But it may not be able to do so, as freely, after the IPO proposed by the Finance Minister Nirmala Sitharaman in her budget speech. If LIC gets disciplined, as promised by the Finance Minister, and plays by the rules of the market, top politicians will not be able to arm twist the insurance giant to bail out the government as and when needed. By December, it’s stock market investments were at ₹31 lakh crore. But nearly 85 of every 100 rupees invested in the market is either government companies or government securities like bonds etc. This portfolio of shares in public sector enterprises has accumulated through multiple bailouts over the years from IPOs to FPOs. In fact, LIC was always the last investor on an IPO date to save face many times after a state-owned company failed to enthuse investors. LIC could have been the saviour for many more listed state owned companies, but the Modi government has decided to sell the golden goose itself. LIC is also famous for investing millions whenever stock market tanks, just to prop it up. But once it is listed in the market, these tricks will be impossible to execute.  Banking on state owned banks There is another part of the problem arising from the number of times LIC has been forced to invest in companies that many others won’t touch with a barge pole. The investments in many loss-making companies, public-sector banks in trouble, will also weigh on the valuation of LIC. LIC owns stake in 21 state-owned banks, 11 of which are buried in bad loans and are under RBI-monitored clean up. If the government wants to get the best price for the shares of LIC, the insurance giant may have to offload the thousands of shares of different companies in the next few months. When shares are sold in bulk, it can drag those individual stocks into an abyss, and dent market sentiment severely. On the flip side, LIC may truly get cleaned up in the process and that is good news for the millions of policy holders in the country. The company’s books and operations have been opaque for far too long but it is trusted by 250 million policyholders. If it has to toe the market regulations, and focuses on its business alone, it has the potential to be at par with some of the world’s biggest insurers. In spite of its forced investments, LIC's deep coffers and wide portfolio has landed it with sizeable profits. Last December, it booked profit worth ₹14,000 crore - making it <a href="https://indianexpress.com/article/business/companies/lic-makes-over-rs-14000-crore-profit-from-markets-till-mid-nov-this-fiscal-6144766/" data-type="tilCustomLink">an attractive company </a>for possible investors. Wetting the beak As <a href="https://www.bloombergquint.com/opinion/the-liabilities-insurance-corporation-of-india">economist Shankar Aiyar recently argued</a>, LIC can even evolve into a bank like many of its global peers like Axa, Berkshire, and Munich Re. But even after the listing, investors must remember that the LIC stock will still be controlled by the Indian government. And, it will continue to exercise some amount of control. So, investors in LIC might face what those of PSU banks do – be a part of poor governance, bad decisions -- despite controlling 70% of the country’s banking system. As the numbers show, the market value of one private entity, HDFC Bank, is more than all the listed government banks put together. A cleaner LIC, accountable to private investors instead of the government, is good for many. A government that is addicted to wetting its beak into the insurer’s kitty year after year is unlikely to let go of the habit just because it is now listed on the stock exchanges. After delays and disinterest in the government’s plan to sell stakes in its debt-laden companies like Air India, now the Indian government wants to unlock value in Life Insurance Corporation (LIC). This Navratna company is one of the few profit making companies that the government owns, and has always been a vital part of the government’s investment plans. LIC is the oldest insurance company and also the largest financial institution of the country -- with a massive investment corpus of ₹31 lakh crore. Any value unlocking from this massive company will be able to fill the government’s coffers also make up for its rising fiscal deficit – the difference between its revenue collections and earnings. To put it in perspective, India’s fiscal deficit is at around ₹9 lakh crore which is more than thrice the value of LIC’s stock holdings only. If its insurance business and its extensive coverage across the country is included, the value of this unlisted company would rise massively. It has 250 million customers – which is a lion’s market share in a poorly insured country like India. LIC asset value at an all-time high The timings too is no coincidence since LIC’s asset value