BJP today moved amendments to bring back key provisions of UPA's land law including the ones on consent clause and social impact assessment and drop controversial amendments brought in by the <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> Government in December last year through an ordinance. "It's as good as our own Act of 2013," a <keyword id="1575" type="ORGANIZATION" weightage="100" keywordseo="Congress">Congress</keyword> member of the committee told PTI after the meeting expressing total agreement with the amendments moved by the ruling BJP. 

	Trinamool Congress members Derek 'O Brien and Kalyan Banerjee walked out of the meeting stating that the amendments were circulated this morning and they had little time to study. 
 

	Six of the amendments were discussed today on which there was a consenus. 
 

	Out of the total 15 amendments in the NDA bill, nine were substantial in nature that have been opposed by Congress and a number of Opposition parties. 
 

	Out of these nine, six including the provisions dealing with consent clause, social impact assessment, replacing the term private company with private entity were discussed today and a consensus has emerged on them, Congress members claimed.
 

	With BJP retracting from its previous position, there is likelihood that the panel headed by BJP MP S S Ahluwalia will come out with a consenus report by August 7.

BJP to bring back key provisions of UPA’s land law

<keyword id="30067" type="ORGANIZATION" weightage="80" keywordseo="RBI">RBI</keyword> Governor <keyword id="6358908" type="PERSON" weightage="80" keywordseo="Raghuram-Rajan">Raghuram Rajan</keyword> has said the <keyword id="6354642" type="PERSON" weightage="80" keywordseo="Modi">Modi</keyword> government has taken effective steps to create a favorable situation for investment in <keyword id="3658" type="COUNTRY" weightage="80" keywordseo="India">India</keyword>. He added the current Prime Minister’s image was like "Ronald Reagan on a white horse", who can butcher all market problems. That is unacceptable. 
 
Rajan's remarks come as the new government completes one year in office this May. It won the elections primarily due to the vote of the upwardly mobile class who demand jobs, lower prices, more development and lesser corruption. 
 
The RBI Governor said the government would take better tax decisions. Corporate tax is estimated to come down 1% every year. Such steps will inspire confidence among investors. He observed that inflation has come down significantly in India, and the rupee has stayed ‘relatively flat’. The Current Account Deficit is also estimated to drop to 1.5% this year. That’s a healthy sign as the government can now shift focus to growth. 
 Rajan said the Goods and Services Tax (<keyword id="6354679" type="ORGANIZATION" weightage="80" keywordseo="GST">GST</keyword>) bill should have been passed in the recently concluded Parliament session. However, he expects it to be effective by March 31 or April 1 next year. He also stressed on the importance of the <keyword id="408329" type="UNKNOWN" weightage="80" keywordseo="land-acquisition-bill">Land Acquisition Bill</keyword>. 
 
He said that the speed of these developments could have been faster.

RBI Governor defends
Modi Government, says expectations were ‘probably unrealistic'

In a major shift in the gear, following increasing pressure by people across the country and opposition parties, <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> government has returned to the draft of the Land Acquisition Bill that was prepared by the UPA government with key components involving cosent clause and social assessment of the loss of land by the farmers. 
 This brings us back to the Land Acquisition Bill 2013 which factored in crucial clauses relating to consent of affected families, and social impact assessment (SIA) undoing the nine main amendments <keyword id="41281" type="ORGANIZATION" weightage="80" keywordseo="NDA">NDA</keyword> had brought to the bill, by way of ordinance, and subsequently into the bill. Six of them were already approved by the Joint Committee of the Parliament in the past. A consensus had been evolved as well. 
 In the backdrop of 25 Congress MPs being suspended for ‘unruly’ behavior, something that was a sense of déjà vu for <keyword id="14666" type="ORGANIZATION" weightage="100" keywordseo="BJP">BJP</keyword> when it sat in similar position few years ago, the <keyword id="395063" type="ENTERTAINMENT" weightage="80" keywordseo="U-Turn">U turn</keyword> on land acquisition bill may well put a spoke in the plans of NDA speedy development and progress. Blazing economy in a year’s time, did we say? Well, that seems like bit of a tough luck now! 
 
The NDA managers have been keeping their fingers crossed over a few things in the current parliament session. The bill is now a sorted issue. But how does this project the government in the eyes of the people? There has to be some kind of an image shift after NDA succumbed to the pressure exerted by people and opposition parties. 
 
