The <a href="http://www.businessinsider.in/searchresult.cms?query=haryana+government&amp;sortorder=effectivedate">Haryana Government </a>has revised its <a href="http://www.businessinsider.in/searchresult.cms?query=excise+policy&amp;sortorder=effectivedate">excise policy</a> and in this backdrop, the liquor prices in the state are going to shoot up by 20%. 
 
With an increase in <a href="http://www.businessinsider.in/searchresult.cms?query=VAT&amp;sortorder=effectivedate">VAT</a>, excise duty and licence fee under the new state excise policy, people will have to pay extra. 
 
Also, nearly 500 liquor shops will be shifted, following the<a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate"> Supreme Court</a>'s order that no liquor shops will be permitted within 500 metres of national and state highways, Haryana Excise and Taxation Minister Captain Abhimanyu said here. 
 
Announcing the new excise policy, the minister said, excise duty on country-made liquor (CL) and Indian Made Foreign Liquor (IMFL) has been rationalised and certain new categories have also been introduced. 
 
He said under the new policy, the annual license fee of bars has been increased from Rs 12.5 lakh to Rs 15 lakh in Gurugram, Rs 10 lakh to Rs 12 lakh in Faridabad and Rs 7.5 lakh to Rs 9 lakh in other districts. 
 
VAT rates on liquor have been revised from existing 10 per cent plus surcharge at the rate of five per cent to 13 per cent plus surcharge in case of CL, 13.5 per cent plus surcharge in case of beer and 14 per cent plus surcharge in case of IMFL.

New Delhi, Mar 25 () Supply of hand sanitisers in the market is set to increase in the coming days, with liquor makers in various states starting to manufacture them on a priority basis, according to an industry grouping. All India Distillers' Association (AIDA) on Wednesday said distilleries in Punjab, Haryana, Rajasthan, Karnataka, Uttar Pradesh, Tamil Nadu, Gujarat and other states have started production of hand sanitisers. This follows appeals by various state governments amid rising demand for hand sanitisers in the wake of the coronavirus pandemic. Many state governments have granted licenses to distillers in quick time, in some cases the same day, to manufacture and sell hand sanitisers. They would be sold at the central government-mandated price limits, a senior AIDA representative said. "Availability of hand sanitisers would improve in the market within a couple of days... within three to four days, we would have sufficient quantity in the market," AIDA Director General V N Raina told . According to him, around 45 to 50 distilleries in the country have agreed to produce hand sanitisers. There was panic buying of hand sanitisers in the market following cases of coronavirus infections being reported in the country. Though several FMCG companies, including HUL, ITC, Godrej and Himalaya, have expanded their production of hand sanitisers, there still seems to be supply shortage due to the high demand. To tackle the situation, Raina said the central government has directed all states to immediately grant licenses to distilleries for manufacturing hand sanitisers. "Lots of distillers do not have packing facilities as in small bottles of 100 ml or 200 ml. Generally, they have only liquor bottles for packing. Despite that around 45-50 distilleries are doing that," he said. As per the WHO standards, the base for hand sanitisers is alcohol. "I am happy that our members and the industry have responded to this crisis very well. The government is also very happy about the way we have responded to the current situation," Raina said. Several liquor makers, including market leader Diageo and Radico Khaitan, have already announced that they would manufacture and supply hand sanitisers. There are more than 550 coronavirus cases in the country. Washing hands frequently is among the effective ways to curb spreading of the infection. On whether liquor makers would continue to produce hand sanitisers even after the coronavirus pandemic is over, Raina said it would depend on future demand. "They would continue manufacturing as they have the licenses... once the crisis is over, the demand would go down. "We would have to see and analyse what is the demand then," he said. Petrol and diesel prices are rising as states hike tax to cover coronavirus cost⁠— the steepest hike is in Delhi

New Delhi, Candidates in Punjab's Jalandhar can spend Rs 15 for a cup of tea and the same price for a samosa they offer to people during public meetings and campaign trails in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. However, those in Madhya Pradesh's Mandla can spend Rs 7 for a cup of tea and another Rs 7.50 for a piece of samosa, considered a staple snack in many parts of the country. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. Desserts like dhodha (Rs 450 per kg) and ghee pinni (Rs 300 per kg) are also on the menu besides <keyword id="20350738" type="General" weightage="20" keywordseo="lassi" source="keywords">lassi</keyword> and nimbu pani priced at Rs 20 and 15 per glass respectively. The cost of tea is low at Rs 5 in the rate card of Balaghat in Madhya Pradesh but the samosa is priced higher at Rs 10. The Balaghat rate card also has idli, <keyword id="21122493" type="General" weightage="20" keywordseo="sambhar-vada" source="keywords">sambhar vada</keyword> and poha-jalebi priced at Rs 20 while the cost for dosa and upma has been fixed at Rs 30. In Thoubal district of violence-hit Manipur, tea, samosa, kachori, khajur (dates) and gaja (dessert) have been priced at Rs 10 each. Candidates in the northeastern state's Tengnoupal district, will have to stick to Rs 5 for black tea and Rs 10 for milk tea. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. Breads like butter nan, <keyword id="19994516" type="General" weightage="20" keywordseo="missi-roti" source="keywords">missi roti</keyword> and plain roti are also on the platter besides desserts including <keyword id="21122494" type="General" weightage="20" keywordseo="kaju-katli" source="keywords">kaju katli</keyword> and gulab jamun. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

