<ul><li>The Central government on Tuesday brought <keyword id="135860" type="COMPANY" weightage="20" keywordseo="Lakshmi-Vilas-Bank">Lakshmi Vilas Bank</keyword> under <keyword id="117489" type="PERSON" weightage="20" keywordseo="moratorium">moratorium</keyword> for 30 days, restricting deposit/withdrawal not exceeding ₹25,000.</li><li>The moratorium came into effect from 6 p.m. on Tuesday and will be in place up to December 16, 2020. </li></ul>Following an application submitted by the <keyword id="6354335" type="ORGANIZATION" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> (<keyword id="30067" type="ORGANIZATION" weightage="20" keywordseo="RBI">RBI</keyword>), the Central government on Tuesday brought Lakshmi Vilas Bank under moratorium for 30 days, restricting deposit/withdrawal not exceeding Rs 25,000. The Centre issued the moratorium notification under Section 45 (2) of the Banking Regulation Act, 1949. The moratorium came into effect from 6 p.m. on Tuesday and will be in place up to December 16, 2020. The notification also stays the commencement or continuance of all actions and proceedings against Lakshmi Vilas Bank. During the period of moratorium, subject to the condition that such stay shall not in any manner prejudice the exercise by the Central government of its powers under Clause (b) of Sub-section (4) of Section 35 of the said Act or the exercise by the Reserve Bank of India of its powers under Section 38 of the said Act. As per the notification, Lakshmi Vilas shall not without the permission in writing of RBI: * Make payment to a depositor an aggregate sum exceeding Rs 25,000 lying to his credit in any kind of deposit including multiple deposit. * Wherever such depositor is having dues payable to the bank in any manner, either as a borrower or surety, the amount payable to such depositor shall be made after adjusting the relevant borrowal accounts. * Payment to bank creditor cannot exceed Rs 25,000, subject to following exceptions: (i) making of payment of amounts towards any drafts or pay orders issued by the Lakshmi Vilas Bank and remaining unpaid on the date on which the order of moratorium comes into force; (ii) paying the proceeds of the bills received for collection on or before the 17th day of November, 2020; (iii) making payment towards existing liabilities for call money or inter-bank borrowing (iv) trades effected prior to the date of moratorium for which settlement is yet to take place. * Grant any loans or advances or make investments in any credit instruments. According to the notification, the RBI may by a general or special order permit Lakshmi Vilas Bank to allow pay to its depositors an amount in excess of Rs 25,000 to meet unforeseen expenses towards (a) medical treatment of the depositor or any person actually dependent on him (b) towards the cost of higher education of the depositor or any person actually dependent on him for education in India or outside India; (c) to pay obligatory expenses in connection with marriage or other ceremonies of the depositor or his children or of any other person actually dependent upon him (d) in connection with any other unavoidable emergency if there is sufficient credit in his account. However, the sum such paid shall not exceed Rs 5 lakh or the actual balance lying to the credit of the account of such depositor, whichever is less. The Central government also directed Lakshmi Vilas Bank to pay for repaying loans or advances granted against government securities or other securities to it by the RBI or the State Bank of India or by any other bank and remaining unpaid on the date on which this order comes into force. Lakshmi Vilas Bank is permitted to operate its accounts with the RBI or with any other bank for the purpose of making the payments aforesaid. The bank may release or deliver goods or securities which have been pledged, hypothecated or mortgaged or otherwise charged to it against any loan, cash credit or overdraft: (i) In any case in which full payment towards all the amounts due from the borrower or borrowers, as the case may be, has been received by it, unconditionally. (ii) In any other case, to such an extent as may be necessary or possible, without reducing the proportions of the margins on the said goods or securities below the stipulated proportions or the proportions which were maintained before this Order came into force, whichever may be higher. Mumbai, Apr 17 () To ensure that the repayment moratorium to help individuals and businesses to tide over the coronavirus-triggered disruptions does not land banks in a liquidity crisis, the RBI on Friday lowered the liquidity coverage ratio (LCR) to 80 per cent from 100 per cent with immediate effect. The LCR requires banks to hold enough high-quality liquid assets such as short-term government bonds that can be sold to fund a stress scenario. Banks are required to hold LCR which is 100 per cent equivalent of projected cash outflows during the 30-day stress scenario. Addressing the media via video on Friday, RBI Governor Shaktikanta Das said "to ease the liquidity position at the level of individual institutions, the LCR requirement for commercial banks is being brought down from 100 to 80 percent with immediate effect." The governor said the LCR requirement will be gradually restored back in two phases -- 90 per cent by October 1, 2020 and 100 per cent by April 1, 2021. He said the Reserve Bank has been proactively taking measures to address the systemic liquidity issues through