<ul><li>LIC is one of the few profit making companies that the government owns.</li><li>The value of LIC’s investment corpus is an all-time high of ₹31 lakh crore.</li><li>It has 250 million customers – which is a lion’s market share in a poorly insured country like India.</li></ul>The government just announced what is likely to be the biggest initial public offering (IPO) in the next financial year, the one from Life Insurance Corporation of India (LIC), which at least is half a century old. After delays and disinterest in the government’s plan to sell stakes in its debt-laden companies like Air India, now the Indian government wants to unlock value in Life Insurance Corporation (LIC). This Navratna company is one of the few profit making companies that the government owns, and has always been a vital part of the government’s investment plans. LIC is the oldest insurance company and also the largest financial institution of the country -- with a massive investment corpus of ₹31 lakh crore. Any value unlocking from this massive company will be able to fill the government’s coffers also make up for its rising fiscal deficit – the difference between its revenue collections and earnings. To put it in perspective, India’s fiscal deficit is at around ₹9 lakh crore which is more than thrice the value of LIC’s stock holdings only. If its insurance business and its extensive coverage across the country is included, the value of this unlisted company would rise massively. It has 250 million customers – which is a lion’s market share in a poorly insured country like India. LIC asset value at an all-time high The timings too is no coincidence since LIC’s asset value is currently at an all-time high. In fact, the value of LIC’s stock holding is 20% of total market value of Indian stock markets. In the very last month, it booked a profit of ₹14,000 crore only from its stock market holdings for the eight months between April and November, says a<a href="https://indianexpress.com/article/business/companies/lic-makes-over-rs-14000-crore-profit-from-markets-till-mid-nov-this-fiscal-6144766/"> report by Indian Express</a>. This, was in spite of the fact that LIC always bows down to government’s dictates to invest in government divestment programmes and initial public offers of state-owned companies. Foreign investor interest The insurance sector has been always been one of the most attractive sectors for foreign players. But it has hit an all-time high late last year, probably buoyed by the interest of millennials in insurance that opens a new vista of opportunities for the sector. In the last one year, the exposure of foreign inflows into the sector rose 10-fold. By the end of November 2019, foreign portfolio investments in insurance stocks were at $10.5 billion. In October 2018, they were at around a billion dollars. Both LIC’s asset value and the value of insurance in general might land a windfall for Indian government. That might save it from a sorry state that many of its company are in – high-debt and assets which are unsold. The biggest IPO of the next financial year ⁠— LIC, whose corpus is at ₹31 lakh crore

<ul><li>Indian Hotels — the hospitality arm of the <keyword id="6355725" type="ORGANIZATION" weightage="20" keywordseo="tata-group">Tata Group</keyword> that includes the <keyword id="6453087" type="COMPANY" weightage="20" keywordseo="taj-hotels">Taj Hotels</keyword> — is planning to put its properties under sale and lease back.</li><li>Six of the <keyword id="73077" type="PERSON" weightage="20" keywordseo="Ginger-Hotels">Ginger hotels</keyword> are already in line along with other hotels that come under joint ventures or associated companies.</li><li>Indian Hotels is planning on becoming ‘asset light’ as the Indian economy cools off and consumer spending is starting to slow down.</li></ul>Tata Group’s Taj Hotels aren’t going anywhere but some of its more budget offerings — like the Ginger hotel chain — are getting sold off but will be leased right back to them. Indian Hotels, the <a href="https://www.businessinsider.in/inside-taj-mahal-hotels-beautiful-and-luxurious-suites/articleshow/53549610.cms">hospitality arm</a> of the Tata Group that owns and operates the <a href="https://www.businessinsider.in/thelife/culture/the-25-best-hotels-in-india/slidelist/22493456.cms">Taj Hotels</a>, is looking to reduce its ownership of properties to 50% by 2022, as it wants to turn ‘asset light’. It has around 45 properties it owns under the Ginger brand, but wants to shed some weight by offloading 5-10% of the properties, and continue to operate it.