It would rather be naïve to think NDA bowed its head before UPA or Congress in particular. The U turn on land acquisition bill has more things under its wing, than what meets the eye. 
 
In the recent times, after the initial loss of face in the elections last year, Congress has been doing everything well within its purview to lift its image from almost zero. But, looks like every time BJP cracks its whip, Congress is getting a new lease of life. 
 
The amateur approach and lack of political experience and wisdom has begun to show. Narendra Modi’s #AccheDin may well be around in a political manifesto, but that was before the elections were won and the skies were much clear. Now with drought in half the states, and the other half experiencing failed monsoons, India is on the brink of the rate of farmers’ suicides climbing up the ladder again. 
 
BJP’s complete wash out in Delhi elections is now a distant memory. But that’s a lesson learnt again. Among some of the main reasons for this reverse mode on land acquisition bill is the reason that BJP is bringing in ordinances with polls in the near gaze. BJP is hoping to hold the reins in Bihar and if this does not happen, it may well be the end of dream run for Amit Shah and Modi duo who almost managed the entire elections getting BJP a landslide victory just about 13 months ago in general assembly elections. 
 
Not only have the opposition parties come together in a solid way, they have also managed to dent the image of BJP being ‘people’s voice’ as against what the party had built prior to elections. 
 
The complete turnaround of BJP several issues, the Lalit Modi episode that generated much embarrassment, has given some serious blows to the party in the recent times. 
 
With Bihar elections ahead, BJP wants to resurrect its image of being portrayed as a ‘corporate’ party that doles out land to companies ruling out the farmer consent in the ordeal. 
 
This has cost BJP a good seven months of losing parliament time and having known the loss way too well, the managers of the party know this will cause a serious lag on part of the developmental guidelines as far as the time line is concerned. Into second year of its administration, BJP is realizing the aura receding way too fast. Some corrective actions in the run up to the development agenda were much needed. 
 
Hence, even though grudgingly so, BJP dropped all the contentious amendments just in time. Modi had his personal image riding on this bill, having promised the ‘acche din’ to people the day he assumed power. 
 
Because, the opposition parties aside, people had begun to take to streets on this and Congress was just beginning to leverage on this. The opposition, surprisingly, came well from within the party lines too. 
 The RSS affiliates, the Bharatiya Mazdoor Sangh, Bharatiya Kisan Sangh and Akhil Bharatiya Vanavasi Kalyan, all of them had equivocally raised their objections against the amendments to the <keyword id="87979" type="ORGANIZATION" weightage="100" keywordseo="Land-Bill">land bill</keyword> stating this would cause serious repercussions if implemented. 
 
It was both the perception, and the public opinion that BJP heard. And, looks like it would do good to the party at least for the time being.

Land Bill:
Victory for the time being?

If you are looking for a job or already working in <keyword id="6354553" type="COMPANY" weightage="20" keywordseo="real-estate">real estate</keyword>, you may get lucky as companies are giving above average salary increases. This despite both the residential and commercial markets have not grown as aggressively as analysts or the industry have been hoping under the Modi-led NDA government. 
 “A lot of it is governed by macroeconomic factors and there’s less to do with the industry per se. For example, the <keyword id="35050" type="CITY" weightage="20" keywordseo="gdp">GDP</keyword> has not been very high which means surplus income at the household level has not changed much. This has resulted in lesser investments,” says Suryanarayanan R, a senior consultant for Aon Hewitt. 
 
However, this sector will not see saturation anytime soon. That’s because real estate is an evergreen sector and Indians love to put their money there if they can afford it. 
 
“As a result,” Suryanarayanan thinks “the official predictions for salary increases in this sector are too low.” He says the official prediction of 9.8% is “a cautious number which I see would reach around the India average of 10.3% in the next 12-18 months.” 
 For the infrastructure segment, the outlook is moderate and success will depend on the progress of factors like the <keyword id="408329" type="UNKNOWN" weightage="20" keywordseo="land-acquisition-bill">Land Acquisition Bill</keyword>, government clearances at a departmental level, and funding/payment clearance to the vendors along with speedy review and closure of tenders. 
 
Meanwhile, attrition in real estate continues to be higher than overall in India which is a reflection of the growing sector and many opportunities available across the real estate sector. The infrastructure companies are observing a slightly lower rate of attrition given the current challenges the sector is facing. 
 
“Key talent is not available on structural side in India, and so companies need to look outside India,” Suryanarayanan argues. 
 
