A report from the Economic Times reveals that states like New Delhi, Karnataka, Haryana, Punjab, Tamil Nadu, Goa, and Kerala are thinking about trying out this service. The Delhi Cabinet may take a rational decision on the proposal this month, <a href="https://www.hindustantimes.com/cities/delhi-news/delhi-govt-may-give-nod-to-home-delivery-of-liquor-in-the-capital-101652127460746.html">according to Hindustan Times report.</a> According to the official government procedures, it is mandatory to notify the excise policy at the start of every financial year. It has remained the same in the last few years, however, it was restructured last year by the Delhi government. It added the definition of new zones and included a one-time charge at the time of bidding for vends. “If anyone home-delivers liquor as of now, it will be deemed illegal," said an excise official. The new 2021 rules stated that shops with L-13 license will be allowed to deliver both Indian and foreign alcohol/liquor to the homes of people, only if the order is received through an online web portal or app. However, this rule restricts all deliveries to hostels, offices or institutions. “Home deliveries have to be envisaged and built as a separate channel. It has a cost involved, and if it is force fitted, one of the current supply chain participants — manufacturer, distributor, retailer or consumer — will have to absorb it. That is a disincentive. Therefore, for home deliveries to succeed, an altogether new parallel distribution chain is needed which has provisions for costs and reasonable returns for all its participants,” said Vinod Giri, director general of the Confederation of Indian Alcoholic Beverage Companies (CIABC). The existing policy also allows vendors to <a href="https://www.businessinsider.in/india/news/cheap-liquor-in-delhi-is-a-thing-of-the-past-now/articleshow/89919730.cms">give discounts</a> on liquor, however, it was discontinued by the Arvind Kejriwal-led government in February, as the discounts were attracting a lot of crowd outside liquor shops, violating COVID-19 rules and regulations. On April 2, the Delhi government allowed the vendors to offer a maximum 25% discount on the retail price. The new excise policy is still a work in progress, and reports suggest it will be announced soon. “The department has submitted some proposals for the consideration of the cabinet. It will not be a new policy but a revised one which will try to address the challenges which were identified during the implementation of the existing policy (2021-22). There is a significant potential for revenue augmentation and also providing a decent standard of customer experience at par with the stature of the national capital," an unnamed official was quoted as saying by the report. The policy document also proposed to reduce the legal drinking age from 25 years to 21 years in parity with neighbouring cities. <ul><li>Kerala’s <keyword id="6958454" type="UNKNOWN" weightage="20" keywordseo="liquor-home-delivery">liquor home delivery</keyword> app, BevQ, has fallen to a 2.1 rating on the <keyword id="6369511" type="UNKNOWN" weightage="20" keywordseo="google-play-store">Google Play Store</keyword>. </li><li>Even though BevQ was able to garner more than 100,000 downloads in less than 24 hours, many users have since reported multiple glitches in its functioning.</li><li>From issues of OTP generation to liquor delivery time slots on being available been 3:45 am to 9:00 am, more than 60% of the BevQ’s reviews at rated 1-star.</li></ul>Kerala’s liquor home delivery app, BevQ, has fallen from grace in record time. Currently, it holds a 2.1 rating on the Google Play Store with more than 60% of its over 30,000 reviews giving it only 1 star. BevQ was launched with a lot of fanfare by Kerala Excise Minister TP Ramakrishnan on May 26 as a way of avoiding overcrowding at alcohol shops. It even crossed over one lakh downloads in less than 24 hours of going live. In the past four days, it’s been downloaded over a million times. BevQ, Kerala’s liquor home delivery app, is ‘on the rocks’ with a 2.1 rating on the Google Play Store

E-commerce giant Amazon and Alibaba-backed <keyword id="964794" type="COMPANY" weightage="20" keywordseo="BigBasket">BigBasket</keyword> have got approval to deliver liquor in West Bengal, according to a document. Online grocery platform BigBasket said this will be the company's first foray into the country's liquor delivery segment. The clearance also signals Amazon's entry into the space, likely for the first in India. State-owned West Bengal State Beverages Corporation Ltd (BevCo) invited the two companies to sign the agreements for empanelment for home delivery after finding them eligible, as per a notice dated June 19. BevCo, the sole wholesaler of liquor in West Bengal, also invited two Kolkata-based companies -- Senrysa Technologies Pvt Ltd and Golden Goenka Commerce Pvt Ltd for the signing of agreements. Asked when BigBasket would start operations, its CEO Hari Menon told PTI, "I cannot confirm now how soon we will start, but yes it will be the first for the company." Amazon did not comment on the approval. Food ordering platforms <keyword id="830092" type="COMPANY" weightage="20" keywordseo="Zomato">Zomato</keyword> and <keyword id="6358977" type="UNKNOWN" weightage="20" keywordseo="swiggy">Swiggy</keyword> have already started delivering alcohol in West Bengal with Kolkata and Siliguri after getting the required approvals, followed by the signing of agreements. One brave soul petitioned the Kerala High Court to make way for the home delivery of alcohol. The case for home delivery of alcohol The petitioner argued that since alcohol shops were crowded during peak hours, it’s not safe for him to go out and actually buy what he needed. Instead, he suggested alternative ways in which delivery would be feasible during the Coronavirus outbreak.