 Retaining flagship properties The Managing Director and CEO of Indian Hotels, Puneet Chhatwal, told <a href="https://news.google.com/articles/CAIiEHD6x-q4b9jaA9jUjpJESRQqGQgEKhAIACoHCAow2pqGCzD954MDMM_yigY?hl=en-IN&amp;gl=IN&amp;ceid=IN%3Aen">Bloomberg</a><a href="https://theprint.in/economy/tatas-taj-hotel-chain-to-sell-assets-to-trim-debt-as-consumer-spending-slackens/274158/amp/?__twitter_impression=true"> </a>that while the company is looking to reduce its debt by getting rid of some of the <keyword id="507551" type="PERSON" weightage="20" keywordseo="budget-hotels">budget hotels</keyword> in its portfolio — the legacy and flagship properties, namely hotels within the Taj brand, aren’t up for grabs. However, as many as six of the Ginger hotels are already a part of the sale and lease-back plans. What this mean is that Indian Hotels will be selling the properties and then taking them up on rent so that the current management stays in place. This is also true with other hotels that are a part of joint ventures or under associate companies, according to Chhatwal. On the other hand, Indian Hotels also opened up three new hotels in key strategic markets like Goa and Agra as per last quarter’s <a href="https://www.ihcltata.com/investors/">earnings report</a>. It has also launched a new hotel brand called ‘SeleQtions’ to up its brand image. SeleQtions includes named and distinctive hotels as well as Chambers — India’s most iconic business club. Cutting down on debt India’s economy is <a href="https://www.businessinsider.in/indias-growth-will-come-from-cities-as-urban-indians-will-contribute-75-of-it/articleshow/70563586.cms">cooling down</a> and consumer spending is set to fall further, which is why Indian Hotels is looking to lighten its assets. Indian Hotels has been on the path to reduce its debt for a while. It has gone from ₹31 billion in 2017 to ₹20 billion as of March 2019. Taj Hotels wants to turn asset light with its sell-and-lease-back strategy

MUMBAI: The markets are on a roll, with the <keyword id="6484188" type="CITY" weightage="20" keywordseo="Sensex">Sensex</keyword> and Nifty making fresh life highs, led by gains in banks, auto and energy counters. 
 
The new life high for Sensex is 26,356.24; and that for Nifty is 7,865.85. 
 
The Nifty extended its winning streak for fifth consecutive session and hit an all-time high as FIIs continued to pump in dollars in Indian markets on expectations of pick-up in economy 
 
Sudip Bandyopadhyay, President, Destimoney Securities, is of the view that the market will continue to move upwards. 
 
“A lot of FIIs money is coming out of Russia into Indian markets through BRICS fund. Domestic investors are also entering the market and that is providing support,” said Bandyopadhyay. 
 
At 2:02 p.m.; the 50-share index was at 7,860.95, up 69.25 points or 0.89 per cent. It touched an all-time high of 7,865.85 and a low of 7,779.20 in trade today. 
 The S&amp;P <keyword id="35140" type="CITY" weightage="20" keywordseo="BSE">BSE</keyword> Sensex was at 26,340.82, up 237.59 points or 0.91 per cent. It touched an all-time high of 26,356.24 and a low of 26,075.28 in trade today. 
 
Sandeep Tandon of Quant Broking is of the view that market went through consolidation in the last three months. It is light at the moment and looks set for next leg of upmove. 
 
The CNX Midcap Index rallied 1.27 per cent and the CNX Smallcap Index surged 2.10 per cent. 
 
Among the sectoral indices, the CNX Bank Nifty was up 1.49 per cent, the CNX Auto Index gained 1.02 per cent, the CNX Energy Index rose 1.42 per cent. 
 
The CNX FMCG Index was down 0.75 per cent and the CNX IT Index slipped 0.51 per cent. 
 BPCL (up 5.25 per cent), <keyword id="6355975" type="CITY" weightage="20" keywordseo="Axis-Bank">Axis Bank</keyword> (up 3.11 per cent), <keyword id="45008" type="CITY" weightage="20" keywordseo="Tata-Power">Tata Power</keyword> (up 3.04 per cent), BHEL (up 2.91 per cent) and Tata Motors (up 2.87 per cent) were among the major Nifty gainers. 
 
