There is good news for tipplers. After about seven months, liquor shops in Uttar Pradesh will evert to the pre-Covid timing of 10 a.m to 10 p.m. An order to this effect was issued by the Excise Department on Tuesday and will be applicable to all liquor shops located outside Covid-19 containment zones. Liquor shops that had shut down during the lockdown, were allowed to reopen on May 4. However, they could operate only till 7 p.m. then. Subsequently, when the government announced weekend curbs to stop the spread of the virus, it made the closure rule applicable to liquor vends as well. In July, liquor shops were allowed to operate during weekends but could also remain open till 9 p.m. Liquor Sellers Welfare Association of <keyword id="41744" type="ENTERTAINMENT" weightage="20" keywordseo="UP">UP</keyword> general secretary Kanhaiya Lal Maurya said that the decision would help significantly in improving sales. "It had been several months since liquor vends were being closed at 9 p.m. When bars and restaurants are being allowed to function for longer duration, we could not understand why shops had to be closed early. We met senior officials of the Excise Department last week and had requested them to change the timings. The Association welcomes the decision," he said. The Association has also raised the issue of not being able to meet the licence requirements for sales due to the early closure. Maurya said that now with the wedding and festival season having started, liquor vend owners would be able to hope for better business in the coming months. Every time you get into it, there is a delay of about a month because they re-register all the labels. The files go up and down. It's an annual process which is really painful. But everybody knows about it, so they keep extra stock for these incidences. This year that process has got further delayed," the owner of a renowned national chain of bars told Business Insider on the condition of anonymity. High UP in the air The approval process is common to every state in India, but the delay is the longest in Uttar Pradesh (UP), according to him. In UP, the delay has been thrice as long this time as the excise department officials were busy with election duties, delaying approvals on new labels . So, if you walk into a bar or a wine shop anywhere in Uttar Pradesh today, very few brands are available, and most of them strong beers. This is an additional blow for bar owners because most people in India who drink at bars prefer milder beers.  This is a cumulative effect of a price hike, supply crunch in beer as a whole, and the non-availability of mild beer brands. "The new gau raksha (cow protection) tax is ₹5 per bottle of beer. It is quite severe considering beer is 95% water," he added. In India, beer consumed outside home is three and a half times more than the beer consumed at home. Perishing stocks What is worse for suppliers in the state, nearly 100,ooo litres of expired beer was destroyed in April. The stock was worth ₹3 crore (about $440,000). "Beer is the only perishable liquor. By law, you have to quarantine it and the excise guys come and destroy it," he added. The wait to bring new stocks to shelves could be longer as excise officials will only get back to their usual drill after the election, the results of which will be announced on May 23. An Indian state is fast running out of beer due to the ongoing election

Noida (UP), Jun 1 () Liquor shops outside containment zones in Noida and Greater Noida can open from 10 am to 9 pm, Excise Department officials said on Monday. Liquor sales were prohibited during the nationwide lockdown that came into force on March 25 due to the COVID-19 pandemic and had resumed on May 3 with restricted timings of 10 am to 7 pm. Now with further relaxations in the lockdown from Monday, the sale timings have been revised, a local official said, citing an order issued by the Uttar Pradesh government in Lucknow. "All liquor shops, including model shops that are outside coronavirus hotspots or containment zones, can now remain open from 10 am to 9 pm," the official added. Consumption of liquor at public places is a punishable offence, according to the order. There are currently 83 containment zones in Gautam Buddh Nagar -- 52 of them in category I and 31 in category II. A containment zone in an urban area covers 250 metres in radius which can include a sector or a residential tower, if there is a single positive case of coronavirus (category I) and exceeds to 500 metres along with a 250 metre buffer zone if multiple cases (category II), according to the officials. However, in rural areas, an entire village will be a containment zone if there is one case, and if there are multiple cases, then the adjoining village will be taken as a buffer zone, they said. Non-essential movement in or out of a containment zone gets restricted besides increased vigilance and action by the health department for contact tracing and preventing measures against COVID-19, the officials added. Noida: Liquor shops can open up to 9 pm outside containment zones