is currently at an all-time high. In fact, the value of LIC’s stock holding is 20% of total market value of Indian stock markets. In the very last month, it booked a profit of ₹14,000 crore only from its stock market holdings for the eight months between April and November, says a<a href="https://indianexpress.com/article/business/companies/lic-makes-over-rs-14000-crore-profit-from-markets-till-mid-nov-this-fiscal-6144766/"> report by Indian Express</a>. This, was in spite of the fact that LIC always bows down to government’s dictates to invest in government divestment programmes and initial public offers of state-owned companies. Foreign investor interest The insurance sector has been always been one of the most attractive sectors for foreign players. But it has hit an all-time high late last year, probably buoyed by the interest of millennials in insurance that opens a new vista of opportunities for the sector. In the last one year, the exposure of foreign inflows into the sector rose 10-fold. By the end of November 2019, foreign portfolio investments in insurance stocks were at $10.5 billion. In October 2018, they were at around a billion dollars. Both LIC’s asset value and the value of insurance in general might land a windfall for Indian government. This fund is considered safest among debt funds with zero interest rate risk and minimum credit risk. These funds are suitable for risk-averse investors who want to invest their money in a fund, but only for a short time. These funds are better means to utilise one's idle money. The tenor or maturity period of bonds plays a crucial role in the valuation of bonds alongside the movement of interest rates in the macroeconomic environment. Since these bonds mature in one day, they have little exposure to these factors, which makes it an even safer option to invest in. Experts believe that category is used by investors to usually park their idle funds or for emergency corpus, so inflows into these funds are not predictable. "Overnight funds are usually meant for emergency corpus. It will give you the lowest return, but gives you the highest safety. Overnight funds witness inflows in July after a one-month pause: AMFI

Due to COVID situation, the government recently for the second time extended the deadline for bidding for privatisation of India's second-biggest oil marketing company Bharat Petroleum Corp Ltd (BPCL) by over a month to July 31. The government currently owns 100 per cent in LIC, while it holds around a 46.5 per cent stake in IDBI Bank. The sources said, the government will have to cut down its expected realisation from stake dilution of both LIC and IDBI Bank even if the market condition improves. So, selling them at low valuation would be an imprudent decision, they added. Besides valuation, the sources said, listing of LIC involves a lot of regulatory clearances and more importantly amendment to the LIC Act itself. Market participants had already termed the listing of insurance behemoth LIC as IPO of the decade akin to the Saudi Aramco listing. The 60-year-old state-owned firm, LIC is the country's largest insurer, controlling more than 70 per cent of the market share. The insurer has a market share of 76.28 per cent in number of policies and 71 per cent in first-year premiums. LIC has many subsidiaries, including IDBI Bank. Turning the corner, IDBI Bank on Saturday posted a profit of Rs 135 crore for the March quarter on account of recoveries from bad loans. The lender reported a profit after 13 straight quarters of net losses. The bank had posted a net loss of Rs 4,918 crore in the corresponding period of last year. In January 2019, LIC completed acquisition of 51 per cent controlling stake in the lender. The state-owned life insurer infused Rs 21,624 crore into the bank. The bank, which is under the Reserve Bank of India's prompt corrective action (PCA) framework, said it has achieved all PCA parameters for exit except return on asset. They invest in companies with specific themes like investing only in multinational companies, high paying dividend companies and so on to capitalize on growth opportunities and maximize returns. High risk thematic funds is a risky bet Meanwhile, since the sectors like PSU Banks and infrastructure have performed better in the volatile market, investors have been looking to invest in these categories. Also, the PSU Bank index emerged as the top sectoral winner in 2022, recording gains of nearly 73% – or about 16x the gains of the Nifty50 in 2022, as on December 15. “Some of the funds in categories like PSU/infrastructure/ and banking have done well, which naturally attracts more money from investors. In addition, there have been significant new launches, which creates buzz in the market and investors are enticed to invest,” said Dikshit Mittal, fund manager and