“Within the industry, if your genesis lies in the corporate houses, you will borrow practices from there when looking at talent retention/ rewards as opposed to pure real estate players who are still coming up the curve in this regard,” he says. 
 
“That’s why there’s a clear trend with organizations moving towards a professionally managed approach, which has enhanced focus on people and people practices in the short term, leading to a clear impact on the overall morale, engagement, retention and growth opportunities for employees in the sector,” he adds. 
 
Moreover, the emphasis on the improvement and enhancement of existing infrastructure across the country, with initiatives such as smart cities, housing for all by 2022, and so on, could create further opportunities for the real estate sector to grow. Additionally, the sector would get a strong boost if measures such as the land acquisition bill are passed to ensure that the urban infrastructure projects, highway corridors and all other projects which are dependent on easy availability of land can pick up pace. 
 
Suryanarayanan says the demand for commercial spaces meanwhile has continued irrespective of the sector overall. “Despite an overall economic outlook being moderate, we continue to see continuous demand in this segment which is being driven by expanding organizations and global organizations setting up their offices in India,” he says. 
 
However, one major challenge the big players may have to face is the movement of talent to regional players. “Unlike other industries, real estate is not controlled by handful big players. There may be 200 to 300 regional players. It is a very fragmented industry. Therefore, we will see spurt happening in pockets. Even as emphasis has always been on the tier 1 cities but there’s more focus on the tier II, III cities. Now, with the government announcing affordable housing for everyone by 2020, it’s going to drive demand at smaller locations. This may have several companies not doing well lose their talent to the regional players as demand there goes up,” Suryanarayanan says.

Meanwhile, the government is in a spot as its troubles have been compounded by the fact that Rajya Sabha resumes on Thursday and the Opposition will raise the issue strongly and link it to the land acquisition bill. 
 The <keyword id="83948" type="UNKNOWN" weightage="20" keywordseo="Farmer-suicide">farmer suicide</keyword>, having a high potential to disrupt Modi’s success anthem has made BJP plunge into quick action. Health Minister Jagat Prakash Nadda and Minister of State for Agriculture Sanjeev Baliyan visited the Ram Manohar Lohia Hospital. The doctors informed the ministers that Gajendra Singh was brought dead. 
 
The tech savvy Modi expressed grief over the suicide on twitter. The news report further says, Congress Vice-President Rahul Gandhi pipped Nadda and Baliyan to the post by reaching the hospital before them. 
 In fact Home Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> has already held a meeting with <keyword id="603012" type="UNKNOWN" weightage="20" keywordseo="Delhi-governor">Delhi Governor</keyword> Najeeb Jung and <keyword id="6366315" type="POSITION" weightage="20" keywordseo="Police-Commissioner">Police Commissioner</keyword> BS Bassi on the matter this morning, with widespread protests ringing out in the capital. He is also expected to make a statement in the Parliament later in the day. 
 
Will Home Minister’s insurance scheme be a healing touch to the aggrieved farmers? 
 
In the wake of the farmer crisis in the country, the home minister Rajnath Singh is fast-tracking the introduction of the proposed National Crop Income Insurance Scheme, which guarantees income to the farmer during fluctuating prices (he will have to bear loss of 20%). During yield losses due to natural calamities, including drought or unseasonal rain 70-50% of loss would be paid by the government. It also brings all national insurance programmes under its purview and the government wishes to roll it out soon given the present crisis. 
 
Singh had held a meeting on Wednesday with the Minister of State for Agriculture, Sanjiv Balyan, and bureaucrats of the ministry to finalise contours of the proposed insurance scheme for farmers. 
 
An Assocham-SkymWeather study released earlier this month revealed only 19% of farmers have opted for crop insurance while among the rest, 24% said the facility was not available and 11% said they can't afford the premium. There have been five national schemes since 1985, and all have failed with farmers left with no safety net when crops fail. 
 A serious case like farmer suicide, right in the middle of an ongoing political rally motioned at opposing the land acquisition bill has certainly put a big question mark on Modi’s signature land bill. While opposing parties have already started protesting the Land Bill and demanding justice for Gajendra Singh, the whole furore looks like an acid test of the <keyword id="6360789" type="ORGANIZATION" weightage="20" keywordseo="Modi-Government">Modi government</keyword> on the issue of agricultural lands and people dependent on it. In a chain reaction of yesterday’s tragedy, the Congress workers are staging protests in front of Delhi CM’s residence and Delhi Police Commissioner’s residence demanding immediate scrapping of the proposed land bill.