(Eds: Collating all stories, additional inputs) Kolkata, May 4 () The West Bengal government announced series of relaxations on Monday in various coronavirus zones, even as reopening of liquors shops witnessed tipplers giving a thumbs down to the social distancing. The state reported 11 deaths in the last 24 hours, pushing the death toll to 61 and number of cases climbed to 1,259, Chief Secretary Rajiva Sinha said. Sinha announced a host of relaxations for standalone shops in various zones -- red, green and orange. He added that these concessions might dilute the lockdown for combating the COVID-19 pandemic. Four districts, including Kolkata and Howrah, fall in the red zone, eight are in green and 11 in orange zones in the state. The Union Health Ministry has, however, identified 10 districts in the red zone. Home Secretary Alapan Bandopadhyay announced that the state had added 72 more places to the list of containment zones, taking the total number of such areas in the state to 516. The government has also launched a mobile app in its official website, 'Egiye Bangla', for people from other states who are stranded in West Bengal due to the lockdown and want to return to their native places. Sinha said though the Centre had extended the lockdown by two weeks, it had given liberty to the state governments to allow certain activities after assessing the ground situation. "We are of the opinion that these relaxations allowed by the Union government will dilute lockdown, but we would abide by it," Sinha said, adding: "we want a balance between life and livelihood." "The state government feels that the activities which the central government has asked to recommence will be beneficial for the economy and wages can be paid to workers and employees, but the way the relaxations are being given, it is diluting the lockdown," he said. Sinha said mining activities would be started in green and orange zones, and standalone shops in all the zones would be allowed to open from 10 am to 6 pm, except in the containment areas. Clarifying that those shops that are not situated within shopping malls or market complexes would be considered as standalone shops, Sinha said neighbourhood shops, sweetmeat shops, those selling beetle leaves and tea could open, but people would have to carry the tea back home where they can consume it. Appealing to the private operators to run the buses in intra-district routes, the chief secretary said intra-district private bus services had been allowed with a maximum of 20 passengers in green zones. "I have been told that in many places in green zones, buses are not operating. I would appeal to them to start services as government buses are busy in other duties," he said. Construction activities in rural and urban areas were also allowed with workers being put up at the site, he said. Noting that the private offices would be allowed to operate from 10 am to 6 pm with 25 per cent staff strength outside containment zones, Sinha said all the guidelines had to be followed as a violation of the guidelines would call for legal action under the Disaster Management Act. "Persons willing to go back to their native states can apply online through this 'Exit app' and permission for the same will be practically automatic and extremely easy," Bandopadhyay said. Reacting to state government's order on relaxations, several traders' bodies welcomed the decision, but wondered whether it would be business as usual. The bus operators however have rejected the proposal of running busses with just 20 passengers as "financially unviable". Bus Minibus Coordination Committee general secretary Rahul Chatterjee said it was not at all viable to run buses with only 20 passengers since the amount earned from ticket sale would not be enough for meeting fuel expenses. "We urge the government to requisition the buses as is done during elections for movement of polling personnel and security forces. The government can then run the buses on payment of a daily fee to the owners," he said. Meanwhile, standalone liquor shops were reopened in green, orange and red zones, except in containment areas, after 42 days since the beginning of lockdown in the state on March 23, but the police had a hard time in several areas of the city in ensuring tipplers adhere to social distancing norms. Customers were seen waiting in queues outside liquor shops. But the moment the shops opened the shutters, they started elbowing each other in many places like Dumdum and parts of Kolkata. The police had to rush to these shops to maintain law and order and some of these shops were shut within an hour. "Police had to come to maintain law and order in front of the shop and ultimately closed it down. Several other shops were also shut down by them," an official said. The liquor shop will operate from noon to 7 pm as per the latest government order, which also stated about the do's and don'ts, both for the customers and the shopkeepers. Every outlet will distribute only 50 coupons in an hour. “We are redeploying employees from shops that shut to those reopening on Tuesday on a temporary basis,” a senior Tasmac official told Times of India. These employees will be wearing face shields, masks, gloves, and will also carry sanitisers. Barricades were also installed around these outlets, and circles were drawn to ensure social distancing between customers. The outlet owners have sought police assistance for crowd management. Tasmac outlets present inside malls, and containment zones will remain shut. All the Tasmac outlets in Tamil Nadu had to shut shop following lockdown to contain the spread of the coronavirus outbreak. Some of the shops were allowed to open recently, but the government didn’t open those in Chennai due to rising coronavirus cases. The case for home delivery of alcohol The petitioner argued that since alcohol shops were crowded during peak hours, it’s not safe for him to go out and actually buy what he needed. Instead, he suggested alternative ways in which delivery would be feasible during the Coronavirus outbreak.