senior equity research analyst at LIC MF Asset Management. Mittal also highlighted that the domestic banking sector is also in good shape as they have clean balance sheets, the growth runway is large, and valuations are reasonable. Infrastructure as a theme also seems to have a bright outlook considering government focus, budgetary allocations and resurgence of the manufacturing sector in India, says Mittal. Not to forget, thematic funds carry high risk so experts recommend investors to allocate only a part of their corpus to such funds. “In addition, thematic funds need timing to enter and exit so investors need to be agile in exiting these funds when their objective has been achieved,” said Mittal. Timing and theme of the fund is an important factor that derives the performance of the fund as if the theme goes wrong, investor returns will be hugely impacted. “The sudden popularity of thematic funds is largely driven by clients looking to invest in different pockets in the market. In this category, timings and wider themes are a challenging aspect to beat. Most of the existing funds have a narrow theme which ends up impacting their returns. We do not recommend thematic funds as it is not suitable for every investor,” said Kaustubh Belapurkar, director of fund research at Morningstar Investment Adviser India. As thematic funds revolve around a certain theme, they are much less diversified than other large cap equity funds that have a mix of large and mid cap stocks. Experts feel lack of diversification and high risk in thematic funds makes it not suitable for all kinds of investors. Can Thematic Funds Beat Market Blues? Time for a reality check amidst all the noise

The calculation of net worth will be specific to the project, not at the company level. "If there are three towers in a project, and one of them is 70% is complete, and the other two haven't started yet. The money will be available only for the tower that is 70% complete not for the other two," Sitharaman explained. For instance, if the project needs ₹400 crore for completion, the money will be released to the escrow account based on milestones in completion. The real estate sector has already welcomed the decision when it was being discussed as a possibility. Finance Minister Nirmala Sitharaman also said that the government is inviting other foreign funds and sovereign funds to invest in the fund, over and above the initial ₹25,000 crore from the government of India, SBI and LIC. Indian government unveils $3.5 billion rescue fund for stuck housing projects

New Delhi, Apr 23 () India's GDP is likely to range between a decline of 0.9 per cent and a growth of 1.5 per cent in the current financial year, with the economy undergoing a "turbulent" phase caused by the coronavirus-induced lockdown, according to a report. The Confederation of Indian Industry (CII) in a paper - A plan for economic recovery - has laid out its growth expectation under three os and suggested "urgent" fiscal interventions. In the baseline scenario, the Gross Domestic Product (GDP) is expected to grow at just 0.6 per cent on an annual basis as economic activity is expected to remain constrained due to continuing restrictions on the free movement of goods and people beyond the lockdown period. This will lead to disruption in supply chains, slow pick-up in investment activity, labour shortages in the short-run and muted consumption demand on account of reduced household incomes, the industry body said. In the optimistic scenario, which envisages a faster pick-up post the lockdown period, the GDP is forecast to register a growth of 1.5 per cent in the best case. In case of a more prolonged outbreak, where the restrictions in existing hot-spot regions get extended, while new regions are identified as 'hot-spots' leading to intermittent stop and start in economic activity, GDP is likely to decline by -0.9 per cent. The urgent fiscal interventions, as suggested by CII should include cash transfers amounting to Rs 2 lakh crore to JAM account holders, in addition to the Rs 1.7 lakh stimulus already announced. CII has also suggested additional working capital limits to be provided by banks, equivalent to April-June wage bill of the borrowers, backed by a government guarantee, at 4-5 per cent interest. In addition, the CII paper has suggested the creation of a fund or SPV with a corpus of Rs 1.5 lakh crore which will subscribe to NCDs/Bonds of corporates rated A and above.The fund can be seeded by the government contributing a corpus of Rs 10,000-20,000 crore, with further investments from banks and financial institutions such as LIC, PFC, EPF, NIIF, IIFCL et al. This will limit Government exposure while providing adequate liquidity to industry. For MSMEs, CII has suggested a credit protection scheme whereby 75-80 per cent of the