ITC (1.92 per cent), Infosys (1.01 per cent), HCL Tech (0.80 per cent), HDFC (0.70 per cent) and TCS (0.68 per cent) were among the index losers. 
 
The market breadth was positive on the NSE with 1090 gainers against 425 losers. 
 
Foreign institutional investors were net buyers worth Rs 625.18 crore and domestic institutional investors were net buyers worth Rs 135.75 crore on Thursday as per the provisional data from the National Stock Exchange.

<ul><li>The cash-strapped <keyword id="6357293" type="UNKNOWN" weightage="20" keywordseo="ILFS">IL&amp;FS</keyword>, India’s largest infrastructure lender, <a href="https://www.ilfsindia.com/media/2144/launch-of-sale-process-wind-2018-11-28.pdf">announced</a> on 28 November that it had initiated the process of seeking bids for its <keyword id="43948" type="ENTERTAINMENT" weightage="20" keywordseo="wind">wind</keyword> and solar power assets. </li><li>The sale is part of a resolution plan that the Uday <keyword id="39409" type="COMPANY" weightage="20" keywordseo="Kotak">Kotak</keyword> committee submitted to the National Company Law Tribunal (NCLT), a special insolvency court, on 31 October. </li><li>The move will be followed with with many more asset sales, capital infusions and debt restructuring deals as the committee hopes to complete the resolution process of IL&amp;FS by mid-to-late-2019. </li></ul>The cash-strapped IL&amp;FS, India’s largest infrastructure lender, <a href="https://www.ilfsindia.com/media/2144/launch-of-sale-process-wind-2018-11-28.pdf">announced</a> on 28 November that it had initiated the process of seeking bids for its <keyword id="91910" type="ORGANIZATION" weightage="20" keywordseo="Renewable">renewable</keyword> energy asset portfolio. The renewable energy assets up for sale include a number of operational and soon-to-be operational wind power plants across India with a total capacity of nearly 1,000 MW, the asset management and project development businesses for these wind power plants, and the project management business for solar power plants with a capacity of 300 MW. While the net worth of these assets wasn’t specified, media reports said earlier this month that <a href="https://www.livemint.com/Companies/F91f3DltSjCPdSKt4pzIVN/GAIL-likely-to-buy-ILFS-wind-energy-assets.html">GAIL India</a>, a government-owned gas utility firm, would consider buying the wind energy assets at a considerable discount. The decision to sell the controlling stake in these assets was taken by the government-appointed committee, which is led by banker Uday Kotak. The committee is tasked with monetising the infrastructure lender’s assets so it can pay off its debt obligations and avoid <keyword id="43550" type="EVENT" weightage="20" keywordseo="Bankruptcy">bankruptcy</keyword>. The sale is part of a <a href="https://www.ilfsindia.com/media/2128/resolution-plan-media-release-31-october-2018.pdf">resolution plan </a>that the Uday Kotak committee submitted to the National Company Law Tribunal (NCLT), a special insolvency court, on 31 October. It will be followed with many more asset sales, capital infusions and debt restructuring deals as the committee hopes to complete the resolution process by mid-to-late-2019. The seven-member committee replaced IL&amp;FS’s board of directors in early October and immediately began working on a plan to turn around the company’s operations. The task is considerable. With over ₹940 billion in debt and a byzantine corporate structure that includes 348 subsidiaries, restructuring the infrastructure lender’s operations will be difficult. In the same way, the government sets aside a specific sum for every project or scheme based on its estimates, but in the end, the actual expenses may vary. C: Capital Expenditure See the government allocating funds left, right and centre for building highways, improving rail connectivity, or developing other infrastructures? That's capital expenditure, or capex. The idea of undertaking capex is to build something for the long term, something which keeps contributing to the economy’s growth, long after its creation. D: Divestments Divesting means to sell off and let go of one’s stakeholding or ownership in a company or enterprise. F: Fiscal Deficit As daunting as it sounds, what if I tell you that most of us are perennially in a state of fiscal deficit? Surprised? It's simply when your spending exceeds your earnings. So, it gives you an estimate of how much you need to borrow, to tide over. Turns out, the government isn't faring great either, given that its fiscal deficit, or the difference between its revenue and expenditure currently stands at a staggering Rs 16,85,494 crores, or about 5.1% of India’s <keyword id="19904293" type="General" weightage="20" keywordseo="GDP" source="keywords">GDP</keyword>. G: