US, 4.2% in South Korea and 4.3% in Israel while in India it is only 0.7%.</li><li>A National Research Foundation will be established to inspire quality academic research in all fields. To strengthen the culture of research, all universities and higher education institutions will have to work with the National Research Foundation. </li><li>The use and integration of technology will accelerate learning process improvement and yield better results. For this, the National Educational Technology Forum - NETF. Will be established. Ntef The state government agencies will also provide consultation.</li><li>The success of the National Education Policy will depend on the effective contribution of both the Center and the State. Education is the subject of the concurrent list under the Indian Constitution. They achieved it in just three minutes," he said without clarifying to which country the satellite shot down belonged to.