loan should be guaranteed by RBI, i.e. if the borrower defaults, RBI should buy the loan and repay the bank upto 75-80 per cent of the loan, so the risk to the lender is limited. SIDBI could provide the guarantee for loans to industry and trade while NABARD could provide the guarantee for loans to agro-processing sectors. "There is no doubt that the economy is going through turbulent times, and India will have to spend, for navigating its way out of the current crisis. At this stage, the government must do whatever it takes to tide over the crisis," CII Director General Chandrajit Banerjee said. "Given the extent of the damage to the economy from the disruption to business, the GDP growth in FY21 will likely be the lowest in many decades," he added. According to him, without an increase in government spending in the near-term to drive an economic recovery, government revenue will dwindle, and high deficits will continue to be a problem in future. Any significant revival in investment activity is unlikely as capacity utilization levels may remain suboptimal. Consumption demand is likely to remain lacklustre as people's incomes have been impacted, CII said. On the external front, as economies across the globe continue to struggle with the pandemic, global trade may decline by 13 to 32 per cent in 2020, as estimated by the World Trade Organisation. on exemptions. Sitharaman said that the fish production will be increased 200 lakh tonnes a year and set a target of ₹1 lakh crore in fish exports. The education sector has been allowed to borrow money from abroad as well as to invite foreign students via a new entrance examination called the INDSAT. Shares of Navneet Education (up 2.33%), Zee Learn (up 2.19%), Career Point (up 1.98%) and MT Educare (up 1.97%), gained in trade. The speech discouraged the use of chemical fertilisers, and promote organic farming, dragging down stocks like Rashtriya Chemical Fertilisers. The ₹2.83 lakh crore allocation for agriculture, irrigation, and rural development did little to stokes of a revival in rural demand. Indian markets aren’t excited because budget does not have the ‘stimulus’ they had hoped for

<ul><li>The Pension Fund Regulatory and Development Authority (PFRDA) has recommended increasing the tax benefits under the <keyword id="475509" type="ORGANIZATION" weightage="20" keywordseo="National-Pension-System">National Pension System</keyword> from ₹50,000 to ₹1 lakh. </li><li>Any Indian resident between the age of 18 to 60 years can apply for an <keyword id="2649803" type="PERSON" weightage="20" keywordseo="NPS-account">NPS account</keyword> at their nearly PSU bank, select private banks or post offices. </li><li>Opening a Tier I NPS account is compulsory for all subscribers, however, they will have the option to choose between auto, active and default accounts. </li><li>NPS account holders can also choose between seven different fund managers. </li></ul> The Union Budget is around the corner and expectations are high from Finance Minister Nirmala Sitharam. Analysts forecast that she will introduce a number of measures to boost the economy — including doubling the tax benefit on the National Pension System (NPS) contributions. This will take the tax benefit from ₹50,000 to ₹1 lakh, as recommended by the Pension Fund Regulatory and Development Authority (PFRDA). Currently, any Indian resident between the age of 18 to 60 years can open an NPS account and save up ₹1.5 lakh per annum under section 80C of the Income Tax Act. This includes investments in insurance plans and other select instruments — including buying a pension plan. Additional tax benefits are available for up to ₹50,000 of self contribution under section 80CCD (1B), which is the NPS tax benefit. This is the amount that the PFRDA has recommended that the government should double. NPS has an EET status — exemption on investment, exemption on returns, but taxation on redemption. 40% of the corpus that you will get on retirement will be tax-free. Getting a Tier I NPS account — you don’t have a choice Any Indian resident between the age of 18 to 60 years old can apply for NPS, including government employees that joined prior to January 2004 — although the measure is not compulsory for them. Tier I accounts are mandatory for anyone who subscribes to NPS. Government employees have to pitch in a contribution of 10% from their basic salary and dearness allowance. The government matches that contribution. For non-government employees to open an NPS account, they have to make an initial minimum contribution of ₹500. Every year, the cumulative contribution has to add up to at least ₹6,000. For private-sector salaried employees, the company will provide two options — NPS and Employees Provident Fund. In choosing NPS, they will be subject to the same requirements as government