GDP Gross Domestic Product is the collective monetary value of all the goods produced and services rendered in the country, during a particular period. In other words, it is the combined total of the economic output that is generated by 141.72 crore Indians like us, expressed monetarily. As of 2024, India’s GDP stood at $3.9 trillion. GDP is a measure of how healthy and strong an economy is. Some of the world’s biggest economies, like China and the US, have a GDP of $18.5 trillion and $28.7 trillion, respectively. G: <keyword id="20411624" type="General" weightage="20" keywordseo="Gender-Budgeting" source="keywords">Gender budgeting</keyword> When achieving gender equality, and addressing challenges women face by way of allocating resources and formulating policies accordingly becomes key to preparing a budget, it's known as gender-based budgeting. Such a budget ensures that distribution of public resources between men and women is not heavily skewed towards the former. In 2023-24, India’s gender budget swelled 4.3% to Rs 2.23 trillion, which is about 4.9% of the overall budget. So, if you are a family of 4, where your younger sister is studying, and you, along with your parents earn a total of say Rs 25,00,000 per annum, that is your household income. As of 2022-23, India’s average household income stood at Rs 3.6 lakh/annum. O: Outcome of Budget This is a statement of the outcomes achieved by various government departments with the budget allocated to them last year. It answers questions like was the money spent on purposes it was sanctioned for? What was the output achieved? Think of this as a report card, detailing your progress, or money spent during the year, and is indicative of what more needs to be done to achieve the desired results. R: Revised estimates Say are saving up Rs 70,000 for your buying the latest iPhone. But a few months down, you realize that the price point has changed as the release date approaches, and it is likely to cost about Rs 85,000 now. You see, your initial estimate was Rs 70,000, but then, you revised your estimated requirement to Rs 85,000. The government works no differently. 6-months after the budget presentation, the government assesses if the money granted to scheme A is sufficient, or does it need more funds. Are there any other schemes that need more fund allocation? The new, revised estimates then become the benchmark of functioning, against which actual expenditures are compared. S: Subsidy This is a sum that the government gives to an industry or business, with the objective to keep its prices for the general public low. The government pitches in to pay a part of production costs, so that the public does not end up bearing the entire burden of the cost. Remember the recently discontinued FAME (Faster Adoption and Manufacturing of Electric Vehicles) subsidy on electric vehicles (EV) schemes, which boosted EV adoption amongst Indians. Imagine your elder brother or sister funds 40% of your much awaited Goa trip, without wanting anything in return, for the simple purpose of you having fun! That's them subsidizing your travel! V: Vote on Account Remember Nirmala Tai presented an interim budget this year in February, given that elections were due in May? In an election year, the incumbent government does not present a full fledged budget, because who knows if they’ll be voted back to power or not? So, to tide over the next few months before a new government is brought back to power, the government seeks vote on account, which is basically permission or grant needed to fund expenditures for the next few months. Z: Zero-based budgeting The term refers to a budgeting method in which all expenses must be justified for each new period, starting from a "zero base." Think of it like starting with a blank piece of paper every time you make a plan for how to spend your money. Instead of just changing what you spent last year, you think carefully about every rupee you need and why you need it. In 1986, the Indian government implemented ZBB as a system for determining the Expenditure Budget, making it compulsory for all ministries. However, implementation and application of this approach have remained inconsistent in the later years. These securities serve as a way for the government to borrow money from the public or institutions. G-secs come with fixed <keyword id="6371181" type="General" weightage="20" keywordseo="interest-rates" source="Orion">interest rates</keyword> and predetermined maturity dates. They are considered among the safest investment options due to the sovereign guarantee attached to them, ensuring repayment of the principal amount and interest upon maturity. This flexibility provides an opportunity to earn improved returns on the bonds and allows for exiting at any desired time