Coronavirus isn’t shutting down liquor shops in Kerala, and cheeky home delivery suggestions earn a ₹50,000 fine

Prices of all brands of liquor were hiked and this is expected to help the government generate additional revenues of Rs 6,000 crore to Rs 7,000 crore annually. The state had earned Rs 30,000 crore from liquor sales in 2021-22 with the tax income reported at Rs 12,000 crore The authorities have increased the price of 1,000 ml liquor by Rs 120. The price has gone up to Rs 615 from Rs 495 earlier. The price of a quarter bottle has been hiked by Rs 20. On all types of beer, there was a minimum hike of Rs 10 per bottle. The new prices will come into effect from Thursday. The excise officials checked the liquor stocks at wine shops, bars and pubs on Wednesday night after the day's sales came to an end. The available stocks will be sold at new rates from Thursday. The liquor prices have been hiked for the first time since liquor policy 2021-23 came into effect. Liquor prices were last hiked in the state in May 2020 soon after the first phase of Covid-19 lockdown. This has come at a time when the state is facing a fund crunch to continue its welfare schemes as the Centre has tightened norms on loans and market borrowings. This is the latest in a series of measures taken by the state government to mop its revenues. The government's decision to hike the liquor prices by 16 per cent failed to dampen the spirit of the liquor lovers, who started queuing up two-three hours before the shops re-opened. The price of acheap liquor' has been enhanced by 11 per cent. There was some delay in beginning the sale as the revised prices were not updated at a few places. "I spent a sleepless since I heard the announcement last night. When I arrived here some people were already standing in the queue. I thank the chief minister for allowing the sale of liquor," said a man standing in the queue at Bagga Wines at Koti in Hyderabad. (Eds: Collating stories, adding inputs) Kolkata, May 5 () The resumption of economic activity on the first day of the lockdown relaxations evoked tepid response across West Bengal on Tuesday, even as chaos continued to prevail outside liquor shops where tipplers threw social distancing norms to the wind. The first train carrying over 1,100 stranded labourers and pilgrims from Rajasthan arrived at the Dankuni railway station in Hooghly district. They were subjected to thorough medical check-up and then sent back to their homes, where they will remain in home quarantine for the next 14 days. A handful of standalone shops, which sell non-essential items, reopened on Tuesday -- after a gap of 42 days -- only in few green zones despite the state government announcing a host of relaxations on Monday to perk up the economy. Such outlets and business establishments remained shut in the red and orange zones, and the containment areas. All shops, barring the ones selling essential items, in the state have been closed since March 25, when the nationwide lockdown was imposed to contain the novel coronavirus pandemic. Serpentine queues were seen outside standalone liquor shops, with the either police or local administration on toes to ensure that boozers maintain social distancing. Chaotic scenes were witnessed outside various alcohol shops as tipplers giving thumbs down to social distancing. In some parts of the state, police had to either use force or close down liquor vends for an hour to control the huge crowd gathered outside the outlets since morning. The reopening of liquor shops, however, boosted the state's dwindling coffer, with a record sale of liquor. An astounding Rs 40-crore liquor sale was recorded on the first day of reopening of the standalone shops on Monday, said Sushmita Mukherjee, assistant secretary of the West Bengal Foreign Liquor-CS On and Off Shops and Hotel Owners Association. "Seventy per cent of the state's liquor shops located in red, orange and green zones reopened yesterday," Mukherjee said. The remaining 30 per cent shops are in containment zones. The sales of Tuesday are expected to be higher than Monday as the shops functioned for the entire seven-hour period from noon to 7 pm, she said. The government's proposal to permit private buses to ply intra-district in green zones with not more than 20 passengers did not find resonance among the operators, who cited the offer as "economically unfeasible". However, autos and rickshaws were seen running in various parts of the state. Bus Minibus Coordination Committee general secretary Rahul Chatterjee had said it was not at all viable to run buses with only 20 passengers since the amount earned from ticket sale would not be enough for meeting fuel expenses. A few shops reopened in green zones across the districts after the state government allowed the standalone shops in all the zones, barring the containment areas, to remain open from 10 am-6 pm. "There is panic among traders as the number of COVID-19 cases is rising with each passing day," Confederation of West Bengal Trade Unions president Sushil Poddar said. "In most parts of the city and the state, shopkeepers preferred not to open their shops, both due to anxiety and low level of business," Poddar said. "In green zones, a few shops have opened, but most of the traders are waiting for public transportation services to resume." The traders' body, which has a membership base of 10 lakh across the state, has issued an advisory to its members about how to stay safe and sanitise their outlets. Four districts, including Kolkata and Howrah, fall in the red zone in Bengal, while 11 have been classified in the orange and eight in the green zones. A train carrying 1,186 passengers arrived at Dankuni station from Ajmer in Rajasthan on Monday morning. Another train from Kerala, which left Thiruvananthapuram on Monday, is scheduled to reach Baharampur in Murshidabad district on Wednesday, sources added. Ghaziabad (UP), Apr 14 () The shops selling liquor despite the COVID-19 lockdown in Uttar Pradesh's Ghaziabad district have been identified and recommendations made to cancel their licenses, police said on Tuesday.The police personnel have been instructed to keep a strict watch on model shops and wine stores where liquor is being sold secretly, Ghaziabad SSP Kalanidhi Naithani told .Owners of these shops would be booked under appropriate section of the Indian Penal Code and their license cancelled, the senior superintendent of police said.Naithani said these liquor store owners would also be black listed.Some of the shops found to be selling liquor during lockdown are in Sahibabad, Muradnagar and Sihani Gate area, the officer added.