employees. The only difference will be that the matching contribution would be provided by the employer, rather than the government. The employer’s contribution to NPS is non-taxable. Taxpayers can find it under 80CCD2 in Form 16. Tier II NPS accounts — Take it or leave it A Tier II NPS account is not mandatory. It’s a type of saving account from which subscribers can make withdrawals at any time. It’s not subject to tax exemptions and there’s no equivalent contribution by the employer or the government. In order to open a Tier II account, subscribers need to deposit a minimum of ₹1,000. Each contribution has to be a minimum of ₹250 and, at the end of the year, the account must have a minimum balance of ₹2,000. Any returns from Tier II accounts are treated the same as returns from mutual funds. How do you open an NPS account? You can open an NPS account by approaching your nearest PSU Bank, select private banks— like ICICI, Kotak, and HDFC among others — and post offices. At the bank, you will need to fill out the required NPS form and submit the relevant KYC documents. After your request is processed, the Central Record Keeping Agency will send you a Permanent Retirement Account Number (PRAN). This account number will be unique to you and can be moved from employer to employer. The minimum account opening fee is ₹500 and the fund management fee is 0.1%. Picking an account and fund managers NPS accounts are run through fund managers. These fund managers invest contributions into equity, corporate debt and government securities. Proportions vary according to market conditions and the type of NPS account you have. The equity portion is invested in index stocks — these stocks make up NIFTY and Sensex. In choosing active, you will have control over how your money gets divided between different financial instruments. However, only a maximum of 50% can be allocated towards equities. In choosing an auto account, the money will be invested according to the subscriber’s age. Till the time you are 35 years old, 50% of the investment will go towards equity and 30% will be divided allocated to corporate debt. Thereafter, investment in equity will be reduced by 2% each year and investment in corporate debt will be reduced by 1%. By the time you will be 55 years old, 10% will be invested in equity, 10% in corporate debt and the other 80% will be allocated to government securities — a low-risk financial instrument. The default account comes with the least amount of risk. As much as 55% of your contribution is invested in government securities, 40% goes towards corporate debt, 15% is allocated to equities and only 5% is put into money market instruments. Government employees have no choice, but to opt for the default account. When can you finally withdraw your money? Withdrawals of up to 25% can be made after you’ve subscribed to the scheme for at least 10 years for reasons like children’s education or buying a house. You can make three such withdrawals from NPS at a gap of at least 5 years between each withdrawal. However, an exception can be made in the case of critical illness, accidents or life-threatening diseases. If you choose to retire before the age of 60 years, 80% of your corpus has to go towards annuity and up to 20% can be withdrawn. However, that amount will be taxed according to your tax slab. If you retire at 60 years of age, you can withdraw up to 60% of the corpus and will only have to pay tax on 20% of the amount. As much as 40% of the corpus still has to go towards buying annuity. Any returns on the annuity are taxed as per tax slabs. In the event of the death of the NPS account holder, the entire corpus amount is allocated to the nominee.

Budget 2020: What is the National Pension System and how do you open an NPS account?

Industry experts fear that a big chunk of the 125% jump may be on account of the unpaid dues for licence fees and spectrum usage charge that has fallen on the operators after the recent loss in the case at Supreme Court. This may also include as much as ₹25,000 crore from a proposed spectrum sale this year, according to another expert. However, in the absence of clear communication from the government, it is not clear how much the government plans to extract from the mobile operators. Airtel owes as much as ₹35,000 crore to the government after the Supreme Court allowed them to change the definition of licencing fees to include non-telecom revenues that the licensors make - as well. Vodafone Idea owes a whopping ₹53,000 crore to the government - an amount that has threatened its ability to survive. The Budget column has sent shivers down the spine of both the operators who have been trying every trick in the book -- including requesting extra time, staggering payments or even a relaxation in the interest and penalty amounts.