before the maturity date as well. How G-secs work Investing in g-secs involves purchasing these bonds at face value, and the interest, also known as the coupon, is paid periodically, typically semi-annually or annually, until the maturity date. The interest rates on g-secs are influenced by various factors, including market demand, inflation, and the monetary policy of the Reserve Bank of India (<keyword id="30067" type="General" weightage="20" keywordseo="RBI" source="Orion">RBI</keyword>). Consequently, the prices of G-secs fluctuate inversely with the prevailing interest rates in the market. When interest rates rise, the value of existing G-secs falls, and vice versa. These securities are traded in the primary and secondary markets. In the primary market, they are directly issued by the government through auctions, while in the secondary market, they are bought and sold among investors. How to invest G-secs are available in various tenures, ranging from short-term (Treasury bills) to long-term (Government bonds). The Retail Direct Scheme by the Reserve Bank of India (RBI) rolled out in 2021 enables individual investors to directly invest in government securities without requiring intermediaries such as brokers or mutual funds. This can be suitable for passive investors or those seeking exposure without actively managing individual bonds. “It is always easy for investors to buy subscription or redemption requests in a mutual fund, compared to looking out to buy or sell securities in the fixed income market. Also, one may buy and hold but in between prices can fluctuate. Many people may not understand the drivers of those price fluctuations,” says Pankaj Pathak, fund manager, fixed income, Quantum AMC. Interest rate risks G-secs do carry one particular risk, that of interest rate fluctuations in the broader market. When rates rise, existing G-Secs with lower rates lose value compared to newer securities offering higher rates. Conversely, falling rates increase demand for older G-Secs, potentially raising their value. Longer-term G-Secs are more prone to rate change risks than short-term ones. Investors holding G-Secs until maturity aren't affected by price fluctuations but can lose potential earnings if rates rise after purchase. “A sudden increase in interest rate can impact return. So one is advised to invest into G Secs only for long-term goals,” says Abhishek Kumar, founder and chief<a href="https://business.outlookindia.com/invest/investment"> </a>investment advisor at SahajMoney, a financial planning firm. Is this a good time to invest? Government securities (G-Secs) typically attract conservative investors seeking a steady income from their investments. At present, we are at the peak of the interest rate hike cycle. Developed economies like the US are expecting rate cuts going ahead in 2024. On the domestic front, the core inflation seems to be under control. “The interest rates are holding steady and might even start going down from the second half of next year,” says Kumar. So, going forward, retail investors can expect to improve their returns on G Sec investments. The Supreme Court on Wednesday agreed to hear on February 17 a fresh plea of a Congress leader seeking investigation under the supervision of a sitting apex court judge against the <keyword id="76451" type="General" weightage="100" keywordseo="adani" source="Orion">Adani</keyword> Group of companies in light of the allegations made by the US-based Hindenburg Research. A bench comprising Chief Justice <keyword id="445662" type="General" weightage="50" keywordseo="d-y-chandrachud" source="Orion">D Y Chandrachud</keyword> and Justice <keyword id="3330333" type="General" weightage="50" keywordseo="p-s-narasimha" source="Orion">P S Narasimha</keyword> took note of the submissions of a lawyer, representing Congress leader <keyword id="2090997" type="General" weightage="50" keywordseo="jaya-thakur" source="Orion">Jaya Thakur</keyword>, that the plea needed urgent hearing. The bench initially agreed to list the PIL for hearing on February 24 and later decided to hear on Friday after the lawyer pointed out that two other PILs are listed on February 17. Thakur has also sought a direction for investigating the role of the Life Insurance Corporation of India (LIC) and the State Bank of India (SBI) in investing huge amounts of public money in Adani Enterprises. On Monday, the Centre had agreed to the apex court's proposal to set up a panel of experts to look into strengthening the regulatory mechanisms for the stock market following the recent Adani group shares crash triggered by Hindenburg Research's fraud allegations. The top court seized of two petitions alleging exploitation of innocent investors and "artificial crashing" of the Adani Group's stock value.