What happens to the Land Bill now?

In an effort to get the <keyword id="6359833" type="ORGANIZATION" weightage="80" keywordseo="Goods-and-Services-Tax">Goods and Services Tax</keyword> (GST) Bill passed, the Indian Government went ahead with its proposal to constitute a select committee of the Rajya Sabha, or Upper House of the Parliament, to examine it. 
 It also went ahead with a suggestion to form joint committee of both the Houses to examine the contentious <keyword id="408329" type="UNKNOWN" weightage="80" keywordseo="land-acquisition-bill">Land Acquisition Bill</keyword>. 
 As <keyword id="2558634" type="UNKNOWN" weightage="80" keywordseo="Prime-Minister-Narendra-Modi-led-government">Prime Minister Narendra Modi-led Government</keyword> lacks numbers in Rajya Sabha, it is banking on these committees to mull on both the bills and get them passed. 
 The Lok Sabha, or Lower House of the Parliament, passed the <keyword id="387846" type="UNKNOWN" weightage="80" keywordseo="GST-Bill">GST Bill</keyword> to put in place a single nationwide sales tax. 
 
Indian Finance Minister Arun Jaitley hailed it as the biggest reform in the country since independence in 1947. He had told lawmakers that the Bill, if passed, could add up to 2 percentage points to the growth of Asia's third-largest economy. 
 
Meanwhile, a 30-member joint committee of both the Houses will look into the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill, 2015. 
The committee will be headed by SS Ahluwalia, who is a Bharatiya Janata Party MP from Darjeeling. 
 
It will have 20 members from the Lok Sabha and 10 from the Rajya Sabha. BJP will nominate 10 members from the Lower House and two from the Upper House to the joint committee. 
 
The land reform bill was passed in the Lok Sabha, however, the ruling Government failed to get it passed in the Rajya Sabha. Modi, last year, had issued an ordinance on land acquisition. 
 
This will be re-promulgated for the second time soon after the budget session ends on May 13, a Union minister told the Economic Times, accepting that Government plans to get these two crucial bills passed in the Budget Session did not see the light of day.

Both bills have been stuck at the Parliament, rattled by one ‘question hour adjournment’ after another to derail discussions on these key legislation in the Parliament by the opposition. Both bills have been the front-runners to bring about the much touted reforms to India’s stagnant <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">economy</keyword>. 
 
Meanwhile, Rahul Gandhi has sprung into action, having reached Amravati, on a ‘padyatra’ to meet with affected farmers and their families across the dreaded Vidarbha region, known as India’s farmer suicide capital. He will travel on foot across 5 villages, meeting families of farmers who have committed suicide and those that are facing acute financial crisis due to crop damage. 
 
Gandhi, who was in Punjab a day ago meeting with affected farmers, is trying to score a huge political point for his Congress party, who were rooted out of New Delhi by a thumping victory of the BJP about a year ago. He knows that for the Congress it is really a do-or-die moment, where any false step could cost him and his party dearly. 
 
As for Modi, the worry seems to be mounting, as experts, industrialists, farmers and the regular public have started questioning the government’s speed for action. Many industry stalwarts such as Deepak Parekh have already raised concerns over the Government’s inability to implement key reformatory legislation such as the new labour bill, land acquisition bill and even the GST that will help India back into the speedy growth path. 
 
The next few days will be extremely important not only for Rahul Gandhi and his political aspirations, but also for Modi and the country’s economy, because each bill passed or not passed, will have a direct impact on the India’s economic health.

Washout of monsoon session would cost tax payers heavy money

Perhaps, in the last 11 months, the realization may have dawned on Prime Minister Modi, more than ever before. That, a country of the scale and magnitude of India is not as easy as managing one state – no matter how a perfect representative of India that could be. 
 
But, let’s pause for a moment and wonder if Modi anticipated this. Having seen the seasoned politician that he is, we surely know he would have anticipated a couple of issues for roadblocks. And so far, land acquisition bill has turned into a challenge that threatens to change the overall image of the government. The 31% voters who voted this government to power and gave it an absolute majority seem to be confused with the Land Acquisition Bill at the moment. But hang on, we are still not sealing any final deal yet. 
 What’s wrong with the bill? Or, what’s wrong with land being tapped as a major resource that can feed into economic empowerment? To begin with, land in more ways than one, represents the emotional connect majority of Indians have with their nature, identity and surroundings. No matter how you would want to look at it, a <keyword id="48857" type="POSITION" weightage="20" keywordseo="Farmer">farmer</keyword> who has lost land to some government project for any betterment of the society, can never be comfortable doing anything else other than agriculture. So, unless the government works on its rehabilitation methods than offering a few lakh to those who give their lands for development, this act will always be met with mixed emotions of fear, anger and helplessness. All these emotions are exactly the ones opposition wants to capitalize on. 
 