a slew of monetary and market operations. The LCR was introduced as part of the Basel-III reforms following the 2008 global financial crisis and was finalised by the Basel Committee on Banking Supervision in January 2013. The RBI made LCR binding on banks from January 1, 2015 with a transition time where they reached 100 per cent LCR by January 1, 2019. The LCR is calculated by dividing a bank's high-quality liquid assets by its total net cash flows, over a 30-day stress period. Here, high-quality liquid assets include only those which can be converted easily and quickly into cash. Commenting on the LCR reduction, ratings agency Icra said the relaxation will enable banks meet the regulatory LCR requirements in case their reliance on bulk deposits or interbank lines increases. This will help small private banks all the more as they have been witnessing deposit outflows, increasing their reliance on interbank funding. Such interbank funding is included in high run-off while calculating the LCR ratio for banks, the agency added. R K Gurumurthy, treasury head at Lakshmi Vilas Bank, said the relaxation in the LCR requirement to 80 per cent releases the pressure on banks to divert a larger part of their investments in high quality liquid assets. More than 200 Facebook content moderators have written a letter to <keyword id="6354630" type="PERSON" weightage="20" keywordseo="mark-zuckerberg">Mark Zuckerberg</keyword>, saying the decision to ask them to get to work to maintain Facebooks profits during the pandemic has put their lives at risk. "After months of allowing content moderators to work from home, faced with intense pressure to keep Facebook free of hate and disinformation, you have forced us back to the office," they wrote in an open letter. "Moderators who secure a doctors' note about a personal COVID risk have been excused from attending in person. Moderators with vulnerable relatives, who might die were they to contract COVID from us, have not". They claim that the Facebook management has needlessly put their lives at risk by forcing them back into the office, even as full-time employees work from home until July 2021. On October 12, content moderators working for the third-party contracting firm Accenture in Austin, Texas were asked to return to the office, reports The Verge. "Despite vast sums flowing to each of you as corporate executives, you have refused moderators hazard pay. Equity benchmarks scaled <keyword id="176421" type="PERSON" weightage="20" keywordseo="record-highs">record highs</keyword> for the third straight session on Wednesday as investors accumulated banking, auto and engineering stocks amid firm global cues and unabated foreign fund inflows. The BSE Sensex vaulted 227.34 points or 0.52 per cent to close above the 44,000-level for the first time at 44,180.05. Intra-day, it touched its lifetime high of 44,215.49. Similarly, the broader NSE Nifty advanced 64.05 points or 0.50 per cent to end at its all-time high of 12,938.25, after making an intra-day record of 12,948.85. M&amp;M was the top gainer in the Sensex pack, soaring 10.76 per cent, followed by L&amp;T, IndusInd Bank, Bajaj Finserv, SBI, Bajaj Finance, ICICI Bank, Kotak Bank and Axis Bank. On the other hand, HUL, ITC, Titan, TCS, Bharti Airtel and <keyword id="6354512" type="COMPANY" weightage="20" keywordseo="Infosys">Infosys</keyword> were among the losers, shedding up to 2.07 per cent. According to traders, largely positive cues from global markets and persistent foreign fund inflows buoyed market sentiment. Foreign institutional investors remained net buyers in the capital market as they purchased shares worth Rs 4,905.35 crore on Tuesday, according to provisional exchange data. Global equities held steady after the recent rally fuelled by encouraging COVID-19 vaccine trials, though the steadily rising coronavirus cases weighed on risk sentiment. Domestic equities continued to maintain their northward move mainly led by rebound in financials and automobiles, said Arjun Yash Mahajan, Head Institutional Business at Reliance Securities, adding that strong buying continued in mid-cap and small-cap stocks "A healthy improvement in earnings outlook of financials and visibility over asset quality continued to support financial stocks. Rotational trade also remained visible where IT, FMCG and Pharma remained laggards and cyclical and beaten down stocks witnessed sharp upmove," he said. BSE capital goods, auto, industrials, realty, bankex and finance indices surged up to 3.72 per cent, while FMCG, IT, teck, telecom and healthcare closed with losses. Lakshmi Vilas Bank slumped 20 per cent to hit its lower circuit after the cash-strapped lender was put under moratorium due to its precarious financial health. T N Manoharan, the RBI-appointed administrator of Lakshmi Vilas Bank, on Wednesday said depositors' money is safe and expressed confidence of completing the lender's merger with DBS Bank India within the deadline set by the regulator. Meanwhile, the broader BSE midcap and smallcap indices rallied as much as 1.22 per cent. Elsewhere in Asia, bourses in Shanghai, Hong Kong and Seoul ended on a positive note, while Tokyo was in the red. Stock exchanges in Europe also largely opened with gains. Brent crude futures, the global oil benchmark, was trading 0.85 per cent higher at USD 44.12 per barrel. The rupee continued its winning momentum for the third session in a row on Wednesday, rising 27 paise to settle at 74.19 against the US dollar.