(Eds: Combining related stories) New Delhi, May 6 () The nationwide tally of confirmed COVID-19 cases crossed the 50,000 mark on Wednesday with a large number of healthcare professionals and security personnel testing positive amid the worsening spread of the deadly virus, while authorities also flagged high fatality rate in states like West Bengal, Gujarat and Maharashtra. While some positive news came from Kerala with no new infection getting detected there despite the state being among the first ones to witness the spread, Maharashtra reported a record daily increase of more than 1,200 in its number of cases. The economic cost of the pandemic also began to hit the people with a sharp increase in fuel prices. Looking to shore up their dwindling resources, more states announced higher taxes on liquor sales, while Punjab pegged its overall revenue loss for the month of April at 88 per cent due to all its tax revenues having dried up and only 1.5 per cent the industry being operational. Industry sources in various parts of the country said they were wary of opening their plants and offices due to concerns over movement of their staff, suppliers, transporters and vendors till the nationwide lockdown, which has been in force since March 25, gets completely lifted. While announcing the third phase of the lockdown till May 17, the government had given several relaxations for getting industrial and agricultural activities restarted, but not much have changed on the ground with only a few companies, especially in the manufacturing sector, resuming their operations in a limited way. The country's largest carmaker Maruti Suzuki India on Wednesday said it would resume operations at its Manesar plant in Haryana from May 12. There are widespread fears that the virus spread may get worse with easing of the lockdown measures as yet, as the number of cases have been rising continuously across most of the major urban centres of the country. While the Union Health Ministry stopped giving an evening update of the COVID-19 tally from Wednesday, its morning update showed the death rising to 1,694 and the number of cases climbing to 49,391, registering an increase of 126 deaths and 2,958 cases since Tuesday morning. It also showed more than 15,000 people having recovered, giving a recovery rate of nearly 29 per cent. However, a tally of figures reported by different states and union territories till 9 PM put the total number of confirmed cases at 51,435 and the death toll at 1,694. While Maharashtra has reported the maximum number of cases and fatalities, Gujarat, Madhya Pradesh, West Bengal, Rajasthan Delhi, Uttar Pradesh, Andhra Pradesh, Tamil Nadu, Telangana, Karnataka and Punjab are among other major states affected badly by the virus. Kerala also has reported more than 500 confirmed cases so far, but it did not report a single new case on Wednesday and the state government officials said the number of active patients is now only 30 as a big majority of COVID-19 patients have recovered. Union Health Minister Harsh Vardhan also expressed concern over the high fatality rate among COVID-19 patients in some districts of Maharashtra and Gujarat and asked the states to focus on early surveillance, aggressive contact tracing and early diagnosis to reduce the number of deaths in the areas. Maharashtra reported 1,233 new COVID-19 cases -- a new single-day high -- taking its tally to 16,758, while 34 more deaths raised the toll to 651, a health department official said. Mumbai alone has more than 10,500 cases now. Gujarat reported 380 new cases and 28 more deaths during the day, taking its total case count to 6,625 and the number of fatalities to 396. This included 291 new cases and 25 more deaths in Ahmedabad alone, where the civic authorities have ordered closure of all shops except those selling milk and medicines for a week. Separately, the Union Home Ministry wrote to the West Bengal government that the COVID-19 response in the state was characterised by a very low rate of testing and a very high rate of mortality of 13.2 per cent, which it said was by far the highest for any state. The ministry also flagged instances of overcrowding in markets, free movement of people in large numbers without masks, bathing of people in rivers, people playing cricket and football, serious laxity in enforcing lockdown measures in containment zones, plying of rickshaws without any restriction, saying these were grave violation of lockdown instructions and social distancing norms. West Bengal Chief Minister Mamata Banerjee said her government has identified over 92,000 cases of influenza-like illness and 870 people with severe acute respiratory illness across the state, findings that serve as "early warning signals" in the fight against COVID-19. Banerjee said the results were the outcome of her government's extensive door-to-door surveillance over the last one month, covering over 5.5 crore households, and the exercise will continue "till the virus is defeated". Official sources said around 548 doctors, nurses and paramedics across the country have been found to be positive for the virus infection so far. This includes 69 doctors in the national capital. However, this figure does not include field workers, ward boys, sanitation workers, security guards, lab attendants, peons, laundry and kitchen staff among others and the figures may be much higher after taking these people into account. Also, at least 154 personnel of the Border Security Force (BSF) have tested positive for coronavirus, including 85 cases that were detected on Wednesday. These include more than 60 deployed for law and order duties in the Jamia and Chandni Mahal area of the national capital, and six from the escort team of the inter-ministerial central team (IMCT) that toured West Bengal to check COVID-19 containment measures in the state. At least 37 infected personnel are from the Tripura frontier of the force. In the meantime, the Delhi government ordered the release of 4,000 Tablighi members who have completed their required quarantine period in centres in the national capital, sources said. A huge congregation of 'Tablighi Jamaat' in Delhi's Nizamuddin area earlier in March was seen as a major hotspot for the virus spread, after which there were also several cases of Muslims getting targeted and blamed by some for the pandemic. Thousands of the Jamaat members were subsequently traced in various parts of the country and quarantined, including around 4,000 in Delhi itself. While nearly 900 of those being released from quarantine are from Delhi itself, the rest are from other states and would be sent back to their home states.