For a country that has had socialist leanings with its simple life mantra, India has always looked at industrialization and capitalism with some sort of contempt. The underlying philosophy of the country, which is evident through its spiritual journey as well, money is met with a sneer. Despite the fact that money is essential to keep the country going, and a commodity that provides access to a life of dignity; money and capitalism represents something evil. Hence, when a government speaks of giving away lands to industrialists who can create jobs, it is seen as an attempt to snatch away the most natural resource, and make the farmers helplessly dependant on external factors that can exploit them to the core. But in reality it is all about economic reforms which could help farmers in the long run. 
 
So, the reading ain’t so bad. But, hasn’t cronyism been part of our political banter? The ‘helplessness’ of a farmer has been a fact through ages. A farmer who is dependent on market-oriented world is as important as an industrialist who buys his crops to turn them into consumer products. But, the difference lies in the fact that both wield different power when it comes to sitting on a negotiating table or having a dialogue with the government. 
 
The failure of successive monsoons, have made some part of land arid and dry and hence unable to make way for any cultivation. But, industrialists who want the government to mediate the procedure of acquiring and handing out lands for their ventures, want lands to be well connected to good motorable roads, and have human resources around. 
 
So, when the government decides to acquire a certain piece of land for reforms, the value of the land suddenly rises. India does not have compulsory land sales law such as America. In India, we are still grappling with issues that are two pronged both in their approach and complexity. What adds to this complication? Politics being one, there are many more aspects that make this issue much more complicated than it already is. 
 Recently, when Congress Veep Rahul Gandhi addressed Modi’s government as ‘suit-boot-ki-sarkar’; he perhaps complicated it further for the people of India. But <keyword id="6360789" type="ORGANIZATION" weightage="20" keywordseo="Modi-Government">Modi government</keyword> wants reforms, but at the same time is petrified at the aspect of taking over lands so as to not offend the farmers. 
 
One spectacle of a suicide that happened at the farmers’ rally organized by Delhi CM Arvind Kejriwal, has put the larger question in the centre of everything again. How can a farmer negotiate his right for a dignified life when he is stripped of his last bit of resources? The incident was unfortunate, no doubt. And, there are also questions about the timing of this suicide. But, will the country ever wonder why a farmer can and will always be taken for a ride, even after almost seven decades of independence and democratic ruling? 
 
This has surely got Modi also worried. We have to land with a solution that’s uncomplicated and beneficial to all and this is what the current NDA-led government has been trying to do convince all the stakeholders.

What grows
on land? Well, economy does.

Day 1 of the two-day BJP <keyword id="55124" type="POSITION" weightage="80" keywordseo="National-Executive">National Executive</keyword> in Bengaluru saw party chief <keyword id="6355521" type="PERSON" weightage="80" keywordseo="Amit-Shah">Amit Shah</keyword> taking a jibe at <keyword id="5268" type="PERSON" weightage="80" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword>, asking <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword> to go look for its 'missing' <keyword id="19496" type="POSITION" weightage="80" keywordseo="leader">leader</keyword> instead of looking for faults in the government. 
 
Shah slammed the Congress for its opposition to the Centre's land acquisition bill, which it called anti-poor and anti-farmer. 
 The Congress has been ratcheting up support against the land bill in a series of protests across India. This the second salvo at the Congress leader. On Thursday, the BJP took a jibe at Rahul Gandhi over his likely appearance at a farmers' rally on April 19, saying it is not sure if such news reports are true and his "vacation" is finally over. "Are you serious?" was how <keyword id="180781" type="POSITION" weightage="80" keywordseo="BJP-spokesperson">BJP Spokesperson</keyword> Shahnawaz Hussain responded when reporters sought his response on Gandhi's return to active politics with the rally against the land bill amendments brought by the <keyword id="6360789" type="ORGANIZATION" weightage="80" keywordseo="Modi-Government">Modi government</keyword>. 
 
The land bill is the big agenda at the National Executive, with the BJP planning to drum up support around the legislation. PM Modi has asked his junior ministers to reach out to people, especially those in rural India, and canvass the party's stand on the legislation. 
 According to Times Now, <keyword id="26680" type="PERSON" weightage="80" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> has been assigned the task to lead the PR team over land bill. 
 <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">Prime Minister</keyword> <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword>, Shah, External Affairs Minister Sushma Swaraj and senior leaders LK Advani and MM Joshi are among those expected at the meeting. 
 
The Congress was quick in its response with senior leader Digvijaya Singh saying the BJP shouldn't be bothered about Rahul Gandhi. "They will know when he's back," he told Times Now. 
 
The Congress' recent ante over the legislation has irked the party. "We do not know if reports about the date Rahul Gandhi is coming on are true. No Congress Spokesperson has made any statement to this effect. What plane is he coming on, when will he me(others), if his vacation is finally over... this all will be discussed when he does finally come back," Hussain said. 
 Gandhi has been missing in action for over a month and Congress has insisted that he has been granted leave of absence to introspect over the party's affairs following a string of electoral reverses starting with its rout in the <keyword id="6355187" type="ORGANIZATION" weightage="80" keywordseo="Lok-Sabha">Lok Sabha</keyword> elections. 
 
He skipped the first leg of the budget session, inviting criticism from the opposition parties. 
 
Faced with a volley of questions about Rahul's whereabouts and the date of his likely return, AICC spokesman RPN Singh said, "You are asking the same question daily... As already said he has gone for introspection on recent events with an aim to strengthen the organisation. Whenever we will get intimation, you will be informed." 
 At the same time, Congress MP <keyword id="42332" type="PERSON" weightage="80" keywordseo="Jairam-Ramesh">Jairam Ramesh</keyword> dismissed questions whether <keyword id="689" type="PERSON" weightage="80" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword>'s leadership of recent party protests meant Congress had given up on the young leader. "Everyone in the party including the vice-president are involved," he said.

<keyword id="5268" type="PERSON" weightage="20" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> is back! Congress party is thanking its stars that it will not sound clueless any more about the whereabouts of its heir apparent. If my understanding is right, the BJP will perhaps have even more questions for the Gandhi scion than ever before. 
 
The country, most certainly the Congress party, has been waiting for the last 57 days to find out more about the man who has refused to face questions on several issues. His critics argue, often with a valid reason, that he does not have answers to several important questions. 
 
In the past, Rahul has announced his displeasure at the UPA cabinet clearing an ordinance on convicted members of Parliament. It is “complete nonsense” he had said, adding that it should be “torn and thrown away”. He had raised several questions when he made a surprise appearance at that press conference in September 2013. 
 
History seems to suggest that Rahul is good at asking questions. 
 
Here are some of the questions that Rahul may perhaps never ask. 
 
1. I have been away for 57 days on a leave of absence. Only a select few people in the party knew where I had gone for introspection. Did you miss me? 
 
2. Would you want to know what all I have been thinking about over the last eight weeks? 
 
3. Have Kamal Nath and Digivijay, yet again, suggested that I should be elevated as the President of the Congress party? Why, then, are Amrinder Singh and Sheila Dixit, suggesting that there should be no change at the top in the party? 
 
4. We have had the same person lead the party for 17 years. Do you think the time is ripe for a change at the top now? 
 
5. The government has sought to amend the Land Acquisition bill and wants it to be passed by the Parliament. Were my specific views sought on the subject, either in the party or in the Parliament? 
 
6. Congress President Sonia Gandhi led a walk to Rashtrapati Bhavan to protest against the Land Bill. 14 parties presented a memorandum to the President against the Bill. Would my presence have added to the voice of the 43 other fellow Congressmen in Parliament and other political parties? 
 
7. Farmer suicides are now spreading to Uttar Pradesh and it seems the government has not moved much beyond announcing a hike in compensation to the affected farmers. Have I missed out in raising the issue as its impact is now being felt in north India too? 
 
8. I believe that a large number of Valmikis in Uttar Pradesh have converted to Islam to save their homes. Did the Congress party come out in support of them and raise the issue at the state and national level? 
 
9. I believe that some people in the government were trying to snoop on me. Really? Psst… I always knew the impact my presence, or absence, can have on the government! 
 
10. Since I have had an eight-week leave, I feel I am now ready to fight for the Congress party. Would you all want to take leave so that you are charged up too? 
 
Most of us should not be surprised that Rahul will not ask these, and other similar, questions. 
 
A good leader is one who does not ask questions. He is the one who has the answers.
